57 newsroom. in florida, the scope of damage from hurricane irma now a tropical depression is becoming somewhat clearer this morning. the state's electric grid was pummelled. it's estimated that tw thirds of the population is without power. phones don't work and there are widespread fuel shortages. the florida keys appear to be hardest hit. the governor describes scenes of devastation there. good morning, courtney. >> good morning. the reopening of miami international a welcome sign for many but it's going to be a long road ahead as florida rebuilds. >> in jacksonville, florida, storm surge brought some of the worsz flooding the area has seen. >> we're bummed to seize this

happen but we'll come together and make it right. >> no part of the peninsula was spared. >> it's just flooding. it keeps coming up. >> there's a lot of work ahead. it's going to be a long time before life is back to normal in the keys. >> crews spent the day here yesterday and decided to reopen today with limited service. >> power is an issue. 65 pocket of --% of the state. >> and the airport reopens in about three hours. in addition to many evacuees returning back to miami there's a lot of people who got stuck and they can't wait to get on a

plane and get back home. >> for sure. thanks, courtney. >> it also triggered power outages in georgia and south carolina. ten feet of water pushed unland at charleston. more than a quarter of a million customers lost power and more rain is expected there today. nearly a million and half customers lost power in georgia. at least 34 people were killed by the storm in the caribbean. ten of those in cuba. central havana was lashed by chest high sea water and several buildings partially collapsed. a historic demand for gas in the days prior to the storm resulted in major shortages.

now millions want to return home but more than four in ten florida gase stations were out of fuel on monday. we're tracking tropical depression irma as it moves into the southeast. >> it is a significant rain maker and will be for the next couple of days. rain all the way from the florida panhandle up to the nation's capital with heavy rainfall happening. all the way west beyond nashville and atlanta has seen up to 3 inches of raflt. rauflt totals from irma, more than a foot of rain on fort pierce. nearly a foot of rainfall in both gainesville and naples and a half of not of rain.

think america needs more unity and less divisiveness. bob corker says he's not sure if he will run next year. new sanctions against north korea, nikki haley wrote they will work only if they will work aggressively. >> the u.n. security council agreed to new sanctions in response to north korea's nuclear test. >> the resolution bans all textile imports. but it does not include the ban on all oil imports of the country and freezing of assets.

>> the tow the dallas morning news reports the family of a texas woman says her estranged woman went on a shooting rampage that killed eight people. her estranged husband was shot and killed by police. the woman had filed for divorce this summer. a lower court ruling would have allowed refugees to enter the country if a u.s. resettlement az general si agreed to take them in. justice anthony kennedy temporarily stopped that. he ordered those to respond by today.

after president pardoned him, the justice department agreed with his lawyers that a conviction should be dismissed. he was convicted to stop his traffic patrols to stop immigrants. a baby great white shark will be released to back into the ocean. rescuers, moved into it on to a stremper and now it's recovered enough to return to the water. and thousands of students returned to school yesterday after flooding from hurricane harvey caused a two week delay. those who haven't gone back are set to return in the next couple of weeks.

florida governor rick scott met with hurricane victims. he spent part of his day yesterday visiting a school. he says his administration is makering sure people have basic necessities. >> we're trying to make sure people have fuel and water and people have food and we'll get people back to more nool as quick as poopossible. >> now that murn irma has moved out of florida the rescue effort has movered in. jeff glor has the story. >> off the coast of sarasota as irma began to churn in. >> reporter: the coast guard made it to rough seas.

>> two people and their dog lifted to safety. >> the scene reminiscent of houston after harvey. irma overturned cars and left homes under water. we went up over plant city. >> right now we are passing through east of tampa as irma's eye came through. we're not seeing a lot of trees downed but many of these fields are unindated with flood waters. >> we spoke with the largest and business jest coast guard station. >> he's now ready to perform rescues in his home state. >> we're somewhat lucky with what could have happened and what did happen. >> and the coast guard was also busy south of san francisco.

our top stories this morning, recovery efforts are underway where hurricane irma knocked out power, water and communications. some 13 million people do not have electricity. some residents coreturn home beginning this morning. and recovery efforts in florida will be hampered by widespread gas shortages. more than 4 in 10 gas stations were out of fuel on monday morning. scores at water rescues were made all across florida. more from orlando, florida.

>> before sunrise, people atop rescue trucks thanked those who carried them to safety. barefoot children in blankets escaped waist deep water with their only belongings in plastic bags. he cheered at the sight of first responders at his door. a fire and rescue team tried to convince his parent to leaf. >> it's not safe to stay here. >> the answer was no. so crews marked a house as having three people still inside. >> i know we needed food. i was hoping to convince my mother to leave. >> afterward we checked in on his mother. >> he jumped ship, but it's okay because he was in a panic mode.
