57 newsroom at cbs news headquarters in new york. good to be with you. i'm anne-marie green. so we're one step closer this morning to avoiding a partial government shutdown. last night the senate approved a short-term spending bill. it now goes to the house. one thing is missing from the bill. $5 billion for president trump's border wall. marc liverman is here in new york. marc, good morning. >> good morning. so far we haven't heard from the president on this plan. either way, the house and mr. trump will have to move quick with just over a day and a half before friday's midnight deadline. with just 48 hours to go before a partial government shutdown, the senate approved a short-term spending bill late wednesday night. >> all in favor say aye. >> aye. >> those opposed, no. the ayes appear to have it. the ayes do have it, the motion is agreed to. >> later the house will vote opt

gill which will keep the government open until february. if it passes there, it will go for the president's signe. he hasn't publicly weighed in on the plan which will not have the $5 billion he's asked for to build the bordered wall. it would fund border security at its current level of $1.3 billion. >> i'm sorry that my democratic colleagues couldn't put the partisanship aside and show the same good faith flexibility that the president has shown in order to provide the resources our nation needs to secure the integrity of our borders. >> on wednesday mr. trump tweeted, quote, one way or the other we will win on the wall. the white house says lawyers are reviewing other possible ways to come up with the money. >> the house and senate will not approve a wall from reprogrammed funds or anything else, it won't happen. >> last week the president said he would be proud to shut down the government over his demand for the wall. >> and the president has said mexico will end up paying for the wall indirectly thanks to the renegotiated north america

free trade deal. that's a claim critics insist is not true. congress has not approved the new trade agreement. anne-marie. >> thank you so much, marc. there are questions this morning about president trump's surprise announcement that he's pulling u.s. troops out of syria. about 2000 troops are there now. decision triggered fierce backlash on capitol hill, including from some key republicans. david martin has more. >> reporter: the president claimed isis in syria is defeated. >> so our boys, our young women, our men, they're all coming back and they're coming back now. we won. >> reporter: and it is true the territory isis once held, the so-called caliphate, has been reduced to just a few pockets. but the fighting remains fierce. last week the u.s. and its allies launched more than 200 air and artillery strikes, many of them called in by american special operations forces working with local fighters on the ground.

the president's decision was denounced by a member of his own party. >> i doubt there's anyone in the republican caucus and senate that isn't stunned by this precip tus decision like you woke up in the morning and made it. >> lindsey graham called for hearings to find out if the pullout is made with military advice or in spite of it. >> i think it's fair to say americans will remain on the ground after the physical defeat of the caliphate until we have things in place to make sure the defeat is real. >> we estimate about 35 to 40,000 local forces have to be trained and equipped in order to provide stability. we're probably somewhere along the line of 20% through the training of those forces. >> for dunford, that meant u.s. troops wouldn't be leaving anytime soon.

but the president's mind appears to have been made up since march. >> we're going to be coming out of there real soon. going to get back to our country where we belong. >> reporter: so after four years and the loss of four american servicemen, senior military leaders are scrambling to get all u.s. troops out of syria in 30 days or as soon after as possible. they are also wondering what comes next since president trump has said his instincts tell him to pull out of afghanistan as well. david martin, cbs news, the pentagon. the federal reserve raised its key interest rate by a quarter point. it's the fourth rate increase this year. the fed also projected 2 more rate hikes next year instead of three. yesterday's increase came despite complaints by president trump that the moves are threatening the economy. the increase sent stocks plunging.

