all -- new at noon. fires turn an apartment complex under construction into a black shawl. the three alarm fire sending more than 200 neighbors scrambling this morning. what afternoon i'm kenny choi. >> i am at marina martina. the five-story structure fire under construction erupted in flames early this morning near willow pass road.

that is where jessica florez is right now. even though the fire is out this is still a dangerous situation. >>reporter: a dangerous situation and an active situation. we are having acid rain down on us still. they are still dumping water on this construction site -- site. still monitoring for hotspots and parts of the construction continue to collapse. we saw scaffolding collapse onto cars and that is why right now they are not allowing neighboring residents back into their homes. the flames spread quickly around 1 a.m. shooting into the air five stories high. one side of the empty building collapsed as the wood framing fueled the fire. the multimillion dollar project , the second phase of the renaissance apartment complex downtown concord consumed in flames. >> it is basically wide open. anyone who is ever built a

campfire notes you need it candling. that is the phase of construction they were in in this portion of the building. >>reporter: firefighters dumped fire from -- water from every angle and place of acted to -- evacuated 2050 residents and neighboring apartment buildings. resident tina sims said she went numb as orders came to go. >> you could smell the smoke and see the embers dropping into the courtyard. you knew it was serious. >>reporter: it is so sulky that health officials have asked folks with breathing problems to stay indoors for much of the morning and that the fire emitted so much heat that it actually melted this plastic fencing. it's like it is unclear what sparked flames. fire officials say it is too dangerous for investigators to go inside. even unsafe for neighboring residents to get back into their apartments. >> we are currently evaluating

the structural integrity of the fire building. there is a risk of the building collapsing into the adjacent structure. we are evaluating the visibility of the folks to get back into the residence. >>reporter: many residents, about 30 staying at the first presbyterian church downtown concord. they are looking right now for where folks will say if they are not allowed back into their apartments by the end of the day. city officials say this complex was about 70 percent done. folks were supposed to be moving in by september and now it is a total loss. reporting live in concord, jessica florez, kpix 5. struck a bay area man please describe as a prolific auto burglar faced a judge today. sean pettit has been arraigned on 20 counts related to a string of auto burglaries spanning over a year. according to court documents, officers attempted to arrest patton four times. he got away each time by either ramming a police car, a victims vehicle or taking off on foot.

>> auto burglars in the city are primarily driven by organized groups. they are breaking into many vehicles. this property is being fenced through an organized network of people selling stolen property and the only way we will be effective in working the case is by being intelligent about it. >> patton is being held in county jail and $625,000 bail. his trial has beset for june. san mateo police stepping up enforcement after 14 cars were broken into. the crimes happened sunday night into monday morning. one car's window was smashed in termon avenue. off poplar avenue. some of the items stolen include money, electronics, and bags. >> it is not uncommon the amount of burglaries we have had in a short timeframe that was significant for us. >>reporter: police are asking people to support any suspicious behavior. it is not clear if the break-ins are related. protesters crashed wells

5 and election for governor june 6. the man accused of driving a van into a crowd of pedestrians in toronto was charged. 10 people died. 15 others were hurt. kenneth craig has the update from court. >>reporter: 25-year-old alec minassian was charged on tuesday with 10 cartons of murder. authorities were not comment on the possible motive for why he allegedly drove a van into pedestrians on a sidewalk in toronto. it's like there is no secured -- connected to national security and the incident based on all available information. >>reporter: monday's deadly rampage stressed for nearly a mile and a half. the streets were crowded as people enjoyed one of the first warm days of spring. >> i have seen a scene i have never seen in my life. >>reporter: a tent standoff with police followed of the suspect appointed an object at an officer.
