up to the coldest temperatures of the year. you can see the frost on the cars at the dealership in san jose this morning. let's get right to neda iranpour who has more on the cold front. >> looking at the frost makes me feel cold. we are starting to see our temperatures warming up slightly. still going to be well below average. a few wispy clouds out there, just those thin clouds, but it's a sign of what's to come. we're watching a system that will be working its way towards our area. right now, temperatures 46 in oakland. 49 in livermore. 47 at this noon hour in san francisco. so we're still chilly. here are a look at those records, though, at least we're not as cold as what we were this morning. napa, 23 degrees. we tied a record in livermore, in santa rosa as well. and san rafael. sfo broke a record, so did oakland with temperatures in the 30s. a lot of north bay valleys, we're down into the mid-20s today, so it has been an uncomfortable day as the cold air mass just sits over

california. we're also watching a couple systems that are expected to bring scattered showers. i'll track that coming up in just a bit. the brutal cold can be down right dangerous for the homeless. in san francisco where there's an estimated 7000 people living on the streets, many shelters are expanding their capacity this week. they include the gene friend rec center on 6th street, the first unitarian universal street on flank lin street, the humming bird place at sf general, the mission center, and the united council of human services on jening street. more than 14 months after the deadly oakland warehouse fire, the two men who managed the building pleaded not guilty today to 36 counts of involuntary manslaughter. kpix 5 reporter jessica flores was at the courthouse. >> derick almena and max harris now headed to a jury trial. today set for july 16th.

the prosecution saying the pair created a death trap in the oakland warehouse, leading to the deaths of 36 people during the unpermitted dance party in 2016. investigators say exits were blocked and debris filled the space. the men say they are innocent and their attorneys say their clients are being scapegoated for the tragedy. one line of defense, the investigators haven't determined the exact cause of the fire. >> they don't know that it's electrical. they don't know and they haven't discounted that it was arson. >> the attorney will argue the city is to blame for not shutting down the warehouse. they visited several times for complaints. >> it's the city of oakland that many it that had crime. the oakland fire department, the oakland building inspection department, planning department, the complete systemic failure on the part of local government. >> reporter: the judge set bail for $750,000. but the attorneys for derick

almena and harris are asking the judge to release the men on their own recognizance. they are due back in court for the bail hearing set for march it 21st. in oakland, jessica flores, kpix 5. a developing story near cleveland, ohio, classes were dismissed after a student brought a gun on campus and shot himself. it happened inside the bathroom of his middle school. it's not clear if it was accidental or intentional. six schools in the area were evacuationed and closed and panic -- evacuated and closed and panicked parents rushed to the scene to get their children. >> i didn't think it would happen here, but obviously that's not the case. >> no one else was hurt. the condition of the wounded boy who is a 7th grader has not been released. students from marjory stoneman douglas high school are planning rallies to demand lawmakers address gun control. tomorrow marks one week since

17 of their classmates and teachers became victims of the latest mass shooting on a school campus. the survivors say they will not rest until they get change. >> we have to seize that opportunity so we can ensure there's going to be change in the future. >> the fight is guilty not going to be easy in florida. the state's gun laws are some of the least restrictive in the country. george clooney and his wife are trying to help their cause, donated $500,000 to students organizing nationwide marchs against gun violence, and the clooneys say they will attend one of the marchs. we are poised to fail another if congress doesn't act now. new at noon, a state lawmaker at the forefront of the me too movement is now defending herself against sexual misconduct allegations on the job. assemblywoman christina garcia has authored numerous bills about sexual assault and consent and was featured in time magazine's persons of the

year issue recognizing the silence breakers, but now she's among the accused. a former staffer says he was working in the state capitol when garcia cornered him at a staff softball game. >> she touched you sexually? >> yes. she grabbed my butt and i spun to turn around. as i turned, she tried to reach for microtia -- my crotch and she did. >> i'm going to be respectful of the process. i've never had allegations like this against me. >> a second unnamed accuser claims garcia made a move on him. she denies that claim. garcia says she has no plans to resign. meanwhile, president trump is lashing out at a woman who claims he once forcibly kissed her. rachel crooks is among 14 women who have accused trump of

