live from the cbs bay area studios this is kpix5 news. >> we begin with some breaking news in the south bay. santa clara city councilman dominic caserta has resigned his seat amid allegations of sexual harassment. he's also withdrawn as a candidate for county supervisor. nine people accusing him of inappropriate behavior including students at santa clara high school where he works. he has denied all of the allegations. >> he issued a statement this

morning saying the allegations against me are false, i must now work to preserve my family, livelihood, and health. the allegations against me will be put to the test and my name will be cleared. the mayor of santa clara who urged him to step down is having a news conference at this hour. >> and we'll have more on that coming up at 5:00. new at noon millions more to put police on san francisco streets. the mayor announcing a public safety plan that addresses many of the city's most pressing problems. >> reporter: we are expecting to see 250 new sworn police officers on the streets of san francisco over the next four years. that is an increase of about 10%. this is part of a new public safety funding surge of more than $34 million as proposed by mayor mark farrow. we saw two classes of new cadets at the news conference this morning. part of the announcement also

included 7.5 million he's asking for 130 new police vehicles and $3 million for tasers. the sfpd is finally getting them after years of controversy about that. the mayor says the additional officers and resources will add a sense of reassurance to residents and visitors. >> san francisco is an ever changing city with ever changing neighborhoods and we cannot be bound by antiquated staffing levels that do not reflect todays reality on our streets and in our neighborhoods. >> the mayor says the added police presence will deter crime like burglaries which have grown to epidemic proportions recently. but this year they have dropped 17%. now we wanted to address some rumors that the san francisco police chief might be jumping ship. bill scott has only been here less than a year and a half. and we're now hearing reports he may be headed for the top cop

list of four candidates that are now being handed to the la mayor to make that decision. but the chief says there will not be a void of leadership here in san francisco. one man is dead and another is wounded after a shooting in a san jose parking lot. it happened around 1:15 early this morning at the downer square strip mall on blossom hill road. crime tape still surrounded the scene hours later. both men were rushed to the hospital where one of them later died. the injured man is expected to recover. in about an hour the 20-year-old man accused of shooting a sonoma county sheriffs deputy is expected to face a judge. investigators say ryan prytel was holding a gun and behaving unusually at the sonoma gas station where he works. when officers arrived he fired at a deputy hitting him in his upper body. the deputy is expected to be

okay. he's facing several charges including attempted murder. a fairfield mother continues to deny charges that she and her husband neglected their ten children. police say they found squaw lid and unsafe conditions in that home. >> reporter: fairfield police rescued ten children from this home after discovering what they describe as a house of horrors. the oldest child 12-years old. the youngest just a baby. from the outside you can see stars and lines scribbled on the window. inside police say the fairfield home far from an innocent picture, describing instead ten children suffering abuse and filthy conditions. fairfield police arrested the father, 29-year-old jonathan ellen for allegedly torturing his children. police say the kids have burns consistent with being shot with a pellet gun. the mother 31-year-old aina rogers faces child endangerment charges. today the public defenders

office visited the home but didn't comment on the case. >> are you representing ms. rogers? >> the mother denies the allegations and even showed us inside. >> there's no broken bones, no major scars, nothing. my kids get bump and had bruised, and scratched because they're kids. >> our camera captured what appeared to be feces on the bathroom floor. the investigation started in march after one of the kids ran away. police found and returned the child and that's when investigators say they discovered the conditions. >> and look at it. it's just so eerie. >> eva drove by after hearing the news. she said her family rented a home here last year. >> when i heard this house was in squabbles, i was like wait this house was so clean when we left it. >> the father is being held on a $5 billion bail. in fairfield i'm jessica flores,

kpix5. a reported laser strike on a plane coming from tel aviv to sfo. united flight 955 reported being illuminated by a laser at 600 feet on its final 2 miles to the runway. it happened just before 6:00 a.m. there were no reported problems as a result of the laser strike. the united nations security council is getting involved after more than 50 palestinian protesters were killed by israeli troops yesterday. protesters still underway the day after the opening of a u.s. embassy in jerusalem. most of the dead were killed along the border fence that separates the gaza strip from israel. even children were caught up in the bloodshed. palestinian protesters are furious over what they call american bias towards israel. they said they hope east jerusalem will one day be their capital. >> we don't have any other method that we could use.

