there's no sign of backing down. north korea has issued a new threat against the u.s. in the latest exchange over the north's nuclear program. here at home lawmakers are taking sides over whether president trump's warning of fire and fury went too far. wendy gillette is here with the latest. good morning, wendy. >> good morning, anne-marie. >> the latest country to way in on the war of words between u.s. and north korea is japan. the country's defense minister said today japan could shoot down missiles if north korea fires them at the u.s. territory of guam, but some experts deny japan has that capability. the back-and-forth heated exchanges between much of the world and north korea continue. the latest to weigh in, south korea, warned overnight the north will face a stern and strong military response if it acts on its threats. >> they will be met with fire and fury.

>> after president trump issued his sternest warning yet earlier this week, there's still much debate about whether that language was too incendiary. >> this is so irresponsible, i can't believe he even did this. >> i don't have a concern about inflaming anything because all the inflammation is coming from this crazy guy in north korea. >> pyongyang called president trump's statement a load of nonsense. north korea then offered its own threat saying it's developing plans to fire four missiles on the u.s. military bases on the island of guam. secretary-general mattis released a statement saying north korea, quote, should cease any consideration of destruction. >> outside the white house protesters kicked off a 24-hour protest urging resolution. in response to two missile

launches by the rogue nation. the sanctions could cost north korea as much as $1 billion. yesterday the white house and the state department characterized the president's choice of words. white house press secretary sarah huckabee sanders said in a statement the words were his own and that members of the national security council were well aware of the tone and strength of president trump's message beforehand. the state department said president trump is on the same page with the rest of the government and pressure on north korea is working. anne-marie? >> wendy gillette in new york. thank you so much, wendy. former u.s. ambassador to the u.n. bill richardson said u.s. dropped the ball. >> we should have been on this long ago. we should consider finding ways to put more intelligence, overflights, more spies because we were caught off guard. north korea was way more advanced than our intelligence

people told us. that's a massive intelligence failure that should never happen again. >> richardson is calling for diplomacy and continued sanctions against the north. investigators for the special council leading the russia inquiry executed a search warrant last month at the virginia home of paul manafort, president trump's former campaign manager. it's the most significant public step investigators have taken since special counsel robert mueller was appointed in may. julianna goldman reports. armed with a search warrant, investigators showed up early in the morning at paul manafort's home. jason maloni confirmed the search and emphasized his client has consistently cooperated with law enforcement and other serious inquiries and did so on this occasion as well. but legal experts say the search warrant suggests special counsel robert mueller doesn't trust

manafort. >> it suggests they're concerned about possible evidence of destruction. >> peter zeidenberg is a special prosecutor. >> i think they felt they weren't getting full cooperation because if they did, they wouldn't feel the need to get a search warrant. >> the day before his home was searched, they met with senate investigators to discuss the june 2016 meeting at trump tower by donald trump jr. to meet with a russian attorney who reportedly had damaging information on hillary clinton. typically criminal investigation, prosecutor tries to flip witnesses. in exchange for their cooperation they lessen their legal liabilities. mueller could be trying to do this now to pressure manafort. >> if they think he has information about the campaign, they would undoubtedly squeeze him for that and he would be in a position from a prosecutor's

standpoint to tell you what's going on, who was doing what, who knew what when. >> manafort was officially part of the campaign for five months, campaign chair for just three, but this development is another sign of how close this investigation is hitting to the president's inner circle. the special counsel's office declined to comment. julianna goldman, cbs news, washington. a low flying russian airplane created a buzz over washington, but yesterday's surveillance flight over the capitol, the pentagon, and other sites was cleared by the united states under the longstanding open skies treaty. russia and the u.s. are signatories, and the accord allows unarmed observation flights over the entire territory of all 34 member nations. the state department has expelled two diplomats from cuba's embassy in washington. the expulsions took place in may and they followed what the u.s.

believes was a string of bizarre incidents that left several diplomats in havana with severe hearing loss. cuba denies any wrongdoing. and french police are searching a building that may be linked to the main suspect in the car attack that injured six soldiers. the search is happening in a suburb west of paris, but the suspect's identity is still being verified and it's unclear whether he even lived in the building. yesterday a man rammed a bmw into a group of soldiers before being apprehended by police. the motive is unclear. 18 pittsburgh s.w.a.t. officers have been medically cleared after being exposed to a powder narcotic believed to be fentanyl. yesterday they were assisting federal officials in a raid on a home when a take was knocked over and the powder went

airborne. 17 officers became sick. >> some had burning in their throat, they became lightheaded, one person was nauseous, one was weak. fortunately it was brief. >> four were taken into custody accuse of drug trafficking. former police chief officer betty shelby is returning in uniform. she's being sworn in. she retired after they found her guilty. the unarmed african male was shot last year. it sparked protests. hurricane franklin rolled ashore on the central gulf coast earlier today. the first hurricane of the atlantic season. franklin packed maximum sustained winds of 80 miles per hour. coming up on the "morning news" now, a gap in stroke rates.

a dissenter is crying foul on the trump administration. he put up a 30-foot-tall inflatable chicken within sight of the white house and it has the president's unmistakable hairstyle. the man actually paid $1,300 for it, and he waited five months for the permit to display it. there's a gender gap in the risk for stroke, and a key day in a fraternity hazing trial. those are some of the headlines on the morning newsstand. "the philadelphia inquirer" reports that 16 fraternity members charged in the death of a pledge will be back in court today. the hearing will determine if assault and involuntary manslaughter cases against the students will go forward. the pledge died in february at penn state after a night of heavy drinking. >> the "denver post" covers testimony by taylor swift's

mother in the civil trial against the singer. andrea swift says her daughter was visibly upset when she told her a deejay groped her during a photo shoot in 2013. they said police were not called because they wanted to avoid publicity. the deejay says the accusation was false and cost him his job. findings reporting in "the "new york times" say stroke symptoms have increased in men, not women. that's because women do not report symptoms. >> i feel tired, weak. these are all symptoms, potentially warning symptoms and yet a woman isn't understanding that these are symptoms that you see your doctor for. researchers think stroke factors like diabetes and smoking affect women more than men. stroke is the fourth leading cause of death among women. stock exchange with that and more. good morning, hena. >> good morning, anne-marie. investors seem to be shrugging off the sharp rhetoric between the u.s. and north korea. global economic strength and earnings. the dow jones lost 36 points, the s&p was down nearly a point. the nasdaq fell 18 points. oil prices ended early yesterday showing a sharp decline in crude inventory. inventory fell 6.5 million barrels last week. gasoline inventories increased. tesla is developing a long haul electric semitruck that can drive itself. reuters says the company is getting closer to testing a prototype of the vehicle which can also move in platoons by automatically following a lead vehicle. tesla has said it plans to unveil the autonomous truck next month.

devastated new orleans. over the weekend storms flooded the city, renewing concerns over how residents will stay dry for the next storm. demarco morgan reports. >> reporter: as heavy rains on saturday created flooding scenes reminiscent of hurricane katrina, 20 of the city's 121 drainage pumps were out of commission. sewage and water support superintendent joe becker told us monday the pumping stations were working at full capacity. >> there was no problem with the pumps at all. they all were working. >> reporter: but the following day at a city council meeting, he was forced to backtrack. >> i was trying to say we used the available pumping capacity to its fullest extent. >> reporter: with nearly ten inches of rain in three hours, becker said the pumps were overwhelmed, but he admitted some were offline due to maintenance.
