senators have been debating this bill since last night. passing it would be a legislative victory and a political one. these republican lawmakers are very well aware they have not passed a single law under president trump and this could cost them eventually at the polls partly why they are so determined to reach a deal. the senate has started debate on a $1.5 trillion tax reform bill. >> this is our once in a generation opportunities to take more money out of washington's pocket and put money into the pockets of hard working families. >> reporter: senate leaders would like a final vote this week, although they are revising the bill. one provision would trigger new taxes if the proposal doesn't grow the economy as planned. others want to make up the deficit with spending cuts instead. and two senators say they want to reduce the cuts to corporate taxes. >> if we have to have some kind of trigger to ensure some of

our members that aren't quite as confident of that, i think it will be a trigger that we can deal with. >> reporter: democrats are united in opposition to the bill saying it benefits the rich more than the middle class, which the president deny. >> this is going to cost me a fortune, this thing. believe me. this is not good for me. >> reporter: independent analysis of the plan confirms the biggest cuts would go to those who make more than $1 million a year. people who make less than $75,000 would see their taxes go up in 10 years. >> the republican tax bill makes life easier on the well off and eventually makes life more difficult on working americans. >> reporter: republicans insist that problem will be fixed down the road. and the bipartisan joint committee on taxation says under the plan, more than 60% of americans would get a tax cut of at least $100 by 2019. the house has revised its schedule for next week with house speaker paul ryan

advising members to come back a day early for a vote on monday which is a very strong indication they believe the senate will do its part by then. we're live on capitol hill. weijia jang, kpix 5. and the markets continuing to soar over the tax bill. a live look at the big board showing the dow up 279 points. the president also tweeting out the dow just broke 24,000 for the first time, another all- time record. if the dems had won the presidential election, the market would be down 50% from these levels and consumer confidence which is also at an all-time high would be low and glum. new at noon, democratic congressman john conyers is facing sexual harassment and is now in the hospital. the 88-year-old michigan lawmaker was reportedly hospitalized in his home district due to stress. at least two former staffers

accuse him of sexual harassment and workplace abuse. conyers denies those allegations. today house leaders on both sides of the aisle called on him to resign. meanwhile, russell simmons is the latest high-profile figure to lose his job after being accused of sexual assault. the def jam records founder announced today he would be stepping down from his company. screenwriter jenny lumme. it claims he forced her to have sex with him in 1991. she detailed it in a column published by the hollywood reporter today and soon after, simmons released this statement saying, i know jenny. while her memory of that evening is very different from mine, it is now clear to me that her feelings of fear and intimidation are real. i sincerely and humbly apologize. matt lauer is breaking his silence about the sexual misconduct claims that got him fired from nbc. the long-time "today" show host released this statement saying in part, quote, some of what is being said about me is untrue or mischaracterized. but there is enough truth in these stories to make me feel embarrassed and ashamed.

i regret that my shame is now shared by the people i cherish dearly. repairing the damage will take a lot of time and soul searching and i'm committed to beginning that effort. it is now my full-time job." variety released a report yesterday detailing allegations from current and former nbc staffers, one saying that lauer once gave a colleague a sex toy as a gift. he also allegedly dropped his pants in front of a different female employee. she is a silicon valley entrepreneur and sister of facebook cofounder mark zuckerberg. now randi zuckerberg is turning to social media to call out alaska airlines. kpix 5's jessica flores on the claims that she was sexually harassed on one of their flights. >> reporter: she says even before her alaska airlines flight from los angeles to mazatlan took off, the man sitting next to her allegedly started talking about touching himself and commenting on women's bodies as they boarded the aircraft. she says flight attendants didn't stop it.

zuckerberg sent a complaint letter to the airline and in a tweet says, feeling disgusted and degraded after an alaska air flight where the passenger next to me made repeated lewd sexual remarks. the flight attendant told me he was a frequent flyer, brushed off his behavior and kept giving him drinks. i guess his money means more than our safety. alaska airlines passengers we spoke to say they expect more from the airline. >> the airline needs to take steps to make sure that this does not happen again and to get the message out to people that this will never, ever be tolerated. >> reporter: a statement from the airline says, as a company, we have zero tolerance for any type of sexual misconduct that creates an unsafe environment for our guests and our crew members. >> reporter: the company now says it has revoked the accused passenger's travel privileges pending the outcome of an investigation. now, that alaska airlines has temporarily suspended the travel privileges, zuckerberg thanked the airline for taking

the matter seriously. in oakland, jessica flores, kpix 5. one of the inmates who escaped the palo alto courthouse will be back before a judge this afternoon. john bivins expected to be arraigned on a list of charges. authorities tracked him down on sunday in san leandro. he and another fugitive tramel mcclough escaped from the courthouse on november 6th. mcclough was arrested weeks ago in stockton. jurors are deliberating for the sixth day in a high-profile san francisco murder case. jose inez garcia zarate is on trial for the 2015 shooting death of kate steinle. they have to decide whether he did it deliberately or it was an accident. that will determine if it was first- or second-degree murder or involuntary manslaughter. another person is on trial for killing five people in 2012. allegedly binh thai luc

murdered five people. some say there was no motive. people of san francisco stopped supporting a program called urban shield. jackie ward reports. >> reporter: ahead of this afternoon's budget and finance committee, the stop urban shield coalition along with the aclu of northern california encouraged the supervisors to not support an expo that they say militarized law enforcement. >> urban shield is nothing more than a s.w.a.t. team training and weapons fair hosted by people with no interest in the safety of this city. >> reporter: nearly $22.5 million from the department of homeland security, that's what's at stake for the city and county of san francisco. san francisco manages that money for 12 counties across the bay area. and originally it had concerns about how some of them would use the funding to support things like urban shield. alameda county hosted urban shield in september. they said the expo and training convention teaches its officers ways to handle emergencies.

