and i'm anne makovec.. in for kenny choi. the bay area is about bracing for a massive winter storm. let' neda iranpour good afternoon, i'm michelle griego. >> and i'm anne makovec in for kenny choi. the bay area is bracing for a big winter storm. so let's get right to neda iranpour this afternoon. >> yes. good afternoon, everybody. taking a look here, this is a sign of the storm that's on its way right now. we have dark clouds looming over the bay and that's been the story throughout the morning hours. the clouds are here. as far as the rain goes, where is it?

right now on hi-def doppler it's to the north of us. we saw a few areas of light drizzle probably not even reaching the ground across parts of the north bay but most of it is right here. so yes, garberville, they have been dealing with a lot of that rainfall and snowfall throughout the morning but here's the futurecast for when we can expect to see t light drizzle through about 3, 4 p.m. today and then by 6:00 in santa rosa it will pick up. then widespread rain by 9:00 tonight and it's going to last through the overnight hours. that's when it will be the heaviest midnight and on. i'll track it for you and let you know how much is on the way coming up. new at noon, the battle over immigration enforcement heats up in the bay area. the head of i.c.e. is railing against the oakland city mayor after she warned the community of planned i.c.e. raids. jessica flores has the mayor's reaction. >> reporter: the mayor is defending her decision, michelle, this afternoon after the head of the immigration and customs enforcement went on fox news criticizing the mayor for sending out a warning to the

public of those potential raids. now, we know those raids happened and the mayor says her warning helped keep families safe. >> i hope we take this moment to recognize that we have to fight against the racist myth that the trump administration is trying to perpetuate. >> reporter: i.c.e. confirms agents arrested 150 people in the past few days. the sweep is being called operation keep safe. it stretched from bakersfield to the oregon border. now, i.c.e. officials say half of those arrested have criminal records including assault and dui convictions. immigration agents say they are still looking for more than 8 immigrants who the agency -- 800 immigrants who the agency says is public safety threats. they blame the mayor for hampering the operation. >> what she did no better what is a gang lookout yelling police when a police cruiser comes into the neighborhood

except she did it to the entire community. it's beyond the pale. i have been doing this for 34 years and this is a whole new low. >> i'm doing my job as mayor of oakland. my job is to make my city safer. and i take public safety extremely seriously. >> reporter: now, the head of i.c.e. says that the justice department is looking into whether or not mayor schaaf here in oakland obstructed justice by sending out that warning to illegal immigrants. live in oakland, i'm jessica flores, kpix 5. new at noon, an important "dream act" deadline is fast approaching. and a bay area sanctuary college wants to make sure its students are aware. kpix 5's jackie ward is at city college where the board and lawmakers are getting the word out. >> reporter: alejandro is a daca student at city college and says he feels safe here at a time of uncertainty. but that wasn't always the case for him. >> i was afraid to see what was going on outside even to come to school. i was, like, i don't know what's in the future. i don't know if this is going to help me. i don't know if i doing right. >> reporter: he is here today

to urge students like him to apply for the california "dream act" in order to be eligible for state financial aid. as a sanctuary college, chancellor dr. mark roche says most of the daca and illegal immigrant students are qualified to receive money for school. >> but we understand the apprehension even the fear of putting your name down on an application. >> reporter: david chiu said part of the reason he was at the press conference was because of the lack of progress congress made on immigration reform. >> it's so important for all of us to know, to hang together, because this time period will end at some point president trump will no longer be president and i'm looking out to the next generation of our leaders. >> reporter: 5 p.m. this friday is the deadline for the financial aid application. and leaders of city college want students to come to them if they have any questions. >> there's places in the country where you don't get any of this. so take advantage of the fact that we're in a city that supports you.

>> reporter: president trump says that daca expires on march 5th unless congress comes one a solution. jackie ward, kpix 5. two senators are putting together a short-term fix for the daca program. the proposal includes three years of border security funding. meanwhile, the senate has rejected three immigration proposals that would have included permanent protections for the nearly 2 million illegal immigrants brought into the country illegally as children. state senator harris said: >> reporter: chp officers detained a teen who was spotted dodging oncoming cars on a busy bay area freeway. she was on foot. the incident on 80 in berkeley was caught from helicopter video at 12:30 a.m. you can see her running toward a patrol car near the ashby avenue exit. authorities will only say that rerted missing and ar-old who

