surveillance and the 2016 campaign. all that plus top analysis on this week's news coming up on "face the nation." good morning, welcome to "face the nation" i'm major garrett. last week the government shut down again, didn't last long, behind it was something of a break through. republicans and democrats agreed on $500 billion in new spending, congress has six weeks to sort out the details but one thing we know already, president trump's washington is adding $320 billion to the deficit. fear of mounting debt contributed to wall street this week, what about consumer financial protection. are they being weakened. joining is white house budget director mick mulvaney also the acting director of the consumer financial protection board, mr. director those issues are important. but first bad week for white house in terms of personnel. why should women wonder if the white house doesn't have a lacks

attitude when it comes to the question of domestic abuse? >> i think what you saw happen this week was completely reasonable and normal. the president had -- >> garrett: reasonable and normal this. >> had someone working for him to came said i've been accused of this, falsely accused of this, please don't believe it, it's not true. if your cameraman said that, you'd give that perp the benefit of the doubt or at least you want to do that because you know that person and you trust that person. that's what the president did. up until the time that it became obvious when photographs came out that the person was not being honest with the president that person after that happened, we dismissed that person immediately. that's an ordinary, very human reaction to the set of circumstance, you don't with the too throw people based on allegation but as soon as it became apparent to us that the allegations were true, rob porter had to go. >> garrett: he deceived the chief of staff of the president of the united states? >> under the circumstance wasn't forthcoming with him the photographs took everybody by

surprise. >> garrett: was there a blind spot because of the reputation rob porter had in the white house? >> i think the president and the chief of staff are much more likely to believe people not based on gender but on relationship. if kellyanne conway said something, we'd be more inclined to believe that person than the person that we don't know. again i think it's very natural human reaction to the circumstances marriage in this climate do you think the president missed an opportunity, may have insulted people by not at least recognizing the victims in this situation? rob porter's ex wives the wife of davidson son? victims. >> i think what you saw the president go through this week, if you played the video of the speech that he o comment that he made he was saddened by. that he's been -- he's been let down by somebody he trusted, he put in place of authority then wasn't told the truth. that saddened the president. you saw that. >> garrett: spoken highly of

chief kelly, chief of staff, he's brought order and discipline was this week, a week that is consistent with the order and discipline? >> again, i keep telling you, we've had these conversations before that to watch the media cover the west wing then go to work there is like night and day. belief the media there is complete disarray, simply not the case. the west wing continues to function, it fixs well i hear that i'm being considered in the media at least for replacing the chief of staff, you think that maybe someone would have mentioned it to me. no one talked to me. >> garrett: how badly do you want that job? >> i don't want that job. i love the jobs that i have now. more importantly chief of that have is doing really good job. most importantly the president thinks he's doing a great job. >> garrett: john kelly served the with the well? >> under the circumstance having someone -- >> garrett: he is a man of true integrity? >> to go want to believe and trust the people that are close to you and that you know. i think the problem here was with mr. porter not with the

chief of staff. >> garrett: let's go to the budget y. is spending this money now and having deficits projected more than trillion dollars in a growing non-recessionary economy that is already jittered wall street for july week a good idea? >> it's r a very dangerous idea but the world we live in. here is what happened. we want money to defend the nation. we believe general mattis made a case to the public that we need more money to defend the nation against things like the threats from the north koreans. we were hoping that we could sit down figure out way to get additional funds to the military to respond to these threats. publicly democrats said they wanted to fund defense department. privately what they said they would not give us single additional dollar for defense. >> garrett: you knew they were going to say that. >> publicly they were thought saying that. they wanted to defend the nation. they say democrats care as much about defense as republicans do. but when rubber meets the road they don't. they held the defense department

hostage and we had to pay that ransom. >> garrett: congressman mulvaney, we vote for this? >> i'm much closer to mr. meadows who you're going to have on the show in a little bit when i was member of congress. my job as director of the office of management and budget to try to get the president's agenda passed. right now, the top priority for this president was getting the defense department the money necessary to defend the nation. >> garrett: let me ask you about your other job, acting director of consumer financial director board, it has been alleged that you have stopped that agency's investigation to equifax, have you? >> i have to give you legal answer to that. if you ask somebody in the the fbi about ongoing investigation, no, ma'am comment whether or whether or not -- >> garrett: you have written that. >> look at the public filing that equifax made last quarter look to the public 10q filing at the end of this quarter that's all i can say about that matter. >> garrett: where does

