resorts. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. one person was killed and seven others injured when a ride at the ohio state fair came apart. video shows some victims being tossed into the air. three of them are in critical condition. and state officials say the ride was inspected several times. brook silva-braga is here in new york with the latest. brook, good morning. >> good morning, anne-marie. this happened on the first day of the fair. they say they take their job seriously and kept the other rides closed because they hasn't finished their inspection or it hadn't cleared. this one, they don't know what went wrong. cell phone video shows the

moment a malfunction occurred, seemingly crashing into something on the ground and throwing part of the ride and the people in it through the air. >> i heard a girl scream help and i looked over and seen them fly out and then i see them slap to the ground. >> fairs are about one of the best things in life, and then tonight with this accident, it becomes a terrible terrible tragedy. >> it happened aboard a ride called the fireball on the opening day of the fair. >> this was a great force, great mechanism, really consistent with a high-speed motor vehicle crash, an ejection, something more along those lines. >> reporter: inspectors from the department of agriculture insist the ride was thoroughly looked over three or four times before it was opened, even once by a third party, though, they're still trying to figure out what may have been missed.

>> there's no guarantees, obviously mechanicals or structural damage to be done that you can't see it. metal fatigues sometimes. there are different things that are not visual to the human eye. >> governor john kasich says he's ordered a full investigation and ordered all rides to be closed until a new round of tests can be completed. a ride similar to the fireball was running in orange county, california. officials there temporarily shut down the ride. anne-marie? >> brook silva-braga here in new york. thank you so much, brook. this morning transgender people serving in the military are trying to figure out what's next. yesterday president trump banned transgender troops from serving anywhere in the military. it even caught the pentagon off guard. the announcement triggered criticism from both sides of the political aisle. mola lenghi reports from the pentagon. >> reporter: rudy is a los angeles army reservist and transgender. he said it was very painful when he learned of president trump's tweets announcing the united states government will not accept or allow transgender

individuals to serve in any capacity in the u.s. military. >> we are here to serve our country just like anybody else, and we're 100% mison and capable. >> reporter: a rand corporation study estimates there are between 2,500 and 7,000 transgender servicemembers on active duty, 7,000 more in the reserves. the future of those serving remains unclear. the pentagon has questions for them. >> this is about military readiness, cohesion and resources within the military. >> reporter: in his tweets president trump said it would burden the military with tremendous medical costs, but a 2016 study found that transgender would add one-tenth of 1% to overall military health care spending. on the campaign trail then

candidate trump prompted he would defend the lgbt and their rights, but at a rally in san francisco wednesday, activists said they would never believe him. >> i'm appalled by what he said and what he's doing. >> mola lenghi for cbs newss, the pentagon. health care votes in the senate are expected to continue for the next few days, but a plan to repeal the affordable care act so far have come up empty. yesterday the latest failure, a measure to repeal obamacare without a replacement plan was rejected. ohio's ron portman was one of several republicans who voted against it. >> i didn't think repeal-only was appropriate because it doesn't provide help for those people. they're stuck in the status quo. >> the gop's best hope may be a measure that's called skinny repeal. it may eliminate one or two elements of obamacare such as the mandate for individuals to buy insurance or for businesses to offer it.

house majority whip steve scalise has been transferred to a rehabilitation facility to continue his recovery. scalise was critically wounded during a shooting at a republican baseball practice last month. he was released from the hospital tuesday. scalise and four others were injured when a gunman with a grievance against president trump opened fire. the fbi says a suspect is in custody in connection with the death of a woman on a cruise ship off the alaskan coast. princess cruises says a woman died following a domestic dispute aboard the princess ship. >> it happened after dinnertime. the intercom came on and it was pretty apparent something serious happened across the room from us or across the hall, i should say, but one of the little girls from that room came

calling for help, saying that her parents had been in a fight and she sounded pretty desperate. >> the ship with 3,400 passengers was diverted to juneau yesterday morning. the circumstances of the death are under investigation. 13 immigrants who were found alive inside a sweltering tractor trailer in san antonio have been detained as possible witnesses in a criminal investigation. the trailer was found sunday. ten people who were inside died. the driver, james bradley, faces a human smuggling charge. a detention hearing scheduled for today has been postponed until august 23rd. the state department is warning american tourists to mexico about reports of tainted alcohol that could cause sickness or blacking out. the warning follows an investigation by the "milwaukee journal sentinel" of the death of a milwaukee woman at an all-inclusive resort at delray yeo carmen.

