live from the cbs area studios, this is kpix news. more arrests in connection with the murder of a northern california police officer killed in the line of duty. why some are calling for changes to sanctuary city laws. a family is demanding justice for little girl hit by a falling tree branch. while local college is to blame. a modified ghost town right here in the bay area, a rare glimpse inside. it is saturday, december 29. >> we will get started with a check on your new year's eve weekend forecast. it is cold out there.

a lot of times we say it is chilly. cold is only when it is freezing, but it is cold. we are in the 30s for concorde. san jose, 37 degrees. definitely chilly, you will want to grab the jacket. we will not warm up a whole lot, temperatures top out in the upper 50s for most locations. most of us will stay in the 50s. it is mostly clear and cold this morning, staying dry through the weekend. we'll have more went on new year's eve but we will be dry for the fireworks. here's a look ahead. this is your new year's forecast. along the coast, temperatures are around 40 degrees midnight on tuesday. upper 40s for the bay area. inland we are a little cooler, low 40s, chilly and breezy. walnut creek, walnut creek on

ice, 56 degrees. you will definitely want to grab a sweatshirt. 57 degrees in san francisco. stan has no, 58 degrees -- stan has a -- san jose. we will take a look at the next sign of brain, coming up. gustavo perez arriaga is suspected of killing a police officer and is now in custody. there have been more arrests. the suspects girlfriend was taken into custody yesterday . his brother was arrested livermore. both are accused of helping him while he was on the bottom. five other people were arrested. this is his mug shot. according to the sheriff's department, authorities have also found the likely murder weapon. he entered the u.s. illegally from mexico years ago and may

have been heading back to the border when he was captured. he was affiliated with the sureño gang. cpl. ronil singh's brother was emotional when he thanked officers. >> i was waiting for this to happen. i would like to thank you for working day and night to make this happen. thank you. >> a vigil was held last night as people gathered to remember cpl. ronil singh. he was the first to die in the line of duty for newman. >> reporter: grief and togetherness at this candlelit vigil for cpl. ronil singh. his wife was holding their five- month-old baby, standing with their family, his k-9 partner was also there. >> i do not know how i am going to go back to work without him. >> one after another, those who loved cpl. ronil singh stepped up and talked about him.

>> if you were down, he would pick you up. >> he was always happy. he was always smiling. >> reporter: holding his slain brother son, also spoke, praising the work of police officers. >> i would like to thank all of you guys for all that you have done. >> reporter: speaking to this massive crowd was a moment for this sheriff's deputy will not soon forget. >> it was powerful. you really don't get the grasp on how many people are here until you stand up here and look out and see the sea of morning. >> reporter: there were also shared moments that brought laughter. cpl. ronil singh always wanted to smile and was a prankster. lexi would drive by my house on purpose and hit his airhorn to scare my wife.

then he would text her and start laughing. >> reporter: his uncle spoke about the pride his nephew has given his family. next he was a role model. >> reporter: a beloved corporal, killed in the line of duty. >> he was the most selfless man i have ever met. >> reporter: this vigil showing the pain his tragic death is causing his close knit community. >> law enforcement made sure cpl. ronil singh's clubs where the will -- cuffs were the ones used when gustavo perez arriaga was held in custody. adam christiansen says the murder suspect status as an atomic -- undocumented immigrant points to flaws in california's sanctuary policy. >> if he was not here, he would not have been driving drunk. it would not have been reported to cpl. ronil singh.

it could have potentially never occurred. why are we providing sanctuary for criminals? gang members? it is a conversation we need to have. >> the sheriff says current sanctuary laws placed too many restrictions on law enforcement and put communities at risk. a 2-year-old boy at the center of a legal battle has died. abdullah hassan was born with a rare brain disease. his father took him to the u.s. for treatment. he was placed on life support. his mother, a yemeni national, was barred and unable to visit. after a long fight, she was allowed to enter the u.s. to say her last goodbyes. a funeral will be held today. family is demanding justice for local girl hit by a fallen tree branch. the garcia family is filing a multimillion dollar lawsuit claiming their daughter's injuries could have been a -- could have been avoided.

>> reporter: the parents of a toddler who was seriously injured when part of a massive tree came crashing down on her, on this campus last year. they are filing a multimillion dollar lawsuit saying the school should've known the tree was a tragedy waiting to happen. the video shows the 2-year-old zealyn garcia at her mother's company picnic in august 2017. an hour later, her father watched a large tree branch, 50 feet wide and several feet thick come crashing down on jasmine and zealyn garcia. the impact knocked her unconscious. x she was lifeless. she was either unconscious or dead. i thought she was dead. >> reporter: zealyn garcia suffered a skull fracture and underwent surgery. she is three now and some of her scars are still visible. her parents think about what happened every day. >> i still have nightmares.

