[ cheering ] >> and we are just listening to san francisco's newest mayor, london breed as she's talking to everybody out there. she's promising to work together, really showcase san francisco to the rest of the state and also to the country as well. she said it's not going to be an easy task but she is up for the job. she is optimistic and hopeful. >> yeah, she's 43 years old. native of san francisco, talked about how she grew up in public housing, was raised by her grandmother in the city of san francisco. she will, of course, have to run for re-election in 2019 as she fills this term the late mayor ed lee's term. n francis on this swearing-in ceremony.

[ cheering ]. >> reporter: lieutenant governor gavin newsom delivering the oath of office in front of an enthusiastic crowd of almost a thousand people here in front of san francisco city hall. london breed is the city's first black female mayor. she grew up in san francisco, public housing, as kenny mentioned. raised by her grandmother. she has a graduate degree from

us f and she was president of the board of supervisors and acting mayor for a brief period after the late mayor ed lee died. she said today is a new beginning for san francisco. >> here in the city of st. francis, we support one another. we look out for one another. we defend one another. because service to others is our highest calling. i am prepared for our many city challenges to emerge and i know together we can accomplish anything. >> reporter: all right, and right after the ceremony today, the new mayor, london breed, is expected to head to her office ceou members of the public can meet and greet with her. she's going to be there for about two hours, so a lot of the people that are out here right now in civic center plaza are going to head in and get their chance, take their selfie with the brand new mayor on

"yau kung moon kung fu sports and it was a festive scene as well, chinese lion dancers greeting the mayor with a special performance. >> former san francisco mayor willy brown a mentor to mayor breed was in attends. oakland -- was in andiance -- was in attendance. >> and security was very tight, of course. we spotted these snipers high above the bill graham auditorium building as they scanned the crowd with rifles ready. a new music festival in antioch has been canceled. more than 100 acts were in the line-up. kpix 5 joe vasquez first reported many acts started pulling out monday night.

the organizers told us the artists had a miscommunication with booking agents but questions were raised about the original nicer's -- organizer's past. that's when the pair was arrested in connection to a fraudulent home rental scheme. and the ceo of the venue, the contra costa fevent park releasing this -- event park releasing this statement, saying because of lack of fulfilling -- event park management has no choice but to cancel the xo music festival. the ticketing agency tells kpix 5 they are refunding tickets immediately. neighbors woke up to tactical teams executing arrest warrants at a number of locations, including at poplar and else worth avenues. jessica flores is there. >> reporter: i spoke to the owner of the popular mexican restaurant here and she confirms with me that law

enforcement raided her business early this morning but she doesn't know why. you can sigh the grass broken where the door was kicked in. a lock on the ground inside. surveillance video from a nearby business shows an unmarked law enforcement vehicle driving on the sidewalk in front of the mexico restaurant. you can also see two law enforcement officials, one with a clearly marked sheriff shirt. but it isn't the only location law enforcement agencies swarmed early this morning. you can see doors kicked in at the neighboring apartment complex on poplar avenue and neighbors tell us tactical teams made several arrests. >> i see a lot of people in handcuffs and all of these police departments, they're like walking back and forth with -- we didn't have any explanation why they were there. >> reporter: the atf confirms it was involved in some of the activity and the san mateo police department said it assisted agencies in a multi-

jurisdictional -- san mateo police say they used flash bangs that sounded like explosives this morning but no gunshots were fired. right now, no agencies involved have provided any more information about the nature of the raids or who was targeted. in san mateo, i'm jessica flores, kpix 5. president trump is singling out one of america's closest allies at the nato summit in brussels. dianne feinstein said the president's words are insulting. >> reporter: president trump took aim at germany this morning. >> well, i have to say i think it's very sad when germany makes a massive oil and gas deal with russia where you're supposed to be guarding against russia and germany goes out and pays billions and billions of dollars a year to russia. >> reporter: the president appeared to be talking about a deal with the russian agency who installed a new gas line to

deliver gas to germany. >> they will gain 60 to 70 percent of their energy from russia. >> reporter: the prpt acknowledged he -- -- >> we have a very, very good relationship with the chancellor. we have a tremendous relationship with germany. >> reporter: merkel, who grew up in east germany, told reporters earlier in the day she knows what it is like to be controlled by russia and germany is free from outside influence. this morning, senator dianne feinstein said quote by -- president trump undermines one of the world's most important alliances. nato countries have fought alongside americans for almost 70 years. his insults weaken our security and undercut our national interest. more mon on defense. this to jackie ward, kpix 5.

