francisco tourist attraction, breaking news at noon. good afternoon. new details on a planned attack in the bay area. allen martin has what we know now. >> reporter: details of the plot are laid out in a criminal complaint, a federal complaint, against the man from modesto. his name is everett jamison. he offered to carry out a christmas attack in san francisco, according to the fbi. his target was pier 39. according to the criminal complaint, jamison laid out his plan with an undercover fbi agent. he indicated pier 39 would be a good target because it's a heavily crowded area. furthered, the court papers say end to use some kind of an explosive to funnel people into an area to inflict casualties. jamison also discussed testing out the devices in the mountains. now, chopper 5 was over pier 39 just a little while ago. no huge crowds today given that the weather is kind of chilly, but christmas could have been a completely different story. the criminal complaint says the plot was well into the planning

phase. jamison told undercover agents he did not need to worry about an escape. he indicated he was prepared to die in the attack. one of the most chilling details of the plot? jamison had written a suicide note saying, in part, you brought this on yourself. specifically, referencing donald trump and giving jerusalem to the jews. but earlier this week, the plot seemed to unravel. jamison tells the agent he has second thoughts about carrying out the plan. by then, agents had enough evidence to search his home in modesto. here's what we do know about jamison. he lived in modesto, worked as a tow truck driver. he was in the u.s. marines for a short time. he was discharged for not reporting his asthma. we have learned that he was a recent convert to islam. important to note here, the fbi says there is no known terror threat against san francisco or any other specific tourist attraction. jamison is in federal custody. we are going to work our sources on this story and have more for you tonight at 5:00.

>> thank you. let's take a live look at sfo right now. the christmas travel rush is on. the airport packed inside those terminals now. kpix 5's katie nielsen has what it's like on this holiday travel day. >> reporter: here at san francisco international airport, more than 100,000 passengers are expected to fly in or out at some point today, meaning long lines for everyone. they are the unmistakable sounds of the holiday travel season, passengers rushing through the airport in a cruel game of hurry up and wait. >> we knew it was going to be busy. we didn't expect all these crazy long lines, though. >> reporter: passengers are waiting 45 minutes to check bags and the lines to get through security. tsa said this is about an hour long with the line of passengers now backing up into the terminal. >> we planned well, but we planned for a crowd. we decided to leave really

early. we have about two hours to kill at the airport. >> reporter: aaa says about 6.5 million people will be flying this long holiday weekend and about a million of those will be traveling through one of the three local airports. san francisco, oakland or san jose. >> your seat is on the right. merry christmas. >> reporter: fleck flyers said they knew today was going to be -- frequent flyers said they knew it was going to be crazy but it's worth it. >> i want to see my family and travel on this day to take advantage of the week rather than saturday. >> reporter: airport officials plan to head for the busy travel day adding more san francisco police officers to help with security and encouraging travelers to leave plenty of extra time before their flights. >> we're in line and we're awake and we're here. >> reporter: well, maybe not completely awake. but for the kellies, the early- morning trip to the airport and

long lines are worth it to start their christmas vacation. >> i'm going to hawaii. >> yup. >> the best news for passengers? right now, there are no major delays at any of the bay area airports, san francisco, oakland or san jose. at sfo, katie nielsen, kpix 5. to fire watch now. the thomas fire in santa barbara and ventura counties is just 500 acres from being the biggest wildfire in state history. the blaze is 65% contained today after burning almost 273,000 acres. the only other fire that has been bigger was the cedar fire in san diego county that burned over 273,000 acres back in 2003. more than 1,000 homes and buildings have been lost and a red flag warning is extended in the area tomorrow because of high winds. antioch firefighters are looking into arson today after flames tore through multiple buildings. at least five abandoned buildings caught fire just

before 10 p.m. last night on madill street. the contra costa fire department tweeted this picture from the scene. no injuries. another building on "a" street caught fire, as well. it's not clear if it was arson or not. they are investigating. lawmakers and the president have left washington for the christmas holiday after a busy december. reporter weijia jang tells us the president made his first legislative victory official a short time ago. weijia. >> reporter: michelle, president trump actually arrived to his mar-a-largo resort in florida about an hour and a half ago. but he spent the morning here at the white house sealing the deal on the gop tax bill with his signature. he gave it one more plug as a big present for americans. >> thank you all. >> reporter: president trump signed a $1.5 trillion tax bill into law this morning before leaving for his florida home for the holidays. >> i was going to wait for a formal signing sometime in early january and i watched the news this morning and they are

all saying, will he keep his promise, will he sign it by christmas? >> reporter: the president tweeted that the tax bill is already paying off with companies handing out bonuses to workers and ending the tweet with a cheery, merry christmas, at the end. [ applause and cheers ] >> reporter: congress passed a bill this week and then approved a stop-gap spending bill last night to fund the government through january 19th. >> this has been a year of extraordinary accomplishments by any objective standard. >> reporter: despite all the celebrating among president trump and republican leaders, there's still plenty of work to do when they return to work in january. >> it is wrong, indeed it's maddening. >> reporter: texas senator ted cruz took to the floor to express frustration after an $81 billion package to help those impacted by natural disasters stalled in the senate. >> i'm sorry to say that the united states senate is now

leaving town without delivering on its commitment to help texas, to help florida, and to help puerto rico recover. >> reporter: also on the agenda for next year, a trillion dollar infrastructure bill to fix america's roads and bridges. president trump is promising to work with democrats to get it passed. president trump also tweeted that he compiling a big beautiful list of all his accomplishments this year. he mentioned a couple items in person this morning including cutting regulations and making progress defeating isis. asked if he had any regrets for 2017, he said no. >> thank you. now to the recovery efforts following the wine country wildfires. the state insurance commissioner is urging companies to provide victims up to 100% of personal property coverage limits. a january 8th deadline has been set for companies to reply to the request. policyholders have filed nearly

