weapons drawn in a bay area neighborhood with a s.w.a.t. standoff. the stock market taking a plunge. the dow is down more than 500 points. a big selloff on wall street. we have a lot going on today. >> we begin this noon with hurricane michael. forecasters saying that the category 4 hurricane is still gaining strength. we are looking live at the panhandle. panama city, florida. you can see on the right side of your screen, some palm trees swaying back and forth because of the winds. rain and wind is picking up there. the national hurricane center says the storm is packing winds and nearly 150 miles per hour. nikole killion has the latest from panama city. >> reporter: giant waves are thrashing florida's panama city beach, asl tas aim panhandle. the storm strengthened overnight. >> unfortunately hurricane michael is a hurricane of the worst kind. losses of life.

>> reporter: forecasters are most worried about a probable 13-foot storm surge. >> without storm surge comes and you have no control of it. there is so much pressure and it pushes everything in and then it sucks everything out. >> reporter: michael is also expected to dump more than a foot of rain and lash the area with 145-mile per hour sustained winds. given the strength of the storm, nearly 400,000 people were urged to evacuate along the gulf coast. officials warn time has now run out. >> you have waited too long. you've got to hunker down. you veo elter >> reporter: for the most part, people have listened to the warnings, but some are staying put. >> never been through a hurricane before. i've heard lots about it. we will stay and see it out. >> reporter: florida has deployed at least 3000 national guard troops. search and rescue teams from states as far away as indiana and pennsylvania are also ready to help once the storm passes.

>> it is humanity. it is going out and helping folks in e. >> reporter: michael is shaping up to be the most powerful hurricane to ever hit the florida panhandle. forecasters say they've never seen anything like it. nikole killion, cbs news, panama city beach, florida. hurricane michael leaving his mark on parts of central america. the storm dumping nearly a foot of rain on cuba. as we take another live look , this is panama city beach. the storm is continuing to gain strength in the panhandle. >> mary, you have been tracking the storm since yesterday , for a couple of days operate on looking back at this radar here, there's a lot going on. >> yeah, we have been watching the storm explode into intensity. close to a category 5 storm there , packing maximum sustained winds of 155 miles per hour , when it made landfall along the florida panhandle there, close to panama city.

that has never been done before. the florida panhandle has never seen a category 4 storm since record-keeping began back in 1851. currently looking at maximum sustained winds of 150 miles per hour. 30 miles /northeast of panama city, florida moving north-northeast at 55 miles per hour. it will go up the carolinas as a strong storm. when it made landfall, looking at panama city, winds up to 74 miles per hour, still strong winds out there. talking about the storm surge come anywhere from 12-13 feet. 8-12 inches of rain from the florida panhandle and of the carolinas. the carolinas do not need to see anymore rain after hurricane florence just flooded the carolinas. still watching that as that track moves up to the north and northeast. back to you. >> here's another

'breaking news" from wall street. taking a live look at the big board right now, the dow is down about 540 points. we have been watching this drop all morning. it dipped below 26,000 for the first time in a month. the reason for the slide, investors are concerned about rising interest rates. now to 'breaking news" here in the bay area. the s.w.a.t. team is executing a search warrant in morgan hill. they have surrounded a property . weapons are drawn. we've seen them take several people into custody. this involves area mt of the day. l bee if we do get an update on the situation during this newscast we will bring

it to you. try my an investigation is underway after a fire ripped through a bay area warehouse very close to the coliseum bart station. let's get over to east oakland with the very latest. >> reporter: this is an active arson investigation, at this point. i'm going to show you the damage left behind from this warehouse fire. burnt shell basically. a bunch of junk right now , street signs down, power poles burnt , and a small lake left in the roadway. it's all fallout from a fire that started this morning. oke pourin this d 7d and holly after a fire broke out at around 6:00 a.m. it's across the street from the bar parking lot for the coliseum station. that is where this facebook video was taken before police take that off because of burning embers and smoke. which drifted into the homes nearby , after neighbors were awoken before dawn.

i thought the whole block was on fire. >> reporter: the whole warehouse was being rented by a business in oakland since the 80s. a worker says they were in the process of moving out when inside this warehouse was latex paint and paper business records. the building wasn't metal on the outside but would on the inside. two powerlines felt during firefighters initial attack. a risk for firefighters who could have walked into that. >> is very easy to do when you're in firefighter gear and you're encapsulated. >> reporter: power was shut off to 500 cast -- customers until the area was deemed safe. >> reporter: back out here live now, the plan here for this lot, they're going to bring in some heavy machinery to tear down some of these big pieces of metal and they are trying to make sure that everything is put out

that there is no fire that is hiding right now and some of those wooden planks under some of those metal panels. we are also hearing that the property owner , the owner that leased it to the painting company was planning on tearing the thing down anyway and building affordable housing. obviously that plan could be put on hold. also in the east bay, close call for crews battling another fire, a two alarm blaze tore through a tire store on main street just after 2:00 a.m. crews say firefighters were positioned closer to the back of the building near the tracks when a train came barreling down. fortunately no one was hurt. >> it looks like the fire started in the tires on the outside and then exposed into the business itself because in the inside of business on fire. >> the cause of the fire is also under investigation.

