now president trump is calling for a reversal. mola lenghi reports from washington. >> reporter: president trump is reversing the pentagon's policy regarding transgender people in the military. in a series of tweets this morning, the president said, the government will not accept or allow transgender individuals to serve in any capacity in the u.s. military. he cited, quote, the tremendous medical costs and disruption that transgender in the military would entail. ash carter lifted it last year saying it was the right thing to do. >> americans who can serve should be afforded the opportunity to do so. >> reporter: since october transgender people have gotten medical care but recently there was a delay on allowing people to enlist. >> the president's statement

contravenes the doctrines of the military. we'll review it. >> reporter: the pentagon referred questions to the white house. the pentagon won't release numbers but there are between 2500 and 7,000 transgender service members in the active duty military and up to 4,000 in the reserves. navy lieutenant commander blake serving as a man for three years called the decision disaappointing. >> transgender people are already serving in all aspect. military and have no impact to readiness and the lethality of our mission. >> reporter: there is no word on what will happen to those currently serving. mola lenghi for cbs news, the pentagon. >> reaction is pouring in from around the bay area on the military transgender statement. kpix 5's jackie ward has that part of the story. >> reporter: moments after president trump tweeted this morning there was an overwhelming amount of backlash from people across the bay area even his gop supporters here in

san francisco wish he did things differently. >> we have honorable people transgender, gender, nonconforming individuals who volunteered to serve our nation, putting their lives on the line. we have this coward in the white house who is telling them they can't serve. >> reporter: san francisco supervisor who served on the board since january and made rights a priority says what president trump tweeted is outrageous! >> what i think is awful is that you have a man who received deferments and didn't serve in vietnam one for a bone spur in his heel, that he got while playing golf. >> reporter: jason clark chairman of the san francisco republican party says he thinks president trump's tweets are a mistake. >> i think what the president should have said was, chelsea manning is unqualified to serve in the u.s. military in any capacity. instead, he has painted the whole broad stroke of people and said they're unqualified to serve at all.

>> reporter: his focus needs to be shifted. >> doesn't matter what you wear, if you are willing to put your life on the line for this country and you can serving and do the job well, then that's all that needs to -- that's all that really matters. >> reporter: according to a 2014 study by the williams institute of the university of california school of law, there are 15,500 transgender people currently on active duty or in the guard or reserve forces. the study also estimates that there are 134,300 transgender veterans a total slap in the face of veterans who served our country. >> reporter: tiffany woods a secretary for the state's labor day caucus says, quote, transamericans lives are not red meat to score political points for his conservative base. and declaring it opens the door to violence. since october1, transgender

military have received medical care and changed their gender identification within the personnel system. in san francisco, jackie ward, kpix 5. live pictures now from capitol hill where the senate is gearing up to vote on a full repeal of obamacare. president trump praised the senate for agreeing to begin debate to repeal and replace obamacare. the victim was short-lived. nine republicans joined democrats in rejecting the senate leadership's plan. senators can still offer up unlimited amendments in an effort to narrow down a plan that's capable of getting the votes needed to get rid of obamacare. >> i know members in both parties have healthcare ideas they would like to offer. if you have one, bring it to the floor. >> that's a lot of bunk. we have had no hearings. we have had no amendments. we have had no bipartisan discussion. and we won't even be able to have debate on many amendments on one of the most major bills

affecting us that affects tens of millions of people. >> conservatives favor a vote on a straight repeal of obamacare with no replacement. but enough moderate republicans oppose that idea making it unlikely to pass. attorney general jeff sessions could be pulling millions of dollars from sanctuary cities. but local leaders say they are not backing down. kpix 5's jessica flores has the details. >> reporter: attorney general jeff sessions cracking down on sanctuary cities issuing new rules saying local governments will lose federal grants from the justice department if they refuse to cooperate with immigration agents. oakland mayor libby schaaf says despite the threat, oakland will remain a sanctuary city. >> the oakland police have a very clear policy that we will not cooperate with i.c.e. we will not. we are clear that our job is to protect our residents and that immigrants are what make this city great. >> reporter: under the new rules, the department of justice will withhold certain federal grants unless cities give immigration authorities

access to local jails and alert the department of homeland security when someone potentially facing deportation will be released from jail. oakland doesn't have city jails, but the rules would violate policies in counties and cities across the bay area including san francisco. in a statement, san francisco city attorney dennis herrera says: >> reporter: but yesterday in ohio, president trump touted the crackdown on illegal immigration as a win. >> we're not doing it in a politically correct fashion! ties. australian and u.s. drug agents got a tip and found $255 million worth of crystal meth in the northern california storage facility. they tracked it to three men in australia who had plans to car i are the drugs across the -- to carry the drugs across the pacific on a single-engine plane. they are arrested on conspiracy to import drugs and money laundry. the investigation is ongoing. some parents in palo alto are victim to a phone scam. limit what you share about your kids on social media. the scammers are posing as askednappers. they call parents and -- as kidnappers. they call parents and say they have their child and will be injured if they don't pay up. >> the scammers want to do everything they can to sort of show that this is real even though it's not. it's the scammer's way of adding a little bit of drama and ratcheting up the intrigue.

