these wins are just the beginning. missed warning signs. new details about the texas church shooter's troubled past. and twitter is expanding. forget the cap limit of 140 characters. it's now double. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. president trump is in china this morning where trade tops the agenda. the president begins a two-day visit amid growing complaints in the u.s. over chinese business practices. the president will also discuss north korea with chinese leaders. he'll ask them to cut financial ties with pyongyang. and before leaving south korea, mr. trump had a message for north korean leader kim jong-un. >> the weapons you are acquiring are not making you safer. they're putting your regime in grave danger. every step you take down this

dark path increases the peril you face. north korea is not the paradise your grandfather envisioned. it is a hell that no person deserves. >> the president speaking to south korean lawmakers said the u.s. will not be intimidated but offered a diplomatic solution if the north would end its nuclear program. now to domestic politics and decisive democratic wins that the democratic party hopes is a precursor to next year's mid-term elections. we begin with the closely watched virginia race. ralph northam easily defeated ed gillespie. his victory was due in part to anti-trump sentiment. >> today virginians have answered and spoken, virginia has told us, to begin

to end the divisiveness, that we will not condone the hatred and bigotry and to end the politics that have torn this country apart. >> democrats swept all three of virginia's statewide races and wiped out the republicans' overwhelming majority in the state legislature. and new jersey elected former wall street executive phil murphy as its new governor. murphy easily defeated his republican opponent chris christie. murphy mentioned president trump by name in his victory speech and made it clear voters sent a message to washington. >> we will stand firm to new jersey's values and push back at the mean winds blowing at us from washington, d.c. >> murphy has no experience as an elected official. he made his fortune at goldman sachs before serving as an ambassador to germany in the obama administration.

and back to virginia now where the first openly transgender person was elected the a seat in the state legislature anywhere in the united states. democrat danica rome, a former journalistist lead one of the longest serving lawmakers. rome focused laws, schools, and traffic congestion. her opponent sponsored a bill which restricted which bathrooms she could use. voters in maine expand medicare. they join 31 states that have expanded medicare. just released records now that a gunman who opened fire at a texas church had an extensive history of mental illness. five years ago devin kelley escaped from a mental facility.

hena doba is here in new york. good morning. >> good morning, anne-marie. his escape from the mental facility is not the only thing we're learning about that should have raised red flags. he made death threats against his command and was cour court-marshaled. >> i wish i hadn't taken her that date. >> she's talking about her 16-year-old daughter haley, one of the victims of sunday's church shootings in texas. as more information emerges, so, too, do more questions about how he was able to legally get his hands on gun. in 2012 the civilian escaped from a civilian mental health center where he had been placed by the air force for treatment. from the el paso police department that same year he was scribed as a, quote, danger to himself and other. police said he was attempting to carry out death threats he had

made on his military command. a few months later he was court-martialed. that was never entered into the database that would have prevented him from buying weapons. >> it's pretty clear the check list we used was not followed by the local office and his fingerprints should have been put into the database, and they were not. >> two senators tuesday, one democrat and one republican, closed a loophole allowing that to happen. >> i think the legislation creates a procedure and clear lines of authority and oversight to fix that problem. >> the pentagon's inspector general is also reviewing the lapsed reports that the pentagon knew for at least two decades about failures to give military criminal information to fbi. >> investigators say the fbi is trying to get into the shooter's cell phone but have yet to access it. they won't say what type of phone it is. anne-marie. >> hena doba here in new york. thank you, hena. ahead on "cbs this morning,"

norah o'donnell talks with veterans affairs secretary david shulkin about whether there was anything that could have been done to help devin kelley. former pitcher roy halladay loved baseball and had a passion for flying. it seems the latter caused him his life. he was killed yesterday when the small plane he was flying crashed into the gulf of mexico. the plane was made for inexperienced pilots like halladay, and he was one of the first to fly it. don dahler has more. >> reporter: roy halladay's single-engine aircraft went down in the gulf coast around noon. there was no mayday call and the plane was found in about six feet of water. >> we know roy is a person, a caring husband who loved his wife randi. he loved his two boys tremendously. >> reporter: halladay was a relatively new but avid pilot, often posting pictures on social media of his icon a-5 small amphibious sports plane.

