it live from the cbs bay area studios, this is the kpix 5 news. a live look from our camera. check out the lingering fog over lake curry. showers this morning and the rain is not over yet. good afternoon i melissa cain. >> i'm kenny choi. look at some of the wet conditions in the north bay. significant showers in marin. just as a police officer drove by. the same for residents in the east bay. the cell phone video was shot after eight this morning in pittsburgh. >> reporter: we are getting a break for the moment. earlier this morning the return of the rain. a very busy morning. the showers offshore, about six hours ago. all of the rain pushing through. light to moderate rain and even heavy rain up across the north bay. south bay, passing showers. for most part dryer for you. let's talk about the rainfall amounts. northbay picking up a lot of rain. . out an inch and a arin n g up 1.18. sacisco ing upab 2/10 of an inch. oakland to hundreds of an inch of rain. san jose, light showers pushing

through. not any measurable rainfall for san joseearlier this morning. we will talk about what you can expect as we take you through the rest of the afternoon and into tomorrow. are shower chances still off the coast. details on that coming up. it's unclear if the rain played a role in a roof collapse at a home goods store in the northbay. jackie ward is at the northgate mall. >> reporter: when employees got to work around 7 am they noticed that the roof was sagging with water dripping down. that's when the fire department got called and the situation got worse. >> the ceiling actually collapsed down. on top of the front area we see right here. >> reporter: when the roof partially collapsed all the responding firefighters and two store employees were standing outside of the building.

>> we are about to proceed into deterne if this was in fact weather related. >> the drainage system gets clogged. then the roof will collapse. >> reporter: san rafael fire says the store has only been here about a year. the owner said there was some work done on the roof but they're not sure if that was related to the collapse. firefighters are waiting to get back inside of the building to excess the extent of the damage. building engineers have to deem it safe before they can do that. the building has been red tagged and the store will be closed until further notice. san mateo county sheriff is investigating a homicide near to neatest creek. police received a call of a deceased adult male around 7:00. the witness was driving down highway one when he spotted two small body bags. no word on the cause of death or the victim's identity.

the closure of fremont street is extended until at least next friday. according to the trans-way power authority the transit center itself will remain closed for three more weeks. an actual reopening date has not been announced. a construction crew needs to keep reinforcing the damage sections of the trans bay terminal before repairs can be made. right now the focus is on the center right above fremont street. only ones that part is secure will it be safe for crews to thoroughly examine the cracks. >> we can get in there and look at what happened. you can design the fix. then you know from there to go forward. >> once crews have the area considered the next step is reconfiguring fremont street. in order to do that some lanes may be narrowed.

two pieces of thit tpentago have tested positive for the deadly chemical ricin. it was addressed to james mattis and admiral john richardson. the mail facility is in a separate building. the mail never made it inside the pentagon. the fbi is examining the evidence for further analysis. no reports of anybody falling ill because of these substances. the fbi has until friday to finish up their sexual misconduct investigation into judge brett kavanaugh. some key republican votes will determine the outcome. >> the fbi is working very hard band check to include anyone who might have testimony about one of three claims of sescduct ainst judge kavanaugh.

he has denied all allegations. >> she is an outstanding man. for his sake and the sake of his family i hope he does well. i think he has been very brutally -- >> reporter: the bureau has wrapped up its interview with mark judge. christine blasey ford testified that judge was in the room when kavanaugh attempted to sexually assault her. judge says he does not recall those events. pj smith also says he is cooperating but he has no knowledge of the party or the gathering. blasey describes. the fbi has until friday to wrap up its investigation. the majority leader mitch mcconnell says the senate will vote on judge kavanaugh's mac -- nomination. >> senators will have the opportunity to vote. here on this floor, this week. >> judge kavanaugh's confirmation decides in the

hands of three and decided public senators. >> i am waiting for the additional information that will come from the supplemental fbi investigation. >> reporter: several democrats representing red states say they two -- too are still undecided. >> the other republican senator sheldon there who are on the fence susan collins and lisa murkowski. the san jose city council is discussing how to provide relief from drivers who have had their cars towed. right now the city charges $290 to release the car after the first day. that is essentially a processing fee. that does not include towing and storage fees bringing the total to about $640 minimum to get your car back. some drivers say they simply cannot afford that. >> when something breaks down sometimes are working families have to wait one or two paychecks to get those problems fixed with their cars.

