i can say that he understood that the president wanted to bring in and add new people to the team and sean felt like it would be best for that team to be able to start with a totally clean slate. and i think echo was anthony said, it speaks volumes to who he is to be willing to do that and allow anthony to come in with a brand new starting place and i think he's served the president loyally and understand mirrably. he'll stay on through the transition and happy to answer some of those questions. >> congratulations. >> thank you on the job. can you clarify where the president stands on the issue of pardons? he considering pardons in the russian investigation, does the president believe that he has the power to pardon himself? >> look, i'd roofer toy the minutes that have been made by

outside counsel internals of their actions. the president maintains pardon powers like any president would. but there are no announcements or planned announcements on that front whatsoever. >> he has the power to pardon himself? >> i don't have anything to add besides what the outside counsel has said. >> the "new york times" raised questions about robert mueller, does he endorse his his legal team to undermine robert mueller? >> the president has nothing to do with the allegations that are being made. i think he's maintained that and he wants them to complete their pros as quickly as possible so this we can move on from the ridiculousness of all things russia and russia fever. >> the question that i asked, does he endorse his legal team's efforts to undermine his legal team. >> that's something you have to ask. you'd have to ask his legal time

i'm not part of that. >> health care, what does the president want to vote on next would? >> as mark schwartz stated earlier and repeated many times before the president's preference is to repeal and replace obamacare. and we haven't been shy or quiet about that. those intention streetss certainly not changed. john? >> how much time is going on vis-a-vis the health care bill a lot of conservative groups announced that they will actually be scoring votes next wreak on the motion to proceed. >> i don't think anyone here has made a secret that this is a big priority that congress should do what they have been talking about the last seven years, time for them to get in there and repeal and replace obamacare. these groups recognize that, they are a constituent see support groups that they have, recognize that, they're supporting the mission of their organizations and pushing and

putting pressure on members to get the job done. nothing beyond that. >> the organizational structure now that anthony has come in, the press secretary becomes secretary used to be reported to the chief of staff, will it remain that way because there was some move toward making the communications director sort of a deputy chief and comms director. do you still report to reince or report to him? >> i think that anthony said it better than i can in this capacity we plan to work together as a team. and certainly our goal is to work together to promote the president's agenda and to do that not just with the two of us but the entire press comms office as well as entire white house staff. >> you report to him or to reince? >> we all serve at the pleasure of the president. >> question is for you, number one you talk about mention on television talking about the motivations and people who are

part of bob mueller's special counsel investigation, political party not the president's party, does that disqualify those people being part of that? >> i don't know that we're putting out a litmus questions, but questions regarding that i would direct to the outside counsel. >> the question about, does president the have confidence in -- >> i have no reason to belief otherwise. >> what are his plans intelligence committees are looking into financial, treasury department, anything the white house can do to stop that? >> look, again, the president's point is that he does want nt want special counsel to move beyond the scope and outside of its mission and the president's been very clear as have his accountants and team that he has no financial dealings with russia and so i think we've been extremely clear on that.

>> became apparent in the house on the health care bill that was going to fail, it was pulled at the last minute, within the last hour or two. within you look at the replease and replace potential, the numbers suggest that they don't have the votes and it's set up to fail. why does the white house believe this time around that a slow should proceed? >> again, we're continuing to be focused on repealing and replacing obamacare. and we're not going to stop until we can continue to move that forward and get that done. not only have we wanted to commit to that, but frankly a lot of the members of the senate and the house have not only committed but campaigned on that and it's time for them to step up and get that done. >> do they believe a vote should take place on some sort of a bill one way or another. >> i don't think you can repeal and replace obamacare without a vote, i think it would be necessary part of the process, john. >> thank you, sarah. i just want to get something straight. earlier in the week you

indicated the white house was not opposed to outright repeal. and then based on your and mark schwartz two days ago you seem to favor repeal and replace. does that mean you are against the outright repeal bill that congress introduced? >> not against, but again as mark said our preference to repeal and replace. >> two questions for you. can you take us through the process of how the president decided to hire this new communications director anthony scaramucci and moving forward what would his role be infers of objectives that the president wants him to meet? >> at anthony said he's known the president a long time. he's been a loyal supporter of the president. and anthony is somebody who has come from nothing and built an incredible -- i think several incredible companies and he's one of the most successful, smart people that the president could put on his team.

