anne makovec joins us in studio with what governor brown is had to say. >> reporter: this is a speech that governors generally use to chart the course for the next year and it was a chance instead to shape his legacy. >> california was built on dreams and perseverance! and the bolder path is still our way forward. >> reporter: governor jerry brown's final state of the state address was equal parts optimism and raised concern. >> our world, our way of life, our system of governance, all are at a immediate and genuine risk! >> reporter: he sites poisoned politics, nuclear threats and climate change, that's something brown has sounded the alarm on since he became governor in 1975 saying the prosperity of california is directly related to the environment. today, he introduced a task force to reduce the threat of wildfires. >> we can't fight nature. we have to learn how to get along with her. >> reporter: he continued to tout the bullet train to l.a.

which is plagued by cost overruns and delays and the state's plan to build a water tunnel under the sacramento-san joaquin delta. brown was on the defense about the state's gas tax as an effort to repeal it moves ahead. >> i will do everything in my power to defeat any repeal effort that gets on the ballot! you can count on it. [ light applause ] >> reporter: one of many signs that though this is his final year as governor, brown isn't ready to take a back seat. >> let this be a great year for california, for our nation, and for our future. thank you. [ applause ] >> reporter: the next challenge in front of governor brown passing his final budget. he addressed that this month warning lawmakers and the next governor against excessive spending. he says the next recession is around the bend. find his whole speech on our website, cbssf.com. mayors from the bay area are bracing for a sanctuary city showdown with the trump

administration. kpix 5's jackie ward is live in the newsroom with more on the new threat they just received from the justice department! >> reporter: yeah, michelle. despite these warnings, bay area leaders are defending their sanctuary status and say they are doing nothing wrong. 23 letters demanding proof that cities and counties show compliance with federal law on immigration went out to various communities in the bay area, including the cities of san francisco, berkeley and san jose and sonoma, sacramento and monterrey counties. if municipalities don't comply, the feds will issue subpoenas. >> between not going to do anything differently regardless of what i.c.e. or anyone else threatens. >> reporter: the letter was also sent to new york city. bill de blasio, new york's mayor, was expected to meet with president trump yesterday at the u.s. mayors conference in washington, dc but he canceled after learning of the letters. even those not target like oakland mayor libby schaaf took offense to the department of

justice's message. >> it is unconscionable, it is un-american!! that this administration thinks that it is okay to threaten a duly elected official with jail time for putting in my opinion, public safety in front of politics! >> reporter: san francisco city attorney dennis herrera says what the law requires now is narrow and san francisco follows it. newly named interim mayor of san francisco mark farrell is following his predecessors defending the sanctuary status of san francisco. >> san francisco has always been and will always be a sanctuary city and it will 100% remain so during my time as mayor. >> reporter: the block i.c.e. coalition a group hosting a rally today in response to the threat. it's at 4:00 in california at 6:30 stanton street in san francisco. in the newsroom, jackie ward, kpix 5. president trump made a surprise appearance at a white house briefing and as reporter weijia jang tells us, he wanted to make an announcement on

special counsel robert mueller's russia investigation before he left for europe. >> reporter: president trump says he is willing and ready to sit down for an interview with special counsel robert mueller. >> you would do it under oath? >> i would do it under oath, absolutely. >> reporter: the president insists he has nothing to hide as the investigation into russian interference in the u.s. presidential election intensifies! >> i'm looking forward to it actually. [ crosstalk ] >> there's been no collusion whatsoever! >> reporter: but mueller isn't just investigating collusion. he is also trying to determine if president trump tried to obstruct justice when he fired former fbi director james comey. cbs news has confirmed shortly after firing comey, president trump met with acting fbi director andrew mccabe and asked him who mccabe voted for in the presidential election. >> i don't remember that. i don't remember asking him that question. >> reporter: some lawmakers say the question is proof the