>> a recently released auditors report from the current fee is unintentionally more than 40 percent above the rate it should be. the city is looking at ways to help the poorest drivers, including subsidizing fees and lowering the cost for first- time offenders. the boat is expected in about an hour. to combat the growing homeless problem in the bay area , the mayor is showing off a new tuff shed site. this new site will be the third location in oakland. our reporter takes us on a walk- through. >> reporter: there are 20 of these tough sheds at this new site. the city calls them cabins. each houses two people. here's one of the beds. they stopped to get a thicker mattress here on this bed. you can see there is a privacy curtain in between roommates. there is the second bed.

there is room for people's possessions and even pets. the goal is to help them get back on their feet. no one deserves to spend a single night sleeping on the streets. >> reporter: the goal of the cities tuff shed villages, clearing out the 10 encampments that have been expanding over the last several years. the first village opened in january between castro and brust streets. another 20 units under i-980 in may. out of the 126 people who have stayed in these temporary homes, 39 have gone on to find more permanent housing. for others it is a work in progress. >> we cannot solve all the problems at once. >> reporter: there are toilets on site in each week showers are brought in. the tuff shed themselves were bought with tis. each site cost about $750,000 a year to operate. paid for by oakland, alameda county and kaiser permanente.

tomorr peoe acrossth country will get their fit test presidential nationwide alert system. >> reporter: it's the alert, if it's real, you will not want to get again. >> when those messages appear on mobile devices people should take those seriously. it has a direct impact on my for safety. >> reporter: antoine johnson, he directs the public agencies alert warning system. >> if we have something that is of national significance we can rapidly notify the american public of that event. >> reporter: government agencies nationwide have issued more than 40,000 emergency alerts to cell phones since 2012. those amber and weather alerts target specific regions. this new alert will be nationwide and only used for advance warning of national crises. >> it should be reserved for true situations and true

emergencies when we need to get the public's attention. >> reporter: jay johnson says it is designed to be used sp >> this is something that should not be used for a political agenda. >> reporter: he says that is important because nobody can opt out of these alerts. >> reporter: some people are thinking i see president trump sending out twitter messages all day long. does this mean i will get whatever message that president trump wants to send out through this alert system now? >> no, not at all. one thing we need to make clear is that there are laws and policies and procedures that are in place and other protocols to ensure that the system is used in accordance with its intended use as defined by the law. >> reporter: alerts are not foolproof. in january hawaii's emergency management agency had mistakenly sent out a alert of warning of ballistic missile

threat to million cell phones. mistakes like that could make people nervous about this new nation wide alert. >> the alert will go out tomorrow at 1118 a.m. pacific time. if your cell phone is on and you have service you will likely receive it. you will not be able to stop it in advance. san francisco is hosting a job resource fair for military veterans. it starts in about a half an hour at the war memorial veterans building. >> let's take a live look, looking south toward the waterfront. that is the uss americana docked at the pier. we will look in the other direction, that is toward the golden gate bridge. you can use our cameras to watch live as the parade of ships happens at 11 am on friday. you can see the blue angels perform friday through sunday.

>> it will be quite a show. hopefully the weather cooperates. >> reporter: we will see plenty of sunshine as we end out the week. showers for us. especially offshore. you can see the line of showers offshore pushing north. and about to move inland to the northbay. already we are getting isolated showers out there. zooming in here in the northbay here you can see a few spotty isolated rain showers up across the american canyon. we will keep that chance of showers as we head through the afternoon. partly to mostly cloudy skies. right now temperatures from 77 in concord and oakland. 68 in san francisco and 76 in san jose. 82 in santa rosa. here's what you can expect. for the most part a bit of a break. a few showers are possible as we through tonight and wednesday. it is a possibility for us.

satellite and radar, there is the area of low pressure. that is generating the wet weather for us. it's been more than five months since we have seen significant rainfall. the last time we saw that was back on april 16. it's been a long welcome site across the bay area. this level pass to the south and then pushed to the north. we still have the chance to see a few showers tonight and into wednesday. future cast, for the most part our weather model wants to keep us on the drier side. we cannot rule out a few more showers as we head through tonight and into tomorrow. sunset tonight at 6:50 pm. sunrise tomorrow at 7:07 am. daytime highs today right around where we should be.

here's our fresh grocer.. tony tantilo.. olive oil salt-and-pepper is all you need for today's tip of the day. >> here's are fresh grocer, tony tantillo. >> reporter: today is going to be pencil asparagus. they are thin like a pencil. this asparagus is imported in. the flavor is out of this world. when you bite you want to make sure they are green from top to bottom. a little bit of white is okay. if it's too white you have to discard that. since you are paying by the pound you lose about 20 percent of that asparagus weight. which is in good. when you bring them home store them in the refrigerator right away. don't store them for too long. the longer you store them the more the nutritional value will deplete i love these on the grill or on the broiler. oil salt-and-pepper just for a little while.
