ward. have county officials said whether they've fixed the problem? >> reporter: kenny, that's what they say, but still it was a tense 25 minutes or so that we had to wait for that texas letter to come through on our -- text alert to come through on our cell phones. later than expected but met with a round of applause. napa county's new wireless emergency alert system finally sent out the text test just before 10:00 a.m. county officials say it all came down to checking the right box. >> we set up the test. we had selected one of the portal boxes incorrectly. unfortunately we were able to get fema on the phone in our support through nixl and identified the message being sent out. >> i want to thank everybody for their patience. we had to call fema directly and there was a very specific nuance that we knew nothing about they said that's what you had to do and we just -- i mean, it's one of those things. >> getting to this point required the county to get

certified through fema. now napa county will be allowed to send alerts through nixl and i pause. the pause alert was tweeted out, too, but 9:48, and not 9:30, like originally expected. >> having a test like i pause and the wireless emergency alert system allows us to reach all cell phones in the area regardless of area code so tourists and visitors will also receive emergency alert messages if we need to send them. >> reporter: prior to today, napa county did not have this type of emergency alert system and 140,000 residents were signed up for alerts. now there are 170,000 nixl subscribers. again you don't have to sign up ghese eme ales. alerts i if count with your cell phone. in napa, jackie ward, kpix 5.

cal fire investigators say sag pg&e power lines sparked a deadly fire a year ago. the cascade fire killed four people, injured a firefighter and destroyed 264 structures. the investigation is now in the hands of the district attorney. and four buildings have been destroyed by a fire in so llano county -- solano county. that fire has scorched more than seven square miles and at last check, it is 80% contained. chopper 5 was over the city of hayward. a stolen san jose police car was recovered at this lot earlier this morning. police are now on the hunt for the suspect. police are searching for andrew trujillo. just before 5:30, san jose police took him into custody. he then somehow managed to escape from his handcuffs and fled in the police car. then later this morning, police are able to locate the stolen

car. all of the car's weapons are accounted for here's another look at trujillo. anyone with information is asked to call police. hurricane michael is churning more than 300 miles off the gulf coast. this is panama city beach. this is a category 2 storm but michael is expected to intensify before it makes landfall tomorrow. more than 130,000 people have been already ordered to evacuate. hurricane watches and warnings are up along much of florida's gulf coast and into alabama, and the city of gulf shores posted double red flags this morning, warning of hurricane, life-threatening rip currents and high surf conditions. >> that means water will come miles in shore and could easily be over the roofs of houses. >> after hitting the coast, michael is expected to move northeast over georgia and the carolinas where residents are

still cleaning up from hurricane florida. >> mary, you've been tracking this all morning long. it looks like it's going to be a bad one. >> we are really watching hurricane michael. this is a live look for you in panama city, florida where they are bracing for the worst. this is the enhanced satellite and radar of hurricane michael and you can see it takes up about half of the gulf. this is a category 2 storm. 335 miles south of panama city, florida with maximum sustained winds of 10-miles-per-hour move -- 110-miles-per-hour, and likely making landfall along the panhandle as major category 3 storm with maximum sustained winds of 125-miles-per-hour. the eye of the storm is moving northward over the eastern gulf of mexico, life-threatening storm surge, hurricane-force winds and heavy rainfall

ceremony he promised to remain partial. >> i was confirmed to serve one party or i will be independent and impartial justice. >> hear technical cases involving what constitutes an armed criminal. san francisco city hall is open until 5:00 tonight and open every weekday until 5:00 election day, november 6th, and the two weekends before it. prop c is one of the big initiatives on this year's ballot. it would be a .5% gross tax hike, taken from big businesses in san francisco and used to help house 5,000 homeless people, as well as give about $75 million to the mental health programs. sfo has unveiled its plan

for the new terminal. there is even a plan to honor the late supervisor. we'll give you a look at what to expect in the design. >> reporter: this is what the new terminal one at sfo will e 25 dibed wit new securitck th, and you can just kind of see what lies ahead. we find a lot of times uncertainty is what contributes to stress at an airport. >> reporter: the terminal is named after the late san francisco supervisor harvey milk, and airport planners are asking for help honoring him, looking for digital photos to be displayed that will be in place when the first nine gates open this summer. >> we want to reach out to communities to tell the story of harvey and to gather some of the content that'll go into the mural that memorializes his life and legacy.

was driving the bus in the early morning hours of september 10th when it crashed into a building on lombard street in the marina district. officials say milton was with the agency for 38 years. investigators are continuing to look into what caused a limo crash that killed 20 people in upstate new york. a lawyer tells cbs news he believes there are a number of factors that caused the accident but state officials say the limo failed inspections last month and the driver did not have a proper license. last night, thousands attended a candlelight vigil for the victims. >> the facts are going to bear out there are a number of different things that contributed to this crash. >> federal records show prestige limousines is owned by annex-fbi informant. he's out of the country currently but expresses his

richard. >> it was great. loved fleet week and meeting everyone who came out, especially everyone with the armed forces so thank you so much for serving our country and for coming out here, and we are sending them off with beautiful weather blue skies currently. a live look at the sales force tower camera, the bay bridge and mount diablo and that sunshine. we're looking at cooler conditions though, so a big difference with our weather thanks to onshore flow. look at these temperatures, 75 in concord, okay land 65, live more, 77, san francisco, 64, 73 in san jose, as well as for santa rosa. yesterday at this time we were looking at temperatures inland in the 80s. so we are looking at a lot cooler conditions there. so southwesterly winds at half moon bay 8-miles-per-hour indicates that onshore flow kicking in for us. you can see napa southwest wind at 8-miles-per-hour. temperature change, 24-hour temperature change, we're looking at 16 degrees cooler in

napa, 12 degrees cooler in oakland there and 89 degrees cooler at sfo, santa rosa, 11 degrees cooler and movado. we're going to cool things down even more for wednesday and thursday. satellite and radar, that ridge of high pressure, is a little bit farther south and with that we're looking at the onshore flow for us and that ocean breeze returning today, and that'll continue for wednesday and thursday. much less smoke in the air. our sunset at 6:40, sunrise tomorrow at 7:13. so here's what you can expect today, we're looking at temperatures in san francisco about 10 degrees cooler compared to yesterday. 69 for a high, 65 in pacifica, 80 in redwood city. 81 in concord, looking at 80 for a high in vallejo, and warm inland in fairfield, 84. here's that seven-day forecast, and stronger onshore flow for tomorrow, and with that we'll see temperatures cool for all of

incident in his own home but as christin ayers shares with us, david padilla is now p as a young teen, today's sra scholar experienced a violent incident in his own home. >> david padilla is using that experience to help others. >> it was very traumatizing. >> reporter: david will never forget the day he and his family were robbed in their very own living room. >> it was the first day of high school when two men came in at gunpoint. >> he was changed forever by the experience, but not in the way you might expect. >> it really inspired me to change mostly because i realized that not only was this in relation to crime itself and violence and gun violence but may be of the issues that we face growing upper being faced by people at the same time and

it's about sharing from those experiences and learning about others. >> reporter: concerned about violence is a public health concern in his community, especially in his community gave david a clear vision for his future so he headed to city hall literally. david has a fellowship at the city manager's office. he's a city manager with the holistic approach. >> it includes everything, the condition, environment, economic status. seeing issues firsthand, and now being able to have a direct role in helping those issues really makes me happy. >> reporter: equally important, his family. david says the robbery as awful as it was brought them closer together. >> it made me realize how important the health of my family was. >> reporter: he's completing his senior year at cal and is grateful to students rising above for its role in his success. >> students rising above has had an incredible impact on my