quote, this year, we are focused on disaster preparedness. the bay area is susceptible to a major earthquake event and we must not forget that well trained first responders save lives. humberto ortiz silva represents a youth organization in oakland. he says the kids he has worked with says their experience with law enforcement officers has been filled with fear and violence. >> it has seemed that the flash- bang grenades, they have seen the doors being kicked down. they have seen the gates being kicked down in the frontof their homes. the youth say they are making the emergencies. >> reporter: if the board decides to sign the contract with urban shield, san francisco would be a fiscal sponsor through the year 2021. the full board of supervisors will vote on the committee's recommendation at their last meeting of the year on december 12th. in san francisco, jackie ward, kpix 5. there could soon be a new aggravation in san francisco. the municipal transportation agency is considering surge pricing on parking meters

tillerson and replace him with cia director mike pompeo. tillerson was seen leaving the white house today but had no comment on the report. the "times" reports that arkansas senator tom cotton could replace pompeo at the cia. a new deal between the nfl and a group of players could mean an end to protests during the national anthem. kpix 5's katie nielsen is at levi's stadium in santa clara to explain how. >> reporter: a deal was finalized where nfl team owners would donated $100 million over the next seven years to various social causes supported by the players coalition. but there is no guarantee the protests will end. the anthem played on sunday before the 49ers took on the seahawks and at the same time, some 49ers players including safety eric reid "took a knee." it's not a new sight at levi's stadium where former

quarterback colin kaepernick first started the protest last season. and then, president trump weighed in. >> wouldn't you love to see one of these nfl owners when somebody disrespects our flag to say, get that son of a [ censored ] off the field right now? out, he's fired! >> reporter: but instead, late last night, the nfl and team owners tentatively agreed to put up $89 million over the next 7 years for the players coalition to support social justice projects and black community organizations. >> i think it's a step in the right direction. in my house $100 million is a lot of money. >> reporter: team owners hope they show they are serious about the concerns and there's no language in the agreement saying the players must stand for the anthem. some owners say if the protests continue after the donation, they will start playing the national anthem first, then bring the players out on the field. in santa clara, katie nielsen, kpix 5. >> team owners could vote to

finalize the deal with the players coalition at an upcoming meeting next month. let's check the forecast. neda? >> we have blue skies out there a lot of clear conditions. calm conditions expect i am watching flags blowing in the wind. our dublin camera they were stronger seconds ago as what happens with live television. sometimes things change. here's a look at your headlines for today. cool and foggy in the morning. we saw that today in the north bay but the rest of the bay area is clear. by this afternoon, your afternoon highs will be in the 60s. and clouds are moving in for the weekend. not expecting rain this weekend as we initially thought. it looks like the rain is going to stay well to the north. our wind speeds now west in hayward at 6 miles per hour. 7-mile-per-hour winds in oakland so geerting an onshore flow. that's helping -- so we are getting an onshore flow. that's helping push the clouds out. temperatures in san francisco right now 62. san jose you are at 62, as well. santa rosa warmed up to 60. this morning santa rosa was in the 30s and most likely going

to see that again tomorrow morning. so it's chilly in the mornings. but by the afternoons it's doing pretty good. low 60s along the coast and for the afternoon highs around the bay and inland areas, about 5 degrees above average in the mid- to upper 60s. so here's the overall picture. we are seeing a lot of green on the screen but it's to the north. pacific northwest getting all of those storms that are coming in right out of the pacific ocean and for us we're seeing this high pressure which is building this ridge and it's keeping those clouds north of us. so that's why we're not going to get any of that rain that we initially expected. we were supposed to see a storm coming down from the gulf of alaska, but it looks like that rain is going to stay in oregon just north of the california border. so our weather looks like this for the next seven days. so sunny and 60s until tomorrow. then clouds are coming through saturday and sunday. so mostly cloudy conditions for your sunday but rain won't ruin any of your plans. by monday, tuesday back to sunshine. and 60s. in fact, we may see dry conditions for the next two

ell, today's tip of the day is going to be is going to be with baby bananas. these very small banana fingers in a bunch and let me tell you, they are so sweet! you have a little bit less starch than the regular cavendish bigger variety, the flavor profile out of this world. but enjoy them fully brown when the sugar content comes way out with the brown specks. make sure the fingers are lined up nicely uniform together free from bruising. store them on the counter never in the refrigerator. with these baby bananas, you have to wait until they are almost light brown with the speckles on them.
