an immigrant. the judge calls the verdict disgraceful. and apple gets into the medical business. apple's watches will be used to study the heart. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. this morning republican lawmakers are scrambling to save their tax bill. the senate worked into the night as republicans tried to get enough support and vote on the tax plan today. republicans are making changes including scaling back tax cuts. yesterd yesterday analysts said the legislation would add $1 trillion to the nation's debt over the next decade. opponents warn the bill would harm the middle class with cuts to entitlement. >> you will not support any cuts to social security and medicare. can i get that from you? >> i will not support any -- >> there it is.

he just told you he's going to cut social security. >> john mccain and lisa murkowski voted against it. 331 points to close the mark for the first time. the s&p 500 gained 21 did announce their support for the tax package yesterday. as the bill gained momentum, the stockmarket hit record highs. the dow jones industrial gained 331 points to close the mark for the first time. the s&p 500 gained 21 points, and the nasdaq rose 49 points. well, ahead on "cbs this morning," chief washington correspondent and anchor of "face the nation" john dickerson gives his take on the republican tax plan. the other big story in washington, will secretary of state rex tillerson be out of a job soon? neither president trump or the white house is offering a definitive answer. the president is set to meet with tillerson today. hena doba is here in new york with more. good morning, hena. >> good morning, anne-marie. president trump's press secretary isn't denying reports that the secretary of state will be replaced. relations between mr. trump and the former ceo of exxonmobil have been strained almost from the start.

president trump and secretary of state rex tillerson are scheduled to meet for lunch today. yesterday mr. trump gave no indication that the reports have anything to do with mr. tillerson about to lose his job. they've drafted and are circulating a plan forcing mr. tillerson's exit replacing him with mike pompeo. press secretary sarah sanders when also pressed on it refused to g av answer. >> when they no longer are able to serve, they will no longer serve on the capacity they're in. >> reporter: the news follows months of tension between mr. tillerson and the president. soon after mr. tillerson announced they're in diplomatic contact with pyongyang, mr. trump tweeted, quote, he's wasting his time. there's also a report in july mr. tillerson called the

president a moron in front of a group. still he's continuing with business as usual. >> he kind of brushed this off today. he's heard these kind os stories before. >> john kelly's chief of staff called tillerson's chief of staff thursday and told her, quote, the rumors are not true though resources say tillerson has signed off on tillerson exit plan. anne-marie, if this shuffling does happen, that would leave the opening for cia director. tom cotton, senator of arkansas would likely fit that position. yesterday a san francisco jury found the man not guilty in the killing that touched off a fierce immigration debate. mr. trump tweeted a disgraceful verdict in the kate steinle case. no wonder the people of our country are so angry with illegal immigration.

john blackstone has more on the case. >> reporter: when 32-year-old kate steinle was shot and killed on a pier in san francisco day, her death became part of a heated presidential campaign. >> another victim is kate steinle, gunned down in a sanctuary city of san francisco. >> reporter: the man arrested for shooting steinle had already been deported back to mexico five times. two months before the shooting he was released from san francisco's jail instead of being turned over to federal immigration authorities. >> the defendant is charged with second-degree murder and the sole question after all the testimony is in is whether or not he intended to fire that handgun. >> reporter: the prosecution accused garcia zarata as looking for someone to kill, playing a secret game of russian roulette that ended with steinle shot in the back as she walked the pier

beside her father. attorney gonzalez called it a tragic accident. the defendant found the gun underneath a bench. >> this is someone that unknowingly touched an object and it fired and struck the ground from where it was pointed 78 feet from miss steinle. >> the jury had a choice of first-degree murder, second-degree murder, or involuntary manslaughter. they found him not guilty of all three of those. they did find him guilty of an illegal firearm. that could put him in prison for as much as three years. john blackstone, cbs news, san francisco. new developments this morning in the possible criminal case against disgraced movie mogul harvey weinstein. cbs news has learned that the district attorney's office informed the new york city police department it is not looking to move forward in a rape case against weinstein. the actress accused weinstein of raping her in her apartment twice in 2010.

