around wine country, crews clad in white suits and masks, machinery piling up debris. in napa county, hundreds of fire victims face a choice today: clean up their own property or sign up for the government-sponsored clean-up. the deadline to submit forms allowing government crews on their private properties is tomorrow, november 9th. >> a couple of days ago we sent out over 400 hard packets in the mail to those people that we had not heard from. there are -- it's a moving target right now. >> reporter: napa county is moving from phase one of clean- up, removing hazardous waste, to phase 2, hauling away ash and debris. the county has set up a recovery center at the county administration building, a one- stop shop to help fire victims through the process. >> whatever it is, demolition, building permits, et cetera. >> reporter: hazardous waste clean-up is ahead of schedule.

government workers have already removed two-thirds of toxic debris. still, thousands of residents need to decide if they want to opt in to the government clean- up. the deadline in sonoma county is november 13th. >> we want to make sure this debris and this ash gets removed for the protection of our environment, for the protection of our watershed, and also to allow people to move forward this their recovery. >> reporter: hauling away the debris from the wine country wildfires across counties will cost approximately $250 million. here in napa, officials hope to have the clean-up done by early next year. reporting in napa, i'm jessica flores, kpix 5. to the weather now. it's shaping up to be a wet afternoon in some places. video from napa showing the great gray skies for now and gloomy skies around the central bay area, as well. julie watts here to time out our rain chances. julie. >> we are starting to see some showers out there. a little bit of scattered shower activity. the best rain for the north bay

this morning and right now, we have had a couple of sprinkles from time to time with showers over the sacramento valley and heading up to the high country. a little rain-snow mix. right now we are seeing some south of hayward, south towards fremont. we have one right there over the bay heading over the 92. and we see some of the santa cruz mountains heading into los gatos as well farther north. a couple of stray showers, tease concord, brentwood and danville with light rainfall there. overall, though, the best rain, the front still to our north moving through later on tonight. we'll time it out in futurecast coming up in just a bit. back to you guys. we are less than two months away from recreational marijuana becoming legal in california. kpix 5's jackie ward reports, one bay area city is still scrambling to make regulations. >> reporter: the san francisco board of supervisors is still trying to work out the local

regulations as january 1st quickly approaches. state senator scott weiner is encouraging towns to support access to marijuana. time is ticking for a legal framework. recreational marijuana becomes legal own january 1st. >> we have legalization in california. the state has caught up to us and now what's happening? we are at risk of sliding back! >> reporter: state senator weiner called some of the proposals before the board draconian! specifically to have dispensaries 1,000 instead of 600 feet away from schools and daycares. >> when you put it all together, it means cannabis businesses, new cannabis businesses, will be prohibited in almost every, single part of san francisco. >> reporter: marijuana regulations are in place in state levels. operating licenses will be issued on the first day of the law. >> your community license is more important than the state license. >> reporter: that's why

consumers are being told to pay attention to the local level. regulations can differ from city to city. >> they might allow for retail sale and not cultivation. they might allow for cultivation and not retail or manufacture or a combination. >> reporter: some supervisors made progress and approved a few amendments that will be presented to the committee and hopefully the full board later this month. in san francisco, jackie ward, kpix 5. two escaped south bay inmates are on the run but two accomplices are in jail. marquita kirk and rene hunt were accused of helping tramel mcclough and john bivins to escape from jail into a car and then u-haul van. mcclough and bivins got a key to free them from handcuffs. police are looking into other alleged accomplices. in the wake of the shooting in texas, vice president mike

pence is on the way to visit the victims' families at this hour in sutherland springs, texas by way of san antonio. his wife is accompanying him. he will get a law enforcement briefing while there. we are learning new information about the gunman. devin kelley was the subject of a 2013 sex assault complain near the church. the investigation stalled when kelley moved to colorado. he briefly escaped from a mental health facility in 2012. survivors described what happened. >> everybody get down, they are shooting at us! it's so scary and that man was shooting. i mean, he was shooting hard. >> authorities hope to wrap up the crime scene investigation at the church by tonight. two ucla men's basketball players are out on bail after being arrested for shoplifting

