this is the "cbs morning news." we are just hours away from a possible partial government shutdown. will president trump get funding for the border wall or will hundreds of thousands of workers face the holidays without pay? resignation bombshell. defense secretary james mattis says he's stepping down because his views are not in line with the president's.

whilwerf windsamage , millions whilwerf windsamage , millions ho ning fund by cbs good morning from the studio 57 newsroom at cbs headquarters here in new york. good to be with you. i'm anne-marie green. unless there's an 11th hour compromise, a partial government shutdown appears to be likely at midnight tonight. more than 800,000 federal workers will face furloughs or be forced to work without pay. president trump says if he doesn't get funding for his border wall, he's okay with the shutdown. house republicans passed a bill including his requested $5.7 billion for the wall but that's facing certain rejection by the senate. marc liverman is here in new york with more on this unfolding drama. marc, good morning. >> good morning, anne-marie. that temporary spending bill would have kept the government running into february, but now it's looking more and more like

we could see a partial congress has until midnight tonight to pass a spending package that president trump will sign. >> i made my position very clear. any measure that funds the government must include border security. >> hearing that message yesterday, house republicans ignored what the senate passed earlier this week, a bill with no new money for a border wall. instead, the house passed a package that includes $5.7 billion for the wall. >> the ayes are 217 and the nays 185. >> it's essentially dead on arrival in the senate where it needs democratic support to pass the six-vote flesh hold. >> the trump temper tantrum will shut down the government but it will not get him his wall. >> they'll take up the bill this afternoon. kevin mccarthy hopes for a compromise. >> the house has now passed the bill, the senate has passed a bill.

ground lies.where the common >> the white house is digging in for a fight. >> anybody that didn't know that the president didn't want border security simply hasn't been paying attention. >> sarah sanders said president trump will not travel to mar-a-lago for the holidays if the government shuts down. and some people see this fight as a last ditch effort to build the border wall before democrats take control of the house next year. anne-marie. >> marc liverman here in new york. thanks a lot, marc. president trump says he'll pick a new defense secretary soon. jim mattis resigned yesterday after two years on the job and some profound disagreements with mr. trump. mattis was seen as a moderating force in the administration. politicians on both sides of the aisle are expressing regret and some say they fear for american military policy. weija jiang reports. >> reporter: secretary mattis explained why he was resigning in a letter to president trump, because you have the right to

have a secretary of defense whose views are better aligned th yours, ma wi believe it is right for me to step down from my position. the move comes one day after the president announced he plans to pull troops out of syria. shocking allies and even top advisers. for mattis, the withdrawal as the last straw. in his resignation letter he called for using all tools of the american power to provide for a common defense. president trump is now considering a drawdown of u.s. troops in afghanistan which mattis also opposes. >> we are going to appoint mad dog mattis. >> reporter: the former marine corps general was one of several military men to join the trump administration as part of a team that the president called my generals. >> a couple of them, these are central casting. if i'm doing a movie, i pick you, general, general mattis. >> but mattis became one of the lowest profile members of mr. trump's cabinet.

in this rare september press conference he laughed off speculation over his exit. >> of course i don't think about leaving. i love it here. i'm thinking about retiring right here. i'll get a little place down on the potomac. >> reporter: less than one month later president trump was less convincing on 60 minutes. >> what about general mattis, is he going to leave? >> i don't know. he hasn't told me that. i have a very good relationship with him. i had lunch with him two days ago. i have a very good relationship with him. it could be that he is. i think he's sort of a democrat if you want to know the truth. but general mattis is a good guy. we get along very well. he may leave. at some point everybody leaves. everybody. people leave. >> reporter: cbs news has learned it was mattis's own decision to leave and he personally delivered that resignation letter to president trump here at the white house. in it he also talked about the importance of treating allies with respect and being resolute against adversaries, specifically naming china and russia. the president hopes to name a replacement by the end of the year.

weija jiang, cbs news, the white house. president trump's intention to walk away from a 1987 intermediate arms deal treaty elicited a stark warning from vladimir putin. putin warned the u.s. action could lead to nuclear war. >> translator: this might lead to the collapse of the entire civilization, maybe our planet if those missiles were to be positioned in europe. what are we going to do? we will need to ensure that we are safe. >> the treaty bans both the united states and russia from singmeate range cruise and ballistic missiles in europe. thu.s. says russia has violatre ssia sayit has not. and this morning most asian stocks follow the lead of the stocks in this country closing sharply down. fears that global economic growth is slowing, worries about a recession in this country and a trade war, and as well the

