the world go for gold in the winter olympics. good morning from the studio 57 newsroom in cbs headquarters here in new york. good to be with you. i'm anne-marie green. president trump unveiled his 1.5 trillion dollar plan to fix this country's infrastructure. the deal relies on state and local governments to come up with most of the money, and it's unclear how the president plans to pay for the $102 billion that the federal government plans on kicking in. lawmakers on both sides of the aisle are both wondering where the money for this ambitious plan will come from. while environmentalists insist the plan will have devastating effec effects. a promise reiterated a couple of weeks ago during the state of the union address. >> northern i'm calling on congress fro deuce a bill that

generates at least $1.5 trillion for the new infrastructure investment that our country so desperately needs. >> a senior administration proposal says the proposal will have more than four objectives. stimulate $1.5 trillion in new in vestment and infrastructure, only 2.5 would come from direct and federal spending. state and local governments are expected to pony up the rest and while lawmakers on both sides of the i'll have questioned where the money is coming from, environmentalists have sounded the alarm. the center for progressive progress released a statement that says in part, quote, what trump and his team has released is not an infrastructure plan. it's a scam to line the pockets

of corporate polluters by gutting protections for our environment. the white house announce thad on wednesday the president will host a bipartisan group from capitol hill to talk about the proposal. president trump will also release his budget plan for the coming fiscal year today. in it expect to be cuts to dozens of federal agencies. the environmental protection agency may get hit the hardest with cuts of more than 30%. the plan will also include funding for a southern border wall, veterans health, and the opioid epidemic. >> it should be interesting. also today the senate is scheduled to begin debate on immigration reform. a procedural vote is expected to get started tonight. mitch mcconnell held an unusual debate. the debate on a number of proposals including the fate of so-called dreamers is expected

to take weeks. >> much of northern puerto rico remains without power this morning following a fire and explosion at an electric substation. it's not clear what caused yesterday's fire. the explosion knocked out two other substations. this is the latest blow to the island's dilapidated power grid. more than 400,000 still remain without power more than five months after hurricane maria. six citizens onboard a continue were british citizens. >> reporter: federal investigators will help piece together what led to a sightseeing helicopter crash in the grand canyon saturday evening. the rescue and recovery effort lasted until 2:00 in the morning sunday. >> we were hampered by severe weather conditions. we had gusts up to 60 miles an hour.

the terrain where the crash occurred is extremely rugged. it's only accessible by aircraft, and our first responders had a 20-minute hike to get to the scene. >> reporter: the chopper was carrying a pilot and six passengers when it crash and burned in a part of arizona's grand can union 70 miles east of las vegas. a wedding photographer who happened to be nearby happened to catch this video and saw some of the survivors emerge from the wreckage. >> it's amazing. >> reporter: the helicopter belongs to one of the biggest grand canyon tour companies in the area. >> this is the first crash we know of since the 2001 incident. >> reporter: back in 2001 the tour company was involved in another helicopter crash that killed six people. that crash was found to be the

result of pilot error. one of the flight recorders from a russian airliner that crashed sunday has been recovered. the twin engine jet took off 40 miles southeast of moscow. the jet hat plunged into a snowy field. 65 passengers were on board including children. russian aviation said all possibilities are being considered. in a home where two ohio policemen were shot and killed was well known to local officials. officers handled a 911 hang-up call saturday. there were previous calls at the townhouse outside cleveland. the officers were shot as soo later.

"the new york times" reports the sale of a weinstein company is being delayed. it accuses the studio and harvey and his brother. the deal to sell the studio was expected to be finalized yesterday. the company's board of directors said many of the allegations in the suit are inaccurate. military.com reports the marine corps quietly dropped a major obstacle to infantry female officers. in november theyal tered one of its notoriously grueling test. it changed the combat endurance test on the first day from a pass/fail to an exercise where students can drop without risking the course. it's making the training more relevant to skills needed in combat.

the "washington post" says the trump administration wants to turn the international space station into a commercially run venture. the white house plans to stop but according to a nasa document it's working on a transition plan that could turn the orbiting lab over to the private sector. nasa will reportedly span it over the next seven years. "sports illustrated" reports the indianapolis colts have hired philadelphia coordinator frank reich as head coach. he was involved in the high-power offense with the patriots win in the super bowl. last week josh mcdaniels backed out of a deal to become the colts' head coach. and the san francisco chronicle reports some mail thieves were in for quite a surprise when they made off with a package contains 500 live cockroaches. a california entomologist