the dmt a.'s office told cbs news the case remains an active investigation but declined further comment. michigan democratic congressman john conyers is facing new pressure to resign in the wake of multi. accusations of sexual misconduct. yesterday the top minority democrat in the house nancy pelosi called on conyers to step down. paul ryan did the same. conyers who is 88 was admitted to a detroit hospital after feeling lightheaded wednesday. executives at nbc have received at least two new complaints against lauer. yesterday he put out a statement saying he was embarrassed and ail shamed. bianna golodryga reports. >> our top story is once again about our former colleague matt lauer. >> reporter: the "today" show may be without its star anchor, but matt lauer still managed to lead his old broadcast, releasing a statement just

beforary on the allegations that led to his exit. there are no words to express my sorrow and regret for the pain i have caused others by my words and actions, he said. as i am writing this, i realize the depth of the damage and disappointment i have left behind at home and at nbc. lauer seen near his home in the hamptons said some of the allegations are untrue or mischaracterized, but there is enough truth in these stories to make me feel embarrassed and ashamed. nbc says two women in addition to the female employee whose complaint led to lauer's firing have come forward. also one woman told "the new york times" that she was sexually assaulted by lauer in lauer's female colleagues told "variety" magazine he summoned them to his hotel room at night during nbc's olympic coverage. some told "a very ity" they're complaints fell on deaf ears. >> his public persona is squeaky clean as a dad versus his

private persona where he focused on women that worked at the "today" show, and there was a clear pattern of that. >> reporter: lauer is the latest in an expanding list of powerful men forced out of their jobs including cbs co-anchor host charlie rose. new to the list, russell simmons. this after a woman complained he forced her to have sex against her will. simmons doesn't deny the encounters but says he remembers them differently. as for lauer, nbc said in a statement current management was never made aware of any allegations prior to monday night when the first woman came forward. bianna golodryga, cbs news, new york. police in north carolina are asking civilian volunteers to join the search for a missing 3-year-old girl. mariah woods disappeared from her home outside of jacksonville, north carolina, on monday.

her mother says she woke up monday morning and noticed her daughter was not in her bedroom. there was no signs of forced entry, but the family says the back door was unlocked. a rare earthquake shook the mid-atlantic region of the east coast late yesterday afternoon. the 4.1 magnitude quake was centered about six miles from dover, delaware. it was felt in several states from virginia to connecticut. surveillance video shows people at a dover bar reacting. as the quake hits, their heads turn before they quickly leave. there were no reports of damage or joour injuries though. well, coming up on the "morning news" now, caught on video. a deer goes dashing through school. and a big debut. prince harry and meghan markle have their first official joint engagement as a royal couple. this is the "cbs morning news." meghan markle have their first official joint engagement as a royal couple.

some mississippi middle school students had to scramble to get out of the way of a deer that sprinted through a door and skidded through the hallway. the deer eventually escaped through an open door. no students were hurt. the deer had been grazing on the playground wednesday before making its dash. and an official engagement for a new royal couple and paul manafort makes a bail deal. those are some of the headlines on the morning newsstand. the "washington post" reports former trump campaign chairman paul manafort is asking to be released from home confinement. manafort had been charged with money laundering and fraud as part of robert mueller's investigation into russia meddling. man fort is offering to put up four properties worth $11 million as bail. he would still be prohibited from leaving the country. the "los angeles times" is remembering actor and singer jim nabors.

he died yesterday at his home in hawaii. nabors is best known for playing the simple but loveable gomer pyle on "the andy griffith show." he sang the "national anthem" for the indianapolis 500. jim nabors was 87. the former nfl quarterback start kneeling last season during the "national anthem" to protest racial inequality. at the end of the season he left the san francisco 49ers but has not been signed by any other team. kaepernick was noted for his adherence to his beliefs no matter the cost. and prince harry and meghan markle will announce their engagement together. the couple is expected to attend a youth group in nottingham. they were introduced as the first couple for first time. ahead, the president flips the switch for the holiday tradition in washington. ahead, the president flips

holly williams has more from jeddah. >> reporter: it's six months before saudi women will finally be allowed to drive, but nou nournoura noura al otaibi isn't waiting. a $170,000 mercedes-benz takes her fancy. this, after all, is oil-rich saudi arabia. her brothers have already started giving her driving lessons in the desert, she told us. women fought for the right to drive in saudi arabia, illegally taking to the road and shaming their government with these protest videos. in this ultra conservative country the genders have traditionally been segregated so the driving ban has never made much sense because women are allowed to catch taxis or use ride apps to get a car with a male driver they've never met. most people we've spoken to here want to see women behind the wheel.

and women are fighting for other freedoms too. >> they're not victims. we're not victims. we're strong. >> reporter: this woman who's opened a boxing gym called fight like a girl said she wants an end to saudi arabia's male guardianship system which means all saudi women need a male relative in position to travel overseas or get married. >> you think it needs to get changed. >> i hope so. >> you think the government will. >> i think we're going in that direction, god willing. >> reporter: by saudis' standards, he's a reformer. he's allowing women into the sports stadium for the first time and a stampede of saudi women is now joining the work-force. these girls could one day have very different lives from their mothers, but in saudi arabia, any change is jarring.