sexual misconduct. the washington post featured crooks in a story today. in a tweet, the president denied the allegations saying quote, a woman i don't know and to the best of my knowledge never met is on the front page of the fake news washington post saying i kissed her for two minutes, yet in the lobby of trump tower 12 years ago. never happened. who would do this in a public space with live security. new charges and new pleas in the russia probe. >> special counsel robert mueller accusing a dutch lawyer with ties to trump campaign aide rick gates of lying to investigators. alex vander is charged with covering up his discussions with ukraine with gates and failing to turn over e-mails to the special counsel's office. this will be the fourth guilty plea in the mueller information. it is expected to ratchet up the pressure on gates as he negotiates a plea deal. if a deal takes place, gates would become the third known person to cooperate with

mueller's investigation. today, the trump administration unveiled another alternative to obamacare. it allows insurers to sell policies that just under a year. it would make it easier to get coverage through short-term plans which don't have to abide by obamacare's consumer protection. the plans would set rates based on medical history and would be allowed to exclude people with preexisting conditions. house minority leader nancy pelosi had this to say about the plan quote, republicans plus stop cynically raising americans costs and working in good faith with democrats to improve and update the affordable care act to reduce health costs for everyone. a push to keep flavored tobacco products out of san francisco. city leaders along with parents and health officials are rallying outside city hall to protest tobacco companies. a repeal is up for a vote in the june election. to keep the ban enforced, the

group is asking politicians not to take funding from the tobacco industry. >> so far, every political elected official that we talked to seems to be in support. they know the need to be able to restrict the tobacco industry from targeting our youth. >> the group claims big tobacco is misleading voters. a lot of shaking instinct east bay, a cluster of small quakes reported in the mount diablo area. it started at 1:30 this morning, a 2.8 hit, then a 4:.25. 30 seconds later a 3.0. then at 4.26. a 2.9 struck closer to danville. 28 small quakes have hit the region since last week. no damage has been reported. seismologists say this is tip activity for the area and isn't necessarily an indication of a major quake. four adults narrowly escaped after flames engulfed their home in walnut creek early this morning. the fire started at around 4:00

>> imagine if it rains. when the sun comes out, you have red. we are starting to see the sun, which is a welcome sight because of the cold temperatures. temperatures are down into the 20s for many spots. it was really pretty uncomfortable for a lot of folks. we are starting to warm up and it looks nice out there. temperatures in concord bumped up to 50 degrees. oakland, you're warming up slightly. down to 32 degrees. now,48. san francisco 49, san jose in the 50s and our winds are looking pretty calm. hatch moon bay, there's a bit of a west moon coming through. downtown san francisco, west wind, sustained wind at 10 miles per hour. the rest of the area, 5, 6 miles per hour, not too crazy. not like what we saw yesterday at this time when we had breezy conditions. we are seeing cloud coverage coming through. this is ahead of what's to come, a slight chance of scattered showers late tonight and again on wednesday night

into thursday. here's the wider view of our satellite and radar. yes, there's some green popping up. just off the coast, i want to show you on our high def doppler. you can see a little bit here. it has not quite made landful. it is very far north from our area. eureka, crescent city, may get a little bit of rain this afternoon, and then for us it's not going to arrive until late tonight, if it does. it's not expected to be too much rainfall for the first round. the second round, maybe more intense. our high temperatures, upper 40s expected for pacifica. low to mid-50s for your afternoon highs. you'll bump up a few degrees from this noon hour. 50degrees expected for the high in san francisco, and that is about ten degrees below average for a lot of our area. temperatures in the 40s for this afternoon for clear lake. sunset happening at 5:54. sunrise tomorrow, 6:51. it was just around sunrise when we really got cold this morning. future cast showing that chance of showers, 3:00 a.m., and then throughout the day tomorrow, we

may see some sun, some clouds, and yes some rainfall in parts of our area. but thursday is the storm that's going to bring a little bit more chance of some rainfall and that actually could lead to low elevation snow. some of our local hills could actually get a dusting of snow from the two systems and the thursday system will bring a bit more sierra snowfall. we could get 8 1/2 inches at donor summit. 6inches possible for bear valley, and a few inches of fresh powder for the sierra. three things to remember, sub freezing conditions for the morning lows. it's going to be chilly overnight, and morning. afternoon highs, 10 degrees below average, scattered showers, low elevation snow possible for wednesday and thursday. in your 7-day forecast, showing we have dry conditions, friday, saturday, sunday, like when the weekend stays sunny and another storm possible on sunday. >> you are right about the sun being deceiving out there. look out the window, it's all inviting. big jacket on. let's take a look at the
