studios, this is kpix 5 news. >> a baby boy missing from monterey county found in san jose. how a couple of strangers helped get the child to safety. good afternoon, i'm kenny choi. >> and i'm michelle griego. an 8-month-old baby missing for several hours is back with his family. he was inside his father's car when he was stolen in sole dad. the boy was then handed over to complete strangers. >> reporter: the woman who stays in this rv was won up with a loud knock. a man-made an unusual request, asking her to take a baby she's never seen before. >> he said take this baby. i grabbed this car and there's a baby in it. >> reporter: he was getting ready for work and ran inside only for a minute he says. when he came out the car and his baby boy were gone. >> and i said what baby. he said just come here. >> the car thief drove the car to san jose. a man who works nearby said something was going on. >> i didn't want to get

involved but i was like -- once i seen the baby a second time i didn't have a choice. >> reporter: he questioned the man who was breaking into another vehicle. collin took the baby and called 911. >> he wasn't concerned in the slightest. i could tell he was spun out or something. >> reporter: the baby will be just fine and the family was reunited at san jose police headquarters. it feels neat to be able to be helpful. >> baby emilio will always be a part of me. >> reporter: the suspect was last seen driving a stolen 1992 white honda accord with the california license plate number. 6 rgb 061. state lawmakers are considering whether to extend the cap and trade program.

>> it's aimed at reducing greenhouse gases. anne makovec is following the story. >> reporter: the senate appropriations committee has been debating all morning. they could vote this evening. big polluters get a cap or limit on the amount of greenhouse gases they can emit. to go over, they have to buy credits. and the price is usually passed along to consumers at the gas pump. legislative analysts predicted that in 2021 cap and trade could increase the price of gas by 15 cents per gallon. it could be as much as 63 cents per gallon. some environmentalists say it doesn't go far enough. >> large efforts that are not reducing emissions means that we'll have to make decisions. some of them feel like very

tough decisions. >> it represents real progress. air pollution and climate change is a public health issue. >> reporter: the program would require air quality monitoring and improvements in the most polluted california neighborhoods and there are two parts of the bill. the first in appropriations this morning was a 3-2 vote in favor of cap and trade. live in the newsroom, anne makovec, kpix 5 news. senate republicans are delaying a vote on the healthcare bill after john john mccain recovers from a recent surgery. two other republican senators have indicated they are against it. the budget office was supposed to release its analysis of the bill. including range of insurance coverage and that's been delayed as well. president trump's team continues to struggle with its response between donald trump jr. and a russian lawyer.

seth lemon with the message from the president's lawyer. >> opposition research in campaigns happens all the time. >> reporter: president trump's personal lawyer says donald trump jr. broke no laws. there were others in the meeting, including paul man fort and rob gold stone and a russian american lobbyist. he was born in the former soviet union and has suspected ties to russian intelligence. >> at first there was indication that there was four people. we don't know what transpired in that meeting until we get a chance to talk to all of the individuals. >> reporter: president trump's attorney insisted mr. trump had no knowledge of the meeting. >> if this was nefarious. why did the secret service allow the people in? >> a spokesman says no one was

screened at the meeting because donald trump jr. was not under protection at the time. seth lemon for cbs news, the white house. neil gorsuch will be in the bay area for the program on civics education. and he'll speak to new citizens. he was nominated to the high court earlier this year by president trump. dozens gathered in san francisco to honor the assistant professor who died in a plane crash last week. william goldman taught international studies. he was the grandson to two prominent philanthropists. many of the family and friends embraced before going inside for the memorial service. he was piloting a small plane when it went down on thursday in sonoma county. his 6-year-old daughter, 8-year-

old son and their nanny were also on board and survived the crash. flames broke out in the eastern foothills just before dawn yesterday. the fire started in a car and moved to a grassy area, burning about 3 acres close to homes. the san jose fire department does not consider the fire suspicious. with more than 50 large wildfires, the new firefighting tool is sitting idle in an airport hanger in california. why the u.s. forest service refuses to let it fly. >> the very largest in the world. there's nobody out there that comes close. >> reporter: global super tanker turned a 747 passenger jet, one of the biggest in the sky into the world's largest fire extinguisher. we watched a test run in colorado last fall. >> we drop a line of retardant about 3 kilometers long. >> in this country, it's

virtually worthless unless the forest service gives it permission to fight fires. the plane was certified by the faa last sent and it's fought fires in chile and israel. >> the frustration factor is exceptionally high. it's very hard to watch property burn and lives lost, and we can't get in and help. >> reporter: in may, the forest service issued a request for new air tankers and said it would only give contracts to planes with a dispensing capacity of between three and 5000 gallons. the super tanker can drop 19,000 gallons of water or retardant at the time. >> if you house is on fire, are you going to call the slowest, smallest fire truck. >> reporter: some suggest that the forest service might be trying to control the budget, causing delays for the planes, which could cost $250,000 a day

to operate. >> the forest service says it can't comment on the dispute. >> we can fill this aircraft fast if we're deployed. we can have the whole airplane ready to go in 30 minutes or less. >> it's not just the speed and size that make the super tanker powerful. >> it's a pressurized tank system. the water comes out much differently than the aggressivity if he had tanks. it doesn't break tree limbs or crush cars or buildings. >> reporter: california's fire agency currently has been agreement to use the plane but can't deploy it until the forest service gives approval. bart is cracking down on riders who don't pay fares. a clipper only entrance in berkeley could help. >> reporter: it's the first

paperless entrance for a bart station. the gates are part of a pilot program with the goal of making getting on bart easier. >> people have to go to the station agents and get frustrated. >> reporter: bart officials hope it saves money spent on processing paper tickets. and there could be another money saver too. 5-foot tall barriers meant to keep fare evaders from jumping over the gates. >> we have cone similar barriers at other stations. >> i think they can jump the gate. >> i feel like i could jump them if i really wanted to. >> we're focusing on the barriers around the gates. >> reporter: the improvements have cost one in $2 million. and for now, riders can still

after police shot and killed a yoga teacher saturday night. onding investigators in minnesota are looking for answers after police shot and killed a yoga teacher on saturday night. the officers were responding to a 911 call to check out a reported assault. they were equipped with body cameras but the cameras were not on during the shooting. patrol car cameras did not record the incident either. the woman killed was reportedly engaged to be married next month. a deadly flash flood at a popular swimming hole killed nine people over the weekend, including six children. a 27-year-old man is still missing. more dangerous weather conditions are expected today. taking a look at how the financial markets are doing on wall street. the dow is down 7 points.

102 degrees. 80 in san jose after 97 degrees yesterday. jim in napa reported 106 yesterday in napa. 108 in sonoma. the different is more of an on shore push. and winds at 20, refreshing in san francisco. 15 in fairfield. and it is cooler but still hot away from the bay. additional cooling takes place tomorrow from little change wednesday through friday. a little bit of stratus and you'll see it right there outside of stinson beach. and we have sunshine. the coast is clear except for around daly city in the low 60s. high pressure is in place. and most temperatures tumbling into the 60s inland. comfortable in monterey bay. and sun sets at 8:29. these are the numbers we'll record. nearly 70 at the beaches. and mid-70s bay.