homelessness, open drug use and filth. those are not the reasons any mayor wants our city to be making national headlines. as jackie ward tells us, that is mayor under breeds reality in san francisco. these problems are news to her or anyone who lives here >> reporter: heroin needles, these are the recent observations and new york times reporter wrote about in a story that ran on monday. it's not the kind of inspiring direction the mayor is proud of. she says while it is accurate, it is not the whole story. >> we have cleaned up a particular block and not even an hour later, the same block is unfortunately just as dirty as it was before it was cleaned up. >> reporter: the city is and has been trying to fix these ongoing problems forget $70million is being spent on street cleaning. there is a poop patrol, and a group of people that goes around picking up needles.

one of the places the mayor says has improved since she took office is right here in ui plaza. if you venture a couple of blocks from here it can be downright disgusting. the mayor says she is well aware of that. >> they said i had this block 7-8 times a day and i always find something. what does that tell you. if we didn't do that it would be even worse. >> reporter: besides changing people's behaviors, the mayor says we have to get people off the streets and into housing. it's why she is proposing a 1000 bed 24 hour shelter plan. because of all of the uncertainty she believes comes with a ballot measure. >> we have to give what we are doing a chance to work. we also have to make sure that we are not losing middle income jobs as a result of this. we have to hold big business accountable. they should be paying more to help address this issue when they are a part of san francisco. >> reporter: it is a more complex system than just cleaning up the streets. while she is in office she will expect more from the city workers who are out there on the grimy streets every single day.

two hours, the company that makes the weedkiller, round up, is expected back to court that awarded a bay area man close to $300 million. lee johnson was a pest-control manager for a bay area school who use the weedkiller roundup as part of his job. every time he used it, 20-30 times per year he wore protective gear. even so, johnson was diagnosed with non-hodgkin's lymphoma and claimed that roundup was the cause. >> i remember standing there saying to myself, if i lose this case , this company is going to be able to get away and they will be able to say , see, i told you our stuff did not do that. >> he says the company sympathizes with johnson but believes that the product is safe to use. their attorneys are asking a judge today to either throughout the verdict, reduce the award or grant a new trial. no details on the deadly limo crash that killed 20 people in new york, over the weekend. police have arrested the operator of the limo company.

meanwhile , we have learned federal documents show the limo failed an inspection last month and the suspected driver, scott, was ticketed in august for not having the proper license to drive the limo. but the drivers wife says her husband is being unfairly targeted. >> even if he did not have the proper license , the still would have happened. i feel like he still would have got blame. >> an attorney for the limo company, said the vehicle was deemed road ready after it failed the september inspection. the new york state department of transportation called the claims " categorically false." silent footage from world war i has come to life thanks to a little help from hollywood. lord of the rings director, peter jackson and other filmmakers scour through 600 hours of old film and meticulously restored the scenes from the front lines for the even hired forensic lip readers to reveal

of a storm surge of more than 7 feet. clocking wind gusts of up to 119 miles per hour. florida state university, panama city campus reporting wind gusts of 160 miles per hour. panama city at the treatment plant there, 94-mile per hour winds with hurricane michael. dangerous , damaging winds. also looking at heavy rain, 8-12 inches of rain. of course, that is not a good thing, that storm surge, heavy rain and strong winds. watching that very closely for hurricane michael. our thoughts are with everyone there from the panhandle of florida all the way up to the carolinas. here at home, this is a live look. very grateful to be living here in the bay area. blue skies out there, temperatures are on the cool side things to onshore flow. 70 concord, 63 oakland, livermore 67.

24 hour temperature change, much cooler compared to yesterday, at this time. we are talking 15 degrees cooler in santa rosa. 9 degrees cooler nevada, feeling the difference with that cooler air. that area of low pressure over the northwest, that ridge of high pressure off to our west here without flow around those two weather features bringing that onshore flow. ocean breeze today and tomorrow. the ocean temperature is cool at 55.8 degrees. that cool air is moving into the bay area. changes coming by the end of the week as offshore winds return with us. sunset tonight 6:39, sunrise at 7:14. mid-sixties san francisco, upper 60s oakland. to go through tomorrow, still cool, the warm up by the end of the workweek. back to you. tonight
