ramping up fears over nuclear threats, its leader appears ready to negotiate. as kpix 5 reporter, anne makovec reports, u.s. leaders are tentatively hopeful at best. >> leaders from north and south korea will hold a summit in the demilitarized zone next month, now that it appears kim jong un is ready to negotiate. >> the north korea regime says it won't use weapons against south korea and that it has no reason to even possess nuclear weapons if it has what it calls a security guarantee. this comes after kim jong un met with a south korean delegation in in pyeongchang. north korea state immediate spa says kim hopes to write a new history of national reunification. >> maybe this a breakthrough. i seriously doubt it, but like i said, hope springs eternal. >> reporter: the director of u.s. national intelligence says

the key to u.s. diplomacy with the north is the abandonment of the north's nuclear capabilities. president trump is looking on the bright side, tweeting this morning, possible progress being made in talks with north korea, for the first time in many years, a serious effort is being made by all parties concerned. the world is watching and waiting, make false hope but the u.s. is ready to go hard in either direction. the director of national defense intelligence is skeptical. >> additional missile launches are near certainty, and further nuclear tests are possible as pyongyang seeks to refine its weapons design. >> all of this could complicate the trump administration's strategy of isolating with sanctions. the u.s. has to decide whether to move forward with the annual military exercises in april, which could coincide with the submit. anne makovec, kpix 5. developing now at noon, chopper 5 is over a home in woodside where there is a large

refugee committee. diep says san jose is home to 10,000 vietnamese residents. a freak accident has killed a san francisco mother and son. olga perkovic and her son died at the kirkwood resort. the alpine county sheriff's office says they were skiing back to their condo, when a chunk of snow the size of a trailer slid off the roof of the condo and burlied them under about 3 feet of snow. they were the third and fourth skiers to die in california resorts since last week's major snowstorm. san francisco police have arrested an arrest warrant for aldon smith. the raiders released him yesterday. police say smith committed domestic violence on saturday at a woman's apartment in san francisco. a former trump aide who announced he would defie a subpoena from robert mueller says he has changed his mind. weija jang has more. >> reporter: former trump

campaign aid sam nunberg now says he will probably testify before a grand jury. >> i would be willing to go in for testimony. i want it to be fair. >> reporter: the announcement was a 180 for nunberg who spent the previous hours on several cable news outlets threatening to defy a subpoena from special counsel robert mueller who is investigating russian interference in the 2016 election. >> they're not going to send me to jail. you know what mr. mueller, if he wants to send me to jail, he can send me to jail and then i'll laugh. >> reporter: turning over records of communication with the president and his inner circle, including hope hicks, steve bannon, and roger stone, a former campaign adviser. >> i'm not going to spend 80 hours going over e-mails. i'm not going to go into a grand jury. >> reporter: nunberg never worked at the white house and only spent two months as part of the campaign before being fired. do you know the way i have been treated by donald trump? i mean, i hate the guy.

>> reporter: nunberg also speculated on tv that he thinks special counselor mueller may have information of collusion between the president and russians but doesn't know for sure. >> he doesn't know for sure because he's incorrect, as we have said many times before there was no collusion with the trump campaign. >> reporter: nunberg is scheduled to testify before the grand jury on friday. weija jang, cbs news, the white house. a spokesperson for special counsel robert mueller declined to comment on nunberg's allegations. well, the u.s. office of special counsel announced today that top white house aide kelly anne conway violated federal law. the reports say she violated the hatch act during two interviews she did last year. in those interviews, conway promoted gop alabama senate candidate roy moore and advocated against democrat doug jones. the hatch act prohibits from engaging in political activity

in their capacity. new details today at noon, a deal has reportedly been reached to end the teacher's strike in west virginia that forced classes to be canceled for 277,000 students. the state's governor made the announcement on twitter. 35,000 teachers and employees walked off the job february 22nd over paid benefits. they demanded a 5% yearly raise, a huge rally briefly shut down the state capitol. their call for action attracted support from all over the country and lawmakers also made additional cuts which will give state employees 5% as well. >> being fiscally responsible, also getting a pay raise will help our teachers get back in the classroom and students back in school. >> the students are expected back in the classrooms before the end of the week. officials say west virginia teachers are among the lowest paid educators in the nation. new at noon, california has approved the first driverless

shuttle for testing on public streets. jessica flores was at bishop ranch with a look inside. >> reporter: it isn't fast, it isn't big, and it isn't for public use just yet. but this driverless shuttle is rolling into the future. breaking through major barriers, getting the first license for testing on california public streets. >> we're testing them here and we want to test on public streets to get people accustomed to the technology and get familiar with that technology. >> reporter: let's take a walk inside this autonomous shuttle here, which you're not going to find any place for a driver or steering wheel. you'll find these buttons that allow you to open and close doors and a button for emergency stops and you'll have digital screens that will show you where you are along the route. the battery powered driverless bus will roam bishop reince, the business park in san ramon, picking up thousands of employees. alex moran is the ceo which