equifax and that data breach affect 140 million americans fall in your list of priorities for this agency you're now running? >> the agency's priorities remain the same. the bureau's priorities remain the same. we will protect consumers, no question about. that priorities have not changed. >> garrett: when you say protect consumers, can you define that? those that look at your attitude what you have done with payday lenders possibly equifax as taking a complete step back? >> what we've done over, there john -- >> major, excuse me. goodness gracious. used to be here. what we've done here is we've tried to figure out way to manage this bureau, this bureau is unlike any other federal bureaucracy, run by one person. right now me. it has almost unlimited access to funds. it has no accountability to congress, it is perhaps the most unaccountable euro or agency there is. we want to run that place with a good deal of humility and prudence, we're not being aggressive or pushing the envelope we're taking different

attitude. >> again, how would you define consumer protection under your leadership? what does that mean? what will people be protected from that they should be afraid of? >> from fraud. >> garrett: payday lenders? >> things that are illegal. we enforce the law. we do not make the law. that's important distinction between my leadership and previous leadership of the bureau. we will not be making law. we will not be making stuff up as we go. we will be enforcing the law. >> garrett: that's what the previous director did? >> i'm saying it straight out. >> garrett: thanks for joining us on "face the nation." we go now to kentucky republican senator rand paul whose objection touched off ever so brief government shut down. senator paul joins us from palm beach, florida, senator, what did you accomplish? >> you know, i think we should draw attention to the fact that we're spending so much money. i ran for office in 2010 with

which was called the tea party title wave at that point, we were very critical of president obama's deficits. approaching a trillion dollars in a year. we talked endlessly. we had 100,000 people rally on the mall in washington. i'm still against deficit spending because republicans are doing it doesn't make it any better. >> garrett: now deficits protected to be trillion dollars again yet in growing non-recessionary economy, are you troubled by that? >> i'm very worried. one of the questions republicans are not willing to ask can you be fiscally conservative and be for unlimited military spending. there's sort of this question, is the military budget too small or maybe is our mission too large around the world. and because republicans are unwilling to cob front that they want more and more from military spending and so to get that they have to give democrats which is more for domestic spending. the chemo price, it's

bipartisanship, if it is exploding the deficit i'm not so sure that's the bipartisanship we need. >> garrett: on defense side of the equation is the spending and the mission are they reckless? >> i think the mission is beyond what we need to be. we're actively in war in about seven countries yet congress hasn't voted on declaring or authorizing use of military forcible over 15 years now. i've been one that's been bugging the senate and congress to say how can we be at war without ever voting on it? don't the american people through their representatives get chance to say when we to go war? the afghan war is long past its mission. i think we killed and captured and disrupted the people who attacked us on 9/11 long ago. now as nation building exer shies we're spending $50 billion a year, if the president is serious about infrastructure lot of that money could be spent at home instead of build can bridges and schools and road in afghanistan or in pakistan, i think we could do that at home.

interesting thing i think the president's instincts lean that way. >> garrett: his policies have not though. >> that's sort of the problem. this is something that we've seen even going back to reagan, we love reagan the people appointed were big government types. that is a problem i see, donald trump is probably least interventionist minded president we've had in a long time. he criticized george bush for intervention in iraq war. i think he's not that excited about continuing the afghan war forever but the generals he surrounded with do not want to admit there isn't a military solution. so the war goes on and on and on. and really i think after 15 years and trillion dollars that the afghan, it's time for them to take over their country. >> garrett: we've talked about this many times, you know the instincts are to spend, yet you voted for tax cut which is contributing to the problems, how do you reconcile those two facts? >> i think if you're far tax

puts and increasing spending that's hypocritical. but if you're for tax cuts also for cutting spending of corresponding amount, i would offset the tax cuts with spending cuts. there are few of you us that would actually do that. when we had the budget deal, i also had amendment to look at and try to control entitlement spending at the time to pay for tax cuts but interestingly i could only interest three other republicans who had four votes total to try to control spending that's where the money is. >> that's my point. because you know where the votes are. you know the votes are there for tax cuts, you know they're not there for spending cuts. is there any part of your voting pattern that is irresponsible? >> i don't think so. because i can only control how i vote. i voted for the tax puts and i vote for spending cuts. the people who vote for tax cuts and spending increases i think there's some -- they're not serious 'brought the debt. but all throughout my career i've always voted for spending cuts i'm happy to offset cuts in taxes with cuts in spending.