at risk. new body cam video shows a shootout in san francisco between police and a man wanted for murder. this is the moment officers caught up with the suspect. >> the suspect joel armstrong is accused of carjacking a vehicle on south street after allegedly killing a man and injuring another. police tracked him to this rv near alameda after repeated orders refusing to come out. three people and a dog came out. then moments after shots were fired from the rv. two hours later, armstrong left the rv and was arrested. police say this is the firearm they recovered from the suspect, a 9-millimeter gun. 7 officers fired 65 shots. no injuries. police are hoping a $10,000 reward will help them find the

man behind a bb gun attack on a bay area freeway. this is one of the charter buses hit over the past two months on 280 between woodside and cupertino. there are no reports of injuries. new at noon a teacher is in custody after shots fired in a classroom. the teacher is arrested. no students were hurt. it is a day that some people dreaded and others welcomed in parkland, florida, the first day of classes since the school shooting that killed 17 people dead. hena doba was there for the emotional return. >> reporter: it was a somber scene outside marjory stoneman douglas high school where students received flowers on their first day back since the valentine's day massacre. more than 400 law enforcement officers from around the state were on hand for security and dozens of parents and community

members were there to show support. >> i'm nervous. but i'm just happy to see everyone come together and support each other. >> reporter: many students wore t-shirts with school colors and a message, msd strong. fred had encouraging words for students returning to school today including his son. his 14-year-old daughter jamie was killed in the shooting. >> my daughter the strongest person i knew she really was. >> reporter: inside the school, the day started with fourth period so students and teachers could connect with people they were with when the shooting started. >> it's different. i'm not just walking into school to, like, do math. >> reporter: former student nick lag cruz is charged with 17 counts of premeditated murder. cbs news has learned he left 180 rounds of ammunition inside the school along with his rifle. sources say he fired 16 rounds at a stairwell window trying to

hit people but the bullets didn't pierce hurricane-proof windows. his firearm is believed to have jammed while reloading. it caused him to flee. florida's governor is promising to pass a school safety bill before the state's legislature ends its session next week. hena doba, cbs news, parkland, florida. meanwhile, one of the nation's largest outdoor gear retailers is ending the sale of assault style rifles in stores. dick's sporting goods made the announcement this morning. this new announcement includes all stores nationwide, not just california. it states the store will raise the age limit to buy a gun to 21. dick's chairman and ceo edward stack says after the florida school shooting, the company felt it needed to do something. >> we need to take a stand on this and those kids talk about enough is enough. and we had meaningful conversations about this with our team. and we concluded that if these kids are brave enough to organize and do what they're doing, then we should be brave

enough to take this stand. and that's what we've done. >> stack says that the gunman nikolas cruz had purchased a gun at a dick's store but not the one used at the school shooting. president trump's son-in- law jared kushner no longer has access to the nation's top secrets. the senior adviser to the white house had his security clearance downgraded on friday. he had access to top secret information while the fbi completed his background check. that report was delayed after he refiled his paperwork three times because of undisclosed contacts with foreign nationals. >> he is a valued member of the team and he will continue to do the important work that he has been doing since he started in the administration. >> at this point, it's unclear exactly how long the diminished security clearance will last. the man known as america's pastor is getting a special tribute in the nation's capital. we'll show you how some of the most powerful people in washington are paying their respects to billy graham.

ominous. the rain is north of us but it will head towards our area. it will be in the bay area by tonight with a significant amount of rainfall after midnight through noon tomorrow. we'll show you how much rain is on the way, up to 3 inches for the bay area. 5 inches for some of the coastal mountains like the santa cruz mountains. the brunt of the storm will be tomorrow. it will be windy, also. 2 a.m. to noon we have a wind advisory, gusts up to 45 miles per hour or higher at the ridge stops, sustained winds all throughout our area between 15 to 30 miles per hour.

18 inches at sugar bowl, 14 inches at kirkwood. ski resorts were happy with the storm coming through on monday but this is what they aring about to get several feet of snow. up to 5 feet expect across ski resort level, one to feet at the sierra foothills. there's a blizzard warning at lake tahoe. so if you can't get up to the resorts now, i don't advise trying to drive up there tomorrow. there's going to be white-out conditions even backcountry avalanches likely because of the wind and the heavy amount of snowfall that's coming. showers will be downpours overnight. heavy rain tomorrow. strongest winds also tomorrow. the morning commute will be slick out there. please take extra time. sierra snowfall will begin tonight through saturday again up to 7 feet expected.
