holidays. cbs reporter mola lenghi is on capitol hill with details on the efforts to keep the government running and what's standing in the way. reporter: lawmakers are saying fears of a government shutdown are overblown. >> the government is going to stay open. >> reporter: but congress has until midnight tomorrow to pass a new spending bill or government doors will be closed. the latest proposal will keep the government running until january 19th. it would also include funding for the children's health insurance program through march 31st, and extend the foreign intelligence surveillance act. conservative republicans say that's not good enough. >> there's a coalition between people who believe that we need to make sure we give our military what they need and deserve. >> reporter: democrats are taking a stand saying they will not vote for any spending bill that does not include legal status to the so-called "dreamers," people who were brought to the u.s. illegally as children. >> you have needed our votes on almost every fiscal issue that

has passed this house. so i would urge to you include an amendment which says that those "dreamers" will no longer be twisting in the wind. >> reporter: republican leaders dashed those hopes this morning. >> it will not be done in this bill. >> reporter: they need to reach a deal with the conservatives. >> i don't see a shutdown scenario. i do see that there's still work to get to 218 votes about republicans only. >> reporter: the clock towards a shutdown keeps ticking. mola lenghi, cbs news, capitol hill. >> gop leaders are unlikely to schedule a vote until they have the votes needed to pass the bill in the house. the u.n. general assembly passed a measure condemning the trump administration's decision to recognize jerusalem as israel's capital. they voted 128-9 to declare president trump's jerusalem move null and void. u.n. ambassador nikki haley defended the president's decision to eventually move the u.s. embassy from tel aviv to

jerusalem and says it will happen regardless of the vote. >> no vote in the united nations will make any difference on that. but this vote will make a difference on how americans look at the u.n. and on how we look at countries who disrespect us in the u.n. and this vote will be remembered. >> president trump's decision has sparked protests in the middle east and has been condemned by arabs. all lanes are open on interstate 880 in oakland following a deadly crash. kpix 5's jackie ward has more on the hours-long closure that created a big headache for morning commuters. reporter: hours after the fatal accident that happened overnight near the 66th exit in oakland and traffic along 880 southbound is finally getting back to normal. from chopper 5, you can see just how far the backup extended during the morning commute. chp closed all lanes of

southbound 880 for five hours following a fatal crash. >> because somebody died on our freeways this morning, it's our duty to shut down the freeway to comb through all evidence in the entire price. >> reporter: the accident happened about 3 a.m. when a sedan and fedex semi pulling two trailers crashed into each other. the driver of the sedan, a hispanic man, died on the scene. the fedex truck driver remained on the freeway hours after the crash. he was cooperating with authorities. in a statement, fedex writes: our thoughts and prayers are with everyone involved in this tragic accident. we are cooperating with local officials as they investigate. a major reason the accident took so long to clear was because of this trailer that ended up on its side. once a tow was on scene, the operator had to figure out a safeway to remove it. >> due i want to packet of the collision, there's a lot of -- due to the impact of the collision, there's a lot of

debris on the freeway. >> reporter: traffic was diverted at 66th avenue. chp is investigating the cause of the accident. no word if alcohol or drugs played a factor in it. in oakland, jackie ward, kpix 5. it's slow going for drivers on highway 1 trying to pass through the devil's slide tunnel in san mateo county. chp posted this photo after a wreck this morning that caused a car to overturn. at one point, traffic was shut down in both directions. this afternoon, all lanes on highway 1 are open. let's take a live look at sfo. airport workers are gearing up for a busy weekend for holiday travel. clear conditions at the airport right now. sfo expects to see about 167,000 passengers today alone. but officials at the oakland and san jose airport say that tomorrow will be their busiest day. and if you are traveling by air this weekend, something to keep in mind before you pack. a growing number of airlines is banning pricy smart bags with

nonremovable batteries. that includes luggage with built-in phone chargers or tracking devices. they could catch fire if the batteries malfunction. new tests revealing the potential for a fire is so intense, the plane's extinguishers wouldn't be able to put it out. this year, the faa urged regulators to ban large electronics with lithium ion batteries from checked bags. >> if the bag has to be checked, you must bring the battery into the cabin with you. we won't accept it if it's not removable. >> american airlines banned them first. delta and southwest announced similar restrictions. united and hawaiian airlines will implement their own bans next month. new video this afternoon of a car fire in santa rosa during the morning commute on 101. as you can see, the fire sent heavy black smoke into the air. the vehicle was pulled over on the side of the road. no word on what caused the fire. this afternoon, mountain

view police are looking for a thief accused of stealing several packages this month. police believe tricia donnelly has been stealing packages from homes in the area. the 40-year-old has been seen driving around in a maroon sedan. police believe she lives in the san jose area. they say she may have shaved her head. donely has tatoos and may be missing teeth. if you see her, call police. the deadline to sign up for "covered california" coverage is tomorrow. so far, more than 220,000 people have enrolled. there are still tax credits and subsidies to help most "covered california" enrollees afford their premiums. and a quick note, if you do enroll after the deadline, you will not have coverage until february first at the earliest. on the fire watch, firefighters are bracing for wind as they battle the thomas fire burning across ventura and santa barbara counties. the 272,000-acre blaze has been burning for more than two weeks

now. this afternoon, evacuation orders for portions of santa barbara county have been lifted. right now, the fire is 60% contained. some local firefighters who had been helping battle the wildfires in southern california returned home this week. they include more than 60 personnel from fire agencies across san mateo county. developing overseas, more than a dozen people are hurt after an suv rammed into pedestrians on a street in melbourne, australia today. gavin ram john explained why police think the incident isn't tied to terrorism. >> reporter: amateur video shows police in melbourne arresting a man shortly after an suv rammed into a crowd on a busy street thursday. >> at this stage we believe it is a deliberate act. >> reporter: authorities say more than a dozen people were taken to the hospital. police say the driver, a 32- year-old australian citizen of afghan descent has a history of drug use and mental health issues but there is no evidence

