live from the cbs bay area studios, this is kpix5 news. snow once again makes a triumphant return to the bay area. the winter weather system dusting peaks and hills. good afternoon, everyone.

a picture perfect scene. >> kpix 5's juliette goodrich is there with a closer look at the rare snowfall. >> hi michelle, hi anne, welcome to california snow. here's your closer look. i tried to hold onto this piece of snow as long as i could. it's starting to melt. there you go. but directly behind me, you can see mount diablo, and yes, it's just a dusting right now. i have to tell you this morning, it was absolutely gorgeous. breathtaking and even what's more is that the livermore hills also were covered with snow as well. so you kind of had a double dosing of snow when the temperatures got so cold. here at mount diablo, osteo many people are coming up on their bikes with their kids to take a look, and there are road closures believe it or not because of the icy weather. one couple told me they felt like they were in another country. >> look at that. >> right. this is a little bit like the

italian alps. in danville. >> exactly. so we don't have to travel there. >> reporter: how often are you having to close the roads because of the snow. this isn't tahoe? >> it's the first time this year. last year we got a few snow days. last year, i would say less than five, but several days, and there was about a week stretch last year where there was some ice up there where the actual summit road was closed but people could drive most of the way up. all right. so back out here live, i want to show you these are the lier mother hills you're looking at -- livermore hills you're looking at so you can see the snow there. if you're seeing this video and you're thinking i want to go to mount diablo, take it from me. this is california. it's very sunny out, and this piece of snow has certainly seen its better day. one group from clorox came up here for a team bonding. another gentleman actually came up here. his mom passed away. his favorite thing was snow. he came up here to take a moment to be in the snow.

a special day for a lot of people and we want to know how long it will last. neda, i know you can fill us in. you're the expert, let us know. we're going to see more snow headed to our area. that's what's exciting. the winter party is not over. thank you so much for being out there. it's neat to see. that snow is melting but livermore valley, they got early morning snow, 2:00 a.m. snow levels dropped as low as 1500 feet. that was quite a cool sight and look at this dog, this dog wanted nothing to do with it. elizabeth sent this picture from clayton. look at that view, it is gorgeous at mount diablo. this is our live view from our dublins camera. this was coated earlier this morning. it almost looked like we were checking out the rockies, this is our local bay area hills. where did the storm go? it's moved to southern california, bringing them a wintry mix. we are siegel vacation levels across l. a. and san diego, and

for us we have mostly sunny skies. we are seeing winds pretty strong, especially along the east bay and north bay, and for san jose right now, nice clear conditions and temperatures in the 50s. it feels colder because of that wind. we have another storm system. it's working toward northern california, picking up moisture as it heads towards our reason. we'll talk about how much rain and snow we're going to get from it. a new state report reveals emergency managers in sonoma county were not prepared for wildfires in the wine country. jessica flores is live with a freak down of the critical report. yes, sir -- break down of the critical report. >> reporter: county supervisors are meeting with the emergency managers trying to figure out what went so wrong. they really haven't been able to discuss and tackle this issue for months because they wanted to wait for that state report and so there's a lot of

pent of anger. it is emotional. they want to know why so many people didn't get emergency alerts that day, and that's one of the big take aways from this report that came out monday. that basically the county could have sent out emergency alerts via cell phone and they didn't. now, this state report finds the county agents had communication gaps. it found that the county lacked timely information about the fire scale, character and movement. now, the fire killed 24 people, burned more than 5000 homes here in sonoma county. among the victims, supervisor susan goran. she lost her home and broke down today after reading the report. >> i have been listening to my friends and my constituents for four months. the horror stories and experiences that you had over that 19 days were

indescribable. my heart bleeds every time i have to listen to them. not one person received an alert. what the hell are we doing here? >> reporter: now, of course there's a lot of questions. why? why didn't they send out those alerts? lake county sent out alerts there? but snow county only sent alerts to those folks who opted into a sonoma county alert system and the county was unaware it could send targeted wireless alerts to only those residents in the fire zone and at the time, county officials said the reason they didn't send out those mass alerts and they didn't want to cause widespread panic. right now, again, county supervisors are inside a meeting discussing this new report from the office of emergency services. one of the main things they are talking about is better training, better coordination, and they also want more support and resources from the state. now, this meeting here in santa rosa goes until 5:00 p.m.

reporting live in santa rosa, i'm jessica flores, kpix 5. new at noon, a push in santa clara county to clear up the backlog of rape kits. today the board of supervisors is discussing how to speed up the testing process. right now, the county has about 270 packages of evidence from sexual assaults. it takes an average of about 94 days to process the evidence in each of them. supervisor cindy chavez is recommending a new policy. >> but what we're hoping to do is be able to do three things, one, we want to get every kid processed in 30 days. two, we want to make sure that we have zero backlog. three, we want to make sure that if there's any triage that needs to happen with the cases, we can properly identify them so they're not considered backlog. >> chavez is asking the district attorney to report back next month with the resources needed to process all kits by july of 2018. california lawmakers are introducing ten new gun control

bills, ranging from expanding the definition of an assault rifle to expanding the gun violence restraining order. >> i think we are looking to them for inspiration. we believe that their call to actions shouldn't just be happening in florida. it should be a call to action in washington, but also in every single state capitol across the country. >> but gun advocates feel lawmakers are unfairly targeting the second amendment. >> our california legislature is trying to do is basically take advantage of tragedies in order to do something that it is that they have always wanted to do and that is they just want to ban guns. >> if the bill is passed, they will take effect starting on january 1st. in washington, a bipartisan senate bill is being introduced to raise the age of purchase for most assault weapons. weija jang reports the white house has not yet endorsed a plan to make that happen. >> two senators, one democrat, and one republican plan to introduce a new gun control bill in the u.s. senate today.

