>> reporter: he was arrested in stockton and taken to san joaquin county jail. he was there on monday. saito was charged with the murder of 29-year-old sandra yamashiro in 1979 after he admitted to shooting her in the face with a pellet gun and fatally stabbing her in a shopping mall parking lot. officials haven't explained how a man in state custody for 40 years managed to get to the u.s. mainland and why it took hours for police to learn of his escape. this security camera image shows randall saito leaving the hawaii state hospital empty- handed at 9 a.m. on sunday before meeting a cab a mile away. >> how are you? >> reporter: dashcam video obtained by our honolulu affiliate shows him getting into the cab now carrying a large backpack and a cell phone. later he asked his driver to hurry. at about 10:30 a.m., saito pays for a chartered flight to maui

in cash. from there, he hops on a 12:25 p.m. hawaiian airlines flight to san jose that police say he booked online using an alias. saito lands in san jose two hours before state health official reported him missing. >> he still has that ability or inherent ability to commit another murder or some other violent crime. >> reporter: honolulu's prosecutor argued against him to have off site privileges in 2015. >> he was a risk of danger even with as escort. >> reporter: on tuesday hospital administrators wouldn't comment on why it took more than 10 hours to report randall saito missing. >> we need complete information before we are willing to share that and sharing that has to be coordinated with criminal investigation components. >> reporter: there are several questions still unanswered like

how he got the bag, phone and cash, how he booked both flights and how he got through airport security. in 1993, he engaged in sexual relationships with at least three members of the hospital staff and was able to receive contraband, according to reports. jackie ward, kpix 5. new details of the deadly shooting rampage in tehama county. the death count is 6 including the gunman, kevin neal and his wife. reporter jamie yuccas says he had been feuding with neighbors. >> this individual shooter was bent on engaging and killing people at random. >> reporter: armed with at least three guns and a ballistic vest, the shooter began rampage just before 8 a.m. killing two of his neighbors. he then stole their truck and began driving toward a nearby elementary school shooting randomly at people along the way. sarah gonzalez had just dropped

off her daughter when the gunman blocked her car. >> he pretty much stopped me and shot at me three times through his windshield. >> reporter: when he stopped firing, she says, he continued toward the school. >> my friend, he told us that there was a guy by the gate like running into the gate and that he had a gun. >> reporter: school officials heard gunshots and made a critical decision to lock it down. >> the quick actions of those school officials, there is no doubt in my mind today that countless lives were saved. >> reporter: the gunman tried to enter the school but couldn't get in. he fired about 30 rounds in six minutes before he took off. >> he did shoot in a number of classrooms which resulted in the injury of one or two students. >> reporter: a short time later a patrol car rammed the suspect vehicle. officers opened fire and killed him. officials are dig into the suspect's past including an alleged assault that happened

this year against one of the neighbors that was killed yesterday. we can tell you there is still no motive for this entire incident at this point. jamie yuccas, cbs news, rancho tehama. to the storm watch now. flood concerns in the north bay as rain comes down on to the wine country fire zones. >> and in san francisco, lighter rain so far with more on the way. >> we have team coverage. first neda iranpour is tracking rain from the weather center. >> right now, it looks like some areas actually seeing sunshine but the north bay still getting most of the rain. it's been that way since 2 a.m., 3 a.m. hi-def doppler was seeing a lot of green on the scene and we're continuing to see that. scattered showers at the moment across the south bay and a break from the rain across parts of santa rosa as you can see right there. most of the rain just moved further east towards yountville, st. helena, calistoga right now under a pretty strong cell there. we are going to get more this

afternoon. here's the south bay we go. you can see some spotty showers around sunnyvale, palo alto but the wider view also shows us some sierra snow coming down. so here are a look at some of the totals across the north bay: we'll track the storm system and what you can expect this afternoon into tonight when it's all about to get stronger coming up. guys? >> thank you. our team coverage continues now with kpix 5's jessica flores live in santa rosa. jessica, you have seen on-and- off rain there all morning. >> reporter: that's right. it's a light drizzling now but earlier it was heavy. another layer of complications is added here in the burn zone. you can see cal fire crews gearing up for what's possible. they are talking about possible flooding today. there's a flood watch today. they are digging around some storm drains right now. that's because they are also

talking about possible sinkholes and possible mudslides. rain, debris and burned land and infrastructure, a recipe for more disaster in fire- ravaged wine country. >> the biggest concerns are the unknowns, what we are preparing for now. >> reporter: in fountain grove, in santa rosa, 17 crews are sending cameras through storm drains looking for pipes that burned in the fire. already a 250-foot section of melted pipe created a four-foot sinkhole. officials worry there will be more. >> we have identified issues. we are documenting, noting them, up to 23 different sites now that we have focused on, some of which repairs have been started or completed. >> reporter: the rain could trigger mudslides on the hills. the other concern, the ash that wash into storm drains and possibly contaminate the water supply. state and local officials are putting down gravel bags and bundles of hay at storm drain inlets to filter out debris.

