captioning funded by cbs captioning funded by cbs f march 2nd, it's friday, march 2nd, 2018. this is the "cbs morning news." strong storms slamming both coasts. a nor'easter is bringing hurricane force winds and wet snow to the east, triggering flooding conditions while the west coast is dealing with heavy snow, rain, and the mudslides. thousands of residents in southern california have been told to evacuate. and russia claims to have a new generation of nuclear weapons, putting an already strained relationship between russia and the u.s. on ice.

>> president trump understands the threats facing america and our allies in this century and is determined to protect our homeland and preserve peace and strength. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. this morning both the east and west coasts of the united states are threatened by powerful storm systems. in california, flash floods and heavy snow are predicted, and here on the east coast a slow-moving nor'easter with hurricane-force winds and coastal flooding are an issue. high tides will make matters worse. the coast guards of massachusetts have been told to evacuate and airlines are beginning to cancel flights. hena doba begins our coverage. >> reporter: march is most definitely entering in like a lion.

residents are in the line of a nor'easter. this is snow in erie, pennsylvania, already contributing to thousands who lost power. heavy rain, flooding, and hurricane-force winds are already in the forecast. >> the gusts may go as high as 91 miles an hour, which will blow someone over. >> reporter: it's a historic crippling event especially for coastal towns in massachusetts. officials there are warning of a storm surge that could reach around 3 feet. waves up to 30 feet during severe whether are expected to last through high tides. >> the winds are going to hold those waters onshore and then the next tide will come in and the next tide will come in and there's not going to be a lot of drainage. >> reporter: all of the weather is wreaking havoc on flights. hundreds of flights have already been canceled. here in new york officials warn there will be more delays to come if the snow and wind materialize as predicted. hena doba, cbs news, new york.

eric fisher, chief meteorologist at our boston station wbz, is following both weather systems. >> we've been watching snow come through overnight. as we go through the day there will tighten up into a nor'easter. a lot of rain and damaging winds and also snow. the snow will be heaviest across new york state. it will be sneaking down. the boston area finishes that snow. in terms of wind, very powerful wind gusts expected right on down through the mid-atlantic and washington, d.c. and across the appalachians where some of those gusts can be up to 70 miles an hour on friday. when you look to the atlantic, 30- to 40-footers. dangerous for the mariners. meanwhile on the west coast, we've got a big storm here as well. rainfall and tons of mountain snow.

it's been a quiet winter, now making up for lost time. 3 to 5 feet across the sierra. more could fall into next week. also watching the rain threat in southern california where flash floods are out. mudslides and debris flows both possible to end the week. i'm meteorologist eric fisher for cps news. >> in santa barbara county, california, residents in areas that were scarred by wildfires are at particularly heavy risk for rain and have been ordered to evacuate. tom wait has that part of the story. >> reporter: the big concern during the overnight hours is the amount of degree not just in the city but in the hillsides around montecito. that's because the hillsides are gone. mud-ravaged montecito is set for another soaking. tonight its mostly abandoned neighborhoods means people are heeding the warning to leave. mark alfano headed out late this

evening. >> taking precautions. we never know what else is going to happen. i think the best thing you can do is listen to the evacuations at this point and be somewhere safe. >> reporter: the santa barbara county sheriff's department went door to door throughout the day, making sure neighbors knew it was time to go. hank peterson and his kids headed to goleta to stay with family while the rains rolled through. their home was mostly spared during the big january storm, but they're still taking precautions. >> putting sand bags there going down the driveways. a lot of neighbors haven't come back. it's been kind of a ghost kind of town right here. >> reporter: with many homes in this section destroyed there were few homeowners left. the ones that were left seem to be obeying the orders to leave. >> it's a good idea to get out so we don't get trapped and make it easier on the first responders too.

>> reporter: there were holdouts. this business owner in town decided to stay. >> we have milk, we have everything. >> reporter: they're monitoring the situation closely and will patrol if need be, but they're saying they're hoping most people heeded the orders to evacuate. tom wait, cbs news, montecito, california. in california's sierra mountains, several feet of snow could fall. a blizzard is expected. whiteout and dangerous windchill conditions are forecast. the national weather service says travel will be difficult to impossible. in some areas, drivers are required to have tire chains or snow tires, and an avalanche warning has been issued. in the nation, president trump is dismissing vladimir putin's claim of new weapons.

in a statement yesterday he said his weapons include a nuclear powered missile and a sonic missile that cannot be stopped by western defenses. the message did not sit well at the white house. >> president putin what the united states government has known all along which russia has denied. they've been developing destabilizing systems for over a decade in direction violation of its treaty obligations. >> putin said it wasn't a threat and he was open to talks with the u.s. u.s. said it was responding to new nuclear weapons including a sea missile. this morning president trump announced he's slapping step penalties on imported trade steel and aluminum. some of mr. trump's fellow republicans are less than pleased as well. as margaret brennan reports, the new tax would make goods from cars to air conditioners more expensive.