>> the police say if you get a call like this, find a way to contact the person they claim to have kidnapped to make sure they're okay and then call police. in about an hour, the latest suspect arrested in the brutal murder of an 88-year-old woman known as miss flo is expected to appear in court. 19-year-old johnny brown is set to be arraigned in san jose today. his alleged role in the crime is unclear right now. another 19-year-old suspect is facing murder charges. miss flo was beloved in her san jose community. she was punched and kicked to the ground in her home last september after authorities say suspects broke into her home and demanded money. police made now arrests in the case. two women are accused of trying to cover up the crime by tossing evidence. still ahead, speeding a factor in deadly crashes. now the call for speed cameras around the country. >> a soccer match here at levi's stadium could tie up traffic for hours. we'll tell you what you need

instagram. the shark appears to be tied to the boat with the rope as the boat travels at a high rate of speed. the men on board appear to be laughing over it. this video has been viewed more than 50,000 times on instagram. it's sparking a lot of social media outrage! >> they tied the shark up by the tail. they let the fish drown. they dragged him for hours. the shark was tore to pieces. that's not a sportsman. that's just animal cruelty. >> they were happy to be dragging that shark behind the boat. and basically, they tortured it and they didn't seem to be bothered at all. i think that's more disturbing than anything. >> the florida fish and wildlife conservation commission is investigating. but right now, it's too early to conclude whether any violations occurred. new research shows speeding is almost as big a factor in deadly factors as drunk driving. less than a third of states in the u.s. allow speed cameras, but as kris van cleave reports a government group is calling for change.

driver can be ticketed for getting from point a to point b faster than the time it would take by following the speed limit. traffic deaths have surged an estimated 14% over the last two years to around 40,000 people killed. the ntsb says an unintended consequence of states raising the speed limit has been additional deaths. kris van cleave, cbs news, washington. let's take a look at the big board. the dow is up 82 points. not bad. live look at levi's stadium. that's where in just about an hour, soccer fans will start gathering for a highly anticipated match. the u.s. takes on jamaica in the gold cup final at 6:30. as kpix 5's katie nielsen explains, it is the second time this week a big soccer game could mean big traffic backups. >> reporter: as you can see behind me, preparations are already under way for tonight's game.

the gates here open in about an hour and a half. tasman drive is already closed and if sunday was any indication, tonight's game could snarl traffic for hours. >> right and then right on tasman. >> hold your cars! >> reporter: this was the scene on sunday afternoon as almost 65,000 fans converged on levi's stadium for the exhibition match between manchester united and real madrid. >> this is as bad as it gets. believe me. >> reporter: tonight's gold cup game could create a traffic nightmare. 55,000 people coming to levi's stadium, great america and local businesses staying open, plus the evening commute. >> i would say 2 to 3 hours prior, traffic will probably get heavy in the area. >> reporter: police estimate traffic in a five-mile radius around levi's stadium could be impacted. and they are encouraging people to take public transportation like the light rail or buses or the ace train. at the end of 49ers games at levi's stadium, police convert

risotto because you have to babysit it. >> this is a risotto style dish called [ non-english language ] which is rice and peas and kind of old venetian dish from venice in the springtime, very cool dish, a more of a peasant style because it's served more like a dense soup. you actually go a little bit longer on the risotto than typical. so to starch almost makes a broth or sauce. so with risotto you put in the rice dry. and a hot pan with some peas that are sauteed and slowly laid until warm stock and water or a vegetable stock, just something light. and you just keep stirring it and stirring it until it's ready and the very last step is we are going to drop in just a couple of cubes of butter. with a traditional risotto dish this would be a lot more butter but we're going to change the ending a little bit. we are going to add something else to the top. so stir that in. give it a little more ladle

once the butter is melted. this rice is amazing, how quickly it soaks up the water and releases the starches at the same time. now we're going to plate. >> look at the texture. >> see how it's so, so creamy? so we're going to put on a few sauteed mushrooms on top. i just like sweet pea. >> what kind of mushrooms? >> shiitake. they were dried. you can use any kind of mushroom you want but i like that earthy balance to the sweetpeas. it's a nice different play on the textures. and a smidge of olive oil because typically you finish it up with cheese but we changed a different fat. even so.