and contained the ship's coordinates and asked readers to fill out a survey. it's on display at the western australian museum where it will stay for two years. authorities are warning about a scam where criminals steal your phone number, and steal your money. cbs news' danielle nottingham spoke to a victim who had her phone shut down and her checking account drained. >> reporter: last month, jen nelson noticed she lost cell service on her phone. >> i thought it was worried but i didn't worry about it. >> reporter: she got online through wi-fi and received an e- mail through her bank that her account balance was low. when she tried to log onto her bank's site, he password did not work. >> the thought kicked in, and i was like, oh, my god, someone stole my password's to my bank. >> reporter: nelson who suffers from a disability got ahold of her bank, only to find out her account had been drained of nearly $2000. >> that has to be a shock when you wake up and see you have 4.06 in your account.

>> it was terrifying. >> reporter: she was the victim of what's being called a porting scam. bill finele from the better business bureau says in these cases, criminals need to know some of your personal information. e-mail addresses, phone numbers and even social security numbers can be found on the dark web. the con artist then contacts your cell phone provider. >> they call your carrier, and convince them that it's you. >> reporter: the criminal pretending to be you has your phone service canceled. they then buy a new device from a different phone carrier, but keep your phone number. the next step, they go to your bank's web site and they enter your user name. for some banks, it's your e- mail address. the con artist then requests a new password. the bank sends the new password request to your phone with a test but since the criminal now has your phone number, it goes directly to them. with the new password, they can log on and drain your account. >> they know what your accounts are, and they're ready to go right away. >> reporter: finele says this type of crime is rare, and many

cell providers have already alerted their customers to create a unique pin number so that a criminal cannot impersonate them. nelson doesn't know how the hackers got her personal info. the good news is her bank restored all of her stolen funds and her cell provider got her phone number back. danielle nottingham, cbs news, los angeles. new at noon, the santa clara county board of supervisors is considering a ban on gun shows at the county fairgrounds. the fairgrounds currently hold two gun shows a year. supervisor ken yeager wants to put an end to that, and wants to end gun possession on county owned lands like parks. opponents say it would be the end of a county owned shooting range. >> it's a trojan horse, it shutters the field sports park known as the met calf shooting range. this is santa clara county's largest, excuse me, most popular facility, one of if not

the most popular shooting facilities anywhere in the bay area. >> the new ordinance comes in response to the high school shooting in florida. the supervisors decided to study the gun ban proposal further and take no action today. parts of the northeast are bracing for the threat of a second possible nor'easter. the system has already dumped heavy snow in the northern plains and upper midwest. states along the east coast could also get hit with strong wind, heavy snow and coastal flooding as early as tonight. the first powerful storm over the year is being blamed for at least nine deaths and thousands of homes are still without power. >> they need a break. they're not getting one with the next storm. >> starting tonight through thursday, in fact, they're going to be dealing with snowfall. it's going to be a lot. 1 to 2 feet expected. a lot of the storm that is moving from the south, towards the east coast, so by tonight, that's when it will hit a lot of those northeast states, extending through boston, up to maine, and it's going to last

through thursday. 1 to 2 feet of snow is a lot for the area. they have storm surge to deal with. some of those areas still dealing with damage from last year. the winter storm warnings extend across the northeastern states and they're under warnings, watches and advisories there, as they get ready to face that snowfall. we are pretty spoiled. clear skies and warm weather today, above average temperatures. rain will arrive wednesday night and thursday, it's going to be very very light rainfall that's coming and this weekend we're looking at a bit more moisture on its way. coming from the south, subtropical, which we'll show you in a moment. taking a look at our mount vaca camera. very pretty conditions. just a few high clouds, thin clouds and that's really all we're going to see today. pretty calm, nice spring like weather. a gorgeous view of golden gate bridge right now, and our temperatures are feeling pretty good for your lunch break. look at this view. yes, clear skies as far as the eye can see. concord, 60 degrees. your afternoon highs will be

warmer than yesterday and warmer than average as well, thanks to this ridge of high pressure, and right behind it is this low. that's what's going to reach us eventually and that will bring rainfall. we are looking about 10 degrees above average for parts of the south bay. morgan hills, 75 degrees, low to mid-70s for the south bay, the east bay, low 70s expected for your afternoon highs. hanging around the bay, san francisco, alameda temperatures in the upper 60s. low 70s for santa rosa, sonoma, napa. it's an overall lovely day. we haven't seen spring like weather like this in a two weeks. sun set at 6:08. this is all we're going to see. possibly a 1/4 inch of rain for ukiah, other parts of the bay area, maybe a 1/10 of an inch. and the snow really minimal there. this weekend, that's when we're