president demands political loyalty. >> that kind of question is totally improper! and potentially in fact evidence of obstruction of justice. >> reporter: democratic senator richmond blumenthal is also calling for the judiciary committee to release transcripts of its closed-door meeting with donald trump, jr., claiming there is potentially explosive evidence that mueller's team needs to cease. weijia jang, cbs news, the white house. the president is holding private meetings with world and business leaders in switzerland today, as well. he met privately with british prime minister theresa may. during a photo opportunity, he downplayed division with her and promised to work together on economic development. in bay area news, questions raised about bart's new trains and why some had to be sidelined just days after their debut. kpix 5's jessica flores asked a bart board member what happened. >> reporter: today, bart officials are pushing back on reports that the new railcars are already having problems. two went in for repairs but bart officials say the maintenance is expensive.

at today's bart board meeting, no mention of the new railcars after two cars had to be taken out of service for repairs just days after 10 new cars were rolled out. a spokesman says the maintenance is routine and wouldn't clarify what prompted the repairs. bart directors were told about the issue. >> nothing riders should be concerned about at this point. >> i don't think anyone should be concerned about that. there's still some bumps in the track to -- to overcome, but i think overall, it -- it -- it will be fine. >> reporter: as bart continues to try to roll out more new trains, bart directors are also taking up parking. today they discussed the possibility of using variable pricing as demand for parking increases, so would fees. bart director debora allen says her area in contra costa county desperately needs more parking but she is not in favor of raising rates. >> we need to come up with a good plan and, um, i'm going to make sure that part is not just

looking at raising revenue. >> reporter: directors are expected to continue discussing variable parking pricing with a vote in the coming months. in oakland, jessica flores, kpix 5. six schools in berkeley have shut off their water after a test result found excessive lead contamination. all 20 schools in the berkeley unified school district were tested. a new california law that went into effect this month requires testing drinking water at all public k-12 schools that were built before 2010 by july of this year. now the school district has come up with a ten month plan to fix the contaminated water sources as well as to retest them. back in october, oakland unified also found dangerous levels of lead at 7 elementary schools. district officials there say that they are working with the east bay municipal utilities district to replace those water fixtures at those schools. nurses for ucsf holding rallies around the state. they are making their case for better staffing and patient safety. the nurses say they have been negotiating with uc for more

than 8 months and say the demands being made threat own their quality of life. >> what is on the table is eroding years of contract gains that we have received and they are trying to take away all the gains that we have made in the last couple of decades. >> the protests are organized by the california nurses association and national nurses united which represents 14,000 nurses at 10 uc medical centers across the state. outside it's raining in parts of the bay. this is a live look as one of our cars heads on the dumbarton bridge. you can see some rain on the camera lens. neda is tracking weather with more rain in the bay area. >> we are talking about the dashcam, not to worry. no one is driving with the camera in hand. so it's safe out there. but yes, we saw that rain. look what we're seeing out there. the big storm clouds are billowing overhead over san francisco.

last october celebrating her husband's return from deployment to afghanistan. she was one of hundreds of victims of the deadliest mass shooting in u.s. history. calistogacalzadillas said her life changed. >> i will not be the same old jovanna. i will come back stronger. >> the family was considering taking her off life support but her husband told them he had a dream she would survive so they waited and the mother of two did wake up and is learning to walk again. a kentucky high school remains closed for a third day the scene of the latest campus shooting. two students at marshall county high school died both 15-year- old sophomores. the suspect shooter is 15 and is in custody and will be tried as an adult on two counts of

murder. 14 students were wounded, 5 still hospitalized doctors are asking people to prevent the dominant flu strain this season. they say it can be especially deadly for children. a 12-year-old florida boy died of the flu this week. he reportedly did not get a flu shot. so far this season the virus has killed more than 30 children in 23 states. insurance co-pays are supposed to give you a good deal on prescription drugs but sometimes a better deal is found by not using your insurance at all. many consumers are ordering their prescriptions through websites like goodrx.com. in one case, a man found the same set of drugs that cost nearly $160 in co-pays available for $62 without insurance. that's because prescription benefit managers can inflate the cost of medications for patients. industry experts call it a claw- back. now lawsuits are challenging some claw-backs. some states have already outlawed them. time now for a check of our