>> it will be 25% for steel, 10% for aluminum. it will be for a long period of time. >> industry ceos gathered at the white house gathered to hear the president's decision. but the surprise announcement triggered a market selloff as concerns swirl whether tariffs will spike costs for u.s. manufacturers or even trigger a trade war with china. the president routinely accuses beijing of unfair trade practices. >> what they do is dump massive amounts of product in our country and it kills and destroys our companies and our jobs. >> chinese officials were also caught off guard. president xi's topic nomic adviser was in town. senator sherrod brown, a democrat, cheered the decision, called the plan long overdue. senator john kennedy of

louisiana. >> once you start imposing tariffs, you don't do it in a vacuum. other countries respond. >> nebraska senator ben sasse called the quote a massive tax increase on american families. you'd expect a policy this bad from a leftist administration, not a supposedly republican one. >> i don't know that the president will or should ever apologize for protecting american workers and certainly not to senator sasse. >> it has been a difficult week for the president. his closest and longest serving aide hope hicks announced her resignation and his son-in-law jared kushner saw his security clearance downgraded and questions raised about whether he's vulnerable to manipulation by foreign officials. margaret brennan, cbs news, the white house. the executive director of

the national rifle association tweet thad the president has appeared to have shifted his position on gun control. during a meeting wednesday with lawmakers, the president surprised his own party and the nra by calling for tougher gun control measures. but last night after meeting with the president and vice president, nra executive director chris cox tweeted that they support the second amendment, support strong due process, and don't want gun control. a short time later the president tweeted good, great meeting in the oval office with the nra today. the reverend billy graham will be buried today. his body was returned to north carolina after he was honored at the u.s. capitol. he died last week at the age of 99. graham will be buried next to his wife on the grounds of the charlotte library. president trump is expected to attend. well, coming up on the "morning news" now, new abuse allegations. the first male gymnast comes forward with accusations against larry nassar. and west virginia's school crisis, why a teacher's strike is not over yet.

a teacher's strike in west virginia hits the one-week mark and new abuse allegations against larry nassar. those are some of the headlines on the morning newsstand. "usa today" reports the first male gymnast is alleging abuse by former michigan usa gymnastics team doctor larry nassar. he claims in a lawsuit he was 16 years old when he was sexually abused by nassar in 2016. in one alleged incident nassar pulled down his pants and exposed him to another female. more than 216 girls have accused nassar of sexual abuse. a couple was arrested after their children were found living in a wooden box. a sheriff's deputy discovered the 4 feet high, 10-foot

shackled shelter and found three children, 11, 13, and 14 were living in it for about four years but they were not being held captive. they did not have adequate food. there was no heat, running water, electricity, or bathrooms. the charles "gazette-mail" reports on the teachers' strike which enters its seventh day. yesterday the state senate classes will be closed again as teachers protest ryes costs. yesterday the state senate refused to take up legislation calling for a 5% raise for teachers. the state house passed it overwhelmingly the day before. and the "washington post" reports in gate city, virginia, high school basketball player with big city flash has gone viral. point guard mac mcclung is averaging more than 40 points a game for the 23-2 gate city blue devils.

on the "cbs moneywatch," kohl's is shares spaces, and a sequel to selling the weinstein company. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> good morning, anne-marie. as we reports the tariffs of steel and aluminum by president trump set off fears of a global trade war that set off triggers here on wall street. yesterday the dow's industrials tumbled from 420 points. the s&p 500 fell 36 points. the nasdaq skidded 92 points. there's new life in a deal to buy the weinstein company following accusations of sexual assault by harvey weinstein. days ago the weinstein company pulled out of a deal announced it will file bankruptcy but after a new round of talk, it

here's a look alt today's forecast in some cities around the country. as hollywood gets ready to host the oscars this weekend, nearby construction crews are busy building a museum that all about movies. chris martinez has an inside look at the project that's been decades in the making. >> reporter: just a few miles from the heart of hollywood, a new star is on the rise. at six stories high, this 600,000-square-foot production is the future home of the academy of motion pictures. >> i see it more as a film center, a hub for film lovers to gather from all over. >> reporter: this director says after decades of failed attempts

to build a film museum in los angeles, the effort finally gave traction after finding a perfect spot, a once well known department store to the stars. >> the building itself has history and was created during the height of motion pictures back in the 1930s. >> reporter: inside visitors will get an up close look at prized artifacts from the acade academy's collection including movie posters, an oscar awarded to shirley temple, and a pair of guarded ruby slippers from "the wizard of oz." but the museum's crown jewel is this 1,000-seat theater, housed in a glass dome where guests can catch a classic movie or possibly a star-studded premiere. >> and then on top, we actually have an observation deck. >> reporter: broward hopes do more. >> i hope to entice them to become filmmakers themselves.

our top stories this morning, a powerful and dangerous nor'easter threatens coastal flooding and damaging winds from the mid-atlantic to new england. hurricane-force winds are possible. in california heavy snow is expected in the mountains and rainfall will bring mudslides and floods in california. putin said they include a hypersonic missile that can't be stopped by western defenses. putin also says he wasn't threatening anyone and was open to talks with the u.s. and some harsh reaction to president trump's vow to slap tariffs on imported steel and aluminum. the canadian foreign minister called the action absolutely

unacceptable. the european union is threatening to retaliate. the move could trigger a trade war and mean higher prices for american consumers. stock prices plummeted on the news. the united nations and the u.s. state department said a cease-fire in the suburb of syria's capital is not working. syria's military has decimated rebel-held ghouta with air strikes. seth doane is the only network correspondent on the ground in syria. >> reporter: war can be eerily quiet. this is one of four human tear yar corridors set to let aides in to help civilians. there are ambulances lined up and also buses to evacuate people. >> but no one came. fearful residents stayed where they were. syrian soldiers are taking us to

the front line. as soon as we arrive we heard shelling. ahead of the checkpoints there were no signs of civilians, only more sounds of conflict. syrian troops have just told us that they're fighting one of the main opposition groups that just over there. retaking ghouta from the rebels would be a prize for syrian government forces who are battling to solidify control of the capital. video from inside ghouta today taken during pause in fighting shows the ruined neighborhoods, and activists posed interviews with defiant residentses. this is a cease-fire, this man asked? look at the chaos and destruction and these humanitarian crossings they're talking about? who said we're leaving? we're staying right here. back on the government side, people are waiting for ghouta to fall and worn down by the war raging just across the street.