and the president recognized that and wanted him to be a part of this process, i think very early oners very strong advocate throughout the transition. and this has just been part of the pros of bringing him inside the white house. >> follow up on rob mueller. does president trump have confidence that robert mueller will conduct a fair investigation? >> you know, at this point i don't have any reason to see otherwise but i have not had a chance to ask the president. i'd want to get clarity on that before. >> the administration has deputy chief of staff and communications director and press secretary, several other roles inside this building across the street. what does that say about the staff of this administration, what has the president learned about his team, explain sort of that very high turn over rate that we've seen over the last

six months. >> you'd have to ask the president what he's learned in that process. and i can tell you, though, i think what we've all learned in that pros is that working together and working to accomplice the things that the american people elected the president to do is our focus, it's what we come here every day to do. a lot less focused on the who but the what. and we're going to continue doing that every single day. no, i don't see it as chaos. >> sarah, is the white house -- you should come to my house early in the morning when my three kids are running around that's chaos. >> news this week concerning the attorney general and resignation of mr. spicer could have affect of alien desecrating or demoralizing the trump loyalists both in and owl of the administration. >> i think the trump loyalists particularly within the administration but certainly across the country are energized by the accomplishments of the

president. stock markets are high, jobs are growing, regulations are coming off the the country is become more secure, the border is becoming more secure, immigration is down. i think we have a lot of things to celebrate. a lot of things to be excited about i think our morale is pretty high. take one last. >> first of all, congratulations. >> thank you. >> you approach this new role, if you can reflect on the five or six months on what you've learned how it is to speak for the president, is it a tough job, you found it easy? >> i think it's probably one of certainly professionally one of the greatest honors that any person could ever have to work unany capacity within this building and to get to do that up here in such a public way and speak on behalf of the president is absolutely an honor and something i will cherish and hope to do my very, very best every single day and be as open, honest and transparent with you all as humanly possible.

sky bridge capital. he worked for goldman sachs build he doesn't have lot of communication credentials. what does this signal, you thi think? >> dickerson: that's right. get in this the administration the former is much more important than latter to say that the president we know respects people who have been successful in the business world, he reps military leaders, so this is somebody who can speak to the president having been in the real world, having been in the business world, had some success, the reason that's so important to the chief job of anybody dealing with communications in this white house, is dealing with the top communicate cher is to say the president. and telling him sometimes that he needs to be restrained in a way he communicates. it was fascinating to see him talk about how it's a been bad thing to have micro managed news cycle, moment by moment but if there's a force in american life that manages the news cycle is the constant tweeting of the president. so, you see in that answer a bit of a tension with what he wants to do in that job, on the one hand he wants to let the

president speak more freely as he said averages good messenger during the campaign. that's absolutely the case. this is a traditional thing that white houses go through. during the reagan rare they used to talk about letting reagan be era it's a solution to let the man who has been successful in campaign talk more. well that can help but there are also times with this president indeed where he needs to talk less and only somebody with the business career who has the kind of heft and gravitas as a personal success streets story may be able to get the president not to talk as much as his job will to be help the president talk in the right way. >> he answered a lot of questions but one question he didn't want to touch, john, was about the white house's efforts to challenge the investigation of special counsel robert mueller. >> dickerson: that's right he said he had to talk to the lawyers, you heard sarah huckabee sanders say, kellyanne conwow is counselor was on tv

raising questions about the motivations and political donations of the people who work with the special counsel, the president himself raised a lots of mysterious and unspecific problems that special counsel may have, it's clear based on those two data points there's a strategy to undermine the special counsel, either for the purposes of undermining his final report or making perhaps, preparing way for president to remove him. that is a crucial change in the white house communications strategy that is now what mr. scaramouche has signed himself up for he didn't want to talk about it at the moment but that is a very new turn in the way this administration is going to work. the reason that's such a challenge is it's not only quite a high stakes thing to do but also at odds with the other job the administration is supposed to do, plan to use the voice of the president and all the other people in the administration to advance an agenda. there's a lot of talk about the president's personality, how much people may love him but there wasn't much about what they are fighting for.