president, this after mr. trump took to twitter to ask if they would thank him. to capitol hill now, where republicans are going after a key part of the affordable care act to help pay for tax cuts. mola lenghi breaks it down. >> reporter: senate republicans found a new way to pay for the tax reform, get rid of the individual mandate from the affordable care act which requires people to buy insurance or be fined. >> the goal is to repeal an unpopular tax from an unworkable law in order to provide more tax relief to mid class families. >> reporter: repealing it would save the government $330 billion over the next 10 years. that money would help offset the increase in the deficit from the tax cuts. >> 80% of the people who pay the mandate tax make less than $50,000 a year and a third of those who pay the tax make less than $25,000 a year. >> reporter: but getting rid of the mandate will also lead to an estimated 13 million people losing their insurance over the

same 10 years. >> the republican bill takes $400 billion out of help for healthcare and gives it to the wealthy and the powerful for even more tax breaks. >> reporter: the move comes as the house is preparing to vote on its version of tax reform and the individual mandate repeal is not part of its bill. >> we are pushing this bill as we have it. there's ongoing conversations. it's a work in progress. >> reporter: there's a lot of support for the mandate repeal among house members. >> looking good, thanks. >> reporter: but speaker paul ryan says it's too late to add it before tomorrow's scheduled vote. mola lenghi, cbs news, capitol hill. >> the senate is planning a vote on its tax reform bill after the thanksgiving break. after that, a senate and house conference committee will meet to reconcile the two bills. still ahead, nearly two dozen lawsuits against the maker of the nutri bullet. the claim of the popular kitchen gadget causing injuries. >> the 2017 dungeness crab season is on. coming up the outlet for you

to fisherman's wharf in san francisco loaded with fresh local crab. >> the crabs are plump. they're hard. they're, um, heavy. they're good. >> reporter: joseph's boat just brought in about 7500 pounds, a welcome haul after three rough years for the local industry. two winters ago, it was an excess of domoic acid. they were deemed unsafe to eat and then it was a price dispute leading to a strike and weeks of crabs going unharvested. >> it's like the soap opera of crab season. >> reporter: the agreed-upon price this season is $3 per pound which is still subject to extenuating circumstances like the weather, which today so far has been a little rough. and not all crab fishing crews were as lucky as galia. >> others tried to get back this morning and got turned around and other boats their equipment broke. so they are stuck here. >> reporter: they are ready for

whatever they can get. >> very happy for it. >> as for galea and the crew? >> here to off-load and go back out. >> reporter: in san francisco, anne makevoc, kpix 5. new safety concerns about a popular high speed blender. at least 22 people are suing the maker of the nutri bullet. they claim that the device malfunctioned and caused cuts and burns. one woman says she was hurt when her blender exploded. nutri bullet is contesting the lawsuits. they claim the injuries caused by the blenders occur when customers don't follow operating instructions or don't adhere to the warning labels. clothing retailer forever21 may have been the victim of a security breach. the company says it discovered unauthorized access to data from payment cards used at some of its stores. forever21 says an investigation is focused on transactions that happened between march and october of this year. taking a look at the financial markets, this

afternoon the dow is down about 95 points. let's get a check of weather with neda. >> okay. we are checking out hi-def doppler and seeing a lot of things popping up here. scattered showers. earlier we had showers. we are expecting more rain this afternoon. let's show you where the rain is to the south, sunnyvale, pour lola valley, milpitas, a few lighter cells coming through. and they all seem to be moving east. so fremont, maybe next. highway 680 there could be drenched. san francisco getting a break. we are seeing sun throughout oakland and lafayette, concord, as well. but to the north, still continuing to get some of that rain. it is dying down for st. helena and calistoga. they already got about a half inch of rain and it looks like more stronger cells in the area, ukiah, lakeport, clearlake coming down strong well to the north. under a flood watch this afternoon through early tomorrow morning. here's a look at why.

some of the expected rain totals: >> high wind advisory this afternoon and tomorrow as well for north and east bay hills. those gusts up to 50 miles per hour so that could impact trees and power lines. here's a wider view of what we're experiencing right now. the three-hour loop. you see a lot of that moisture coming in off the ocean as it moved out further east. the sierra also getting snow from this. so here's a look at the snow that's coming down there. south lake tahoe, snow, rain, slushy mix at the moment. temperatures are just cool enough to bring snow down at this hour for those higher elevations but just across the very tops of the mountains, four feet expected though from this system all across the sierra at the higher elevations, 7500 feet and higher. up to 15 inches at lake level. temperatures today in the 60s.
