magnitude earthquake in kodiak. triggering warnings to as far south as mexico. live in ocean beach with the latest, anne makovec. >> the good news is, there is no danger here anymore. everything has been canceled, now that we found out that there is no actual tsunami threat. good news there, most of this happened when everybody was sleeping. the watch coming in here at around 3:00 a.m. >> reporter: tsunami warning sirens went off around kodiak, alaska as people tried to get to higher ground. that has since been canceled. closer to home, the management office started alerting city agencies. >> it certainly was spreading that situational awareness. letting them know, hey this ask a is a possibility. let's take a look at our plans, let's see what we need to do. >> the city sent an an alert

via text and twitter, telling people holive within three blocks of the coast or five blocks of the bay to prepare to evacuate. that watch was then replaced by an advisory to stay out of the water for 12 hours. that was canceled at 8:00 a.m. like any day. >> reporter: people in the santa cruz harbor. tsunami waves generatedded from a powerful earthquake in japan, hit northern california. while there was no damage reported today. it did get people thinking. >> where to hide. like go someplace in higher ground. >> here on the coast, you never know about a tsunami. but it's good to let the people know. >> reporter: there are reports of some people getting a text alert that the watch was canceled, but not getting the original alert. the department of emergency management says it is looking into that. >> reporter: and if you would like to sign up for emergency

text alerts, you can simply text your zip code to the number 88877, live at ocean beach in san francisco, anne makovec. channel 5. i want to show you the aftershocks that happened after that initial earthquake. more than 30 of them between 4 and 5 in magnitude. you can see that cluster right there. this is along the aleutian faultline. that 7.9 quake early this morning. and several aftershocks after. and here, this sent a lot of ripples in many directions, around where the quake happened. so there were advisories, watches and warnings, as anne said, along canada and the west coast. the weather service issued this to show how this does impact our coastline. you can see the ripple effect of the tsunami waves. and we may actually see an increase in our sea level because of the way the

earthquake causes the ocean to rippey. -- ripple. so those could hit the beaches of the west coast. even the alaska coastline. they rose between .4 and .7 feet. that wasn't too big of wave sizes. but always be prepared. this is, of course, a great morning for all of us, especially light of right on the coastline, to know that you could be asked to go to higher ground ncase anything like this does occur. so have a kit ready and have an evacuation plan. new at noon, as the raiders get ready to move to las vegas, some are hoping the county leaders will take legal action against the team. why they're looking into the case involving another nfl franchise. >> reporter: alameda county hasn't indicated whether or not it will take legal action against the raiders. but right now, county supervisors are in a closed- door meeting, discussing their options. >> reporter: as the raiders work to kick off a 2020 season in las vegas. loyal fannings in oakland are

saying, not so fast. pushing a possible lawsuit. >> we have had a ground swell of support. >> reporter: the momentum comes after a judge in a lawsuit against the rams, is allowing the case to move forward. now, this group, we stand with oakland, says the rams' case, paves the way for a similar lawsuit against the raiders. >> i think the best-case scenario is that the count becomes a plaintiff. and that gets the city to reconsider this, in light of the new circumstances. i think that would be the best- case scenario. the worst would be that we pass up this opportunity. >> reporter: we stand with oakland, wants the county to consider three legal options. fight to keep the raiders in oakland. or sue for money to pay for the $83 million bond debt in stadium renovation. >> if they do go to las vegas. many think they will. then they've got to make sure what they leave behind is not the elements of oakland and the east bay, and holding the bag. and that we really mitigate any

impact on residents here. >> reporter: in oakland, jessica flores, kpix 5. >> and law firms are giving contingency agreements. today, san francisco city leaders are expected to vote to appoint an interim mayor between now and june. board of supervisors president, london breed, has been serving as acting mayor since the unexpected death of ed lee last month. some say between now and june, we should instead have no -- a different interim mayor, one who has no stakes in the mayoral race. they are expected to vote on buying the mcdonald's property at dr. 15.5 million. it's slated to become the site of an affordable housing plan.

