i got you, dave. i got a shout out. it's thursday, november 22, 2018. this is the "cbs morning news." it's an unseasonably cold thanksgiving day for tens of millions of americans in the east. but how will the weather affect new york's famous thanksgiving day parade? spectators are bundling up. >> we're prepared. we have our ski boots, hats, gloves and everything. firefighters are making progress against california's wildfires but rain is expected to bring new trouble. and changes at the border and changes at the border for migrants and troops.

good morning from the studio 57 newsroom at the cbs headquarters here in new york. good to be with you. i'm anne-marie green. frigid temperatures are expected throughout the northeast today and spectators in new york city will be bundling up to watch the thanksgiving day parade. more than 3 million people are expected to pack the frosty streets of manhattan. laura podesta is at the start of the parade. are you bundled up? i hope so. >> reporter: i am. the two numbers we have to think about today are 23 and 34, and that's because the balloons will have to come down if winds exceed 23 miles per hour or gusts exceed 34 miles per hour. the city made those rules after a 97 accident when a catn the hat balloon critically injured a woman. >> happy thanksgiving.

>> reporter: it is all smiles here in new york city where thousands showed up to watch the balloons come to >> i feel so good. b when you watch tv it doesn't look real. >> reporter: there was a clear favorite among the crowd. >> i've always wanted to see charlie brown. >> i wanted to see the charlie brown one. >> reporter: but the iconic peanuts character and the 15 other massive balloons may not fly as high as usual. strong winds are expected today and that could force them lower or to even be removed. that hasn't happened since 1971. >> oh, whoa. >> reporter: last year a gust of wind sent a small candy cane balloon into the trees. other incidents in the past have caused injuries. >> we need everybody in new york city to think positive, keep those wind speeds down so we can

rorr: anotherssue for ngear record low temperatures. >> wear every glove, scarf, hand nonown threats to the parade today but the nypd is still out in full force. there will be thousands of officers stationed along the route including plainclothes officers among the crowd. there's a new k-9 unit that can sniff bombs from hundreds of feet away. anne-marie. >> thank you so much. for some cities in the northeast, high temperatures on thanksgiving will be close to the coldest on record. eric fisher of our boston station has the chilly forecast. >> waking up on this it'oser t president's day. these temperatures are unprecedented for this early in the season. single digits and teens, teens

the highs are not much warmer. teens and 20s. staying below freezing all day long in philadelphia. that's really rare air. and the wind's crucial for that macy's day parade. looks like some gusts will be between 20 and 30 miles per hour throughout the day. it's right at that cusp of not being able to have those balloons fly, but i think they will get this one in. wind chill, sub 0 across northern new england, teens into the midatlantic. it will be a record cold night. friday morning there will be a rebound and it warms up enough as the next storm approaches saturday into sunday, it is a rain moving in and atmospheric river pointed right at the northwest and northern california where flood watches are out. the wildfires have been the big story. we bring in this heavy rainfall on top of some of those burn areas. mudslides and landslides are a

concern. several inches of rain moving in over the next 48 hours and some heavy mountain snow with this system. busy times in the weather department. i'm meteorologist eric fisher for cbs news. well, heavy rain forecast for parts of california today is expected to hinder the search for wildfire victims, but there is progress. the woolsey fire in the los angeles area is 100% contained. it burned more than 96,000 acres and killed three people. the campfire is 85% contained. it has scorched more than 153,000 acres in northern california. at least 83 people are dead and more than 500 are unaccounted for. demarco morgan spoke with residents there. who are now bracing for dangerous weather. >> reporter: many people lived in a town called paradise and now they're living with despair and the rain is ad for weeks, residents left loems by the so-called campfire have been living in tents at this

walmart parking lot where it's smoky, unsanitary and cold. kami machado says a propane heater is what keeps her daughter warm at night. >> they are dangerous, but he so is 34 degree weather for an infant. >> reporter: so you're doing the best you can. >> that's what anyone's doing. >> reporter: she says she plans to head north to oregon, but hundreds of other residents with nowhere else to go have been lining up at the one fema office hoping the government will get them the help they need. rising up out of the ashes is a day of hope and thanksgiving. the disaster relief organization world central kitchen has been busy preparing turkey dinners for thousands of evacuees. daniel grice is the executive chef. >> the biggest thing for me is creating an experience for people with food that brings