the dow jones was down thirty fifty 1 points, the s&p 500 fell 39 points, and the nasdaq composite lost 137 points. the s&p and the dow are on track for their worst december since 1931. get ready for crowded roads and airports today as the holiday travel season kicks into high gear. triple "a" says a record number of americans, more than a third will be on the move during the holiday travel period. that's a 4.4% increase over last year. more than 1.2 million people will pack up their vehicles for a road trip. travel times in the most congested cities could be as much as four times longer than a normal trip. in new york city the worst time to travel will be tonight between 9:30 and 10:30. only city with a worst projected travel time is atlanta on saturday from 3:00 p.m. to 4:00 p.m. wind and flooding rain could cause even more delays along the east coast tomorrow and today. eric fisher our chief

meteorologist from our boston station wbz is tracking the storm. >> what has been a soaking wet year in the east and fitting that we have one more very heavy rainfall maker making its way through over the next couple days. we have flood watches out across much of the 95 corridor plus a chance for severe weather as we head into thursday especially across florida where a few tornadoes can't be ruled out. a day to keep a close eye on the weather. across much of the sunshine state. it's moving up the eastern seaboard and you get a sense for the fire hose, that tropical connection. it's all rain. it's just a soaking rain event with a little bit of snow on the backside. a place like wilmington, north carolina, the wettest year on record. it would be the wettest year on record without anything from the hurricane earlier on, which is really unbelievable. a couple more inches of rain out of this one. temperatures, it will be 60 in boston, 50s in new york city, and topping 50 late at night on

friday in burlington, vrt. snow loss there in new england. i'm eric fisher for cbs news. after a year-long battle to come to the u.s., a yemeni woman has arrived in california to be with her dying son. shaima swileh was granted a waiver from the travel ban that restricted citizens of yemen and six other countries from coming to the u.s. her 2-year-old son has a genetic brain disorder and is on life support. the boy's father is a u.s. citizen who brought his son here for medical treatment. >> this is a difficult time for our family but we are blessed to be together. i ask you to respect our privacy as we go to be with our son again. >> the state department called it a very sad case. and a new york judge could decide today whether to dismiss harvey weinstein's sexual assault case or send it to trial. weinstein is charged with raping a woman that he knew in a hotel

they returned to earth this morning from six months in orbit. the crew safely landed in kazakhstan. a go fund me campaign is raising money for a border wall and actress eliza dushku is speaking out. those are some of the headlines on the news stand. actress eliza dushku details in "the boston globe" how she endured weeks of sexual harassment while working on the cbs show bull. cbs acknowledged to the "new york times" last week that it reached a $9 million settlement last week with dushku. she says she was written off bull after complaining about harassment by star michael weatherly. she called this behavior classic workplace harassment and bullying. weatherly apologized in a statement to the times. the hill reports on a gofundme page to raise money for a border wall. esident trump to g0 purple e ge

machines around the country. good idea. on the "cbs moneywatch" there's new legal trouble for facebook and a controversy over hershey's kisses. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> good morning, anne-marie. well, washington, d.c. is suing facebook for allowing data mining firm cambridge analytica to improperly access the user information of district residents. prosecutors claim the social media giant misled users about the security of their data and failed to properly monitor third party apps for years. they say the data of 3,000 district residents was accessed in violation of local law. they're reviewing the complaint. the head of pier 1 has stepped down as the home furnishings retailer continues to struggle with poor sales. yesterday the company reported a fiscal third quarter loss of more than $50 million after posting a profit in the same period last year. in april, pier 1 announced an ambitious three-year turnaround plan to increase sales.

the senate put the brakes on a bill to speed up the introduction of self-driving cars by deciding not to vote ton before it add jurnds this year. it would create a loose framework for the testing and deployment of automated vehicles. the house passed similar legislation last year that would bar states from setting performance standards. several senators said they'd try again next year. a new study shows drug use by american workers is on the rise. the research from quest diagnostics comes as a growing number of employers waive free employment drug testing or overlook positive results. that's especially true for marijuana. retail workers had the highest rate of positive drug tests. transportation and warehouse workers had the sharpest increase in drug use. and fans of hershey's kisses want to know what happened to the tips? the iconic candy is being packaged with broken and missing tips leaving the tops flat or jagged.bakersay the sloppy ksese