weather with neda and it is raining out there. >> it's raining, yes. yes, it looks like raindrops that could be falling at any moment. we are seeing rain coming down especially across the north bay. through sonoma, big bent, two inches per hour so this is really intense heavy rainfall that's really coming down pretty good across highway 121 there. so expect slick roads, some ponding possible, because of the amount of rain that's coming down. point reyes also right now seeing heavy rainfall. and let's move further to the south. danville may start to see some raindrops there. same with pleasanton. across fremont, the irvington district mission san jose district also seeing rain coming through. 880 will be wet.

we'll see scattered thunderstorms especially across the north bay this afternoon. here we are at 5: 00. ,depending on your neighborhood you may be dry or nothing or may get a lot of rain. so it all depends. by 10 or 11:00 we'll see dry conditions out there. the only place that we may not see dry conditions would be the sierra. right now temperatures are pretty cool in the low 50s for oakland, 56 for concord, 53 for san francisco, sunset happening tonight at 5:25. sunrise tomorrow at 7:18. your high temperatures pretty close to what they are right now. 58 for san jose. 56 for the high this afternoon. so it is sweater weather. we are still seeing this instability from this low that's dipping through and that's why we'll continue to see that chance of thunderstorms today also the snowfall, this is our sierra-at- tahoe view. pretty nice. look at the snow totals. they look good. about a foot to a foot and a

half of snow for heavenly, north star, squaw. they definitely are appreciating that snow fall. winter storm warning ends at 10:00 tomorrow. there's a chance for more snow. here's the futurecast a few more inches expected across the higher elevations through tomorrow morning so your tahoe report: it's going to be nice for the weekend, perfect sunshine and temperatures warming up by sunday mid-60s for the inland areas. >> love that sun for the weekend. perfect. >> that snow report? it makes me want to go skiing. >> head to the mountains. >> i can't! will be closing its doors this sunday. crunch fitness --- formerly the site of the dennis nelson health spa -- is selling i a redwood city gym closed for more than 50 years will close. crunch fitness is selling to tesla. although the gym went through two ownerships, it has kept many of the same customers in its 52-year history and people there say that this will be a lifestyle change. >> kind of upset.

's jefferso when a high school baseball player saw how few little league players went on to play in high school, he decided to take some action. >> this week's jefferson award winner created a nonprofit offering a free baseball academy to help inspire young players. kpix 5's allen martin on how they nurtured their love of the game. >> all right. how's it going everybody? >> thanks for coming out. i'm tyler manca. >> reporter: tyler manca fell in love with america's pastime when he was 4. >> i could barely hold the bat and i remember going home and saying, dad, i love baseball. i got to play. >> reporter: smitten ever since. the senior at bishop o'dowd high school in oakland decided three years ago to share his love of the game by starting a nonprofit called "greatest game baseball academy," a free three- day clinic for boys and girls ages 11 to 14. >> 92% of youth baseball players quit the game before they enter high school. >> reporter: he believes a big reason many kids give up the game is because they can't

afford to play on expensive club or travel times, an option for some kids after aging out of little league and before starting high school. that's why his academy is free. >> they have the same love of the game as me. they have the same talent but they couldn't play. >> reporter: the academy uses volunteer coaches and tyler's high school teammates to teach baseball skills to about 50 young players over the course of three sundays in january. >> tyler is the kind of kid that anybody is going to want to come out and do something for him. >> reporter: nearly 150 young players have attended the academy so far. this 12-year-old boy didn't need much encouragement. >> it's like the field is, like, my house. >> reporter: it's gabriel's second year at the academy. same with this player. >> i learned better ways to play. >> reporter: as for what the academy is teaching tyler? >> i have been given the gift of baseball, friends, travel times and equipment and it's shown me that i can't take what