in china. cbs reporter danielle nottingham on their potentially big sentence. >> reporter: ucla basketball tweeted a photo of its freshman starts as they left for china but a trip that was supposed to be about sightseeing and basketball has taken a turn. an espn report says li aangelo ball, riley and hill were arrested in china accused from shoplifting from a louis vuitton store near the hotel. ball is the nephew of lonzo ball. their father is the advocate of his high-profile basketball family and appeared with his sons in a reality tv show. he is traveling with the team in china. >> everybody is making a big deal. it ain't that big a deal. >> reporter: the bruins play at home here at the pavilion but at this point it's unclear whether the three involved players will be back. >> according to china's entry and exit law, a case must be fully revolved before the

palo alto drivers are being told to slow down near schools to improve safety but kpix 5's anne makovec explains why some neighbors are skeptical about the speed limit change. >> reporter: a drive-through school zone in palo alto is about to get a little slower. the city council just voted to reduce speeds from 25 to 20 miles an hour when school is in session. >> the safety of our children is a primary concern. >> reporter: many parents support it. >> just in case something happens in the street with a child and there's enough time to brake. >> reporter: but even some pedestrians say it's unnecessary. >> 25 is already a reasonable low speed. >> reporter: while speeds around some school zones are about to decrease, speeds on some busy corridors like deer creek will increase to 35 to 40 miles per hour. that's after some recent traffic surveys show that most cars traveling here are going

how to draw a crowd. and it's usually full of people snapping photos with their cell phones. the scene got his attention during a service at the vatican wednesday. in off the cuff remarks he chastised everyone, including clergy, saying it's ugly to use phones and mass is not a show. the faithful should lift up their hearts, not their phones. shortly after his election in 2013, pope francis said it hurt him to see priests driving flashy cars and desperate to use the latest smartphones. the pope rides in a simple ford focus and has not been seen using a cell phone in public since2013. he is no stranger to social media. he tweets in nine languages. the calls the internet and text

messages a gift from god if used wisely but tells people to swap phones for bibles. teri okita, cbs news. >> earlier this year, he told children to get off their cell phones during family meals. he warned that the death of face-to-face conversation has dire consequences for society. snowboarders and skiers are celebrating on opening day at one tahoe resort. people hitting the slopes early. here's sean bennett. >> i'm sean bennett in boreal, ski season officially opened up today. one run is called the nugget. a lot of people making their way up here today. they cut the ticket prices from $49 to $39. they got 15 inches of snow last weekend and, of course, the snow guns. they rock the snow guns for 48 hours spread over multiple days to create a great base for skiers and snowboarders it goes until 6 p.m. then begins night skiing.

the front to the north. rain is returning. futurecast times it out. the front to the north sinking south. here we are around 8:00 tonight. and it does look like that's when we could have the front in the northern portion of the bay area. some stray showers out ahead of it. and then it continues to sink south. a few scattered showers unsettled through thursday morning's commute. and then off and on chance of showers tomorrow as well as through friday morning friday and saturday we start to dry out. all in all we could see up to a couple of inches in the north bay mountains half inch at best in the east bay quarter inch in the south bay not a huge rainmaker but we'll see some rain out of this. cloudy skies with a chance of showers today. tonight we should see rain before the sunrises tomorrow. breezy with gusty winds possible. thursday and friday unsettled drying out into the weekend, mild to mid- to upper 60s for

a fremont dog park is shut down.. over a health concern. a bacteria fou this is one of my favorites. chicken and potatoes the way stephanie does. >> a comfort food. we have red potatoes and chicken thighs. so you want to have a deep pan that you can put in the oven that's safe because there will be splatter.

a little bit of olive oil and we have sage under all the chicken thighs and that really, really, really gives it a lot of flavor. but the great thing is, the thighs have the skin on them and you're cooking them with the potatoes you don't need that much oil because the fat will melt and that's what's going to cook the potatoes. >> what's great is chive. so chives. put them on as you go. let's put one more on there. we're going to keep going. we want to load it up. did you use yukon gold potatoes on this? >> absolutely. i love the red ones. it's a matter of preference. what i like is see these potatoes here? how they have, like, one part looks charred the rest super soft? that's from being on the bottom and actually like really, really almost fried in that fat. >> and a little bit of sage and thyme.