>> the united states pace a tag toward defense than france and skwermny. nate -- france and germany. . still ahead, new video of the rescued boys in thailand after they were pulled from a flooded cave. an update on their conditions. >> we're talking about the sunshine now after cloudy start to the day. yeah, things are warming up. i'll let you know how hot we're going to get this afternoon and when we might see some high elevation thunderstorm activity.

hit by a stray bullet in mexico coach refrom a cave are in good condition and show no signs of stress after the nearly three-week ordeal. >> reporter anna werner is outside the hospital in thailand where the boys are being treated. >> reporter: the first video of the rescued thai boys recovering in the hospital has been released. the boys all wearing masks appear to be in good spirits. several boys waved at the camera as relatives watched from outside a glass wall. thai navy s.e.a.l.s also released video from the dramatic rescue. it shows divers carrying the boys on stretchers through the narrow flooded cave and eventually all the way out. cbs news has learned the boys and coach were rescued just in time. hours after the last boy was pulled out, the main water pump in the caves malfunctioned sending water rushing in. >> that's an abort criteria for our guys.

when that water level started rising, everybody started grabbing their kit and they were ready to get out. mt d way out and mission complete. >> reporter: rescue volunteers danced and sang when they learned the entire group was safely rescued. the ordeal began more than two weeks ago when the 12 boys and their soccer coach became trapped 2-1/2 miles inside a complex cave system by fast- moving flood waters. the boys were given anti- anxiety medications to keep them calm during the rescue. they and their coach are expected to remain at the hospital through the weekend and it's likely this story could turn into a movie. film producers are already here in thailand scouting. anna werner, cbs news, thailand. police in mexico are instigg thh of a san francisco woman hit by a stray bullet in mexico city.

27-year-old left the restaurant on saturday morning. police say the gunmen opened fire aiming for a bouncer inside that restaurant and then killed her instead. she worked as an analyst for a san francisco pharmaceutical firm. she was traveling with her husband at the time celebrating their first anniversary. >> a year ago at this time we were selecting flowers for her wedding and yesterday tlerp there -- we were there selecting flowers for her funeral. >> her funeral will be held on saturday in chicago where she grew up. police in mexico say they're reviewing surveillance video in the search for the gunman. let's get a check on weather now with neda, hey there. >> it's nice and sunny pretty much all across the bay area except for right along the coast and the gaib. this is our dublin -- and the golden gate bridge. this is a view of dublin. here's a view of the golden gate bridge. this has been the view all

morning long but the rest of the bay area is looking clear at this hour. 64 in san francisco, 82 in livermore, quite a difference. of course that heat is on again for inland spots and the games starting at 12:45, not bad in the upper 60s. breezy at at&t park where the giants and the cubs play today. high temperatures willing slightly cooler around the bay. inland, that's where the heat is still in full effect. low 90s for places like concord and santa rosa. sunset happening tonight at 8:32. sunrise tomorrow at 5:57. tomorrow morning we'll likely wake up to the fog yet again very similar to this morning, but then warm in the afternoon. this ridge of high pressure is bringing us all that heat but it's also bringing that unstable air. already noticing a little bit more humidity out there. red flag warning in effect for this afternoon for the southern sierra because of dry lightning strikes possible with strong wind gusts, all of this will increase fire danger and this is going to be in our forecast area through thursday and

friday as well. i do want to show you this monsoonal moisture. the futurecast shows it staying mainly to the south. by tomorrow afternoon, it could work its way up to lake tahoe. friday afternoon, there's a slim chance some of the higher elevations across the north bay hills could see unstable air, all associated with what's been going on for arizona. they've been dealing with the dust storms, the thunder and lightning and yes, it is moving a bit more north. this ridge is what's causing it all and this has been very stubborn. it will continue to stay that way. this weekendel make things hotter. we'll see triple digits in the areas you see there in magenta by saturday and sunday. get ready for that. it is going to feel pretty warm. tomorrow, friday, it's going to be muggy and warm. again, more high cloud coverage associated with the monsoonal moisture. by the weekend very sunny and temperatures nearing triple digits for many inland spots. we'll be right back after the break.
