presented by toyota. let's go places. welcome to "cbs this morning." i'm norah o'donnell with jeff glor and bianna golodryga. gayle king is off. happy new year. >> welcome back. >> i missed you. it's good to be back. lots of news going on, especially with that weather. a powerful new winter storm will take aim at millions of americans as the record-breaking cold wave intensifies across the country. at least 13 deaths from the midwest to the northeast are blamed on the frigid weather n grand forks, north dakota, windchills could hit minus 28 today. windchills in chicago may dip to minus 7 and hit 15 below in cleveland. >> more than two-thirds of the country faces temperatures below 20 degrees this morning. even southern states like texas, tennessee and north carolina are waking up in the teens. >> and then there's the major new system that is about to

explode in force off the east coast. it will bring heavy snow and strong wind. demarco morgan is in hamburg, new york, where the windchill is expected to fall as low as minus 10 degrees today. demarco, good morning. >> reporter: good morning to you. just take a look at this outdoor deck right here behind me. it is completely covered in icicles. and if that's not enough to show you just how cold it is, look at this ice block right here. a block of ice which can be extremely dangerous. also the roads are very dangerous as well. one person died after a 75-vehicle car pileup on the new york state thoroughway. >> wow! look at that truck! >> reporter: dozens of vehicles were stranded on the new york state throughway tuesday as drivers battled whiteout conditions. >> you couldn't see a gosh darn thing in front of you. everything was blurry. there was complete whiteout. >> reporter: as temperatures in lancaster plummeted to 15 degrees, the snowy roads turned slick. into the night authorities were still cleaning up remnants of a massive pileup.

in nearby buffalo niagara airport, more whiteout conditions. video shows a plane barely visible while trying to taxi. indianapolis tuesday tied a 131-year record low of minus 12 degrees. >> we've had to relieve our units much more quicker than normal. >> reporter: in new york city, dozens of icicles formed on power lines and fire escapes as firefighters battled flames in 13-degree temperatures. >> wow! oh, my god! >> reporter: willard powell's car was parked in front of the building and he came outside to find it frozen shut. >> i have never felt the cold like i'm feeling it in these last few days. the only thing i can think of is alaska or the arctic. >> reporter: it was actually warmer tuesday in anchorage, alarks th alas alaska, than in new york city. >> it is really chilling. >> reporter: and in chicago where temperatures reached at least 20 degrees.

>> you thought you were cold last year, you thought you were cold last month, but you weren't cold. now you're cold. >> reporter: now, many schools throughout new england and parts of the midwest and the south are delayed or cancelled today because of the cold weather, but it's not over just yet. we're expecting more cold temperatures pretty soon. >> demarco, thank you very much. slick roads could make for a dangerous commute across the south this morning. subfreezing temperatures froze fountains from south carolina to texas. forecasters predict the coastal storm will bring 1 to 3 inches of snow from north carolina to georgia today. manuel bojorquez is in brunswick, georgia, where they're under a state of emergency. good morning. >> reporter: good morning. we're riding along with georgia state troopers on what has already become a very busy start to the day with dangerous conditions on these roads. we've seen them respond to one accident after another where cars have spun out. it's part of the reason that parts of brunswick have essentially shut down ahead of the weather. they don't want people out in

this. schools have either delayed the start of classes or cancelled them altogether. let's give you a look right now at our outside camera. this is looking at i-95, the main corridor through coastal georgia. it's already slick. the main concern is ice. it's already started to form on bridges and overpasses. we're also getting late word that in florida, a 50-mile stretch of i-10 is shut down because of ice. here in georgia, nearly 250 crew members and 13 trucks began treating the roads last night with sand and brine to keep the ice from sticking. the headaches not just here, in texas slippery roads caused more than 30 car accidents tuesday with possible snow later today. georgia officials are hoping to keep coastal cities from experiencing what happened in atlanta in 2014 when a mere 2 inches of snow caused gridlock that lasted more than 24 hours. here in brunswick, the message is this, we can't get to all the roads to treat them, so stay home if you don't have to be out in them. >> all right, manuel, thank you so much.