she died after being pulled out of a pool. following that story dozens got sick. vacationers reported they drank tequila, but in other cases it was rum, beer, or other alcohol. if you're flying, be prepare for stricter security rules for carry-on electronics. the federal securities administration will begin requiring passengers to remove all items larger than mow beam phones to be removed from carry-on baggage. this does not apply to passengers in precheck programs. >> pop star justin bieber hit a photographer with his pickup truck as he was pulling out of a driveway. bieber was leaving a beverly hills church last night. the paparazzi, well, they were waiting. as he pulled away, he hit the photographer. bieber got out of his truck, consoled the man, and actually prayed for him. the photographer was taken to the hospital with leg injury and is expected to be okay, and bieber is cooperating with the

intoxicated driving. the district attorney says her conduct in the video showed depravity and stupidity. her younger sister died in the crash, and she face 13/years in prison. the "star tribune" of minneapolis says city officers will have to start their body cams for any policing activity. the acting chief issued the order after the killing of a woman by an officer nearly two weeks ago that was not recorded. >> we equip them with a lot of equipment to go out there and serve our communities, but the one thing we cannot equip them with is the benefit of the doubt. they have to gain that through their relationships with the community. >> the order takes place saturday. there was an evacuation near a popular resort hotel. flames erupted. it is the latest in a series of fairs in the hills over the

>> good morning, anne-marie. earthbound. i like that. the federal reserve is hitting the pause button to raise interest rates. besides announcing it's holding interest rates steady the board says it plans to begin shrinking its bond portfolio, and they plan to shrink inflation. the target is 2% in the near term. the news from the fed and particularly pushed stocks higher on wall street yesterday. the dow jones gained 97 points, the s&p pushed higher and the nasdaq rose. electronic giant foxconn is building a $10 billion factory in wisconsin. it's the largest development process in state's history and is expected to add 3,000 jobs. president trump said if he did not get elected, this wouldn't have happened. >> this is a great day for

task. the story from don dahler. >> reporter: if there are two things that appear to be polar opposites it's the warm exuberance of puppies and the cold intelligence of a super computer. at guiding eyes for the blind in york town heights, new york, need has brought the two together. >> blindness is increasing at an alarming rate. >> reporter: thomas panek lost his sight and is the ceo. >> do they all become guide dogs? >> no, actually not. only 36% of the dogs will make it. >> reporter: the puppies need to be healthy, confident enough to take charge and make decisions on the fly, and most of all have to enjoy the work.

for decades guiding eyes for the blind has been accumulating data, some of it provided by puppy raisers like lorraine tepanny. >> he's 4 years old. we have to work on things like a bee flying by. we have to work on things so when he's a guide dog, he avoids the distractions. >> reporter: that's where watson comes in. so far he's analyzed 4 billion bits of data. >> it's enabled guiding eyes to cover resources that they couldn't previously do with the resource that they had. >> reporter: the system was able to predict with 100% accuracy which dogs would make it to graduation. it costs $50,000 to produce a guide dog, whether they graduate or not. improving the odds for picking puppies will not only stretch the charity's precious dollars, it will give dogs like t.j. a better chance at rewarding heights. don dahler, cbs news, york town

omar villafranca is with the reports. >> i'm trying to make the money. >> reporter: the cell phone video captures the moment when a con stable stopped this man and his brothers for passing out business cards for a lawn service. >> let me see your i.d. >> i don't have it on me. >> reporter: but the situation got tense when he asked the con stable for his information. >> turn around and put your hands behind your back. >> nope. >> reporter: gipson instead left the scene. >> i'm trying to conduct a lawn service. that's what we do to make some money. >> reporter: constable administration said gipson left because of an outstanding misdemeanor assault warrant. >> when originally stopped and questioned by the officer, that's why he really didn't want to say who he was.

constables came to his house later that day. gipson recorded that too. the 20-year-old said constables broke down his door, tased him, and sicked a canine on him, leaving bite marks on him. >> i can't lift my arm no more. i can barely lift it up. >> reporter: but the constables said they did nothing wrong. we told him four different times, we yelled, police dog, police dog, come out. >> reporter: the harris county constable says they have body camera video that backs up their side of the story, but they have not released it yet. omar villafranca, cbs news, dallas. well, the joy of some cubs fans over their team's victory last fall is turning into bundles of joy. chicago area hospitals report a baby boom roughly nine months after the cubs' historic world series win. one couple inspired by the famous walls of wrigley field named their new born daughter iy.
