steal sensitive information from up to 30 million user accounts. including usernames, phone numbers e-mails and in some cases location and even relationship status. facebook initially said the security breach affected about 50 million accounts but back then, the company said it did not know if the compromised sensitive information. the f.b.i. is now on the case. our other big story this afternoon. stocks are making a comeback today after a two-day meltdown on wall street. the dow jones index is up about 100 points. the dow kicked off with a big rally jumping 400 points. after it dropped more than 1300 points on wednesday and thursday combined. up 1.6%. the nasdaq also seen some gains rising 2.3%. apple and amazon making some big comebacks and gains as technology and internet companies and retailers are covered some of the recent losses. hurricane michael blamed for at least 12 deaths it

is feared that number will rise. rescuers are searching for more victims in florida's panhandle. as we take a live look at panama city. you can still see downed trees and a lot of destruction there. >> thankfully michael is moving away from the east coast. that is a good thing because michael is gaining in strength in the warm atlantic waters. i want to show you the satellite and radar imagery of michael here you can see it just off the east coast continuing on that northeasterly track. the latest stats on post- tropical michael. maximum sustained winds of 65 miles per hour. moving fast at 29 miles per hour. let's take a look at that track, you can see later in the day, we are looking at strengthening and intensifying with maximum sustained winds at 70 miles per hour. you can see it moving away from the u.s., the east coast, continuing on that northeasterly track.

let's look at some of the destruction in mexico beach florida. only one home is standing in this picture after hurricane michael ripped through. hillary lane is in panama city florida. >> reporter: it has been two days since hurricane michael tore through this area and for residents here, the rebuilding process is just beginning. search and rescue crews are going door to door in mexico beach, florida looking for survivors. the category 4 hurricane caused so much devastation the one sleepy tourist town is practically unrecognizable. >> this area is not going to be back to normal for a long time. people are still being warned to stay away. >> when you have that time of damage it takes time to get in and go through and do the search and rescue. >> reporter: many mexico beach residents rode out the storm despite mandatory evacuation orders. >> when the water started coming up,

i was more scared there than any time i've ever been scared in my life. it was -- i cry thinking about it. [ crying ] i didn't know it was going to stop. i'm thinking what will happen if it gets over our head? >> reporter: just up the coast in panama city beach, hurricane michael leveled this family owned a shopping center. a longtime employee returned to see the damage. >> you have to bite your tongue, your lip and everything, just carry on. >> reporter: michael caused massive flooding in virginia and the carolinas. >> some of the people that live backyard devastated. this is where their home is. >> reporter: this trailer park in salem village virginia is underwater and several people in the region were rescue thursday night when floodwaters swamped of their vehicles. the white house says president trump doesn't plan to see the damage firsthand. we are told he will visit the area next week. hillary lane,

kpix 5. police have arrested a man accused of installing credit card skimmers at a gas station in sunnyvale. officers were called to the world gas gas station on westmont avenue around midnight. police say two suspects were seen taking pictures and examining all of the credit card readers at each of the gas pumps. sunnyvale police arrested one man near the scene , another suspect is still on the loose. it is not clear how long the skimmers have been in place or how many people may be affected. fire crews are mopping up after a fire broke out in a residential area in san carlo. smoke was pouring from the roof of a home around 9:00 a.m. on hilltop drive near alameda. firefighters had to pull a pet to safety, but it is expected to be okay. no one was hurt. the cause of the fire is under investigation. a live look now in san francisco where scooters are supposed to be making

the return on monday but not if the scooter company has anything to say about it. jackie ward spoke to one of the two scooter companies that have been given the green light to rule out a new fleet in a few days. >> we are good at maintaining them. we have been cooperative with the city in terms of sharing data and applying for permits and basically working with them so we can grow our business in a way that works for the city. >> reporter: skewed network ceo believes his company was one of only two scooter companies selected to become a part of its 12 month pilot program for scooters. the scooter company has a different view as to why skit was chosen which is why it filed a temporary restraining order against san francisco this morning. they hope this legal action they say they were forced to take prevents scooters of any kind from showing up on streets and in the city come monday. in a statement, handpicking winners and losers based on unclear criteria , bias and favoritism with no transparency rarely results in the

