area. this is in the hills near san jose. chopper 5 is heading to mount hamilton right now, where we hear there is snow. steady drops fell in palo alto earlier today. people have their umbrellas out and rain boots on. cars driving slowly through downtown palo alto with windshield wipers on. and this storm system moved into our area in the early morning hours. this was the scene downtown oakland. you can see the wet roads and sidewalks. let's get over to neda iranpour tracking the showers right now. a lot has moved away from us. look what it left behind. we should get a really impressive view. this is the lake observatory camera at mount hamilton. that would be snow on the ground and in those trees. here's another view from alex in milpitas. you see that right there? that would be a coating of

fresh powder that came down. not too much measurable snowfall. it's pretty rare to see it was cold enough that a lot of rain turned to snow. where is it now. high def doppler showing a lot of us staying dry as the system has moved further down south. i'm seeing a little area of snow coming down across mount hamilton. looks like high def doppler not showing it's coming down. the cloud cover just still out there as we saw in that chopper camera shot, and then further south of morgan hill is where host -- most of the rain is. it's not over yet. we have a chance of afternoon thunderstorms, even some hail. how much rain did we see this morning? from the north bay that's where it started. st.helena, 1/4 inch. and moving toward the l. a. area. we'll talk about the sierra snowfall, and what you can expect coming up.

a powerful line of tornadoes rocked the central and southern u.s. over the weekend. strong wind and rain mangled cars, flipped rvs and shredded roofs, killing at least 4 people. one woman watched their barn fly over their house. >> we got in the closet and it was trying to suck us out of it. we're lucky to be alive. everything can be replaced. >> this thousands in tennessee was completely flattened but rescuers did make an amazing discovery, pulling a trapped dog out from underneath the wreckage. the national weather service says 12 confirmed tornadoes touched down across tennessee, kentucky, arkansas and missouri. new at noon, the future of bay area parking, the first and only fully automated free standing structure is open for business. kpix 5's jessica flores live in oakland on the opening of what's known as the hive. jessica. >> reporter: hey, they just had the ribbon cutting for the hive here. this is a 7 story building

behind me. now it looks just like a gray block here in uptown oakland. inside it's pretty complex. think of a vending machine for cars. >> it's the first fully automated parking structure in northern california. drive in, hop out, select a spot, and let the machine do the rest. it lifts each car to the designated space, and when you return, punch in the number, triggering the elevator to bring it back down. city lifts says it makes every available square inch count. the structure stacks 39 spaces into an area the size of just 7 parking spaces, a tighter space with a smaller carbon footprint. the structure eliminates 91% of greenhouse gas emissions compared to a conventional parking structure. oakland mayor libby schaaf calls it the future of innovative parking. >> is this company which is perfectly based in oakland is a

forward future looking approach to solving the urban transportation challenges. >> reporter: now, the parking structure here will be used for monthly parking for employees in this area. then after 5:00 p.m., it's general parking. reporting live here in oakland, i'm jessica flores, kpix 5. changes could be coming to public sector unions, the supreme court is taking a case between conservative groups and organized labor. the justices will be a challenge backed by anti-union groups over fees that workers who are not members of public sector unions must play to cover the cost of collective bargaining with state and local governments. ruling against these fees would be a big set back to organized labor and deprive unions of millions of dollars. as the case gets underway, dozens of rallies are planned across the bay area. several teachers from the oakland education system gathered this morning, teachers held signs and went inside

shortly after. another high stakes case, the supreme court declined to hear president trump's bid to end the deferred action for childhood arrivals program, also known as daca. the justices refused to take up the trump administration's appeal of a federal ruling that keeps daca in place. the high court leaves in place a preliminary injunction issued by a federal judge last month. that injunction blocks most of trump's order to repeal the program which would have started to expire in march, possibly opening the way for the deportations of a thousand young people. one of the wounded students who survived the florida high school shooting is sharing her story. maddie got emotional as she talked about the first responders and doctors who saved her. >> i was sitting on my couch today thinking about all the letters and gifts everyone has given and just like all the

love that's been passed around: i definitely wouldn't be here without it. >> students are preparing to return to school wednesday as state investigators look into law enforcement's response to the shooting. yesterday, florida governor rick scott ordered the investigation after new reports of at least four deputies not confronting the gunman. in the bay area, dozens of high school students stood outside in the rain rallying for gun control, joining forces with raging grannies. demonstrators want to show support and demand change. they want stricter gun laws after the suspected gunman used an rr15 to kill 17 people. >> i -- ar15 to kill 17 people. >> i hope people realize they have a voice and they can use it. a lot of people are going to be voting in november. it's important for them to realize they have a vote and a shot to make a difference at this. >> the student protests for gun