dying is the only way. >> the israeli military also o said it used air strikes targeting a camp run by hamas. today president trump paid tribute to law enforcement officers who lost their lives in the line of duty. he delivered remarks in front of the u.s. capital at the 37th annual peace officers memorial service. he and vice president mike pence also laid a wreath at the memorial. first lady melania trump is recovering a the the walter reed medical center after undergoing a surgery to treat a kidney problem. mola lenghi has details from the white house. >> reporter: melania trump is recovering from surgery yesterday and she could be coming home sooner than expected. >> the expectation after a procedure like this is generally for people to do very well. >> the white house originally said the first lady would be in the hospital for a week. but this morning president trump tweeted our great first lady is doing really well. will be leaving hospital in 2 or 3 days. thank you for so much love and support. >> melania is in the hospital

door arbitration. tony west spoke about the new policy on cbs this morning. >> we always want to try to resolve these claims in a way that is best for the survivor. that has to be our main perspective on sexual assault. >> west says by the end of the year uber will start to publicly report incidents of alleged sexual misconduct, adding the company expect those numbers are going to be disturbing. uber is also removing confidentiality agreements in settled cases. >> we're moving forward to actually make sure we're doing the right thing. putting transparency, accountability, and integrity at the core of everything we do. >> an uber driver is on trial. >> she trusted him to get her home safely. >> charged with sexually assaulted a passenger in 2015 after following her into her home. in march an uber driver in boston was charged with raining an inebriated passenger.

in an effort to rebuild its reputation uber brought a new ceo last summer. >> we have no interest in closing down persons freedom to voice their experience or voice their concerns. >> todays changes come one month after uber announced it will run criminal background checks on its u.s. drivers and add a 911 button for emergencies. >> uber says it will not lift nondisclosure agreements with people who agreed to remain quiet in past settlements with the company. new numbers out on what college grads will be earning once they enter the job market. graduates with a bachelor's degree can expect to earn just over $50,000 a year on average. but people in science, tech, engineering, and math can expect to earn significantly more. so that's pretty good isn't it? >> not bad. so here's a check of the financial markets on wall street. a bit of a sell off today.

the dow is down about 252 points. >> we're seeing red on the dow and gray across our skies. here's the golden gate bridge view. we're dealing with cloudy conditions. that coastal influence is pushing clouds all the way through across the bay. plenty of cloud coverage across the east bay as well. it's starting to burn off a little bit. livermore 63, san francisco 59 and san jose already up to six a five degrees but don't expect much warming today. it's not in the forecast because of this west wind direction. sfo is now up to ten and heyward 10 miles per hour sustained winds. concord, antioch, fairfield, vallejo, this whole area dealing with pretty gusty conditions throughout the morning. here's where its all coming from. we have this system out here, this low sending us the west winds but also a low to the east of us and that's what's causing some instability in the air right now. we're noticing a lot of

lightning strikes across the sierra foothills near tahoe and to the north of us. so we're not getting any of that action but i want to show you this because of course this can always be a cause for concern when you see lightning and hear that thunder that's what's happening right now we'll see that throughout the afternoon. and then parts of the higher elevations to the north of us. just east of garberville that whole area will be dealing with thunderstorms throughout the afternoon and possibly tomorrow afternoon as well. for us we'll just have those stupp stubborn clouds. upper 50s across the coast. upper 60s for most of the south bay. 68 in walnut creek and danville this afternoon. 67 for dublin. temperatures from now through this afternoon maybe just a few degrees warmer. so we're not getting much help from the sunshine because basically it's not really being seen. sunset tonight at 8:12. sunrise tomorrow 5:58. do we have a chance of rain in the forecast? that low out here in the pacific

will get closer and closer. late tonight not expecting rain but we will get that marine layer to come through. here we are 8:00 a.m. to 9:00 a.m. tomorrow. the bay area could see minimal drizzle and then most of the precipitation will be through redding, through sacramento possible, sierra foothills and the tahoe area. that's where this system will basically impacting the most. but we will see our temperatures cooler for tomorrow as well. dropping off 1 or 2 degrees compared to today. and we'll start to see warmer weather for friday, saturday, into sunday so the timing is just right for any weekend plans you may have. we'll have sunshine by then. so we'll just have to get through the next couple of days with cooler conditions. >> if you're heading out to at&t park wear two pants. >> two pants, maybe three shirts. >> layer. >> that's a good plan. >> i want you to take a picture of this outfit. >> still ahead will he or won't he? new questions about whether meghan markle's dad will walk her down the aisle.

red leaf lettuce. this is fantastic. it's full of flavor, a little bit of chicory after bite to give it more flavor. when you buy nice and red like this all the way around. a little bit of burgundy light red and green right here is okay. but free from any yellowing. that you don't want to see. it's got to feel nice and fresh too. now red leaf lettuce is fantastic. one more thing, when you store it in the refrigerator i always say this, i've been saying it for years crispy. fill your sink with a little bit of water, put all of your leaf lettuce in there, soak it, shake off the excess water then wrap it around the paper towel and stick it in your refrigerator. that way it will stay crispy for