chief weather caster lonnie quinn of wcbs is here to show us where the east coast storm that is being called a bomb cyclone is heading next. lonnie, good morning. >> good morning to you, norah, good morning, everybody. we're going to talk about bomb genes genesis in just a second but we jump into the current radar picture. i-10 in north florida, a lot of icing. then you get up into the 95 corridor in georgia, there's a problem there as well. the computer models are initializing it and just fine with this. it's depicting where the storm is right now. so we feel confident with the forward projection of where they think the storm is going. it travels up the eastern seaboard. now, as the black lines show the wind tighten up and get closer and closer together, that's when the storm bombs out. big winds are expected, 50 to 70-mile-per-hour winds with snow falling as well. northern maine could see up to 2 feet of snow out of this. blizzard conditions will be in effect from the northern border of maine and canada all the way

down to block island, cape cod and the islands as well. bianna, let's go over to you. >> that sounds terrifying. thank you so much. south korea says it made contact with north korea overnight on a newly reopened communication channel. the hotline in korea's demilitarized zone was restored for the first time in nearly two years. a spokesman for north korean dictator, kim jong-un, announced the reopening on state tv. ben tracy is in beijing with the move that may put the u.s. and south korea at odds. ben, good morning. >> reporter: good morning. so it was just yesterday that south korea said that it wants these formal high-level talks with north korea and they want them to take place next week. now, the north has responded and appears to be a step in that direction and perhaps an easing at least temporarily of some of the tensions on the korean peninsula. now, this communication channel that we've been talking about between these two countries, it actually exists and is set up in a border area called panmunjom

in the demilitarized zone, but north korea shut down that hotline about two years augo. in recent weeks the south korean president has offered to come to the table for talks with the north without preconditions and in advance of the winter olympics which will take place next month in south korea. now, that contradicts the latest stance of the trump administration, which has said talks could only occur if north korea ends its nuclear program. now, mr. moon has further annoyed the u.s. by saying he can basically veto any military action that might take place on the korean peninsula. now, while all this is happening, u.s. intelligence has actually detected signs that north korea may be ready to test another intercontinental ballistic missile. if they do go through with that, it could happen in just a matter of days. jeff. >> ben, thank you very much. that hotline was reported open just a few hours after president trump lashed out again at kim jong-un. the president tweeted that he has a bigger and more powerful nuclear button. it was a reaction to kim's

recent speech saying his country had completed its nuclear forces. chip reid is at the white house. chip, good morning. >> reporter: good morning. that war of words came on a wild day on twitter for president trump. he tweeted 17 times on everything from immigration to pakistan to threatening jail for a hillary clinton aide to, of course, that nuclear button tweet. now, the president does not actually have a nuclear button, but his rhetoric escalated simmering tensions. president trump raised the temperature in his duel with kim jong-un who had boasted of having a nuclear button on the desk in his office. will someone from his depleted and food-starved regime please inform him, the president wrote, that i too have a nuclear button but it is a much bigger and more powerful one than his, and my button works. the taunting tweet caught mr. trump's homeland security secretary, kirstjen nielsen, by surprise who was briefing reporters on the california wildfire response.

>> the president speaks for himself. i think we have to continue, as he said, to take the threat from north korea very seriously. >> they will be met with fire and fury. >> reporter: explosive rhetoric aimed at north korea is nothing new for the president. >> we will have no choice but to totally destroy north korea. >> reporter: but he had signalled earlier tuesday that peace talks between the north and the south offered by kim and accepted by south korean president moon were worth exploring, tweeting rocket man now wants to talk to south korea. perhaps that is good news, perhaps not. u.n. ambassador nikki haley said talks were meaningless if the north continues to build nuclear weapons. >> we consider this to be a very reckless regime. we don't think we need a band-aid and we don't think we need to smile and take a picture. >> reporter: the president's other advisers have taken a more cautious tone. secretary of state rex tillerson has even suggested the possibility of talks with north korea. tillerson and secretary of defense james mattis will be having lunch with the president

here at the white house later today. north korea is sure to be on the agenda. >> a busy day at the white house. chip reid, thank you. this morning the president tweeted new praise for anti-government protesters in iran and wrote, you will see great support from the united states at the appropriate time. tens of thousands of iranians came out this morning to back their government. many were ordered to attend the rallies. six days of protests have left at least 21 people dead. iran's government is restricting internet access and appears to have shut down social media apps used to organize demonstrations. one of president trump's gop critics, 2012 presidential nominee mitt romney is eyeing a new opportunity to represent utah. the longest serving senate republican, orrin hatch, says he's going to retire after 42 years in washington. our sources expect the former massachusetts governor to run for hatch's senate seat. nancy cordes is on capitol hill. nancy, good morning. >> reporter: good morning.

