nearly 8,000 flights were delayed yesterday. hundreds more cancelled or delayed this morning. flood watches and warnings in effect in 13 states. chief weather caster of our new york station wsbc is tracking the path. we heard the meteorologist call it a frinch storm is it. >> the grinch is trying to ruin christmas. this storm is trying to ruin christmas on the eastern half of the country. low back at the western half we go from west to east. the big storm on the pacific northwest moved to idaho. you have rain around the bay area. but the big story on the eastern half of the country. the grinch storm. notice a lot of green, the color of the grinch because it's crazy. but in thing is all rain from the great lakes down to the gulf of mexico. a little bit of mixing up around maine, china maybe rain and snow. one to three inches of rain. flash flooding possible. winds up to 50-mile-per-hour gusts at times. power outages are a possible concern. calmer by late tonight and record warmth all the while.

pull troops out of syria. sources tell cbs news the president is also ordering 7,000 troops to leave afghanistan, a position mattis also opposes. >> and the retired marine general wrote in his resignation letter you have the right to have a secretary of defense whose views are better aligned with yours. republican senator marko rubio tweeted that the letter shows, quote, we are headed towards a series of grave policy errors which will endanger our nation and empower our adversaries. david martin at the pentagon. david, good morning. >> good morning. mattis delivered his resignation letter personally to the president yesterday afternoon. in it he said the u.s. must remain clear eyed about countries like russia, china and north korea. but his most profound disagreement with the president was over the treatment of american allies. >> he and the president have a good relationship. but sometimes they disagree. >> last night white house press secretary sarah sanders tried to downplay the differences between

secretary mattis and the president, while lawmakers from both parties voiced concerns and criticism about mattis peace resignation. >> our troops look to secretary mattis as a leader and now he is going to be leaving them. >> secretary. >> this is very serious for our country. >> republican majority leader mitch mcconnell wrote he was distressed by mattis's depart yur, saying the u.s. mundt maintain a clear eyed understanding of our friends and foes and recognize that nations like russia are among the latter. from the start, president trump was a boss to work with when he announced his travel bon are ban on mostly muslim countries it was the first mattis had heard of it. he didn't know that mr. trump would treat tweet that transgender service members would not longer be in uniform. the final decision was the decision to pull troops out syria. >> they are coming back.

we won that's the way we want it. >> nato's defensive power is our ticket to peace. >> the fundamental disagreement was over as mattis put it in his letter, my views on treating allies with respect. >> what we are doing with nato, wherefore many years they are not paying their bills. >> mr. trump has consistently lamb basted nato members for not spending enough on defense. former defense secretary william cohen. >> for secretary mattis who has never quit anything. every star he has on his shoulders was earned in the blood and mud of battle. and that has to be taken into account when he says we are betraying allies in these circumstances. >> the letter, mattis says it has been a privilege to serve his country. but he does not say it has been a privilege to serve donald trump. he plans to step down february 28th. and the white house says it hopes to name a replacement by the end of this year.

quite a letter that he wrote the president. i think of what senator corker said last year where he said tillerson mattis and kelly separate our country from chaos. all three are either gone or plan to leave. >> you should really worry if the three of them leave and now all three. but you know james mattis what does this say to you, john. >> what was striking the scope of the letter. it was not a specific dispute. what secretary mattis said, two key things you have to partner with alis and respect them. that's all allies. you have to be clear eyed about the threats russia and china. those are the things that undergird american national security policy for the last 50, 60 years. and so what he is saying is those fundamental principles are at odds with president trump's view of the world. and james mat sis a measured and sober person. he said my four decades of service nar dedicated to the principles are at odds with your presidency. that is a sweeping statement from somebody who is not prone

to saying things just kind of off the cuff when it comes to strategic -- strategic position of the zbluns it never seems good to hear words like distressed and distraught in reaction to a resignation such as this. and for the top advisers to be stunned by in news. >> that's part of it. it's hard to know where things are going when there are surprise moves like this. again it goes back to the allies. one of the criticisms against president obama was the allies never knew where the u.s. was headed. that's part of the critique of president trump that james mat sis putting his finger on as well. the allies don't know where we are headed. >> our cabinet members and general didn't know where we were headed until the president tweeted about it. congress meantime has a midnight deadline to avoid a partial government shutdown after president trump rejected a senate budget deal.

