potential for growth. good afternoon, i'm kenny choi. oakland's time has come. a new office tower broke ground today another sign of the city's potential for growth. good afternoon, i'm kenny choi. >> and i'm michelle griego. the new state-of-the-art office tower will be in downtown oakland at a historic location. the high-rise is called the key at 12th right next to the old key system headquarters.

kpix 5's anne makovec has the details from the groundbreaking ceremony. >> reporter: this is going to change the face of this part of downtown oakland. instead of a spray-painted fence here behind me, if all goes as planned, within two years ago there will be an 18- story office building. the key at 12th will include 334,000 feet of office space and a rooftop deck with views of downtown oakland. >> this idea of a blending of oakland's beautiful past and our inspirational and innovative future is embodied in this project. >> reporter: the plan also calls for the refurbishing of the historic key system building next door. it was build in 1911 and closed because of damage from the loma prieta earthquake in 1989. it was once the headquarters of transportation between the east bay and san francisco. now it's over a bart station. for decades, plans to develop

this plot have fallen through, but city leaders expressed confidence in this vision. >> i'm so glad that after30 years, this site will finally be activated and will be an anchor building blending our past and oakland's future together. >> reporter: it's a joint partnership between ellis partners and intercontinental and they have already started acquiring tenants including the offices of the uc system. the new system will be finished in late 2019 and ready for tenants. in oakland, anne makevoc, kpix 5. several families in san jose are without their home today after a fire ripped through their apartment complex. kpix 5's jessica flores shows us what saved victims' lives. >> reporter: the fire destroyed everything in its path. you can see how tragic this could have been. it happened in the middle of the night. and families were fast asleep. but they made it out just in time. just after midnight, the flames ripped through the two-story building. thick smoke came pouring out

and about 80 san jose firefighters descended on the apartment complex on rancho road racing to save lives. >> horrifying. like two seconds really flaming big fire coming out. >> reporter: the family was asleep inside when the for started. >> i hear some noises from, um, the bedroom, hear some noise, i wake up, i walk out, i saw fires and, you know, i tell them get out. >> reporter: the flames tore through the building, damaging five units. 16 residents including children are now displaced. san jose firefighters knocked out the fire within an hour. >> we went to a defensive operation from fire attack and rescue ensuring everybody was evacuated. >> reporter: no one was hurt partly because smoke detectors went off and fellow residents helped people get out. >> the banging on doors, getting other people out that saved lives. >> reporter: investigators are still working to determine how and where the fire started. in san jose, i'm jessica

flores, kpix 5. a proposal by san francisco's police chief could change the department's body camera policy. currently, when an officer is involved in an incident that's under investigation, that officer has a chance to look at his body cam footage and the footage of any officers on scene before being interviewed. but there's concern that studying multiple viewpoints could skew an officer's story of what happened. so the chief wants officers to only view their own body cam footage before speaking with investigators. new details on a deadly police shooting at a san jose power plant. the two officers involved are identified as adam hudson and timothy fay. investigators say the intruder they shot and killed at metcalf energy center on tuesday was armed with two axes, six throwing knives, and a 6-foot pipe. they found a large sword in his car. they say he ignored nearly two dozen commands to drop his weapons before the officers opened fire. his name hasn't been released.

housing for the homeless in san francisco got a boost, the federal government giving $9 million more than last year for homeless programs. in all san francisco will get $41.5 million in homelessness grants. programs in alameda county got the second biggest amount in the bay area and santa clara county coming in third. the president is denying reports that he used profanity when describing some countries that send immigrants to the united states. kpix 5's jackie ward joins us now with the latest. >> reporter: some politicians are skeptical on whether he actually said an extremely offensive word but the majority of politicians whom we're hearing from are furious and calling the president a racist. here's why. the president made a racially charged comment allegedly during a meeting on immigration with lawmakers yesterday. a source briefed on the meeting claims president trump used a expletive to refer to some countries saying, why are we

embassy. the ribbon cutting for the $1 billion building will still go forward. the president said his reason for not going is because it was a bad real estate deal. but some people think it's because he is trying to avoid potential protests against him. it's the world's most expensive embassy. now to the mudslides. four children were among the 17 dead. that number is expected to rise with 43 people still missing. officials say they tried to give people living in the area ample warning the weekend before the storm but when it hit an alert went out that flash flooding was imminent. some say that alert came too late. >> the walls just burst open. the mud came in and shot us both out of the house. >> i don't think could have ever saw this coming but i think if they had said everybody should leave we wouldn't have seen as many people in this situation right now. >> the office of emergency management said that it's

looking at ways to improve the alert system. in your bay area watch, east bay bart commuters will soon be able to reserve parking spaces before taking a train. starting tuesday bart will accept online requests for about 100 permits. those will guarantee riders at an ebart station a parking stall until 10 a.m. on weekdays. go to selectaspot.com and they will cost $105 a month. bart is not offering reserved parking at the pittsburg center station. the ebart trains will run from antioch and pittsburg in may. a san francisco park may be named after ed lee. it's portsmouth square in chinatown. it might be brought up in a meeting to update the community on renovation plans for the square. mayor lee died last month. lunch plans this weekend?

