it's the latest in a series of issues for that sheriff's office. fternoon, breaking news, two inmates escape from a south bay courthouse. the latest issues -- i'm kenny troy. michelle is on assignment. more on the breaking news in a moment, but first developing news in that deadly texas shooting. we're learning about the gunman's connection to the church

where he opened fire killing 26 people. meg oliver has the latest from sutherland springs. >>reporter: when the gunman opened fire inside the first baptist church behind it, police say it was an ambush on a stunned congregation praying in their pews -- the pastor and his wife returned from out of town to talk about the deadly shooting at their church sunday that killed 26 people including their 14-year-old daughter annabel. >> one thing that gives me a shiver of encouragement is the fact that bell was surrounded yesterday by her church family that she loved fiercely. >> the victims ranged in age from 18 months to 77-year-old. investigators identified the gunman as 26-year-old devin kelley who lived 35 miles away. >> it was just so much gunfire. >> authorities say he opened fire on the church, went inside and kept firing his assault rifle. when he left

the church, a man who lives across the street engaged -- >> the shooter got in his truck. >> he and that neighbor chased after the gunman. >> we hit 95 trying to catch this guy until he lost control on his own, and went off in a ditch. >> we know during that pursuit the suspect used his cell phone to notify his father that he had been shot, and didn't think he was going to make it. subsequently he shot himself. >> the sheriff's department says kelley's in-laws and ex-wife occasionally attended service at this church. they were not here sunday. authorities say this was a domestic situation. kelley had sent his mother in law threatening text. kelley served in the air force but was court marshalled in 2012 on charges he assaulted his spouse and child. police recovered three gunned purchased by the shooter. out of the 20 injured, 10 remain in critical condition.

7-year-old emily and her mother joanne ward. a friend confirmed her passing on facebook writing, is it possible to physically feel your heart break? >> we're a small little red neck town in the country, why this church. why people that i grew up with. >> texas governor greg abbot attended last night's vigil. earlier he had advice for grieving residents. >> as governor, i ask every mom and dad at home tonight, that you put your arm around your kid and give your kid a big hug and let them know how much you love them. >> the shooting may have been captured on camera. the church regularly records the sermons and post them onto you tube. they're going to look at what happened inside the church. omar villafranca sutherland, texas. >> president trump called it

a mental health problem. breaking news out of palo alto. police are looking for two men who escaped from the courthouse. mack cloud and john bevins are on the run. they were facing charges robbing a verizon store last february. we're told the man escaped and got into -- officials say the men got into an awaiting moving van and was being called an orchestrated event. sheriff's deputies say the men are considered dangerous. if you see them, you're asked to call 911 immediately. more than a dozen people are looking for a place to live after a fire ripped through an apartment complex in san leon grow. it started around 10:00 last night on carpenter street. no people were hurt. investigators are trying to determine what sparked the fire. new at noon, a caltrans station in san francisco is

on the way and city leaders are hoping it will transform that downtown area. sandra osborne is live near airport boulevard where a ground breaking ceremony just wrapped up. >>reporter: kenny, you can see the ceremonial shovels are in the dirt. we do have some images to show you what this is going to turn into in the next couple of years and the goal is to replace what's here. a [indiscernible] stop with a new 700 boarding platform and a pedestrian underpass. that's going to improve access ability and -- they hope the new station will rejuvenate -- >> we're going to realign the

caltrans station so that -- when they come out they can go directly to a downtown avenue. and vice versa. >> the mayor says the city has o get this through station for 20 years. there will be traffic and signal work done over the next year and a half during construction and back out here live to show you what to expect. the area where we are right now, it's gravel and dirt and we're on the 101 overpass. this is going to be turned into a park. they're going to make this area -- it will have curve appeal, if you will. and they're going to build an underground tunnel for the pedestrian accessibility to safely walk to the platform they're going to build. the construction is going to end in 2019 -- it has been almost a month since the fires that ravaged wine country has started.

it could mean major tax relief for some homeowners. rover the sonoma county assessing office is focused on inspecting homes with damage like this one behind me. the garage is destroyed by the home is still standing. homeowners who have properties with more than $10,000 in damage will see tax relief. for some victims of the sonoma county fire, their homes are gone with nothing left. the property tax on the home post fire will be zero. but for others with sheds, garages and partial home damage, their property taxes will be reduced. county appraisers this week are inspected homes calculating the damage. >> in the field, they're looking at the structure, and determining is it 20% damage, is it 50% damage. >> the county assessors says the tax bill will be pro rated. homeowners will get full charged for the months before october and not every damage count. >> people who have smoke damage, they're inside the

perimeter or outside of it, that doesn't qualify unfortunately for our structure damage. >> homeowners should expect a tax bill by the end of the year due back in january. sonoma county officials say they don't forward tax bills, but for this disaster, they will. reporting in santa rosa, i'm jessica flores, kpix5. governor brown is in europe. he's apart of the under two coalition. it's a global group committed to decarbonization -- and keeping the rise of global temperatures below two degrees centigrade. that's after the trump administration pulled the united states out. he's representing those -- president trump is overseas and he kicked off a 12-day tour in asia. while meeting with the prime minister, he spoke on improving trade with japan to the war of words with north

she impressed her teacher by -- in just three years, and it shows sra scholar will do whatever it takes to succeeds. sherrie hu says her mother's struggles have made it that much harder. >>reporter: cooking dinner is a constant in jessica's after school routine. so is laundry. along with sweeping and keeping the apartment clean. by the time she's washed dishes, helped her younger brother with his home work and finished her own, it's midnight or later and the alarm is set for 6:30 a.m., then it's off to san lazell high. >> it's a challenge for me and i know it's a challenge, and that's the reason why it's pushing to keep going on with my school and go to college. i rather go to college. where would my life be without education. >> jessica was in middle

school when her mother's vision started to deteriorate and then came dialysis and she says her mom needs a kidney transplant. >> i'm worried because over the times [indiscernible] for that kidney, she can get worse. she's at -- she's a special person in my life to look up to. >> [indiscernible] >> in school, jessica doesn't talk about her responsibilities at home. and as a teenager, that's the tough part. >> other people, um, don't go through that. and it's hard for me. it's very complicated because i want to do the things that they do.