connecting it to terrorism. >> he is on a mental health plan and receiving treatment for a mental illness. >> reporter: police arrested another man, a 24-year-old they say filmed the incident and was carrying a bag of knives. but at this point, they do not believe the two men are connected. >> this is horrific! it's evil. >> reporter: the area near the city's main train station was filled with christmas shoppers when the suv ran a red light and slammed into the pedestrians crossing the road. the vehicle then crashed into a cable car stop. >> i talked to somebody who actually saw what happened and people were flying through the air like rag dolls. >> reporter: police will increase security in the coming days even though they say there's no immediate threat of danger during the the busy holiday season. gavin ramjean, cbs news, london. this is the second car attack this year in melbourne. in january, six people were killed when a man with mental health issues drove on a sidewalk into pedestrians near the same site of today's incident. coming up, google reveals plans for a new campus.

in sunnyvale. let's take a look at the big board see how the markets are doing, the dow is up 93 points! google plans to build a new campus in sunnyvale. the silicon valley giant unveiled a proposal for a two- building project called the

caribbean in moffett park. the development would be big enough to accommodate 4500 employees. here's a rendering of what the complex would look like, spanning more than a million square feet. the proposed project is expected to be completed in 2021. thousands of kids in san jose won't go visit from santa this year thanks to a big toy drive. sacred heart community service started handing out gifts for more than 6,000 children this morning. parents played santa picking out specific for their families and they had quite a good selection to choose from, bikes, dolls, legos and other toys. >> to see all the parents smile knowing they will be able to bring joy to their kids, especially at a time where, you know, rent is going up, there's a lot of natural disasters that happened earlier this year, we just want to make sure that everybody still is able to enjoy this time of year. >> the toy drive continues tomorrow. sacred heart is still short about 4,000 toys. for more information on how you can help, jess head to our website, cbssf.com.

nice and clear and beautiful sunny skies. you will have a great view of the skyline on your way out of town. although there are some issues with the hubs really denver is where we're seeing delays with snow there. everything else looks good to go. your high temperatures, you will be lucky to hit the 60s. everybody else is going to be in the high 50s. fremont 58. 56 in half moon bay. and the east bay, you might hit 60 in brentwood. cooler towards the water, 58 degrees in vallejo. and more temperate around the bay. 57 sausalito. bodega bay 56. similar temperatures in the far north bay. getting down to 54 in clearlake. windsor might hit 60 today. we do have a freeze warning in effect in the overnight and early-morning hours. be sure to protect pets, plants and pipes. looking at your seven-day forecast, nice and sunny and beautiful today.

moving into the weekend, clouds return sunday. monday a chance of rain for christmas. and then rebounding temperatures and sun after that. now, earlier in the week, i did meet up with some folks who are helping out with "food for bay area families." let's go out into the field and check in with them. i'm joined by danny from jackson family wines. now, danny, you guys changed it up a little bit. what else did you do this year when it comes to the food bank? >> emily, we were in the middle of a disaster in this community when we hadn't seen before. the food bank had an urgent need. we looked at the warehouse that jackson family wines has down the street. it was perfect. our company's family-owned, family-run. the next day i was able to extend 30,000-square-foot of space to the food bank, our employees helping them get over

inspiring children for almost three decades. here's kpix 5's allen martin with her story. ♪[ music ] >> reporter: when carol zilli comes to niles school, the halls are alive with the sound of music. >> you start a song and all of a sudden, they are smiling and they're having fun, you know? that's everything. >> reporter: and carol knows a lot about music and children. >> i started begging my dad to buy me a piano when i was 7. >> reporter: by 8.5, her dad gave in. >> to get them young, that's when they are like sponges, they get it completely. >> reporter: 30 years ago, carol was a volunteer playing piano and teaching music to her son's first grade class but she realized many children were missing out because in order to cut budgets, schools she thought were becoming tone deaf and eliminating music programs. so in 1988, carol created "music for minors ii," modeled

after a similar program on the peninsula. she personally trains volunteers called docents who teach music once a week in 30 schools in the east bay. this year, nearly 100 docents are teaching as many as 5,000 children each week. >> they give you the spirit. they give you joy. you don't need to be musically inclined. >> reporter: kathy is a parent and a docent. >> i get these emails from carol, like 2 a.m., i don't think the woman sleeps! she is just so passionate and so driven. >> reporter: nestled among these caroling kindergartners is carol's granddaughter. what do you like about music? >> i get to sing. i like singing. >> makes me dreams come true. >> do this. >> reporter: carol would probably tell you, she is living her dream. >> we change lives in adults and i know we've changed lives in children. teachers have told us the impact we have had. >> reporter: so for bringing the love of music into children's lives for nearly 30 years, this week's jefferson award winner in the bay area goes to carol zilli. allen martin, kpix 5.

day is going to be is with mini melons. melons for one or two. i do a tip summertime when they are locally grown. but they are being imported now. the surprise not that bad. for this time of year, the quality is really good. yes, i know it's wintertime. watermelon, but you know what? refreshing watermelons are great year round but selection and storage is very important. when you about i them, make sure they are heavy for their size when you buy them. make sure the vine is closed up not attached. store them on the counter not in the refrigerator. put the unused portion if you have any in the refrigerator because leave them on the counter it will be juice. for this time of year, imported mini melons. it's fun! and i'm tony tantillo, your fresh grocer, and always remember to eat fresh and stay healthy. >> coming up tonight at 5:00, the eviction notices handed out