i think that i have had consistent position and being concernnd about the debt. i want to shrink the size of government. i want to return more the money to the people who own that, who actually deserve to have their money returned to them but shrinks the size of the government. or put spending at the same time. >> garrett: this was rough week in terms of white house personnel, was the president well served by his chief of staff, john kelly? >> you know, i don't know the ins and outs and who goes through personnel files. all i can say is from looking from the outside in and not really knowing all of the facts, that obviously domestic violence should be condemned, particularly in advanced world like ours, something we shouldn't -- >> garrett: is that a message the white house communicated clearly? >> you know, i don't know. i just don't know the ins and outs i was distracted for about 24 hours of that news cycle talking for long periods of time

about deficit. it's hard for me i know media gets consumed with this, but it is sort of personnel thing that those of us on the outside don't know. everybody wants to speculate but really that she should condemn domestic violence and then -- complicated mat that's right they have to deal with. >> garrett: setting aside, the president said on twitter due process, lives are being ruined. vice president said, no tolerance. can you reconcile those two? what is the position on this? could you explain it to them? >> know it's difficult for me to get involved other than to shay that absolutely no place for domestic violence. and then beyond that, i will say that there is complicated things, somebody has to -- if you ever been to family court he said, she said. i'm 23409 saying that i'm denying what these women are saying. these things are very, very complicated. you go to family court and you're a judge you talk about a very, very difficult job.

>> garrett: we're back with california congressman adam schiff, the top democrat on intelligence committee he joins us from as they say, beautiful burbank, california. congressman, good morning. the president as you well know nation has learned declined to release the memo that you and the staff of the house intelligence committee on democratic side drafted. the president tweeted about this as i'm sure you are also well aware. let me read that. democrats sent a very political and long response memo which they knew because of source and methods and more would have to be heavily redacted where upon they would blame white house for lack of transparency. told them to redo and send back in proper form.

congressman, was the memo improperly drafted and in bad form? going to release it. that is president who puts his own personal interests above the national security of the country. now they claim when they released the republican memo this was in the interest of full france pain see all the white house people were saying full transparency, well, only goes so far. >> garrett: are there problems with the memo you submitted? >> we're going to sit down with the fbi and go through any concerns that they have. and any legitimate concerns are resource methods we will redact. >> garrett: before you submitted the memo? >> yes, we did.

unlike republicans we gave the fbi and department much justice even before we took it up in committee, invited their feedback to any experience over course. what is really going on here, majors the president doesn't want the public to see the upped lying facts. what is relied in -- revealed are quotations from the very fisa application that demonstrate how misleading the republicans have been. their goal to put the fbi on trial, to put bob mueller's investigation on trial and president is only too happy to accommodate. but the president doesn't want to you see these facts from the fisa application because it completely undermines his claim of vindication. and -- >> garrett: let me ask you, it's very important threshold question outside of the very intense partisan atmosphere. you mentioned foreign intelligence surveillance acts these are specialized warrants, secret surveillance. is it your representation to the nation, sir, that everything

that the fbi did in the process of obtaining that surveillance warrant on carter page absolutely followed proper protocol, every evidentiary standard was met and there was nothing 'skew about that warrant ever? >> if the republicans were concerned because everything i have seen, fbi acted completely appropriately, they would have invited the fbi before committee as i urged them to do and ask them questions, why didn't you specifically identify this and fbi could have said because we mask identities as you would want us to mask identities. why didn't you reveal the political bias they could say we did reveal the political bias here is where we revealed it. they didn't want to do that because they wanted to put out a very miss pleading memo. now it's very important to understand what they said. what they have said that certain information is classified, of course that's true.

the facts, all of facts in the fisa application are classified. no. never said anything that inarc q2 that's also important because our memo does layout the accurate which we think the public should see. we'll redact to protect our source and methods but the public should see this because chairman has said this s only the first phase. to be accurate one last point. that is not the first phase. this is the second phase. the first phase began with mid might run that chairman made to the white house where he misrepresented where he received information that he in fact got from the white house. and here we see once again the chairman refusing to answer whether this whole memo was cooked up in concert with the white house. that's really the problem we're dealing with. >> >> garrett: i know you've had your difficulties and feuds with chairman nunes have you read the memo recently drafted by charles grassley, senator from iowa and

lindsey graham? have you read that? >> you know, i have read different iterations of it because they put it through certain redaction reviews but i can't claim to be intimately familiar with everything in the grassley correspondence with doj. >> garrett: they are asser asserting that their memo is more detailed. that is a central question. did the fbi follow all proper procedures? if i heard you correctly you said, yes, they d. there is nothing that the fbi did that was wrong in the carter page surveillance warrant, correct? >> i think they followed all the correct procedures, yes. everything i have seen they followed the correct procedures. i will say this in terms of the grassley memorandum or the grassley letter, it is part of the same effort along with the chairman of our committee to try to put the fbi and bob mueller's investigation on trial. it is a well-known defense tactic when facts look incriminating of your client you try to put the government on trial. and what this of course detracts