she said it was the last thing she and mayor lee had discussed before he passed. more than 1,000 times in the last three years. right now, the santa clara county board of supervisors is meeting to decide whether or not to hire an outside auditor to oversea the jail. three were sentenced to 15 years to life earlier this month, for the 2015 fatal beating of inmate michael tyree. >> what we are getting, and i think it's really critical, is a transparent, external pair of eyes, to let us know what is happening in the jail. the board of supervisors says that the community will also have an input on the candidate chosen for the job. police in richmond are searching for the suspect who shot and injured three men. the victims were rushed to the hospital last night, after gunfire erupted on market avenue between 5th and 6th streets. police closed off the area with crime tape. officers also inspected a white

convertible mustang that either crashed at or was abandoned at the scene. developing at this hour. shooting at a rural high school in southwestern kentucky. police say two people were killed. another 17 others injured when a gunman opened fire at marshall county high school in benton. officers arrested the suspect and put the school on lockdown. kentucky governor matt bevin says the shooter is a fan-year- old student who will be charged with murder and attempted murder. federal workers are going back to work today. president trump signed a temporary spending bill, which ended a three-day government shutdown. but as mola lenghi reports, problems that sparked the shutdown in the first place, still remain. and there's little time to find a solution. >> on this vote, the yeas are 266. and the nays are 150. >> reporter: the government is back up and running today, after congress passed a spending bill monday and president trump sign today into law. >> i know there is great relief that this episode is coming to an end. >> four congressional leaders

now have 16 working days to craft a bill that can build protection for dreamers with more border security. >> i pray that neither i or the congress will be in this same position, come february 8th. >> it was a pointless, damaging theatrics of the government shutdown behind us. serious and bipartisan negotiations can resume. the only concession democrats achieved with the shutdown was a promise for a debate in the senate, on a bill to detect the daca recipients. >> our side of the aisle will continue to fight, as strongly as we can for the dreamers in the weeks ahead. >> but just debating a bill hardly guarantees it will pass. and immigration groups say they feel abandoned by the compromise. >> the time to act was now. and i feel like they lost that chance. >> reporter: president trump tweeted big win for republicans as democrats cave on shutdown.

sunset, which is set to happen at 5:23. now, here's a look at our afternoon highs. we'll be in the mid to upper 50s today. 61 for san jose. so about 5 degrees warmer than average for the south bay. 56 for the high in san francisco. and here's the wider view of what we can expect. this low out here in the gulf of alaska will be reaching our area, by early tomorrow morning. the north bay should start to see the rain first. before we talk about that rain. i want to show you how much we have so far. santa rosa, since january 1st, has received more than 6 inches of rainfall. here are the average numbers. we are pretty much above average. oakland with 4.3 inches of rain already this year. concord, almost 3. liv more, -- livermore, also above average. and there's more to come by tomorrow. here's that future cast. throughout the day. clear skies. tomorrow morning, 9:00 a.m. or so. santa rosa may see the beginnings of the rain drops. and the rest of us will get

clouds. by 12:00, 1:00, we'll see rain throughout san francisco. everyone is going to get a little bit of this. and by the afternoon commute, yes. it will be a wet drive most likely for a lot of folks. the south bay will get rain, but not as much. thursday afternoon, we could see a chance of thunderstorms. friday, we should be drying up. as far as rain totals go for this storm. we could get anywhere from a half inch to one and a quarter. east bay will get anywhere from a quarter to three-quarters. south bay will get a little best. santa cruz mountains is not a bad amount of snow. this has been switched over to a winter storm watch. taking a break tomorrow afternoon because of the high- elevation snowfall. and friday, into the weekend, we're drying up. and temperatures will be on the rise. will hit the mid-60s for inland spots. more snowfall is coming to the ski resort. >> we always love your energy. but when it rains, a little

for the winter olympics in south korea. the parkas have a hidden heating unit. the average temperature in pyeongchang is 23 degrees and may plunge for the ceremony. the outfit also includes fringed suede gloves. not bad. >> yeah. they're going to look stylish. americans spent nearly $100 million during the holiday season. and this afternoon, business is booming for companies companies that handle the gift returns. majority of returns for major retailers like amazon are handled by liquidators. they are auctioned off at a deep discount online. >> the reality is that the size of the returns industry is bigger than most countries. it's $300 million -- $300 billion a year of retail returned goods. >> this year, we've already taken in over 600,000 products which is a 20% increase from last year.

brussel sprouts and taro, for the winter days. >> they were roasted first for a little bit. but what i like about brussel sprouts, they can roast. we roasted them until they were tender. and you throw them in the pan, it really hypes up that caramelization. >> it's really nice. and the brussel sprouts now in the market are fabulous. the medium-sized ones are probably the best ones you can ever enjoy. they're great. they'll soak up flavor. they're fantastic. you got the brussel sprouts going all the way around, right? >> yes. also, the more they go, the more intense they are. >> this is something that is a great use of any kind of leftovers to throw a fried egg on top. but also, the egg yolk in the faro is incredible. >> that is beautiful.