higher interest rates triggered a string of major selloffs. u.s. stocks are on their way to the worst december since 1931 during the great depression. the dow jones industrials fell 464 points. or 2%. since last friday it's last more than 1700 points. s&p 500 dropped 39 points or just over 1.5%. and the nasdaq and composite fell 108 points, also just over 1.5%. winter begins today, and this morning what the national weather service describes as a significant storm system is moving from the southeast north. it's expected to bring heavy rain and strong winds which are likely to disrupt holiday travel. the system is capable of producing tornadoes as well. storm triggered several tornadoes in central florida yesterday. one hit a mobile home park damaging 80 homes. in the northwest, more than 300,000 homes and businesses lost power in washington state. >> it's a fitting end to the year, 2018 one of the wettest

record for many spotss spo in northeast. what we'll be watching is our tropical plume of moisture. it's a thin band of heavy rainfall that will be tracking east throughout the course of friday and then across northern new england bringing rain all the way up into southern canada. it's a warm storm system and strong gusty winds as well. we'll see those in those from baltimore to new york. from hartford to boston will likely see delays and cancellations with that. combination of the wind and heavy rain. also a chance for record highs as many towns top 60 degrees here in late december. it will be a one-day stand. the one chance for snow back into the storm, some upslope snowfall here into the appalachians. there will be some snowflakes involved with this storm. then things quiet down over the course of the weekend. chance of a few snow showers going through the great lakes especially heading into sunday.

an explosion in july that killed a firefighter in wisconsin. 11 other people were injured. six businesses were destroyed. the blast happened about 40 minutes after a subcontractor hit a gas main. yesterday, authorities said miscommunication and an improperly marked gas main were to blame. no one has been charged. new details in the drone investigation at gatwick airport and tourists are murdered in morocco. those are some of the headlines on the morning news stand. britain's telegraph reports the suspects in the murder of two scandinavian tourists in morocco made a video before the killings pledging allegiance to isis. the bodies were found in a remote mountainous region. they were on a camping trip. four suspects have been arrested. moroccan prosecutors say on the video the four men threatened to carry out attacks for isis. authorities are calling it a terrorist criminal act.

"the washington post" says two chinese hackers carried out cyberattacks in 12 countries on behalf of beijing's main intelligence agency.haers are a targeting finance, telecommunications, consumer electronics and medical companies along with u.s. government labs operated by nasa and the military. in addition to the u.s., the country's allegedly targets include canada, france, germany, japan, sweden, switzerland, and the united kingdom. china denies the allegations. our partners at the bbc report the runway at gatwick airport outside of london is back open. the airport closed wednesday night when two drones were spotted flying over its only runway. it opened briefly yesterday but was shut down again when the drones reappeared. more than 100,000 people had flights canceled. police say there were more than 50 sights of the drones. >> they're flying near an airport where the aircraft are

taking off and landing it's going to tangle with the aircraft which could cause it to crash. >> britain's military and the police are searching for the drone's operators. they say the incident does not appear to be terror related but it is deliberate. and "the los angeles times" says mexico's country is unprepared for the deal it made with the u.s. on asylum seekers. under the agreement announced yesterday, migrants seeking asylum in america will have to wait in mexico while their applications are reviewed. that could take months or years. the migrants can stay in mexico on humanitarian visas and they are eligible for work permits. border cities are struggling to provide housing and other services for the thousands of central american migrants who have arrived. still ahead now, farm bill comedy. why president trump tweeted a throwback clip of him singing green acres.

sacks fifth avenue, cartier, macy's and bloomingdale's. they filled their windows with desserts like cakes, ice cream, and manacans with candy heads. on the "cbs moneywatch" now, president trump signs a farm bill and nissan's former chairman remains detained. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> good morning, anne-marie. this morning japanese prosecutors rearrested former nissan chairman carlos ghosn. there are fresh allegations he caused nissan a loss of more than $16 million in 2008 in private investment losses. ghosn was originally arrested november 19th charged with underreporting his income. this latest charge means he can be held for at least another ten days. meanwhile, president trump signed a massive agriculture bill after they announced plans to tighten work requirements for food stamp recipients.

well, santa left the north pole a little early this year to make a special holiday visit in missouri. he stopped by a children's hospital yesterday to spread christmas cheer to some of the tiniest patients. santa posed for photos with babies in the hospital's neonatal intensive care unit. the babies wore special christmas outfits as well. and when you live in a town with the name santa claus you know you're in a special place. volunteers in santa claus, indiana, spent the holiday season working as elves. they answered thousands of letters from kids around the world addressed to santa. the u.s. postal service sends the letters there. 200 volunteers read every one including the chief elf mrs. cook who's been doing it for 78 years. >> i think it is so wonderful that children believe in santa claus in this electronic age. >> the tradition of sending letters addressed to santa to torted14
