continues in the carolinas... as tropical you are watching kpix 5 news. our tops ditch our top story, tropical storm florence crawls leaving destruction in its past -- path. rescue efforts are underway as sheets of rain inundate the region. >> tens of thousands are in shelters tonight. thousands more face imminent danger. >> reporter: brian and juliet, we have been having wild weather in wilmington, tonight. we are getting a break right now, but we have had strong wind and powerful rain. right there, you see a tree is snapped and toppled onto the

home. the assault of florence is going to continue. she is going after north carolina. florence is showing no mercy to carolinas. this is -- the storm has stalled. >> it is pretty deep. there are cars already going under. there are people freaking out. >> reporter: water is rising fast in the northeast part of the state leaving entire communities flooded in jacksonville. people trapped in their homes have been rescued by boat and helicopter. anthony watched as the water crept up to his front door. he says, he was not taking any chances. >> you see the water coming in and you decide you have to go ahead and leave. >> reporter: officials are asking evacuees not to return home just yet give crews enough time to remove downed trees and restore power. this grocery store opened just in time. people have been

running out of supplies. >> we were prepared, we had a lot of supplies. you can only buy so much ahead of time and then you know there are certain things you will run out of. >> reporter: gasoline is also in short supply. drivers waited nearly an hour to fill up at this gas station. in cumberland county, authorities are going door to door telling residents to leave after issuing a mandatory evacuation. they say the cape fear river may crest above 62 feet. >> we are talking about flooding that has not been seen, to this degree, potentially, since 1945. >> reporter: another one and a half feet of rain may fall before the weekend is over. what we have been seeing here in wilmington is neighbors helping neighbors. a lot of cleanup going on, but they say they are in it together. >> courtney, with this to 1 million people without power, what are they doing to the -- do -- what are they doing to

restore power? >> first they have to remove trees. this is one of maybe thousands of trees that have toppled down around this area. first, they must remove those. we have seen a lot of work going on. then, they restore power. we have seen areas that are getting power back. wilmington is on the route to recovery. this is what the devastation looks like from the air. coast guard -- a coast guard helicopter shot this video today. you can see entire neighborhoods inundated with water. crews are patrolling skies looking for those who need help. they have already lifted dozens to higher ground. take a look at some of these before and after videos of the flood zone. this is the main drag in washington, north carolina. here's how the same street looked on tuesday. here is now -- all you can see now are the streetlights. adriana diaz was reporting

in jacksonville, north carolina when a group of deer waited across the street behind her. it was a close call for this reporter on the ground in wilmington. he was live on the air when the winds picked up a huge piece of jagged sheet-metal. it hurled it at him. thankfully, he and his photographer were all right. president trump tweeted, deepest sympathies and warmth go out to the families and friends of the victims. may god be with them. meanwhile, millions of americans will be getting a text message from the president as fema tests out a new emergency alert system. the goal is to alert people to emergencies like severe weather. it will be titled presidential alert and will indicate it is only a test. major cell phone carriers including at&t, verizon and sprint will participate. a powerful typhoon has pummeled parts of the

philippines killing people. -tran29 slammed into the philippines. heavy rain triggered landslides. 87,000 people in the islands had to evacuate. several are missing. the dozen fatalities include two children who drowned in floodwaters. the typhoon is still packing winds of over 100 miles per hour. it is expected to hit southern china and hong kong tomorrow. the day at the beach turned deadly for a swimmer at cape cod. a man in his 20s was attacked by a great white shark on newcomb beach. rescuers performed cpr on the beach before rushing the victim to the hospital where he later died of his injuries. there are signs up along the beach warning swimmers that sharks frequent the area. despite their numbers, fatal

attacks are extremely rare. the last time it happened was in 1936. a border patrol agent from texas is under arrest, suspected of killing four women and abducting a fifth. investigators say they took the 35-year-old into custody in laredo this morning after the fifth woman managed to escape. she alerted authorities. the bodies of the four other women were found over the past two weeks. all are believed to have been working as prostitutes. back here in the bay area, oakland police are facing a new accusation. an independent monitor says officers have been skewing department data on use of force by failing to report it. christin ayers says the mayor is now calling for a review. >> reporter: it is a point of pride at the oakland police department. a massive drop in use of force numbers over the past several years. earlier this summer, merely be chef tweeted, oakland's steep drops in violent crime and use

of force are no coincidence. building trust is at the core of our success. since 2012 use of force incidents have dropped drastically, by 75%. so far in 2018, use of violence -- use of force is down 34%. an independent monitor discovered a significant supervisory failure. officers failing to report use of force even when captured on by -- even when captured on body camera's. in four cases, officers used physical force to arrest people. none of them were counted as use of force cases. >> is is a remarkable breakdown in accountability at every level. this woman is with the coalition for police accountability. >> reporter: this appears to be a classic case of underreporting to make the department look better. she says it is a reminder of why it is important to form the new independent police

commission. >> we are putting all of our hopes and expectations on this police commission to do what the city itself has failed to do. >> reporter: oakland police told us they could not comment on the incidents because they are personnel matters. they wrote in an email that we are in commission -- in communication with the monitoring team. in a statement, the mayor said, and intensive and ongoing review of these incidents are necessary to ensure the highest level of accountability. the independent monitor says because of what he found, he will now review more cases. these california firefighters are taking new steps to save themselves from a serious on-the-job health hazard. a california hiker is left hanging hundreds of feet in the air. the delicate operation to airlift him out.