before retiring from baseball four years ago halladay was known as a dominant pitcher. the two-time cy young pitcher threw a perfect game during the 2010 season and a no-hitter in the postseason that same year. in his 16-year career with the toronto blue jays and philadelphia phillies, he was an eight-time all-star. >> he's a tremendous person that is going to be missed. a lot of us grew up watching roy halladay play. i was fortunate enough to be able to sit in the dugout and share a locker with him during some of the best years i had. >> reporter: during his press conference roy halladay talked about how much baseball meant to him. >> baseball has given us a lot. it was a tremendous run, a tremendous experience, something i'll never forget. >> reporter: philadelphia phillies released this statement. there are no words to express the loss the entire phillies

the "morning news." the "sacramento bee" reports they have released new video in the case of a mother who disappeared for three weeks last year. the grainy video shows sherri papini on the morning she reappeared last november. she's seen walking in the town of yolo and running in the opposite direction of the highway. she said she was held captive by two mexican women. the suspects are still being sought. two basketball teammates could face jail time after being arrested in china. the three players were arrested yesterday for allegedly shoplifting from a louis vuitton store next to the hotel where the team is staying. they're in china to play a game against georgia tech on friday. "the new york times" looks at a report that says harvey weinstein tried to stop the public allegations against him. the disgraced movie mogul

loss in months as interest rates slipped. on the flip side household goods, utilities and others performed better than the rest of the market. in the end the dow gained 8 points, the s&p 500 fell where it started with the nasdaq fell 18 points. waymo is testing self-driving cars on back roads without a driver. the only person in the chrysler minivan is an employee in the back seat. the passenger can't drive it but can stop it. waymo say it plans to apply the technology to a self-driving ride service. mean teem uber voted on new guidelines regarding government culture. it follows sexual harassment allegations. the new rules include mantras like we do the right thing and

nike is vowing to fix and redesign its new nba jerseys because they're ripping. after a long-standing contract with adidas, the league chose nike to produce this year's official team jerseys, but they rip easy. at one time lebron james jersey ripped right down the middle. nikes deal is for eight years and $1 billion. four college basketball assistant coaches face bribery charges this morning after being indicted by a federal grand jury. they're accused of using bribes to influence star athletes on their choice of school, shoe sponsors, and agents. the four coaches are chuck person of auburn, imemmanuel richardson of arizona, tony bland of usc, and lamont evans of oklahoma state. six other people have also been charged. a judge says it's okay for a massachusetts museum to sell 40 works of art including two paintings by norman rockwell.

our top stories this morning, president trump arrived in china this morning where trade and north korea top the agenda. before leaving south korea, mr. trump warned the north that its nuclear weapons program is putting it in grave danger and that the u.s. will not be intimidated, but mr. trump offered a diplomatic solution if north korea ended its nuclear weapons program. >> and democratic gubernatorial candidates in new jersey and virginia scored big wins. in virginia ralph northam defeated ed gillespie. in new jersey, phil murphy easily won the race to succeed

chris christie. some see the races as a way to rebuke president trump. as new details about the gunman and church massacre, they're looking for clues to help prevent the next attack. jeff pegues reports. >> reporter: police in hamilton, ohio, training for the next active shooter situation. >> 171 to 384. >> reporter: columbine, aurora, colorado, newtown, and las vegas have all taught investigators that it's important to move fast, but they've also learned it's difficult to predict who will be the next shooter. don manger is the president of the police chiefs association. >> we have yet to find this check list of red flags or indicators that is really, i think, detailed enough and sophisticated enough for us to say, okay, we need to worry about, you know, this individual because he meets, you know, so many of these criteria. >> reporter: most active shooter situations occur in less than
