good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. when the senate reconvenes this morning, it will have just 13 hours to agree on a deal to avert a government shutdown. the prospects do not look good. last night the house agreed on a stopgap measure to keep the government running until february 16th, but senate democrats threatened to vote no. hena doba is here in new york with the latest on this. good morning, hena. >> good morning, anne-marie. the short-term bill would give both parties more time to work through the differences they need to resolve for months. lawmakers are already teeing up the blame game for the potential shutdown that would begin on the one-year anniversary of president trump's inauguration. as soon as the house passed a

short-term spending measure to avoid a government shutdown, it was on to the senate where a blame game quickly ensued. republicans were pointing fingers at democratic demands on daca, immigrants brought here illegally as children. >> they have crowded out all other important business. crowded it all out. >> democrats say the problem lies in a big way with the president's flip-flopping on key issues. just a day earlier senate majority leader mitch mcconnell said he would not take up an immigration bill because it was still unclear what mr. trump wanted. >> the leader is looking to deflect blame, but it just won't work. we all know what the problem is. it's a complete disarray on the republican side. >> the senate adjourned last night and will reconvene this morning. they have until midnight to hammer out a deal to avoid a shutdown. unlike in the house, though, republicans in the senate will need democrats to pass the measure.

>> they need 60 votes in the united states senate. they don't have 60 votes. and that means you have got to negotiate. they have not negotiated. >> also on the table democratic leader chuck schumer has asked for a stopgap measure. it would serve as a hard final deadline. >> and that measure would be the fourth stopgap spending bill since the current budget year that started in october. anne-marie. >> hena doba here in new york. thank you so much, hena. the last time the government shut down was in 2013. that was for 16 days. partial shutdowns happened every year during the carter administration and six times when ronald reagan was president. the government doesn't actually shut down but hundreds of federal employees will be forced off the job. some work doesn't stop.

air traffic control, medicare, and other operations and essential services would run as usual. the washington monument would be closed, though, but they're trying to keep the national parks as accessible as possible. ahead on "cbs this morning," we'll talk with senator cory gardner, a member of the budget committee, about the last-minute negotiations and strategies to keep the government running and whether they have a chance at working. seven people are under arrest for trying to sneak a fake bomb through a security checkpoint at newark airport in new jersey. the fake but realistic looking bomb was made out of a vacuum cleaner, pipes, and flexible hose. it was discovered by tsa officers in a carry-on bag yesterday afternoon. the seven people reportedly worked for a reality tv show called "staten island hustle." they wanted to record the reaction when it was discovered. they were charged with public alarm and other charges. >> a california couple pleaded not guilty to torturing and

imprisoning their 13 children. prosecutors describe their actions as severe pervasive prolonged child abuse. david and louise turpin are being held on $12 million bail each. tina patel has our report. >> reporter: david and louise turpin are facing 37 counts of torture and child abuse. they barely spoke and did not seem to show any emotion as their attorney entered not guilty pleas on their behalf. the couple were shackled in chains, the same type of restraints the district attorney said were used on their own children for weeks or months at a time. >> the victims were often not released from their chains to go to the bathroom. >> reporter: he said the abuse and neglect has been going on at least since they moved to riverside county in 2010 and intensified over time. >> none of the victims were allowed to shower more than once a year. the parents would buy food for themselves and would not allow the children to eat it.

>> that led to severe mall nourishment. one child, 12 years old, weighed what a 7-year-old would. >> the 29-year-old victim weighs 82 pounds. >> they kept strange hours which may be why they were able to keep their lives hidden from neighbors. >> to hear they slept all day and up all night, i get it now why we did not see them. i get it. >> you know, crimes like these happen behind closed doors, in dark rooms. >> reporter: it was one of the children, a 17-year-old, who finally brought the alleged abuse to light, escaping through a window after planning for more than two years. a sibling who went with her turned back after being frightened. now the parents have been arrested. bail was set at $12 million. we asked their attorneys about their planned defense, but they wouldn't go into any details, saying only it would be a challenge. tina patel, cbs news, perris, california.

