>> reporter: senate voted monday to advance legislation to end the three day old government shut down. democrats dropped their objections to a temporary spending bill after senate majority leader mitch mcconnell offered assurances that after funding government through february 8, he would take up legislation addressing daca, the program protecting young immigrants brought to the u.s. illegally as children as well as other issues. >> this immigration debate will have a level playing field at the out set and an amendment process that is fair to all sides. >> reporter: senate minority leader chuck schumer welcomed the compromise. >> republican majority has 17 days to prevent the dreamers from being deported. >> reporter: with the shut down entering the work week and hundreds of thousands of federal workers forced off the job the pressure intensified to end the impass. in a tweet president trump

accused democrats of turning down services and security for citizens in favor of services and security for noncitizens but schumer blamed trump for the shut down. >> the great deal making president sat on the sidelines. >> reporter: during the shut down, national parks and landmarks were closed and half of the military civilian workforce were furloughed. we should note that technically federal government still remains closed. the senate bill has to go to the house. paul ryan assured once it got there, it would pass and would pass quickly. then it goes to the president's desk. once he signs, the government will reopen immediately. >> after the house vote, the president has to sign funding bill for the government to officially reopen which includes national parks, ranger tours, running water, garbage collection are expected to resume. park police stayed on duty for security purposes. before this was announced

nancy pelosi had this to say. >> we should do this in a bipartisan way. the way that they split this off the way that they did to go after the dreamers is immoral. >> harris release the this statement saying i refuse to put the lives of 700,000 young people in the hands of someone who has repeatedly gone back on his word. i will do everything to continue to protect dreamers from deportation. >> fema relief programs continue to operate despite the shut down. workers are in the north bay removing debris from the wine country fires. they're carrying tons of ash and debris from the neighborhoods. the relief program is funded by disaster federal relief fund. cardinal new man high school and st.rose catholic reopened their doors for class to resume. it's been three months since

fires destroyed the campuses and many homes of the students. let's check on the rain in the bay area. >> it was a wet morning but it looks like most of the area is drying up. let's show you where the rain is coming down now. it looks like most of it is towards the south bay and a little bit in the east bay. we have very light showers coming down but it is nothing compared to what we saw overnight and early this morning. we had heavy rainfall for the early commuters and then across the south bay east of morgan hill, san jose, across the hills, mount hamilton. it's pretty light. you can see on the live camera that we have rain drops on the san jose camera and the dark storm clouds out there. it looks like san jose as far as precipitation, rain totals is .04. that's all they have seen so

than 20 hours. the suspect has been holed up of the windham hotel since yesterday afternoon. swat is on scene. the name of the suspect is not released but police say he has felony warrants for his arrest. >> our swat team arrived last night about 6:30 p.m. we have been out here all night. our negotiators are here. we have been in contact with him pretty much all night trying to negotiate a peaceful surrender. a guest playing in the second floor evacuated, some given new rooms and others had to spend the night in the lobby. san jose police investigating a deadly shooting, the second homicide of the year. it happened just before 9:00 last night. the apartment complex is across from the village oaks shopping center. officers found a man with at least one gun shot wound.

he was pronounced dead at the scene. no arrests have been made. anyone with information is asked to come forward. today, california ans can start applying for the real id. as customers learn it is not as easy as just renewing your license. >> reporter: dmv offices always seem crowded but these lines could be longer. the state expects millions from california to head in to apply for real id over the next two and a half years. starting october 2020 the current california driver's license won't be accepted at federal check points. the real id can be used to board domestic flights and enter secure facilities. >> i travel for work in the u.s. so having the real id was necessary. >> reporter: one of the first from california in line. the state is expecting 60% of people with a california driver's license or id to

apply. >> i thought i had everything with me thinking all i needed was my passport and birth certificate. >> reporter: to apply, residents go in person to the dmv with proof of identity like a birth certificate or passport plus two items proving residency like mortgage statement and a utility bill and proof of a valid social security number. >> customers have to make the choice, do i need one or am i going to use my passport because i don't want to bother? >> reporter: dmv officials say to make an appointment ahead of time. tomorrow, san francisco city leaders are expected to vote it appoint an interim mayor to serve between now and special election in june. the board of supervisors president has been serving as acting mayor since ed lee's unexpected death. she's running to serve the rest of the term but some say between now and june the city

should have a new mayor, one with no stake in the june election. any interim mayor would need six of the 12 supervisors' votes and no supervisor can vote for him or herself. the vice president is meeting with benjamin netanyahu. after his speech protests broke out between lawmakers. this is after president trump recognized jerusalem as capitol of israel. pence announced today that the embassy will open toward the end of the year. he said the u.s. would support a two state solution for israelis and palestinians if the two sides can agree. coming up, potential terror plots targeting aircraft. the emergency action taken by tsa. >> the road to the superbowl has been paveed. how much you will have to shell out to go to minnesota to the big game.