them together and allows them to forget about things for a while. they're out of the rain and camps and they get to enjoy a thanksgiving, something that they expected to do two weeks ago. now to washington where president trump and supreme court chief justice john roberts clashed in a rare public dispute over the independent judiciary. nikole killion has details. >> reporter: president trump and the chief justice of the supreme court engaged in a war of words focused on the judiciary. it started tuesday after ninth circuit u.s. district judge john tiger in san francisco ruled against president trump's migrant asylum order. >> this was an obama judge and i'll tell you what, it's not going to happen like this anymore. >> reporter: on wednesday the chief justice responded we do not have obama judges or trump judges, bush judges or clinton judges. what we have is an extraordinary group of dedicated judges doing

their level best to do equal right to those appearing before them. the president fired back on twitter, sorry, chief justice john robert, but you do indeed have obama judges and they have a much different point of view than the people who are charged with the safety of our country. it's not the first time president trump has targeted the ninth circuit and california-based judges for criticism. >> it's a disgrace what happens with the ninth circuit. >> reporter: mr. trump accuse this judge of bias because he's of mexican decent because he was presiding over a suit with trump university. and chief justice roberts has previously defended the judiciary's independence and integrity. >> we do not sit on opposite sides of an aisle. we do not caucus in separate rooms. we do not serve one party or one interest. we serve one nation. >> reporter: in 2012 when the supreme court upheld the affordable care act known as obamacare, trump tweeted

congratulations to john roberts for making americans hate the supreme court because of his bs. nikole killion, cbs news, the white house. the white house is giving u.s. troops at the southern border the authority to use lethal force to protect border agents. defense secretary jim mattis confirmed the new authority yesterday but said there has been no call for lethal force from the department of homeland security. they said military police will have shields, not firearms. an post" says the trump administration is preparing to implement new measures for central american migrants who arrive at u.s. border crossings. asylum seekers will reportedly have to wait in mexico while their claims are processed, which is a major break in current policy. coming up on "the morning news" now, a missionary is murdered, an american man is killed by an isolated tribe in india. and amazon glitch.

a fire at a dallas apartment complex forced residents to jump from third-floor windows to a group of people holding mattresses outside. one woman dropped her baby who was caught safely. three people, including the firefighter, suffered minor injuries. investigators are trying to determine what started yesterday's fire that destroyed about two dozen apartments. amazon is apologizing for a leak and new details about an american killed by tribes people. those are some of the headlines on the morning news stand. "the washington post" reports an american christian missionary who traveled to a remote island off india was reportedly killed by members of an indigenous tribe. john allen chau of washington state was an instagram adventurer who traveled to the island this month. he wrote someone shot an arrow at him. when he returned the next day, fishermen offshore saw the tribe

burying his body on the beach. his body has not been recovered and the tribe has remained isolated for centuries and refuses contact with the outside world. it's against the law to visit the island. newjersey.com police say a man found dead along with his family tried to set fire to his own house earlier. paul caneiro was arrested for possession of arson. he allegedly tried to burn his own house with gasoline while his wife and daughter were inside. no one was hurt in that fire. his brother keith ka narrow was found shot to death on his lawn. his wife and two children were found dead inside the smoldering mansion. >> four m werem omidlence prior to when the firs set. partners in a technology company. police are investigating in the two fires are linked.

just days before black friday, a technical error of amazon to disclose some e-mails and names of customers. they say they have fixed the issue and informed those affected. customers were told that they did not have to change their passwords or take any other steps. amazon says the website and systems weren't hacked. it didn't reveal how many people were impacted. nasa says all systems are go for its in-sight lander to touchdown on mars monday. it will slow from 12,000 miles per hour to just 5 miles as it landmmunicg betwee mars and earth lasts eight minutes. if all goes well, thelander will spend the next two years digging in the martian surface conducting experiments. still to come, ringing up sales. why retailers are hoping americans will spend big this holiday season.

about 40 soldiers reunited with their family and friends. they were deployed this year to afghanistan and kosovo. just in time. well, retailers are hoping for a big sale as the holiday shopping season gets under way. many stores will open their doors for thanksgiving. research company emarketer says this year's total holiday sales will likely top $1 trillion for the first time ever. here's anna werner. >> reporter: with a strong economy, major retailers are hoping to get a big boost from 164 million shoppers planning to hit stores thanksgiving weekend. jc penney stores are struggling with $4 billion in debt. >> holiday for all retail is a crucial time of year because it's our biggest time of the year. >> reporter: brick and mortar stores are expected to cash in on the majority of the retail sales earning between 5% to 5.6% a year ago to 1 point 1 trillion