what it is that they are trying to advance and that's the job of a communications director is not see much to be in the cut and thrust of the day-to-day, which anthony may are very good at it's plan at length so that administration can push things forward that help people in their daily lives. and that's kind of at odds with the more combative approach that the a administration seems to be headed on. >> go back to the white house briefing room where marriage or garrett is standing by. major, anthony alluded to the fact in this news conference that there were questions about his relationship with reince priebus, he said we are like brothers, we rough each other up once in awhile. i'm used to dealing with friction. is there some contention within the white house about this choice? >> there certainly is. an on this flee scaramucci was can did it in ways that i thinking be fairly described as somewhat splicing. he conceded when i asked him that he was disappointed,

considered a setback when he played such a prominent role for then president-elect trump during the transition to not land a senior position in the white house right after inauguration day. he coveted one very badly. he didn't get it. in part because of the exertions of chief of staff reince priebus. so, that is part of this backdrop. and we talked about roughing up he's conceding out loud that the first go around went to the chief of staff, reince priebus. now anthony is here. and he's not only the communications director but he made fundamentally clear he reports directly to the president. he can walk into the oval office any time he wants and discuss any matter on his communications team's mind directly with the president. meaning he does not have to check himself by or with the chief of staff, reince priebus. that doesn't necessarily strike many people as huge, crucial news but within the inner

workings of a white house, it does matter. and what you saw at the podium today something becoming clearer and clearer to the country, confidence with president trump is a baseline relationship entity. what is your baseline relationship with the president. how confident you are is directly linked to how comfortable you are with the president and most importantly how comfortable he is with you. and long standing new york-based relationships with the president and his children are the foundation of that baseline relationship. anthony scaramucci has it. >> would you quickly consider this a significant shift in the power structure at the white house? >> it's a significant shift in the sense that it is an underlining of new york, relationships and loyalty and not establishment republicanism. >> major garrett at the white house, thank you, john dickerson, our thanks. there will be much more about all this on your local news on this cbs station, on our 24 hour

over who should have responded to the incident. >> reporter: the attack happened here near the richmond bart station in broad daylight, 11 a.m. and what happened next has richmond's mayor calling for change. mayor tom butt took this photo of a man who was being attacked by about a dozen teenagers who were filming the fight with their cell phones. when butt happened upon the assault thursday morning -- >> then i saw a woman there screaming at 'em, get out of here, stop, stop. i saw one of 'em run back and kick this guy who was already on the ground kick him in the head. >> reporter: the mayor called 911. >> i started telling them about it, oh, we got to transfer to you bart. so i had to do it all over again with bart. >> reporter: but bart says the assault was a case for the richmond police because it happened off bart property. its proximity to the station, though, giving the mayor concerns about bart security. he says no station agent was in the booth and he snapped this

smaller crowds than president obama's. >> this was the largest audience to ever witness an inauguration, period! >> reporter: spicer resigned as soon as he learned new york financier anthony scaramucci had accepted the job to become the new white house communications director. >> anthony scaramucci is somebody who has been an incredible asset to president trump all during the campaign, transition and now he is one of the killers on tv. >> reporter: spicer has played a reduced role in recent weeks and he hasn't appeared on camera for a white house press briefing since june 20th. spicer was a close associate of white house chief of staff reince priebus but that put a target on his back as there were internal struggles between white house staffers. spicer had a problem which sparked a parody of him on "saturday night live." this just in. evacuations from the detwiler fire near yosemite have just been lifted.

but the fight against the flames continues. the fire has torched more than 74,000 acres near mariposa. thousands were evacuated. those evacuations were just lit. the flames have destroyed at least 58 homes and 60 structures. dozens of fire crews from across the state are battling the blaze. they have it now 15% contained. we'll be right back.
