are all going to be deciding. let's take a look. >> supporters used a gas giveaway today to make a point about the high cost of fuel in the state. >> the people of this state are having to pay more and more for gasoline, and instead of fixing caltrans and making it operate efficiently, they raise the gas tax. >> reporter: meanwhile tax supporters continue to hit the airwaves with their message as well. >> more than 500 organizations that are opposed to prop six. everybody from the league of cities to the league of women voters. >> reporter: a just released kpix survey usa poll found that when voters were asked outright about repealing the gas hike, 52% said they would vote yes for repeal compared to 40% who said no to repeal. that is a 12-point lead for repealing the tax. but when voters read the actual ballot language that says yes votes means eliminating certain road improvements and

transportation funding, the race tightens so with those in favor dropping to 44%. 14% are still undecided. in other words, the repeal is too close to call. >> that is a false narrative. we'll build a lot of roads for the governor of this state. >> this is no joke. when we say this makes our roads and our communities less safe, prop six makes us less safe. >> now, there's been a big push in addition to the ads and the gas giveaways. the other side has got the governor coming out for it and just about everywhere you drive around in the bay area. you notice signs up there saying this road of repair or this extension is being brought to you by sp1. that is the gas tax. >> free advertising h. 14% undecided that. that is huge. it could go either way easily. what happens to the money that is already collected. mine were up. what happens to that cash? >> that is going so to be

interesting. if they spend it, they're going to have to come up with it. this is a repeal. this would take it back and go back to before. are you looking for a refund? >> a rebait maybe. >> that would be one for the books, wouldn't it? >> i'm going to -- thank you. well, one proposition could reverse a state law and drastically change the rental market statewide. kpix 5 with how proposition 10 would give cities more control than ever to pass rent-control laws if this proposition is passed. let's go. inside. after living in the bay area for just a year, sarah is already planning to move. >> you shouldn't live paycheck to paycheck when you are making the most money you have ever made. >> reporter: as the housing crisis pushes people out like sarah, a new proposition on the ballot according to supporters may help make rentals more affordable. >> i voted for ten. >> reporter: mountainview mayor proudly shows his support on proposition ten which would

reverse the decades-old housing act. right now, the law allows landlords to raise the rent to market rate once a tenant moves out, prevents rent control on units built after 1995 and exempts single-family homes and condos from rent control restrictions. prop 10 would get rid of all of that and give cities more power to pass its own laws. >> i think it would give cities more ability to pay their rent control to the needs in their community, and unless we stop the outrageous increases in rents that people are facing, then our community is going to fall apart. >> if proposition ten should pass, it would be devastating to both property owners and renters. it would not at all help the housing situation. >> reporter: but those against prop ten like the san mateo county association of realtors argue it would discourage developers from building and make housing even less available. >> there would still be no protections for the actual renters so the prices of rentals would go up and certain properties would be taken

out of the rental housing market. >> reporter: sarah says this time next year, she'll be long gone saying good-bye to the bay area and all its solutions to the housing crisis. e every single one of us are one day away from being on the street. the early voting lines long, and projections are that this midterm will set some new lords. candidates have been making their final push in the bay area and in california. kpix 5 political reporter melissa cain shows us what some leading democrats are saying. senator feinsten passed her vote in one of the ballot drop-off locations in city hall. she is cautiously optimistic. >> hopefully this is going to go well. >> reporter: she says it's bad news for

one party to control all branches of government. >> when one part controls all branches of government, it's kind of a powerlock, if you will. to break republican control in the house of representatives, democrats are trying to flip seven congressional seats held by republicans where hillary clinton won in 2016ment former congressman ellen tauscher, a democrat is leading a political action committee aimed at those seats. >> i think it is going well. i think we're going to pick up many of those seats. >> reporter: according to early voter data, so far we are not seeing big voter turn-out by younger people in those districts. that is a bad sign for democrats, but tauscher says young people will come through on election day. >> most of the younger voters want the experience of going to the polls. melissa cain, kpix 5. >> melissa is now waiting for the start of the get out the vote rally about to get underway here in san francisco. this is a live look at the event. you can see the stage there.

garvin newsom, governor brown, and harris all planning to attend. newsome is hoping to succeed jerry brown as the next governor. earlier news, republican opponent john cox was also in the bay area today. he spoke with employees in a berkeley auto shop about their hours-long commutes and high cost of housing. his message to them? help is on the way. this issue really and truly -- let me just say is number one. why? because the housing crisis affects every other aspect of life in the state and obviously is affecting the workers of this state. the hard-working californians who really just want to live a decent quality of lifement they're not looking to be billionaires. >> reporter: cox will end his tour tomorrow in san diego at his campaign headquarters. let's take a live look right now at president trump's next and last rally. this one in cape gerardo,

missouri. mr. trump, due on stage at any moment. one person who will not be appearing to campaign alongside him? fox news host shawn candy. the trump team said that he would be appearing as a, quote, special guest, along with rush limbaugh. he says that's not true. he's there covering the event, and the president will appear on his show. just a short time ago, the president made a stop in indiana. nancy pelosi. the legendary maxine waters and their extreme job-killing aenask at that. that is what it is for. they want to raise your taxes, the democrats, do. restore crippling regulations, shut down your new steel mills, take away your healthcare, and put illegal aliens before american sides. that is what they want.

>> reporter: the president had brought reinforcements to this campaign rally. his daughter, ivanka was there, along with white house counselor kelly ann conway and press secretary sarah sanders. >> now, before you can get out the vote, people have to register as santa clara county is trying to get the next wave of voters excited early. kpix 5 is in san jose where one registration drive is targeting high school students. >> the effort targeted 13 high schools in san jose and registered about a thousand new voters although many of them will be too young to vote in this year's election. the effort is really focused on 2020. >> this is an honor. congratulations. >> they represent the future of voting in california. young people perhaps not old enough to vote tomorrow, but fired up for their voting future. >> i think that our generation is going to prove that we will vote. we will stand up.

we will raise a political awareness. >> reporter: students from 13 high schools in san jose were recognized by the santa clara county board of supervisors if their successful pilot project to register students as young as 16 and 17 for future elections. the registration drives happen during one lunch period at all of the schools and put about a thousand new and future voters on the roles. >> the problem that we are trying to solve is really getting young people to cast their ballots. they are marching and they are protesting but not voting, and we want to make that continual activism complete. >> reporter: this election year, the number of young voters under 40 will surpass baby boom age voters for the first time in 40 years. >> politics is doing a bigger and bigger thing in our lives. so, you know, i really am looking forward to voting in the electioner in -- next election when i turn 18. the registrar voter says most of the young people identified as democrats but the second largest group inclined to afill yacht with a political party. in san jose, kpix 5. still ahead, a statue in

regain the house speakership. e watch tomorrow's election. and it was. >> i she's running to get her likehind police department friends a choice and while she never expected to beat pelosi here in the city, she thought donors from outside the area may want to help her. >> the hope was there would be people all over the country who would want to rise to the occasion and offer me money. it didn't work out that way. >> how much money have you raised? >> out of the area, it ended up costing me money. >> reporter: lisa supports president trump but one wishes he would dial back the rhetoric. she is concerned about illegal immigration but loves the immigrant and gay students she tutors at san francisco state and city college. she says her politics would make her a lynn real in any city in the midwest.
