government shut down. now the longest in history. and there is no end in site. some 800,000 federal workers did not get paid on friday. and president trump "has no idea if he can get a deal with nancy pelosi." we spoke wit>> brennan: mr. sece in a shut down. i know a number of employees are not getting paid including a quarter of u.s. employees in foreign country. what are you telling staff about when they can expect a paycheck. >> it's unfortunate we're in the shut down. i wish we were not too. i hope it's resolved quickly. i told our teams. that you have to know the g americans in our embassies across the world. they understand the mission. they understand it's important.

soldiers on the ground in syria does not take away from american power and our objectives across the world. that includes syria and into iran if need be. we have the tools. american diplomats have the power and leverage behind sthepl. i am confident in our military capabilities in the middle east. >> brennan: does that mean having troops in nearby iraq fill any pulling out of seer ya. >> we have amazing ar kwrorz wa. we have an enormous amount of military capacity. what we need to achieve military is this. my task as secretary of state is to make sure we don't have to use that tool. we get the diplomatic out comes to secure the middle east and protect the american people as

well. >> brennan: when it comes to iran the american administration has taken confrontational tactics here saying iranian threats would be matched here. we saw this week another american, a navy vet, michael white, has been behind iranian bars since july. so the not stopping iran from taking americans hostage. what is happening with this american? >> this administration is proud of the work we have done to get americans released from across the world. with respect to the michael white case particularly i can't say much. it's a on-going matter. the american people should know we take the security of eastern american traveling in the world as a foremost priority. we will work to get each back. your point about the island you're spot on. many americans are held there today taken by the iranian

regime. these are among the worst terrorists in the world with the least in the world. it's why the administration has taken this hard line, you described, again iran. >> brennan: is the trump administration open to a prisoner swap with iran. >> i won't talk about that. brennan: michael white's mother spoke with cbs. she said she would like the administration to negotiate for her son. she said, what is a human life worth. i want the u.s. to negotiate. i want my son home. what can you say. >> we have great sympathy for all americans detained across the world. we do everything we can to get them home. we use our diplomatic tools to get these youngs men and women home. we're intent to do that in iran and across the world. we take this obligation as a

during his talks with putin. does it concern you there is no public record of what the president discussed with putin and the 2016 elections? >> margaret, i know what the administration has done. we are tough on russia. look at the sanctions we have taken. i listened to the president last night. he's more than willing to have a open to what the discussion was about, on a news show last night. i know what the president like to do. he likes to create a personal relationship, build the relationship and rebuild the relationship with other world leaders. >> brennan: this is keeping the conversation from the national security person. the top adviser to the president. >> in hearing the president last night on the show he was more than willing to let that information out. >> brennan: -- speak to the interpreter? >> i would like the president to build the relationships. i know the administration and

congress is tough on russia. we will continue to be so. i want the president to build a relationship. even on a personal level with all the world leaders as well. >> brennan: you have asked the president about this. >> i haven't asked him about this, it just came out. we have talked about the shut down. the president is focused. that's why the president is here. why i'm here in par washington. the president has made reasonable offers, moving to the democratic side. there is not one offer from the democrats. it's unacceptable that 800,000u.s. employees are not being paid. you know what we're arguing over. one tenth of one percent of the federal budget. we're not asking the democrats to do something they haven't done before. they have voted for boarder wall and fencing. we have democrats, new progresses from california, katy hill, saying she would vote for a wall --

>> brennan: defining the barrier is the point you're stuck on now. >> i would take the language we voted on before. the president would add in, no concrete. the appropriations bill taken prior. that would allow us to do the job that needs to be done. you know the chairman of arms services. he says walls work and was supportive of it we had president obama say this was a crisis on the borer. the new governor of california, gavin newsome, said there is a crieser on the border -- >> brennan: they offered border security funds. it's how it's spent is what you disagree on. >> who in america believes in border security doesn't have a form of a barrier. i have heard democrats say they want a barrier. the president has moved from a concrete to a steel barrier. i is seen the president look for

compromise but this is no compromise on the other side. >> brennan: should we reopen the government. >> we can. the president is correct -- - >> brennan: you would -- >> i have been to every meeting. i have seen the president say to nancy pelosi. if i reopen the government now could we have border sy s. that's the challenge who is holding the government up? senator schumer and nasy pelosi. >> brennan: the federal workers are paying the price. what do you tell them, when will they be paid? >> it's unacceptable and why i'm here. i'm not in puerto rico. i want to solve this problem. >> brennan: the do you have a way to pay the workers. >> we voted on friday and sent it to make sure they're paid when this is done. >> brennan: those living pay check to pay check now matters. >> it's unacceptable. where has the president been the

understands this. we can solve this in minutes. the workers should be able to be paid. it only takes a few minutes inside the meetings. when the democrats won't even make a counter offer, it's unacceptable. >> brennan: i want to ask you about iowa's steve king. some republicans have come out strongly here. jeb bush said it's not enough to con testimony him. party leaders have to do something. support a primary opponent to challenge him. others say he should be se sensorred. should there be movement. >> that's not the language of the america i know or the party. i have a scheduled meeting with him on monday. i will tell you this. i have watched on the other side they don't take action. i tell you this, action will be

it's a tragedy. >> brennan: the family separation policy has been paused as least. there is a record number of family units crossing the border creating challenges. what would you do. >> i don't believe we should have family deten seeking asylum or refugee status. we should develop other ways to insure people are processed and we're able to keep track of them in the country. >> brennan: you were critical even under the obama administration, specifically about the high level of deportations. what do you offer as a alternative. >> if you're not detaining or deporting, what do you do with illegal immigrants. >> what i believe we could do and the obama administration did do, i believe towards the end of it's tenure, was to look at things like ankle monitors. you can monitor where people are in the country. we also need to be serious about recognizing the right of people

to zika asylum. and the president is playing games with this. blocking peoples right to zika asylum. i would change that. i would make sure that we push as hard as possible for comprehensive immigration reform. for the people here f they have been law abiding, they pay a fine, that, that they can get an earned pass to citizenship. >> brennan: you announced your candidatey. thez pk5hrnc issued a statement. it says julian castro has made history by becoming one of the biggest lightweights to run for president. he was a weak mayor that couldn't handle being hud secretary. these are sharp words. the first official attack on you. how do you respond and explain why you are qualified to be commander in chief. >> they will use those words for every democrat deciding to run for president.

i wouldn't put the stock in. that i would say to the american people directly i have had executive experience. i have lead one of the largest and diverse cities in the country. i have lead a federal agency at hud. i know what it takes to insure we have a government that functions well. to help inspire people. i also have a life experience that i think resonates with a lot of americans. i am here in my neighborhood i grew up in. dry up in a single parent household. went to the public schools here in san antonio. went to college and law school to reach my american dream. i'm motivated to make sure that every american can reach their dreams. >> brennan: some of the things you outlined in your platform. medicare for all. access to pre-kindergarten education. this puts you on a progressive wing of the democrat i can party. how do you attract those perhaps

alienated by the president but not comfortable with being so reliant on the government as a main provider. >> what i hear out there, there are a lot of folks, a lot of people who want us to invest in universal healthcare. i'm under no elusion that accomplishing something like medicare for all would be easy. i do believe in this nation, the richest nation on earth, not a single person should be without healthcare what they need it. >> brennan: what will that cost tax payer. you have to make changes to pay for it. >> you do. no question it will take several things. i think it will take asking wealthier individuals to pay t*+ fare share. >> brennan: what does that mean? >> -- we have had basically the last 40 years of lower and lower commitment from people at the very top.