>> jasmine sprained a hand and was left covered in scars. she was pregnant with their infant son at the time. >> the worst thought was i would have a miscarriage. >> two other women were also left bloodied and scarred. >> this incident was entirely preventable. had menlo college actually fulfilled its legal duty to inspect the trees, to maintain trees. >> the garcia's attorney says the college destroyed the tree after the incident, suppressing valuable evidence. not before experts examined it. >> their own arborist found that the tree bell had actually begun failing long before it actually came crashing to the ground.

>> the garcia's have filed a lawsuit claiming the tree had numerous obvious signs that a failure was imminent including visible decay, cracks, bacterial infection, stress fractures, and calluses. signs that menlo college allegedly missed or ignored. they have never publicly address the incident and did not return a call. the garcia say the school has never reached out to them. they are hoping for an apology and are still watching zealyn garcia closely for any future signs of permanent brain damage. >> i worry she will not grow up to have the normal life that she was supposed to have. >> we also left a message for the attorney for menlo college

and did not hear back. the partial federal government shutdown is in its second week. president trump once funding for border wall. he posted we will be forced to close the southern border entirely if the obstructionist democrats do not give us money to finish the wall. with washington deadlocked, 380,000 workers were told to stay home. over 400,000 will go to work without pay. >> this is a strategy of theirs that is a stupid strategy, a harmful strategy. a strategy that undermines the markets, morale of federal employees, and undermines the confidence of the international community. >> acting white house chief of staff expects the shutdown to go on for a while. democrats plan to pass a resolution to reopen the government when they take over the house majority thursday. the coast guard is assuring members it will get paid on december 31. they say an act of congress will be necessary to meet the following payday. the shutdown is not keeping people from enjoying bay area parks that are officially closed. in san francisco, people went around the closure signs.

a carjacking victim is speaking out think she recognizes an escaped inmate as the person who stole her car. >> i said oh my god, that is a dangerous prisoner. how can they escape? >> she says she was in a home depot parking lot wednesday night when a man approached her and demanded her keys. she recognized him as a 21-year- old who was first reported missing that night. >> he said give me the keys. if not, i will kill you. i have a gun. give me the keys. he jumped into the car. i asked him can you return my dog? >> he let her take her phone and her dog before speeding away.

police found his prison jumpsuit not far away. authorities are going through surveillance videos to see if he left the area. this next story is one for the dogs. just like kids, pets are often caught up in bitter divorce custody battles. >> a new state law will allow judges to decide who keeps the pet. >> reporter: many people love their pets just like any other member of the family. when married couples get a divorce, who gets to keep the dogs, cats, and other animals is one of the most emotional and contentious issues. >> it is very tough. it could get ugly. >> reporter: it was tough giving up his pop when he untied the knot. >> he wants to come back with me. it's like losing a kid. >> reporter: this family law attorney says under current

california law, judges are forced to consider pets as community property. >> they have not really looked into the details of what is best for the pet. because it has been treated more like a piece of furniture. >> reporter: a new law is allowing courts to decide what is in the pet's best interests. >> the judges really looking at the pet as a family member and considering which of the two parties will actually care for the pet more. >> reporter: it is a new law many animal lovers support. >> they are not a piece of furniture, they have feelings and emotions. >> it needs to be taken into consideration. >> reporter: there is some concern it could add extra burden to a divorce and further slow the process. >> there is already so much backlog. >> reporter: in the end, it's a new way for courts to rule, hoping to make divorce is a little less rough. >> the new law will take effect

francisco bay? >> it does sound familiar. >> it is called drawbridge. for 100 years people lived there before they abandon it. >> what is it that we find so fascinating about those towns? is it a natural curiosity about places people lived and loved and left? what is left of this community is half a mile down the railroad tracks. we were given special permission from the government to tour a place that few people know exist. it is the bay area's only ghost town. >> it's the most relaxing place in the world. >> voices of the long gone residence. >> the owners had questionable characters. i did not know those people.

>> echoes that help us tell the tell of a place in history. drawbridge has been found, forgotten, brought back to life countless times over the years. >> they seem to call it a ghost town like no one lived there. >> even though it does not look like it now, for more than a century people called drawbridge home. starting in 1876, an employee of the south pacific coast railroad whose job it was to open and close the bridges, hunters and fishermen would soon follow. >> they were pioneers. >> for generations, his family has lived in alfie said, three hours -- three miles south. >> it looked totally different.

now it is all overgrown and dilapidated. >> in its heyday, nearly 100 families lived on the island and hundreds more came to fish, hunt, sail, and gamble. >> they enjoyed being out there. >> things began to change in the early 1930s. the island itself was sinking. the aquifers were pumped dry. pollution made matters worse. >> the sewage was being piped out and dumped into the creek, not treated. >> drawbridge became a stinking and sinking shadow of itself. the residence solely one by one moved away. >> vandalism became an issue. there were less and less people living there. it looked abandoned. >> even the train, to which