california cliff. a cal fire air attack crew we have dramatic new video of a rescue on the side of a southern california cliff. look at that! cal fire battled turbulent winds to make a precision pick up after a climber tumbled several hundred feet down the side of the mountain. >> he was upside down, still on his reading and attached to his rope system. he was not able to move. >> he had been hanging with a badly broken leg, shattered pelvis and sadly the man's climbing partner died in the fall. the firefighters were awarded medals of valor. matthew burchett of utah died while battling the mendocino fires. a boeing 747 made three a

successful drops. the pilot tried to make his fourth drop near a dozer line. heavy vegetation and they said -- sudden rise in vegetation met the plane was only 100 feet up. the force of the drop uprooted a tree which toppled and crossed -- crushed the battalion chief. the tinker crew was told by supervisors that the line was clear. more than california firefighters are taking steps to protect themselves from a different danger. steve large is in auburn where crews are fighting to reduce their cancer risk. >> we have his bunker gear. >> reporter: it is a touching tribute to the firefighter. his locker remains up and will likely never come down. >> it was an absolute, total shock. >> reporter: he died from lung

cancer this year. has firefighter family helped care for him in his final days. >> when you have a loss in your department, you try to honor that member by making sure it does not happen again. >> reporter: besides morning his loss, his cancer diagnosis at 47 years old has had another impact. is firefighter brothers are now changing how they work. they quickly clean off the cancer-causing chemicals and stick to their turnouts as soon as they can. >> one of the preventative measures we took, putting our turnouts into a simple trash back. >> reporter: trashbags keep the toxin covered turnouts contained. they now use specially formulated firefighter wipes to keep their skin clean. this it covered face of a firefighter is no longer a measure of greatness. >> now, it was like, you were so close. you are in the carcinogens. it just really changed our perspective. >> reporter: for these firefighters, they are not waiting for a policy. they are acting now on their

own. >> it is a new way of life. we are looking at away new -- a new way to do business. >> reporter: steve large, kpix 5. new labeling requirements are coming to california salons to protect the people working there. the governor just assigned a bill that will require manufacturers to list ingredients on the labels of confessional cosmetic product sold in california. it is already required for consumer products. advocates of the legislation say manicurists, hairstylists and other salon workers have a right to know what chemicals they are being exposed to. the labeling requirement will go into effect in july 2020. with just 52 days left until the midterm elections, local democrats are wasting no time getting out the vote. presumably, republicans are trying, as well.

elon musk, that is what i would charge. >> space-x plans to reveal more details including the identity of the traveler on monday. is just the ordinary people that have $100 million in their back pocket. in the weather department, a really interesting perspective of the different layers of clouds and types of clouds floating into the bay area tonight. looking toward the oakland hills, there is some buildup over the hayward fault. in the foreground, you can see the clouds shrouding and moving in over the bay bridge. highs today, the clause kept the coastline cool, 62 in san francisco and oakland went to 68. santa rosa went to 78. the nice weather in the area will continue. right now, san francisco is only a 57, but very nice in santa rosa and concord. with in the low 70s. we will get the low clouds coming back into the shoreline tonight. had this here is a look at how

things should shape up over the next 24 hours. the usual clouds to the coast and low-pressure inland. high pressure will finally edge that aside so that by thursday and friday of next week, we will be near 90 degrees inlet. it will take a while to get there. in the meantime, it is windy tonight. it will be breezy with more low clouds. mild temperatures all over the bay area on sunday and then warmer weather ahead this week. we have to wait for. the autumn moon festival all weekend long in chinatown it will be 64 degrees. the art and wine festival in lafayette, that would be fun, 75 degrees. the grand prix of sonoma at 75 degrees out there. temperature at the dragon boat festival, 69

dancing on the sidelines. the change comes after the nfl faces criticism over how female cheerleaders are hired and paid. >> reporter: these two men are mastering all the right moves. had you ever thought that you would be one of the first male cheerleaders in the nfl? >> no, for me and other guys, it just was not encouraged or talked about. >> i have always been a little daredevil. i'm not going to lie. i think the bigger the risk, the bigger the reward. >> reporter: the reward is a history making turn as the men are dancing the same routine traditionally performed by an all-female squad. >> i still get giddy. it is crazy. >> i was standing on the field and closed my eyes. the breeze came by and i heard the crowd roared. >> reporter: the los angeles rams telis tryouts have already been open to everyone.

but these two, both classically trained dancers were the only man who ever showed up. the ladies say, the guys fit right in. >> to have the first male cheerleaders officially on an nfl team, that is huge. >> reporter: the move toward gender inclusion comes after a season of lawsuits and complaints filed on behalf of nfl cheerleaders. six former houston texans cheerleaders claimant they endured brutal working conditions. >> we were bullied and we were body shamed for $7.25 per hour. a miami dolphins cheerleader said she was the -- she was discriminated against for her religion. >> i felt humiliated and ashamed of my own body. >> reporter: this sportswriter believes the time has come for teams to prove how much they value their cheer teams.