pedal, brakes, steering wheel it makes the prospect of driverless cars more real. >> reporter: to get it on the road by 2019, gm has filed a position with the national highway traffic safety administration to waive some federal standards pertaining to human-driven cars. self-driving cars and even this self-flying volo copter were big players at this years's consumer electronics show. an electric carmaker sees the car of the future as a mobile lounge, movie theater on wheels. but a new survey out this morning by the advocates for highway and auto safety found americans are not ready to let go of the wheel. advocates president kathy chase. >> we were surprised with how concerned the american public is. >> reporter: 64% expressed concern about sharing the road with driverless cars and a full 75% are not comfortable with disconnecting vehicle equipment like that steering wheel. what do you think it is about the concern people have about the steering wheel going away? >> they have had it the entire

history of the car so taking away an essential car component is a shift. >> reporter: assuming general motors can get the approval from the federal government it believes it can start testing these vehicles in 2019 in at least 7 states and hopes to work with other states to adjust some laws like ones that require having one hand on the wheel when there's no steering wheel. that law isn't necessary. in the latest social media fad teenagers are putting laundry detergent pods in their mouths. >> oh, my god! [ choking ] >> they are recording themselves and putting the videos online for clicks and internet fame. a 19-year-old did it on a dare. he said he knew better but did it anyway. >> a lot of people are saying how stupid i was or how -- why would i be willing to do that? no one should be putting anything like that in their mouths, you know? >> that's true. the consumer product safety commission says ingesting any of the liquid carries a deadly

weekend. so usually this next week. but first we'll get through a nice weekend. the weekend is on my mind! get ready for it. the most of the fog is hanging right around the bay, oakland airport half mile visibility, sfo 8-mile visibility but i just checked flight view there are delays at the airport. so keep that in mind. livermore one mile visibility. so there is still some concern out there if you are hitting the roads row. a lot of the fog hasn't moved out because of light winds. north winds in san francisco, half moon bay also north winds, east-northeast for novato. so we are getting a bit of that valley fog to snake its way around the valleys. that's what we saw a lot of this morning. here's our vaca camera. 50 degrees in livermore. concord 52. our temperatures will warm up

nicely ahead of that sunset tonight. 5:11 it's happening. sunrise tomorrow 7:24. you should get a better view of that sunrise tomorrow because we're not expecting foggy conditions the way we had today. 50s and 60s for highs today. high pressure is on california. it's going to stay here through sunday so that means warmer weather sunny skies and any storms are staying up in the pacific northwest through the weekend and then look at this monday night into tuesday we are expecting a storm to arrive and then another one wednesday night into thursday and that one will be a cooler one. so that means sierra snow levels will be dropping. we could see them down to about 4,000 or 5,000 feet so next weekend will be a great weekend to ski. >> thank you. let's take a look at the big board now. see how the markets are doing. dow is up about 182 points! all right. it is friday which means our pet expert dr. jill chase is

these are the cutist little dogs i have ever seen. they are siblings. so let's talk, dr. jill, what are your main pet peeves when it comes to pets? >> well, this segment was prompt by the fact that we had a viewer write in talking about the fact that she was concerned about when people drive in a car with their small dogs in their lapse so i thought, okay, we'll talk about my pet peeves. my pet peeves there are four of them. i listed three but four of them are, first of all, if you are going to ride your bike with your dog, try to remember that if the dog is not staying with you, you need to slow way down. nothing drives me crazy more than watching somebody ride their bike and the dog is struggling to keep up. the other thing is owners don't think about it but when you're in the crosswalk and walking the dogs, the drivers will see you but not see you dog so if you have and expando leash and the dogs are ahead or behind, you run the risk of a driver running over your dog. so be careful with that. the viewer had mentioned about is it safe to drive with your small dogs in your lap? no, it's really not because

most of the time when you're driving, nothing happens but if something does it is dangerous for you, your pet and other drivers. and the last one that i forgot to write on the list was pay attention when you're walking your dog especially when they're older. if they're lagging behind, slow down for them. >> that's a good idea. small dogs in a car. what's the best way to secure them? >> my favorite thing is to have them in the way back where my dogs are and they are usually tethered so if there's a slamming on the brakes they don't go flying through the windshield. sometimes if i have them in the front with me i'll take the leash and wrap it around the head rest so they have a way of restraint and they are dog seats that are pretty good. so that's something to look into. >> they're so cute. thank you so much for bringing them. >> you're welcome. >> we'll have a lot of people in the studio wanting to see these dogs. if you have a question, we want to hear from you. ust email us at pets@kpix.com and we'll have our pet exp ert give you an answer every friday right here at noon.

great in so many different ways. it's so versatile. selection and storage is very important. when you buy them, use the beautiful color all the way around. they have to feel fresh and silky at the same time. when you bring them home, what i like to do, if there's moisture on there i like to wipe it off before putting it in the refrigerator. they stay fresher. open up the bag, put it in the refrigerator and then enjoy it quickly because butter lettuce decays quickly so enjoy it within 2 or 3 days at the most. red butter lettuce, i love it. mixed with other greens, it's beautiful.
