good morning from the studio 57 newsroom at cbs news headquarters in new york. good to be with you. i'm brook silva braga in for anne-marie green. on wall street, all three major indices are in negative territory for the year. yesterday's plunge on the first trading day of the second quarter included a sell-off of tech stocks following threats of tighter regulations. the dow jones industrials finished nearly 459 points lower. the s&p 500 lost nearly 59. and the tech-heavy nasdaq was down 193 points, that's more than 2.5%. john schiumo is here in new york. this follows nine years of big gains, but folks are still worried. >> reporter: yeah, good morning, brook. early last year, you remember the celebrations after the dow crossed the 20,000 mark for the first time. that optimism is now on shaky ground. asian markets were down slightly after monday's big sell-off on wall street that saw the dow drop 459 points and the nasdaq plunge almot 3%.

the tech sector is taking a fair share of the blame. the so-called f.a.n.g. stocks, facebook, amazon, apple, netflix, and google, have seen their market value drop by more than $300 billion in the past two weeks. >> it's the continued implosion of the f.a.n.g. stocks due to president trump's tweets, partly due to what we've seen out of facebook. >> reporter: president trump is publicly criticizing facebook's business practices and sparking fears of a trade war with china. the u.s. recently announced new duties on steel and aluminum imports. china countered by slapping tariffs on more than 120 u.s. exports. we all say the market can deal with bad news, but it just hates uncertainty. it hates that we don't know what the final trade deal is going to be about china. this week the trump administration is expected to unveil plans for additional tariffs on between $50 billion to $60 billion worth of chinese goods. beijing has promised to

retaliate with new sanctions of its own. yesterday's down day on wall street had ripple effects on world markets. today the nikkei and shanghai turfed -- suffered overseas. one bright spot, the hang seng recovered. the teacher rebellion is expected to continue today in oklahoma where many schools will remain closed for a second day. thousands of oklahoma educators walked off the job yesterday, demanding higher pay and more education funding. there were also teacher protests in kentucky where republican state lawmakers passed a pension plan that cut benefits for new teachers. and teachers in arizona demanding a 20% pay raise are also considering a strike. fort worth, texas, police are investigating the arrest of a black man over the weekend. video appears to show two fort worth officers punching forrest curry as he lies facedown on the ground. curry was arrested on charges of resisting officers and released

on bond yesterday. david begnaud has a look at the video. whoa! man, look at this here. >> reporter: the current phone video appears to show a fort worth police officer punching 35-year-old forrest curry at least four times while trying to arrest him. a second officer is seen using his knee twice. according to a police statement, the officers were responding to a disturbance call. curry had allegedly become combative with fort worth fire department personnel who were already on scene. firefighters say he appeared to be intoxicated and attempted to assault them. police say when they arrived, curry fled on foot. different cell phone angles captured what happened next. >> i didn't do nothing, though. >> reporter: police say it was a 4.5-minute struggle and took three officers and one supervisor to take curry into custody. jasmine crockett is curry's attorney. >> it seems as if he suffered from the seizure and woke up potentially disoriented with what was going on.

>> reporter: do you believe that his resisting may have been a result of being disoriented because of the seizure? >> i honestly don't believe that he resisted. >> reporter: that attorney says prior to the incident her client was actually on probation for evading arrest. there have been two incidents in the last two years that have strained relations between the black community and the fort worth police department. as of monday night, the police chief is asking people to be patient with him, saying that he has launched an administrative investigation into the officers' actions. david begnaud, cbs news, dallas. the white house has opened the door to a possible oval office visit to russian president vladimir putin. moscow says president trump invited putin to the white house when they spoke last month. that call was followed by reports that mr. trump ignored briefing materials warning him not to congratulate putin on his re-election. the white house says the oval office is one of several potential venues for a possible meeting, and preparations for a visit have not started. the president is not putting

out the welcome mat for caravans of migrants heading toward the u.s. through mexico. a group of about 1,100 people, mostly from honduras, have been traveling north since march. this morning most have stopped to rest. mexican immigration authorities are now offering humanitarian visas and refugee status to some of them. over the weekend, president trump tweeted a warning to mexico to stop the caravans. the justice department is moving to implement the first-ever production quotas for immigration judges. the idea is to speed up cases and, consequently, deportations. judges will be evaluated based on how quickly their cases close. administration officials want to close loopholes that stop children traveling alone from being immediately deported. major garrett has more on that. democrats have really let them down. it's a shame. now people are taking advantage of daca, and that's a shame. >> reporter: at the white house easter egg roll, president trump blamed democrats for the legislative impasse over daca even though it was his own

executive action that put the program in doubt. his comments follwed a weekend of tweets and remarks about the obama-era program that protects about 700,000 immigrants brought to the united states illegally as children. >> mexico has got to help us at the border, and a lot of people are coming in because they want to take advantage of daca. and we're going to have to really see. >> reporter: new immigrants cannot take advantage of daca. undocumented immigrants are only eligible for protection if they were in the united states and under age 31 in june, 2012. the president also tied construction of the border wall to daca. >> who is going to pay for the wall? >> mexico! >> reporter: even though he has largely abandoned the promise that mexico would pay for that wall. the president also tweeted that senate republicans should abandon the 60-vote threshold and pass his immigration policies with a simple majority. mr. trump's proposals attracted