the news shook up wall street where the dow jones industrials lost another 464 points. house republicans send back to president on a party line vote to add billions in spending for the border wall. mr. trump is meeting with senators this morning. nancy cortes is on capitol hill waiting for the vote. >> just 24 hours ago it looked like the president was going to accept in stopgap deal and look for wall funding somewhere else. but then he decided he wanted congressional republicans to go to the mat for that wall funding instead. and a shutdown went from unlikely to potentially unavoidable. house republicans gambled and won last night. >> the motion is adopted without objection. >> passing a spending billion including the $5 billion in border wall funding the president demands. >> we need the wall. the democrats know it. everybody knows it. >> but the victory will likely

be short lived. >> this idea of a wall is dumb. >> because democrats can vote the bill down in the senate. >> the trump temper tantrum may produce a government shutdown. it will not get him his wall. >> with about 400,000 federal workers at risk of being furloughed, republican leaders thought they had talked the president out of last week's shutdown stance. >> i am proud to shut down the government for border security. >> but then conservatives accused mr. trump of caving on his signature issue. >> the wall, the wall, has to be built. if we are not fighting now when are we going to fight. >> by midday yesterday the president summoned republican house leaders to the white house to say he would veto any bill that did not include funding for the wall. >> i have made my position very clear. any measure that funds the government must include border security. has to. >> now with time running out, no one seems to know what congress can pass and what the president will sign.

>> $5.7 billion for a wall that won't even work? no, thanks. >> the senate comes back into session at noon today. to vote. and a lot of senators thought that their work was done for the year they left. and now they are on flights racing back on one of the busiest travel days of the year. the president himself was slated to head to florida, to mar-a-lago today. but his aides say he won't be traveling if there is a shutdown. gayle. >> thank you. now let's go to the white house and our chief washington correspondent. major garrett. good morning to you. >> good morning. >> we know the vote in the senate is not looking great right now. what are the chances you think the president will sign this measure without the funding that he insisted on having. >> he might have to. but he wants a fight in between that inevitability and the space he finds himself in now. without a strategy but with a fight. and part of the fight within gayle, this morning broke out with his senate majority leader,

his colleague, friend, ally, mitch mcconnell. saying he changed the rules of the senate. passed it with 51 votes. don't live by the 60 vote requirement that all legislation that is to live by in the senate. bipartisan basis. that's asking mitch mcconnell, the republican lowered of the majority leader to do something he is adamantly opposed to doing. the president says he doesn't have the votes and he can only get them by changing the way the senate operates. his republican allies don't want that. he finds himself fighting on behalf of an idea he campaigned on. but pat loggerheads not just with democrats but his own party. >> can we talk about jim mattis a second. >> sure. >> a, was the president surprised by in? does he have someone in mind? >> well, the white house mass said the deputy defense secretary is someone that they think very highly of. and because there are so many nominations and confirmations in

the new year. interior secretary, the attorney general. that one, the defense secretary already confirmed may be the choice. >> thank you. four men with alleged ties to isis are in custody in morocco after the killing of two turp european tourists. the body was stab wounds were discovered monday in the mountains. holley williams is following the investigation from istanbul, turkey. >> reporter: the two women were on a hiking trip camping in the atlas mountains when they were killed. they have been identified one from denmark, one from norway. the bodies discovered by two french hikers. four suspects have been arrested in a city. they were found in possession of knives. and morocco's general prosecutor has confirmed that a video in which the suspects swear

drone to just $100 but it arrived in a plastic bag from china. >> it was smashed. i was like what is this? i looked at it. i'm like, whoa that's not what i ordered. >> it's very light. >> and flimsy, not the quality i expected. >> the drone does fly but when he demonstrated it for us the batter started dying after just a couple minutes. >> that's it. that's as long as it goes. >> not only not the high-end model gonzalez expected he says it's not even worth what he paid for it. he found the drone available elsewhere for under $50 when he contacted the company he says military tees wouldn't provide a refund. >> i'm trying to go about this the nice way. you guys aren't. i'm filing a complaint against you guys. >> he is not the only one complaining says kathryn hut with the better business bureau. >> it's hard to tell on social media advertising what's real and what's not. unfortunately a lot of the ads are fake. >> she says some ads feature

photos of real high quality products but what the scammers are selling are cheap knockoffs. the snowblower one shopper thought he ordered turned out to be an ice scraper. two other people told us they thought they purchased motorized surf boards but got foam boogie boards. she says do research. >> a good ad looks like a bad ad. >> they both look good. scammers use the tactics legitimate sales people use. they know what works. >> anyone can start a website and look like a company in five minutes. >> artist jenny odell learned how some companies work while researching watches as part of of an art project they are sold on deep discounts on instagram but. >> a lot of the wording was copy peaced from other website. and imagery was stock imagery. >> odell found the people behind the companies were actually doing what's called drop shipping. setting up what looks like a