>> moving the age to 21 for assault weapons, those type of purchases to make it in line with what is already there for handguns. >> president trump has called for that to happen. now the white house is being more cautious about whether the president would sign the bipartisan bill. >> it would be premature for us to weigh in. as i said, the president is still supportive of the concept. >> reporter: the president may support the concept. the nra does not, and that will make it very hard for congress to clear a bill that raises the age to buy assault weapons. >> there are a number of things that are being looked at. that's not one of the ones being talked about, basically as closing loop holes. >> congressman steve scalise who is himself a victim of gun violence, met with students from marjory stoneman douglas high school monday. >> we talked about policy, but really we talked a lot about shared experience. obviously it got very emotional, some of the things they have been through are similar to some of the things i

have been through. >> reporter: the douglas students have been very vocal in their push to change gun laws since the mass shooting at their school in parkland, florida, almost two weeks ago. >> i believe they're changing the way our country thinks about this issue. >> reporter: the students met with senate minority leader chuck schumer this morning. weija jang, cbs news, capitol hill. reforming gun laws on the state level is more likely than on capitol hill. white house communications director hope hicks met with the house intelligence committee today in a closed door meeting as part of its russia investigation. according to a republican on the panel, she refused to answer questions about events and conversations that occurred since president trump took office. hicks is a key eyewitness to the president's actions over the past several years. she was a spokesperson during the 2016 presidential campaign. meanwhile, president trump announced he is officially running for reelection in 2020 today. the news posted on the president's campaign web site

and brad parscale is going to be named campaign manager. he led trump's digital campaign during the 2016 election. republican doug osey has dropped out of the governor's race. he cited a crowded field of candidates and a lack of fundraising. lieutenant governor gavin newsome, state treasurer john chung, delain eastman, and former los angeles mayor, antonio regosa. republican candidates, businessman john cox and orange county assemblyman, travis allen: san francisco interim mayor mark ferrell is opening his office to the public. open door chats start on friday. they will happen twice a month for a three hour period. he will talk to anyone who enters a lottery system in three hour slots. commuters with long b.a.r.t. islands need to remember to -- rides need to remember to charge phones and computers.

dusting. thank you to rowen who's in san jose who sent this picture. i sure do appreciate it, especially when it involves snow across the bay area. lake observatory, mount hamilton, you can see a lot of snow is slowly disappearing, especially on the sunny side of the hill. this whole area was cord this morning when i checked. i keep checking periodically to see if it's still there. we have mostly sunny conditions out there. it will be melting here quickly. temperatures are in the low 50s. 53 in san francisco. 52 in livermore, oakland. west, northwest winds in oakland at 12. sustained winds in san francisco at 13. fairfield still breezy conditions there, across the north bay hills, they were looking at gusts around 30, 35 miles per hour. mount diablo has also been very windy as well. your high temperatures this afternoon are going to rise a few more degrees. we're looking at upper 50s for the bay and along the beaches, and low 50s for san rafael, and warmer in the santa rosa and

the mid-50s. sunset at 6:01. sunrise tomorrow, 6:42. here's the snow we have been watching for across the higher elevations. ski resorts, squaw reporting 18 inches. these are their official numbers over the last 24 hours. heavenly 13, sugar bowl 14, not bad. that's pretty good but there's a lot more coming. here's future cast, i want to show you when the first round of rain will arrive. tomorrow, lunchtime, not going to see much precipitation until after 12:00. the north bay will get the first round of rain drops, and then by tomorrow night through early thursday morning, we're going to see widespread rainfall across all of the bay area, and it's going to last all day thursday. we are also going to get a lot of sierra snowfall from this, especially on thursday as well. keep that in mind for your travel. friday morning, a little bit of a break, and then look at this, by friday afternoon, we're getting more of it. it's going to last through saturday morning. as far as the rain totals go, we're going to get very few rain drops by wednesday night.

but then look at this, thursday afternoon, we're already looking at over an inch of rain. possibly an inch and a half at the coastline. 2inches by the time this is all said and done. there is a winter storm watch i want to show you, a big snow maker, 3 to 5 feet at elevation, 7000 feet, and 2 feet of snow expected at around 6000 feet elevation. then after the system is done saturday, sunday, high pressure returns and temperatures will slowly rise. and that's a look at your forecast. some georgia pol ns say let's tell you what's coming up next. starbucks about to charge more for the next jolt of caffeine, the latest coming up. fire fighting is a very dangerous profession. we have one to two fires a day and when you respond together and you put your lives on the line, you do have to surround yourself with experts. and for us the expert