cargo from five predominantly muslim countries. as kris van cleave reports: cbs news learned that tsa is taking emergency action on air cargo from five predominantly muslim countries. as kris van cleave reports it's part of an effort to stay ahead of potential terror plots targeting aircraft. >> reporter: growing concern about terrorists sneaking a bomb on an airplane is prompting this emergency order that will require airlines to provide additional specific information about cargo they plan to bring into america, information like where a package is coming from, who sent it, how it was sent, where has it been since it's been mailed, where it is going and

its contents. the tsa says the goal is to spot shipments out of the ordinary and this gives tsa and customs time and authority for an airline to have a further screening. these countries were chosen because of demonstrated intent by groups to attack aviation from them. this is all intel driven. the intel continues to center around bombs hidden in large electronic devices that may be able to get past screening equipment, something that's prompted increased security at airports worldwide. also, intel from a foiled attack in australia over summer where a military grade explosive was sent via air cargo from turkey continues to drive concern. turkey is the only other country required to participate in the advanced screening program. other airlines participate on a voluntary basis but tsa tells us trump administration is considering making that program

mandatory. amazon is opening the first check out free grocery store to the public after more than a year of testing. it is called amazon go. it is based in seattle. there are no cashiers, check out lines or credit card machines. you can get in by scanning amazon app and cameras and shelf sensors keep track of what you have picked up. when you leave your amazon account is automatically charged. it is unclear if more stores will open. if you want tickets to superbowl 52, be prepared to open your wallet. the cheapest available ticket on resale markets is $4370. believe it or not, that price is down $500 from yesterday. on secondary markets, prices average more than $9000. nfl sells the bulk of tickets through its own ticket broker. >> i am going shopping that day. >> i'm not going. free tv.

>> i am going to a wedding. my husband's brother is getting married on superbowl sunday. who does that? it's okay. we'll go celebrate their love. we have some rain coming down just not across downtown. we are seeing light showers on the high def doppler. in brent hood, hills are seeing a drizzle and it looks like most of the area is dry with those really pretty cloud out there. the hills are seeing scattered showers. there is a light precipitation, not too measurable. we got the bulk last night, santa cruz mountains seeing a light drizzle. overnight and early this morning there was plenty rainfall. satellite and radar does show cloud coverage. it is spotty so you will see the sun and partly cloudy skies as well. the clouds look really beautiful. if you can, peek out the window

after our newscast of course. we are getting a west northwest wind. this morning we had the south wind as the storm came through. it's shifting direction as we get the on shore flow from the northwest, west winds in nevada at 9, east winds at 13 and west southwest. it is nice and clear with no fog in sight. 57 san francisco, 56 liver more, oak land 54. our temperatures now will be similar to afternoon highs today. sunset is happening about 22. it should be a clear one. san jose 60, santa clara is also 60. walnut creek is 56 degrees. we are going to really be where we are now for the bay. temperatures aren't going to fluctuate much between now and the afternoon. in lake port, low 50s for clear lake as well. as the the low brought us the rain this morning it's moving

further out east but there is another one in the gulf of alaska. wednesday we will see more rainfall and that will be pretty much throughout the day on wednesday. look at our monday night and tuesday, nice sunny skies. by the time we get to wednesday mid morning, 11:00 or noon, the rain will come through. your afternoon commute will be wet and it will stay wet through 10:00 or 11:00 at night. after the storm on wednesday, it will linger through thursday morning and then we will have dry conditions through the weekend. >> feels like last week. >> i know. rain, sun, rain, sun. you are busy. go ahead. >> let's check the markets on wall street, how your 401(k)s are doing. the dow is up about 68 points. what's cool about your school? e-mail your nominations to us.

not so much get mad but they were like you are not doing anything if you don't do your homework and sleep in class. >> reporter: after ten schools, she planted roots at lighthouse community charter in oakland. >> her vibe rance and woman timism and sense of hopefulness and aspirations are beyond what you see in almost any student. >> reporter: her family life changed too with a step dad and four younger siblings. >> where we live, he is like there is nothing here. you need to go to college and get away in order to really be successful. >> reporter: she cried when she filled out her first college application. it's finally real. >> i have no idea what i am going into. i think that excites me also. there is so much to see and so much to learn. and i will. >> meet our other sra student