store selling its own products online but instead simply acting as a middleman, marketing items from manufacturers often in china. those overseas companies then ship directly to the customer. the drop shipper doesn't design or manufacture the items or even hold any inventory. >> you think that you're on a unique boutique site, somebody curate add cool collection of shoes or clothes or accessories and really what you are doing is purchasing from a mass manufacturer who is going to drop ship the package to you. >> odell never found out who was selling the watches. unlike with a regular store she says pinpointing the location turned out to be impossible. >> i think after what i found honestly i wouldn't buy anything off of instagram. i don't know maybe i have a more of an appreciation for brick and mortar retail because at least you are in a place and you can see the thing and touch it and talk to people. >> raul gonzalez did get his money back. but only after filing a

complaint with his credit card provider. he says military tees didn't even want the drone back. he discovered many others had similar complaints about the company. instagram banned their ads and their website is no longer working. they never responded to our request for comment. >> it's wrong. it should be illegal. it's like, you know, i'm sen something a you a jaguar and giving you a pinto. it's the same thing. >> we asked instagram to sit down with us. the company declined to do the on-camera interview but told us every ad is screened before posting with either humor automated review. the company says that review allows it to catch most policy violating ads but it continuously works to improve since some manage to slip through. now a couple of things to look out for, the whizzing red flag, fo good to be true. if it's dramatically lower than other sellers. bbb says watch out.

claims mattis is the only defense secretary ever to resign in protest. he will leave at the end of february. mattis spoke about president trump's leadership on "face the nation" last year. >> everyone leads in their own way. in the case of the president, he has got to select the right people that he has trust in to carry out his vision of a strategy. >> mattis will join two white house chiefs of staff, two national security advisers, an attorney general, a secretary of state, a health and human services secretary, a baah secretary, all of whom lasted less than two years. the trump cabinet's unprecedented turnover is more than the first two years of the obama, george w. bush, and clinton presidencies combined. retired admiral sandy winnefeld was vice chairman of the joint chiefs of staff when secretary mattis led the u.s. central

command. good morning, admiral. >> good morning, john. >> what do you make of secretary mattis' letter? >> well, first of all, of all the people who have left or are about to leave this administration, this is probably the most concerning. not only did jim mattis get to the department on a good trajectory to restore readiness and lethality, he helped buttress our allies at a difficult time for relations with allies and perhaps most importantly when those national security decisions were being made in the white house, we could all take comfort that well, well, at least jim mattis is in the room. as his letter points out, he has fundamental disagreements with the president and as the old adage says, either support your boss or resign and he chose to resign before he got fired. >> admiral, you know secretary matt mattis. what do you make of the fact that he made such a broad and

sweeping set of statements? secretary mattis knows what you're supposed to do, how do you frame it with respect to what you know about secretary mattis? >> i think he's been working on this for a while. there's a lot of tension in the relationship all the way back to the withdrawal from the iran nuclear agreement. and a whole host of other challenges as well, whether it was transgender personnel in the military or a parade down pennsylvania avenue or troops to the southern border. i think this was building up in jim mattis' mind and his letter oozes integrity. he's nothing if not a man of integrity and i think it's a very important letter that will go down in the history of this nation as you mentioned earlier. our historian says this is the first time a secretary of defense has resigned? >> it's clear pulling out of syria was the final straw for general mattis. let me ask you about unintended

consequences. the kurds said they would have to release 3200 isis prisoners, which would be devastating for region but also for europe. what is your reaction to this? >> there is a lot swirling around the whole syria situation, not the least of which is the brutal regime of bashar al assad and iran and russia which support him but also the potential for a return to instability in eastern syria and, in fact, western iraq so it is a very bitter pill to wallow to more or less abandon the kurds who have done most of the fig fighting against isil and all the unintended consequences, less humanitarian aid delivered, we'll feel the effects for quite some time. we were not finish. >> i'm strucked by the phrase that you said oozes integrity. what are the broader implications for morale? >>.

>> i think the u.s. military will look at this with shock and dismay but i would tell you there's good leadership still residing in the pentagon. we have a great deputy secretary, a terrific chairman and i think that the department will be fine but it's a jolt to th system to be
