with the latest on this lawsuit. >> the question is, are you a u.s. citizen? it may stop people from filling out the form. today california is suing over it. >> if you're not counted you don't count. in california, everyone should count. >> it is written in the constitution. the census counts all u.s. residents regardless of immigration status every ten years. numbers help the federal government distribute hundreds of billions in government funds. they also help with districting and representation. in december, the u.s. department requested it be placed on the 2020 census. they say it will help them enforce the voting rights act that protects minority voters. the secretary of state here in california calls that laughable and says it's meant to intimidate people from filling out their forms.

now the fatal shooting of the unarmed man. >> the department of justice will step in and provide oversight of this investigation into the shooting of stephan clark. my team and i at the department of justice will do everything in our power to insure this investigation is fair, thorough, impartial. >> last week, stephan clark was shot 20 times by sacramento police officers. he was holding a cell phone thought to be a gun. the shooting sparked protests around the city. today the louisiana attorney general said the investigation determined that the officers acted in a reasonable and justifiable manner. sterling was shot and killed by one of two officers that confronted him outside a convenient store in july 2016. cell phone video showed sterling pinned to the ground before he was shot. police say he was shot reaching

for a gun. more than a dozen states are supporting a lawsuit brought by the trump administration over california sanctuary laws. the justice department is challenging three california measures n. a court filing yesterday, texas and other states say california doesn't have the authority to enforce laws to protect undocumented immigrants. a battle is brewing in alameda county. protestors are trying to stop the board of supervisors. activists against the program says urban shield provides military policing and hurts groups. there's $2 million slated to go to urban shield. >> the $1.7 million is a piece of the must be that comes from the department of homeland security. it basically goes to making

side. >> he faces four charges for neglecting duties and also criminal sexual conduct. he's accused of touching a student and storing nude photos of students on his work computer. we're learning more about the suspicious packages sent to military facilities in washington d.c. a suspect was arrested last night in washington state. the packages were received in virginia and fort mcnair in d.c. sources tell cbs news the package seventh to fort mcnair tested positive for black prouder and had a fuse attached. packages were reported at a number of facilities in d.c. one was addressed to the national security agency. another was stopped at secret service fact-finding arm -- service facility. there's must have rumors kim jong-un had talks with chinese's leader.

thousands of signatures today.. urging his fellow lawmakers to repeal the state's gas tax.. the tax was signed . lay lawmaker from southern california is submittingle signatures urging lawmakers to sign the gas tax. it was sign into law by jerry brown last year and expected to raise $5 billion a career for road repairs. it added 12-cents to the cost of a gallon of gas. alan will submit signatures today to the taxpayer association in sacramento. a man that spent 20 years in prison for a crime he didn't commit has been exonerated. now he's heading back to work. coleman worked as a grounds keeper for the chicago white house two decades ago before being sent to prison. the team's ball park has gone through different names and renovations in years since.

should be. we are noticing winds coming out of the west southwest now in hayward picking up to 14 miles per hour. little breezy for the east bay hills and acronorth bay. nevada sustained winds coming out of the northwest. southwest wind in napa 9. north wind fairfield at 15. most likely north winds starting to pick up. future cast showing there's a chance it will pick up tomorrow morning as well. we're going to see maybe 10 to 15 miles per hour gusts this afternoon then early tomorrow morning. nothing advisory level. they are noticing advisories in southern california. they have the santa anas. winds associated with the high pressure off the coast now. it gets closer and closer. we see wind streams out of the north and northeast. we'll continue to see that tomorrow. any moisture out east of us. not going to be in the forecast for quite a while. you can see high pressure with this rain snow future cast. moisture up and around. not going to impact california.
