concerns about electricity as everyone cranks up the ac. get juiced to it. the yellow and red is with us through thursday and the yellow highlighted is for an advisory and the red is a heat warning. and all this is because the inland areas away from the water still topping off in the triple-digits for third consecutive day. that's the scene looking out to alcatraz. it's 92 degrees in livermore. 86 in san jose. and 87 degrees in santa rosa. and cool at the coast in the 60s. this is what you need to concentrate on. even though this is the last full day of spring with summer arriving tonight. it's going to feel like summer on wednesday and thursday. friday some gradual cooling just not that much. michelle will pinpoint how hot it's going to be and that's coming up in the newscast. authorities are issuing a

statewide flex alert calling on californians to save energy during the heat wave. jessica flores has tips to help prevent a power outage. >> reporter: power outages leaving homes without ac and in the dark during peak temperature times and it's all hands on deck for the crews. they have 150 crews responding to power outages. traffic lights out and stores in the dark. and signs alerting customers no power. tracy mcafee went to the safeway. >> hopefully to get some ice. all our meat in our freezing and refrigerator won't go bad. >> reporter: the power outage left 2700 pg&e customers without electricity and no ac just as temperatures starting to tick up. a downed tree eliminate in walnut creek knocked power out. >> all the electricity and everything went out. i couldn't dry my hair. >> reporter: the majority of

the power outages are due to the heat wave. increased ac use overloading the grid. the california independent system operator which overseeing the power grid is issuing a flex alert calling for conservation between 2 p.m. and 9 p.m. residents are asked to set thermostats to 78 or higher. cool your home with fans and drapes. turn off unnecessary lights and use major appliances in the morning or late evening. the tips are all voluntary. >> will you be using any of the tips? >> no, yeah, you know. it gets hot. but we try to stay cool with fans and stuff like that. >> reporter: the flex alert is for today and tomorrow. this is when cal iso officials are expecting the highest amount of energy use in california in 10 years.

>> the majority of walnut creek is back on but it's out for 1200 pg&e customers. dozens of cooling centers are open. that includes the santa clara libraries and campbell and milpitas. the campbell community center will open at 1:00. and in morgan hill, the centennial senior center is open until 10 p.m. head to our website, www.cbssf.com, for more information. in fremont. two men tried breaking into a home which police now say is a marijuana grow house. earlier the men tried getting away by climbing on neighbors' rooftops. >> reporter: a lot of people on this street woke up in the middle of the night after hearing a loud noise and event in police sirens. for one mom it was scarier as she heard a stranger on the

roof and hid inside with two kids. >> i think the biggest concern is having the guns drawn at my house. my kids are inside. >> reporter: jennifer smith woke up in the middle of the night hearing footsteps on the roof. >> i yelled for my husband to get his gun. >> reporter: she and her two children hid inside the laundry room while police captured two suspects in the neighborhood. two men tried breaking into this home. >> we had a neighbor call us. they heard a loud crashing sound. >> both suspected burglars were taken into custody. and csi teams spent is it late part of the morning processing the home. a warrant was signed around 10 a.m. we watched as they carried four large burlap bags filled with marijuana plants to take into evidence. more details of the investigation are still to

come. sandra osborne, kpix 5. a heated debate is underway over funding for a jail expansion in west contra costa county. county supervisors need to commit $25 million in local funds to get a federal grant. that would add 400 beds and allow space for the rehab and child visitation. dozens came to speak against it saying the county should invest in preventive programs. >> the lack of funding for any mental health in this proposal is absolutely ludicrous. he just wants more prison guards and you're backing him up and we'll remember in the next election. >> contra costa houses undocumented immigrants, one of the reasons the jail is overcrowded. today the san jose city council will vote on whether to

approve google's plan to build a new office complex in downtown san jose near the deer don caltrain station. the city council is set to meet at 1:30. the trump administration is considering how to respond to the death of otto warn beer -- otto warmbier. >> it's a total disgrace what happened to otto. that should never ever be allowed to happen. >> reporter: president trump criticized north korea for the death of 22-year-old otto warmbier. the white house is considering a ban on americans traveling to north korea. the university of virginia student was accused of trying to take a propaganda poster while touring north korea. he was detained and sentenced to 15 years hard labor.

he's believed to have sustained a brain injury. his family released a statement saying otto was at peace. he was home and we believe he could sense that. >> his family is incredible, what they've gone through. but they should have been brought home a long time ago. >> reporter: the negotiations for his release are believed to be the first time that the trump administration has had direct talks with north korea. south korea's new president will visit the white house next week and he tells cbs this morning's norah o'donnell that the u.s. needs to be open to negotiations in order to end the nuclear program. >> >> translator: we were unable to resolve the north korean nuclear issue through sanctions and pressure. >> reporter: the defense ministry says bombers flew over tuesday as a show of force against north korea. for cbs news, the white house.