only 39 votes in the senate this february, well short of that simple majority. declaring daca dead is also a poll reversal for mr. trump who said this in february, 2017 -- >> we're going to deal with daca with heart. it's a very difficult thing for me because, you know, i love these kids. >> major garrett reporting. the attorney for stormy daniels says his client will oppose a motion by president trump to have the case decided by private arbitration. she claims that she had a sexual relationship with trump in 2016 -- in 2006 and wants a nondisclosure agreement voided. the president denies the affair. daniels' attorney says the case should be decided in open court. this morning, villanova sits atop the world of college basketball after handily beating michigan in the ncaa game 79-62. the current quickly carried him away. >> the tunnel started getting smaller, so i stood up fast. there was a circle thing, so i stood up fast. there was a circle thing, and i went up -- i stood up there for the last 13 hours. >> hernandez put his dirty handprints on sewage walls, and that helped rescuers find him yesterday. he was pulled to safety about three quarters of a mile from where he fell in. the so-called affluenza teenager is free this morning, and the latest battle between the justice department and california. those are some of the headlines in the "morning newsstand." "the sacramento bee" reports the trump administration is suing california again, this time over the right to sell public land. california law gives it the power to veto the sale of federal lands, and state lawmakers cite concerns the trump administration would allow more logging, oil drilling, or development on federal land. the justice department filed suit claiming state has no power to interfere with federal land sales.

last month attorney general jeff sessions announced a lawsuit against california's sanctuary policies. "the cleveland plain dealer" reports attorney gloria allred is representing three women who lost eggs after that ohio fertility clinic's freezer failed. the clinic says a storage tank alarm system was turned off when temperatures rose last month. it ruined more than 4,000 eggs and embryos. the three cancer survivors filed suit saying they'll never be able to have their own biological children since their eggs were lost. "the new york times" reports on the death of anti-apartheid activist winnie mandela. during her 38-year marriage to nelson mandela she fought racism and oppression in south africa. many called her the mother of the nation. she was also embroiled in scandals involving corruption and was charged in a kidnapping and murder case. winnie mandela died yesterday in johannesburg at the age of 81. the "dallas morning news" reports affluenza teen ethan couch was released from jail days before his 21st birthday.

when he was 16, couch killed four people while driving drunk. his defense team blamed his irresponsibility on his family's wealth, calling it affluenza. he was sentenced to probation but violated it in 2015. couch and his mom fled to mexico and were captured. he eventually spent two years in a texas jail. and "the houston chronicle" says a teenager was admitted to all 20 colleges and universities he applied to with a 4.68 high school gpa. 17-year-old michael brown applied to many of the best schools in the u.s., and he got into all of them with a full ride and more than $260,000 in scholarships. deserves a day at the beach. he says he narrowed the list to seven schools including, yes, princeton, yale, penn, and harvard. okay, still ahead, car rules hit reverse. an announcement by the epa hands a big victory to carmakers. makers. lilly.

reportedly in talks for a new health care-related deal. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> reporter: good morning, brook. automakers are applauding the epa's decision to ease emissions standards on cars and trucks. it will affect model years 2022 to 2025, but did not specify details on the new standards. regulations put in place by the obama administration call for new vehicles to get 36 miles per gallon by 2025. the trump administration says that's too high. weighing on wall street, shares of intel tumbled more than 6% following a report that apple plans to start using its own chips in mac computers. according to bloomberg, apple plans to start making its own processors for mac computers as early as 2020. intel is already grappling with the effect of sluggish personal computer sales. it's reported that tesla will fall short of its production target for the model 3. tesla wanted to produce 2,500 a week. in an e-mail, elon musk said tesla passed the rate of 2,000 a week according to an automotive

here's another look at today's forecast in some cities around the country. ♪ a very close call for a truck driver in georgia. look at this. a passerby captured the video yesterday showing the driver jumping out of his tractor-trailer just before that. my goodness. the driver ran to safety just seconds before the truck was hit by that speeding freight train. the truck had got stuck on the railroad tracks, and then the safety gate came down on top of it. the train's crew and the truck driver are all said to be okay. a spacex cargo ship is headed t rnational space station. now this is actually a used "falcon 9" rocket carrying the supply ship. it blasted off yesterday from cape canaveral, florida. the rocket was previously used,

then retrieved and recycled. the cargo ship is carrying food, experiments, and other supplies for the crew on the space station. it's not a long trip. it's supposed to arrive tomorrow. and nasa's hubble space telescope has discovered the most distant star ever seen. the star is nicknamed icarus. there it is. located more than halfway across the universe, some nine billion light years from earth. yesterday scientists said the enormous blue star is about twice as hot as our sun, up to a million times brighter. and get this -- at least 100 times further away than any other star that's ever been spotted. okay, coming up later on "cbs this morning," iconic figures will reflect on the life and legacy of dr. martin luther king jr. as we mark the 50th anniversary of his assassination. i'm brook silva braga. this is the "cbs morning news."

this morning, stocks plunged at the start of the second quarter. all three indices in negative territory for the year. yesterday's nose-dive included a sell-off of tech stocks following threats of tighter regulations. the dow finished nearly 459 points lower, and the tech-heavy nasdaq was down 193 points. that's more than 2.5%. the teacher protests in oklahoma continue today. many schools plan to stay closed for a second day. yesterday teachers walked out, demanding more money for themselves and the education budget. there were also teacher protests in kentucky over a change in the pension plan that cuts benefits for new teachers. democrats need to pick up 23 seats in the midterm elections