15,000 residential property claims in sonoma county resulting in almost $7 billion in damages. and of that total, there were nearly 5,000 homes destroyed in the fires insurance companies have paid out $2.4 billion so far. a deadline to get health coverage through the state health exchange is approaching. kpix 5's jackie ward is in the newsroom with what you need to know to sign up for "covered california." >> reporter: you only have until midnight tonight if you want coverage starting the 1st of the year. this is an extended deadline because of a strong surge of demand. more than 220,000 new enrollees selected a plan through december 15th and that's ahead of last year's pace by 10%. still, there's a lot of uncertainty surrounding healthcare as the new year approaches, as part of the tax bill congress just passed senate majority leader mitch mcconnell told susan collins she would get a vote on two obamacare bills by the end of the year. that's not happening. >> but no one believed that

those two bills would make up for the destruction that is caused by removing the mandate. and they're going to pay a price for that big time. they talk about, you know, again the increase in premiums for so many americans will far outweigh any tax decrease they get. >> the obamacare individual mandate that's still in place forces americans to have health insurance or be fined. that will be removed but still in effect for 2018. so people who don't have coverage for this upcoming period will get fined. without that mandate, many healthcare experts say premiums may go up. 1.2million existing "covered california" consumers have had their coverage renewed for 2018. in the newsroom, jackie ward, kpix 5. the obamacare individual mandate is still in place through 2018 and forces americans to have health insurance or pay a fine. that is on the verge of removal but still in effect through

personal information to anyone pretending to be her. fraudulent accounts have been sharing a tweet appearing to be from her verified twitter account. it promises to give away $5,000 to followers. one man became suspicious when he responded to the post and was asked send money in jamaica. >> if they had said i won, more than likely i would have sent $750 to jamaica because that's just how much i believed in tyler perry and oprah winfrey. >> it's a fraud, it's a fraud, it's a fraud! >> it's a fraud! companies are working to shut down the fake account and they want to remind you that verified accounts will have blue checkmarks like these. the santa clara water district admits there are flaws on several of its spillways. they are similar to the ones that caused the oroville spillway dam to fail last week causing massive evacuations in butte county. the new santa clara county

engineering study says that the spillways at anderson, calero and guadalupe reservoirs have cracks and other defects. people in the area say they don't want a repeat of the evacuations in february. >> it could be very fatal and damaging. a lot of families will be affected not just in morgan hill but all the way to san jose. >> as for calero dam, the report says the spillway has deficiencies including cracks in the concrete. the spillway is over 80 years old and as expected does not meet all current design standards. the replacement of all three spillways should be complete by 2025. ♪[ music ] good afternoon, three things to remember before you go. today we have a mix of sun and high clouds and a cool afternoon in store. for this weekend we are staying dry although it's been chilly this morning and by this afternoon, we'll see lots of sunshine around the bay, pretty seasonal. and check out this third thing. it is a "spare the air" day

through the weekend through christmas eve so that means no wood-burning. unfortunately, no yule logs for us at least for the next couple of days. here's your satellite and radar picture. a few high clouds moving in. but for the most part, we are staying dry and then seeing a lot of sunshine everywhere around the bay. we're not seeing too many travel delays, no weather- related travel delays at sfo. a clear start. sunny this afternoon, with a high of 56 degrees. but checking some airports around the country might be a different story depending on where you go. atlanta and chicago seeing a lot of clouds there. houston and new york seeing the possibility of thundershowers. there are a few storm systems moving across different parts of the country in the south and northeast. so check ahead. travel weather around northern california, earlier we saw some fresh powder over lake tahoe. that is all gone now. no rain or snow in our forecast. going to see partly cloudy skies there. a lot of sunshine in yosemite with a high of 51. and 58 degrees for folks in

knock it over and injure themselves or your property. also, the christmas tree water just a reminder that sometimes there's fertilizers and chemicals that are toxic to pets so cover it with some sort of foil or something to make sure they can't drink from the water. tinsel is not a good idea if you have cats because they eat it and it causes sometimes obstruction in their intestinal tract and that's not good. plants that you want to watch out for are mistletoe and holly, those are going to cause upset. poinsettias are toxic but more likely causes gi signs. and candles usually at this time of year so be care of because they can be knocked over causing fires and electrical. anything electrical, be mindful your dog or cat might chew or through it and get shocked. and then food, of course. i don't want to forget about food. chocolate is very toxic to pets. and so make sure the foods are picked up and no alcoholic beverages also very toxic.