community's best interest being served on this is no exception. they believe they should consider more equitable approach to scooter sharing and refrain from excluding well-intentioned operators. >> trying to shut the whole thing down and prevent san franciscans from having access to this kind of vehicle is kind of low. it proves that lyme doesn't have the city's best interest at heart. >> reporter: with the permitting program comes a lot more rules to follow. to help keep the general public happy riders will notice specific parking instructions when they open the app. this is the only time scooters will be allowed on sidewalks as long as they are kept out of the way and are neatly standing next to a lamppost or bike rack. the baby was one of the new neighborhoods that scoot will be offered and come monday. they also want the people who live in this area to sign up for its jobs program to become a mechanic , no expense necessary. jackie ward,

kpix 5. >> scoot and the other permitted company , skip, are allowed to operate 625 scooters each. that number could double in the last six months of the 12 month trial period. relief is on the way in the east bay to ease the parking headache for commuters to the dublin pleasanton bart station. the current parking lot is not big enough on weekdays. by 7:30 a.m. nearly all 3000 spaces are already taken. hundreds of people are on waitlist for a reserved space permit. the streets near the station are always packed with vehicles. alameda county supervisor says a garage was always planned to be expanded into this area. but the bart board has not wanted to spend the money to do it. the land next to the parking garage is owned by the county coparkrage soon begin without the transit agencies help or approval. there is no timeframe yet, because the design is yet to be completed.

police are hoping someone recognizes the suspected peeping tom. surveillance video showing the man outside of the home and the 1300 block of university avenue on october 3. recently the east bay city has had some issues with peeping toms according to authorities. on wednesday officers arrested this man, accused of stalking the same home more than once. a high-ranking american catholic leader has stepped down in the scandal over sexual abuse by priests. pope francis has accepted cardinal whirl's resignation as archbishop of washington. >> reporter: cardinal donald whirl's 15 year career in the catholic church came to an end today with a letter from pope francis. in it he accepted his resignation but said there were sufficient elements for whirl to have resisted stepping down, say there is a difference between covering up crimes and simply making a mistake. this summer, world became entangled in two major sexual abuse and cover-up scandals.

to the drugstore and what will soon be the nations first autonomous right hailing taxi service rate for the past year she has been part of the secretive early rider program made up of more than 400 households of in chandler, arizona. >> i use it for date night on saturday night. [laughter] my favorite thing is going to the mall. >> reporter: hundreds of autonomous driving vans operate daily within a roughly 100 square mile area. for now they typically have a safety driver upfront who can take control. screens inside show the riders with the car seats around it. cameras, sensors, radar and laser based radar allows the onboard computers to see three football fields in every direction. all technology google developed itself in close regards. >> it is actually taking this 10 million miles , over 6 billion miles and simulation to get to the answer. we firmly believe that self driving technology can help make the roads safer. >> reporter: samantha jackson and her 17-year-old daughter are early riders.

kylie uses a service daily to get to school and work. >> i get in, the air-conditioning is on so it's nice and cool. i'm just doing my homework all the way to work. >> reporter: the promise of self driving cars is to free up commuters while reducing 94% of crashes caused by human error. after last march is a deadly collision between a self driving uber on a pedestrian only 21% of people say they're willing to ride in a driverless car. while vehicles have been involved in crashes, usually minor, they have been the fault of people not the machine. how confident are you that those cars are not going to make a mistake? >> safety is our focus every day. there is the possibility that there will be a mistake , like there has been in the self driving technology space. so we don't walk around laboring under the delusion that mistakes will not happen. >> reporter: they intend to completely remove the safety driver which means there would be no one upfront. the ride hailing service
