refineries and for consumers at the gas pumps. >> reporter: we're here on treasure island with oil refineries across the bay. this is the setting governor brown chose to sign the extension of the landmark legislation. the "cap & trade" agreement extends the program to 2030. it puts the cap on the state's overall greenhouse gases and requires companies to buy permits to release carbon emissions into the air. that money is then spent on environmental efforts. critics of the "cap & trade" say drivers will pay the price at the pump an estimated 24 to 73 cents more a gallon. former california governor arnold schwarzenegger signed the original legislation allowing "cap & trade" and joins governor brown today at the signing. >> the state of california today is shining because this is a very important message, i think, not only for this state but for the country and for the whole world.

it's a message that we have a functional government here in california. democrats and republicans work together. >> reporter: the "cap & trade" legislation is part of the overall goal to slash 1990 levels of greenhouse gases by 40% by 2030. on treasure island, i'm flores kpix 5. new at noon, a three-alarm fire charred this building in vallejo. firefighters posted this video on facebook live around 7 a.m. of the smoke and flames at sutter and york. you can see thick plumes of snow coming from the second story. chopper 5 was also overhead as crews put out hot spots. the building has been used by squatters in the past and crews say it has caught fire before. he cause is under investigation. new at noon, legal trouble for warriors star draymond green. kpix 5's sandra osborne in the newsroom with the details. >> reporter: warriors star draymond green now at the center of a lawsuit filed by a former michigan state football

player and his girlfriend. in a news conference today, they announced the suit has been filed. the problem stems from an incident last july in michigan with germaine edmonson and his girlfriend bianca williams. >> over the past year, that night plays back in my head over and over again. >> reporter: edmonson alleges two encounters with green. in the first, he claims he and williams were demeaned by green and choked by his associates. >> you don't know how it feels to see your girlfriend hurt and scared, crying. >> reporter: the next night another run-in at a restaurant. edmonson says he was hit in the face by green, who was then arrested. the nba star agreed to pay a $500 fine and $60 in jail restitution. the couple filing the suit says green, quote, severely impacted their lives with acts of violence and bullying. they are asking for an apology and to hold green accountable. >> even though he was the one that got arrested, it was my

>> reporter: this morning the president tweeted, big day for healthcare after seven years of talking, we will soon see whether or not republicans are willing to step up to the plate. senator john mccain made the trip from arizona to clip to make the vote. more criticism from president trump to attorney general jeff sessions for recusing himself from the russia investigation. seth lemon reports. >> reporter: president trump once again attacked his attorney general, tweeting this morning, attorney general jeff sessions has taken a very weak position on hillary clinton crimes, where are emails and dnc server and intel leakers? new white house communications director anthony scaramucci also cast sessions' future in doubt on a radio program. >> it's clear the president wants him gone. >> i have enormous amount of respect for the attorney general.

but i do know the president pretty well and if there's this level of tension in the relationship, that that public, you're probably right. >> reporter: sessions an early backer of then candidate trump has been in the president's crosshairs ever since he recused himself from the russia investigation in march. >> jeff has been very loyal to the president and i think he deserves loyalty back. >> reporter: the questions about his future come as the senate judiciary committee issued a subpoena for paul manafort. the committee is calling on him to publicly testify at wednesday's hearing about russia's attempts to influence the u.s. election. >> we want manafort to come like we want trump, jr. to come and other people that we're going to call in. >> reporter: and jared kushner returned to capitol hill tuesday for a closed session with the house intelligence committee. yesterday, told reporters after speaking with senate investigators, told reporters that he did not collude with russia. seth lemon for cbs news, capitol hill. >> a manafort spokesman says he

met with senate intelligence committee staff this morning. the subpoena is from the senate judiciary committee. back here in the bay area, san francisco supervisors are expected to vote today on a plan to ban new medical marijuana dispensaries from opening at least in one district. one supervisor who represents the excelsior and outer mission appears to have the votes needed to institute the ban. but a different supervisor reportedly has plans to push for a city we had moratorium. meanwhile, san francisco's working to establish an office of cannabis. its director will be hired next month. sale of recreational marijuana is legal statewide on january 1st. the berkeley police department is facing criticism stemming from a report that shows some racial disparities during police stops. now the city council is set to meet tonight to consider making short-term police reforms. the center for policing equity compiled five years of data on bpd traffic stops and found blacks are stopped at a higher rate than whites and are six times more likely to be

subjected to use of force by an officer. council members who are behind the push for reforms want the city attorney to review possible changes in their policies, but berkeley's police chief says that the report doesn't show the whole picture and in a statement, he said: >> city council meets at 6 p.m. a man who was nearly hit by gunfire on an east bay freeway is speaking out. it happened on highway 242 between concord and pleasant hill on saturday night. the victim says that he was a target of road rage. he claims that the suspect was driving erratically before cutting him off. he says that moments later, they exchanged words and then things escalated. >> i rolled down my window and said, man, you almost hit me. what's your -- you know, what the hell is your problem? he responds by saying something i can't say on the air, but

>> reporter: the company is offering the chips, which is cost about $300 apiece, to its employees for free. the owner, todd, his wife and two children, will also be getting chipped. >> you're not going to be tracking your employees around town to see what they're up to or what they're doing? >> no. it's for entrance to the building, logging into computers, making purchases in our break room market, things of that nature. >> reporter: employees will have two ways to get into the building, using the keypad with the id number or if they are chipped they can use their hands and swipe. that will allow them to open the door. three square market makes vending machines with credit card chip readers. experts think it's a publicity stunt and worry about the loss of privacy. >> you want someone knowing every time you enter or leave a room or use a copy in any. >> there's a degree of freedom lost in this person to person one-to-one tracking. >> you can't turn it off or leave it behind. >> reporter: three square market is working with a