several gop sources tell cbs news that romney has been quietly laying the groundwork in case hatch were to retire. while he hasn't said anything publicly about his intention to run, take a look at this. this is a pretty good clue. yesterday afternoon, romney listed his location on his twitter profile as massachusetts. but then after hatch announced his plans to retire, romney's profile location was updated to holliday, utah. >> every good fighter knows when to hang up the gloves. >> reporter: in a video posted on twitter, orrin hatch referenced his early days as an amateur boxer as he revealed his plans to leave the political ring. >> after much prayer and discussion with family and friends, i've decided to retire at the edged of this term. >> this was a landmark day. >> reporter: as chair of the finance committee, senator hatch spearheaded last month's passage of gop tax cuts and he was one of the earliest senior

republicans to support president trump. mr. trump, no fan of mitt romney, had urged hatch to stay in the senate for an eighth term. >> you are a true fighter. >> reporter: trump once had the same respect for romney, and even considered him for secretary of state, despite romney's frequent critiques of him. >> he's playing the members of the american public for suckers. >> reporter: but the relationship has been a rocky one. >> and i said, mitt cannot run. he chokes like a dog. >> reporter: in august, romney urged the president to apologize for his response to the deadly charlottesville protest. >> i think there's blame on both sides. >> reporter: romney wrote on facebook that mr. trump's words caused racists to rejoice, minorities to weep, and the vast heart of america to mourn. romney congratulated hatch yesterday on his 40-plus years in the senate, saying senator hatch has represented the interests of utah with distinction and honor.

hatch has appeared to go back and forth about retiring over the past few months, partly because of pressure from the white house to stay on. if romney is running, norah, he will likely make his intentions known soon, because the election is this november. >> all right, nancy, thank you. i know there's also a big meeting today between congressional leaders and white house officials. what's on that big agenda? and do the democrats have any leverage? >> reporter: well, they think they do. congress needs to pass a bill to funding the government by mid-month. they punted on this issue when they were trying to get out of town for the holidays. democrats want some kind of solution for daca recipients, young people who came to the country illegally, in exchange for their votes on government funding. right now republicans don't really believe that they'd be willing to shut the government down over that issue. >> all right, nancy, thank you. the first american soldier killed in combat in 2018 was serving in afghanistan.

four other american soldiers were wound edmond in afghanistan's nangarhar province. senator cory booker says the army identified the dead soldiers as sergeant first class mihail golin of new jersey. rescuers worked late into the night after a bus plummeted off a cliff in peru. 48 people were killed and 6 seriously hurt. a tractor-trailer hit the bus in a dangerous section of highway known as devil's curve about 40 miles north of the capital of lima. the bus fell around 260 feet to the rocky beach below. three people are still missing. firefighters say the search is difficult because there is no direct road to that beach. peru's transportation minister said the speed of both vehicles was apparently a factor in the accident. the long-time president of the mormon church died last night. thomas monson had served at the church's highest levels more

than half a century. he kept a low public profile during nearly a decade as president. at the same time as mitt romney's political campaign put a spotlight on mormon beliefs. a church statement says president monson had all of the hallmarks of an unassuming servant of the lord. the mega millions jackpot climbed even higher overnight, meaning the prizes in both major u.s. lotteries are now more than $400 million each. no one matched all six winning mega millions numbers in last night's $361 million jackpot. they were 1, 42, 47, 64, and 70. the mega ball was 22. the jackpot jumped to $418 million. the next drawing is friday. the drawing for the $440 million powerball jackpot is tonight. the estimated odds of winning both, 1 in 75 quad israrillion.

tina smith replaces al franken. he resigned yesterday after multiple allegations of sexual misconduct. senator doug jones will also take his oath of office. he was the first to be elected in 25 years. the nasdaq composite will trade higher after opening at a record high. it closed above 7,000 points for the first time yesterday. finishing the day at 7,007. the nasdaq composite reached its last major milestone in april when it crossed the 6,000 mark. the backlash of the youtube star is facing more issues. in his latest mea culpa logan paul said he should have put his camera down after finding a man's body. paul posted the controversial video on his youtube channel which has more than 15 million subscrib subscribers. the 22-year-old is one of the most creative content creators. we're shown how this episode is raising uncomfortable question.

marijuana dispensary in california that is selling recreational marijuana. mireya, good morning. >> reporter: good morning. here in hollywood you can buy recreational marijuana right now. but just a few miles down the road in los angeles, that's not the case. that's because a lot of big cities in caliornia are just now allowing businesses to apply for licenses. potential pot customers in los angeles were hit with a sobering reality january 1st. the city just startedtaking applications for licenses to sell recreational weed today. >> we're going to do this the los angeles way, and that means that we're going to have to do this responsibly. >> reporter: cat parker says medical marijuana dispensaries compliant with the law could get priority. priority processes and be even then it could be a week before the temporary recreational marijuana license will be issued.

