him so. good afternoon. i a michelle griego. >> the center has gotten attention because it has also become a holding center for undocumented immigrants. that is about to end, as jackie ward explains. >> reporter: he waited months to see for himself how detainees were treated inside of the west county facility. >> i haven't been here since this facility opened maybe 25 or 30 years ago. >> reporter: he wanted to see the place where a legend abuse was happening in his city. he said what he heard today was different depending on whether he was speaking to a male or female inmate. the men said they preferred it to be here if they were going to be detained. >> the women said some of the deputies are racist and, i think they verbally abused them. i don't know if that's true or not. i'm just telling you what they said. >> reporter: the mayor was joined by the human right commission who was concerned

about what would happen to the detainees being held here by i.c.e. after controversy sure of david livingston broke a contract with i.c.e. earlier this week. >> families are here and detainees are here and they may very likely be sent to yuma or other parts of the prison system. >> a sheriff's office does not do immigration enforcement. in fact, our policy prohibits it. >> reporter: the county says ending the contract was partly based on pressure from the public. is now up to the federal government to figure out what to do with the i.c.e. detainees here. within 118 days, sheriff's deputies say they are working with i.c.e. to clear as many of those cases before the expiration date. a richland supervisor says the contract with i.c.e. brought in up to $3 million a year, money that taxpayers may need to make a. the trump adminstration says all of the eligible young

migrant children may have been reunited with their families. officials say 57 of 103 children under five years old are back with their parents, the remaining 46 in government custody because they have been found to be ineligible to be returned to their families for various reasons, including safety concerns and the deportation of their parents. they have been given until midnight on tuesday to rank the families with children under five years old but the fed missed that deadline. we are learning new details on the search of a portland woman who went missing a week ago. she texted from half moon bay and then there was a cell phone pain from davenport. now there is video evidence she was traveling south in monterey county on highway with 1 -- highway 1. a deadly construction accident in palo alto, a construction worker

reedly kled, run over by ngrkin briefly shut down but now reopen. in the east bay, a toddler is not after gunfire erupted in oakland. as jessica flores tells us, the gunman is still on the loose. >> reporter: the young boy is in stable condition at children's hospital oakland after being injured during a shooting last night. police want the public's help now. they want witnesses to come forward and identify the suspect. police say the three-year-old boy was in the car with his mother. you can see where the bullets pierced through the window. open police say bullet fragments injured his head in the shooting near 80th avenue and holly street, around 9:30 left my. >> a round hit the vehicle and shrapnel from that round injured the child. >> reporter: police are still looking for the suspect. shooting comes amid growing violence in oakland. the gunfire of the during a memorial for a homicide victim.

hearing today in front of the coastal commission. instead, they are withdrawing from the permit process. they say those fees are necessary to pay for the gatekeepers, maintenance of a small park and wooden stairway to the beach. two years ago the commission order them to take that date down and threatened fines of $11,000 a day but it is still there. the homeowners association says they are leaving the gate unlocked during the summer months. the lawyer says they are willing to compromise. >> if we have to find a way to reorient that discussion, we are more willing to do that. >> we wouldn't be putting as much time and energy into this if we didn't think we were right. i presume if it goes with or a judge, the coastal commission will prevail. >> the fence on the fees go against the california coastal act according to the commission. they sent out a statement saying this is the only public

imploded today. it ha got to look at fog. >> we definitely had early- morning thick with fog. now there's a little bit of breaking apart of the cloud coverage. i do want to show you this view to the west where you can still see low clouds hanging around near ocean beach and to the north, right near the golden gate bridge. we were definitely socked in all morning long. now you can see some high cirrus clouds rolling in. there's that golden gate bridge view that i was talking about. san jose is warming up nicely, 77, santa rosa 77 also. here's what's happening, more cloud coverage coming in the south. it's also bringing more moisture into the area. we are looking at 89% humidity

which hasn't dropped much because of the clouds. this is something to compare to because this morning the numbers were higher but by the afternoon they usually drop a lot more than what you are going to feel today and tomorrow. it's going to feel muggy, low 80s -- high 80s and low 90s and it may feel hotter than that because of all the moisture. i expect some pretty sunsets with all of the clouds that will be rolling in. some lightning strikes across southern california, arizona and nevada from that ridge of high pressure over the last several days. that's being allowed to move a little north, nothing nudging it further south so it's growing indefinitely impacting us. this is a high clouds associated with the. in that futurecast you can't quite see the moisture but this one gives a good lips. it's probably going to come in