control legislation has become a nationwide movement, calling on schools to give teachers more money, not more guns. that is what president trump wants to do, meeting with the nation's governors to talk about school safety and the possibility of arming teachers. weija jang has more from the white house. >> reporter: president trump says one item tops the agenda for his meeting with some of the nation's governors. >> most importantly, we want to discuss the public safety in schools. >> reporter: to tackle gun violence, president trump has proposed toughening background checks, and raising the age to buy most guns to 21. the president seems to be focused on putting more guns in schools. >> we have to take steps to harden our schools so that they're less vulnerable to attack. this includes allowing well trained and certified school personnel to carry concealed firearms. >> reporter: some of the nation's governors don't agree with the idea. >> i want our teachers to teach, and i want our law

enforcement officers to be able to protect the students. >> reporter: the president's call to arm teachers will be heavily debated on capitol hill as congress gets back to work this week. >> we have labeled all the schools as gun free zones. >> once you are in the position of hoping a security officer or gym teacher takes a pistol to a military style assault weapon, public policy has failed. >> reporter: students are expected to make their case directly to lawmakers on capitol hill today. weija jang, cbs news, the white house. now, the nra which strongly supports gun laws, the idea of raising the age to 21. >> after a weekend of trying to woo delegates at the state convention, none of the democratic, gubernatorial candidates were able to secure the part's endorsement, which required 60% of the delegate vote.

lieutenant governor, gavin newsom gathered the most support with, john chung, second, and delain easton with 20%, and former los angeles mayor antonio came in 4th with 9% of the vote. an unexpected political blow for senator diane feinstein, the california democratic party chose not to endorse her in her reelection bid. feinstein received support from just 37% percent of delegates. her main challenger, kevin deleon received 54% of the votes. still ahead, samsung's new galaxy phone, it can translate foreign languages on the fly. we'll take a look at other brand new features. and planning a trip to hawaii, you party make sure you still have a ride, the issue forcing one airline to cancel hundreds of bay area flights.

larger than any rival phone. still no comment from apple. a new video shows a rare snowstorm. this is in italy. rome was blanketed in white for the first time in 6 years and look at that priest at the vatican. they were having fun. couldn't resist a chance to throw snowballs, some people tried to snow shoe or sled through the city. rome only got a few inches, but it has shut down major tourist attractions, schools, and eventual public transportation. and we're going to take another live look from chopper 5 now. where is copper 5. look at that. over the snowy hills in the south bay, this is a look at mount hamilton. you can see that slight dusting of powder, and i know that makes you very excited. >> i'm so glad the chopper made it out there so we can bring you that view, a rare sighting and we have it here from our lake observatory camera. it is rare, neat to see. if you are in the south bay, look east, and you should see

it. we are dealing with clearing now. the skies, the cloud coverage is clearing up a little bit. it's still cloudy in this view though. you can definitely l condition at the top of the mountain where the observatory is. the high def doppler, most of the areas are nice and clear. behind this cold front that is passing through, we are looking at instability. we will start to see this afternoon as we get a little bit of warming out there. and then we're going to start to notice the chance of thunderstorms. look at this, right now, it's still coming down in the form of very light flurries across mount hamilton on 1:30 right by the observatory. we're noticing on high def doppler, that's when a lot of north bay got the rain and this area was still seeing flurries and it moved further south and now it is south of the bay area. we are looking at now really cool cloud coverage out there. this is our dublin camera. windy conditions, look at that tree flowing in the wind there. we are noticing strong gusts, here's the skies across san jose. cool clouds, i love seeing

that. 56degrees in san jose. 50 in san francisco. livermore, 51 degrees, oakland 52 degrees, the satellite and radar, behind the storm, impacting l. a. tonight, we will be dealing with wind, colder air, thunderstorms and hail. your future cast showing that a lot of the east bay could be impacted by pop up thunderstorms later this afternoon. so until about five, 6:00 today, there's still that chance, though, do not put your umbrella away. you may need it as these cells may pop up. here's a look at the winds, west winds in hayward, up to 18. we have breezy conditions all morning long with sustained winds, 20, 22 miles per hour: and those gusts, even stronger through the north bay hills especially with the wind direction. it's coming from the west and that's why we also feel pretty cool out there. it's not necessarily the most comfortable day to take your jacket off. raincoats, warm clothes, probably the best thing to have for this afternoon as well. sunset tonight at 6:00 p.m.ment sunrise tomorrow, 6:43 in the
