president trump slams democratic leaders. >> they've been all talk and no action, and now it's even worse. now it's not even talk. so they're not showing up for the meeting. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. a suspect is under arrest for a string of murders that terrorized a tampa, florida, neighborhood. it was a tip from a co-worker that led police to 24-year-old howell emmanuel donaldson. his arrest came 51 days after the first of four murders in tampa's seminole heights neighborhood. hena doba is here in new york with the latest. good morning, hena. >> good morning, anne-marie. police arrest arrested donaldso a tip from a co-worker.

>> reporter: after swarming a mcdonald's, police have arrested a man who is accused of killed four people. >> we'll charge him with four kountz of first-degree murder of howell emmanuel donaldson, 24 years old. >> reporter: officials say they received 5,000 tips throughout the investigation, but it was one during the day yesterday that led to his arrest. >> we received information about mr. donaldson having a firearm at the mcdonald's. one of his co-workers approached a police officer. that is what led us to that. >> reporter: the four people killed were all shot within a half mile of each other in the seminole heights neighborhood. they had all been walking alone, with no apparent connection of one another. >> tonight is the beginning of when justice will be served.

and then the process will occur when the suspect rots in hell. >> reporter: they're still wondering why he carried out the attacks and why he chose this area. the first happened on october 9th. on halloween police escorted kids and their parents when they were out trick or treating on halloween. anne-marie? >> hena doba here in new york. thank you so much, hena. north korea has successfully developed a long range missile capable of hitting the united states. north korea has successfully test fired its greatest icbm. the u.s. is considering a response and the u.n. security council is due to meet in an emergency session today. mola lenghi has our report. >> reporter: north korea announced it has successfully launched a new type of intercontinental ballistic missile. the pentagon confirmed a missile like this one was in the air for

some 50 minutes soaring some 2,300 miles into space before splashing down in the sea of japan. >> it went higher, frankly, than any previous shots they've taken. it's a research and development effort on their part. >> reporter: japanese government sources said they suggested radio signals that suggested north korea was preparing for a test. they began firing ballistic missiles two or three a month beginning in april. mr. trump later offered a relatively muted response. >> it is a situation that we will handle. >> reporter: according to david wright from the union of concerned scientists, if the missile had fired at a tra joketry, it could have reached any part of the u.s. they say its new missile was being developed to defend the sovereignty and territorial integrity.

on tuesday the officials in hawaii unveiled a statewide warning system. >> the focus is to give our visitors and residents as much time to prepare as possible. >> reporter: hawaii plans to test the new sirens out on friday. mola lenghi, cbs news, the white house. the white house says it applauds mr. trump's choice to head the division. applauds mr. trump's choice. he chose mick mulvaney to be the interim director after richard cordray stepped down. but cordray appointed leandra english before the appointment. her lawyers are considering their next step. two other issues the president is dealing with. the tax overhaul bill and a new budget deal. the republican tax bill is headed for debate in the full senate. a vote could come this week, but the government runs out of money a week from friday and democratic leaders boycotted a deal aimed at cutting a deal

plan to the senate floor. >> i think it's going to pass. the senate's going to be very popular. >> reporter: president trump came to capitol hill to help rally skeptical members of his party including senator ron johnson who thinks the tax cuts favor corporations at the expense of small businesses. >> i'm still working with the white house and senate leadership to make sure we fix this problem. >> reporter: republicans are aiming to bring the bill to the senate floor for a vote this week. veteran congressman john conyers has returned to his home district in michigan to consider his future following allegations of sexual misconduct. calls for conyers to resign have increased. conyers met with the chairman of the professional black caucus who urged him to listen to his constituents. the house minority leader nancy pelosi is reportedly pushing conyers to step down.

a search is under way in eastern north carolina for a missing 3-year-old girl. mariah woods woke up in the morning and noticed her daughter was not in her bedroom. there was no forced entry but the back door was unlocked. they're using all means to try to locate the girl. >> we're asking the public's help in the surrounding community for anyone that has had contact with the family from sunday on to please contact us with any information. >> woods' mother lives with her boyfriend. the young girl has a leg problem which makes it hard for her to walk. a suspect accused of killing eight people in the new york city truck attack pleaded not guilty to murder and other charges. saipov was arrested after he plowing down a bike lane with a truck and killed nine people and injured others.

he was shot by a police officer. saipov told authorities he was watching isis videos and had been planning the attack for a year. he's due in court on january 3rd. and a man was convicted of terrorism charges but a federal jury found ahmed abu khatalla not guilty of a more serious charge, murder. three americans were killed in the 2012 attack. he faces the possibility of life in prison. coming up on the "morning news," battling sexual harassment. women in national security call for changes. and -- it's frustrating. frustration. >> lebron james has a career first. this is the "cbs morning news." 200 women in national security are demanding reforms regarding sexual misconduct. they wrote an open letter saying they survived. the women say sexual misconduct protocols in the national security industry are weak, underenforced. they're asking to report without retribution. "the new york times" reports. the letter details alleged efforts by uber to use a spy team to steal trade secrets from its rivals and cover its tracks. it delayed the start of a trial over whether uber stole self-driving car technology from the google spin-off waymo.