in phoenix, police say that have arrested a serial killer. authorities used shell casings, dna, stolen jewelry, and a cell phone to link cleophus cooksey jr. to nine murders. police say he knew some of the victims, but are still working on a motive. danielle nottingham reports. >> reporter: investigators say cleophus went on a deadly three-week shooting spree between christmas and new year. it included 43-year-old maria villanueva. he then killed his mother and stepfather the following day. that's when a responding patrol officer confronted him. >> cooksey had some blood on him and appeared to be concealing things. >> reporter: police say the 35-year-old suspect is an ex-con victory, spending 16 years in prison for manslaughter and armed robbery 68. out for 18 months

and during that time he's bee >> he has been out for 18 months and during that time he's been in and out of jail. >> reporter: police believe this is the expected killer. there was high-tech testing of shell casings that gives immediate results instead of several week. danielle nottingham, cbs news, san francisco. the sentencing hearing for dr. larry nassar has been extended into next week because there are so many victims who want to speak. more than 60 have spoken since tuesday, apparently too much for nassar. he wrote a letter saying that his mental health wasn't strong enough to listen to the victims. that set off a long rebuke from the judge. >> spending four or five days listening to them is significantly minor considering the hours of pleasure you had at their expense in ruining their lives. >> nassar faces a minimum

of diesel. there's a major development in cancer detection, and the supreme court weighs in on a north carolina gerrymandering. those are some of the headlines on the morning newsstand. the raleigh "news & observer" says the supreme court delayed a lower court order that would have forced north carolina's republican lawmakers to quickly redraw state congressional districts. last week for the first time federal judges struck down unconstitutional gerrymanderers. voting democrats had sued over the map that was weighed heavily toward republicans. "the new york times" reports u.s. is pressing to move the embassy to jerusalem next year. officials had earlier said the embassy move wouldn't happen until the end of mr. trump's term. "the philadelphia inquirer" says pennsylvania prosecutors

want to call 19 more accusers at the retrial of bill cosby. cosby's first trial on charges that ho woman at his home in that he drugged and sexually assaulted a woman at his home in 2004 ended in a hung jury. the judge allowed only one other accuser to testify at that trial, but prosecutors filed a motion yesterday asking that 19 other accusers testify to show a pattern of behavior over five decades. science reports researchers are making progress toward a liquid biopsy blood test that can detect cancerous tumors early. the test examines cancer-related tumors in the dna and proteins in the blood. it includes breast, colon, ovarian, and pancreatic cancers. and "the boston globe" reports one of the city's oldest restaurants jacob wirth is up for sale. it was founded by immigrants in 1868 and has been designated a

♪ help, i need somebody >> in what's being called a world first, a drone helped save two teenaged swimmers off australia yesterday. they were caught in a rip current. the little ripper drone launched by life gards dropped an inflatable pod allowing them to make it to shore safely, and the drone rescue took less than two minutes from launch. a medical study is shedding new light on what might cause the degenerative brain disease, cte. researchers found that repeated hits to the head and not just concussions can lead to cte. they examined the brains of deceased teenagers who had sustained impact head injuries as well as the brains of mice that showed changes after trauma. more than 100 nfl players have been diagnosed with cte after they died. the findings would lead to early

our top stories this morning, the senate reconvenes this morning and has just 13 hours to agree on a deal to keep the government from shutting down. last night the house passed a short-term funding bill, but some senate democrats pressing for a deal to protect young immigrants say they'll vote against a budget deal. and arizona officials say they've captured a serial killer responsible for nine murders. police say shell casings, cell phone records, and dna linked 35-year-old cleophus cooksey jr. to the slayings. the murders occurred over a three-week period last december. he was arrested in december at a

phoenix apartment where his mother and stepfather were found shot to death. it's been more than a week since deadly mudslides inundated montecito, california. jamie yuccas shows us what is being done with the mountains of mud. >> reporter: mud, cars, and remnants of 100-year-old trees now fill 11 debris fields in montecito. >> this debris field was over a thousand foot wide. >> so three football fields came slamming in. >> yeah. >> reporter: tom fayram is responsible for clearing sought of this out. each of these rocks ways 5,000 tons. it changed elevation of some neighborhoods by as much as six feet. >> our job is to open every creek channel and bridge unplugged because we will get rain and have to get ready for it. >> reporter: the same massive cleanup is happening along highway 101 where trucks are hauling away thousands of pounds of debris every day. more than 20 million pounds have been dumped here at the ventura county fairgrounds. rocks, trees, plastics, and