>> they're going to have to submit applications, go through pre-licensing inspections. >> reporter: another issue, the digital system the state is using to regulate and track marijuana sales just launched and businesses have to be trained to input data before the state makes it mandatory, which could take months. businesses are asked to file manual invoices. it's not only complicated but it risks pot slipping into the black market. ben curran is the ceo of green bits, a company that helps dispensaries in seven states comply with regulations including in california. >> first year is going to be a lot of the businesses transitioning, getting used to the new rules, learning the differences, and getting good at the scale. the state itself, you'll see, will be a little more lenient at the beginning while people are learning it. >> businesses and other people in the industry are also concerned that the relatively low number of licenses that have been issued so far for recreational marijuana could lead to a dry spell if the new distribution system fails to

storm will intensify rapidly in 24 hours. you talk about i-10 closed from madison, florida to tallahassee. no school at florida state closed because of a winter storm warning in the panhandle of florida. this storm will do nothing but get bigger and badder as it moves to the northeast. it is a coastal system, we know that. it will be roughest along the shorelines as it travels from florida off the coast of maine, and it is putting down a lot of snow as well. take a look at this. we will be measuring snow in this system from the panhandle of florida up into maine. maine looking at over two feet of snow in spots. some of the big cities, new york city right now in that three-inch range but keep this in mind. if it pushes more to the east -- a little more to the west that is, bigger numbers are possible even for the big metro cities from new york to philadelphia. but blizzard possibilities exist from cape code in the islands and the northern coast of maine. we will keep an eye on this one.

visiting russia a few years ago was not the basis. >> what are they suggesting the republicans are not looking into? >> well, the president's business dealings basically, and some other aspects of the potential russian attempts to influence the election. they're asking the congressional committees they've talked to release full transcripts and saying once you do you will realize there's more here, and in some cases the committees are avoiding certain subjects. >> we have multiple investigations going on. is there any sense they can conclude in a bipartisan fashion? >> the one doing the best of that is the one led by the senate intelligence committee, richard bure, the republican from virginia and marc warner from virginia. it is seen as the most credible investigation, but all that one is looking into is the scope of russian -- potential russian interference or collusion or whatever else in an attempt to sort of educate the public and congress about what may have been done, what could be done in the future and what needs to be done to avoid it. it will be interesting, but it

is not necessarily going to be something that leads to other political retribution. >> congress has a few things on their plate as they try to get something done this year. january 19th and march 5th are two deadline dates. why? >> they're connected to each other. january 19thth is next time we may have a shut down. kind of old to talk about it but it is the next spending deadline. part of the negotiations involve whether or not or how to resolve the issue of daca, the program protecting about 700,000 immigrants who were brought here as children. if it isn't resolved by then, the date to watch is march 5th. that's the current deadline for the program. the president set the deadline in september, telling congress you figure this out, bring it to me and we'll cut a deal. everyone seems to want to resolve the daca issue, either give them permanent status or figure out some other solution. the question is what is the compromise with that. even the president has said i don't want to be the guy that is responsible for deporting so many people. but, you know, the negotiation

good morning. 880 right now we have a traffic alert, chp on scene of this accident causing some major delays as you commute in the east bay out of hayward all the way down into the fremont-union city area. looks like we still have cars blocking lanes of south 880 at thornton. two lanes down for the count, traffic alert in effect so this is going to be there for some time. use an alternate in the meantime. try service streets around the area because 880 is jammed up as a result. your drive time southbound 238 to 84 will take you 24 minutes. we are starting to see a backup a little bit south 880 in the hayward area so you will need extra time there. northbound not bad.

looks better out of oakland, 238 to the maze. that will only take you 15 minutes. we aren't seen anything delays in the maze right now. in fact, clear at the bay bridge. metering lights are off. it is an easy ride out of oakland into san francisco with no troubles in san francisco. but busy west 80 at gilman on the eastshore freeway. here's neda. taking a look now where the rain, our hi-def doppler showing it has arrived reaching the coastline but in santa cruz, so mainly to the south. if you are anywhere near san jose, you may see a light, light drizzle there. but the rest of the rain isn't expected to arrive for another hour or so. most likely this afternoon so you will see the bulk of the action. right now temperatures in the upper 40s and low 50s. 52 in san jose. 45 in santa rosa. so here's your futurecast. so for the next couple of hours, mostly cloud cover, light drizzle by 1:00 we'll start to see a little bit more of the rain. 5:00, 6:00 the bulk of the thunderstorm chances will arrive and then late tonight, things should dry up for your thursday. we are also looking like dry conditions and then on friday,
