presidential election. good afternoon. >> there is a big announcement from the bay area data. >> she is all in. this is a politician who has never lost a race that she has entered, but she is entering what is promising to be a crowded and competitive field in 2020. >> that is why i am running for president of the united states. >> reporter: that was the campaign announcement released on social media early this morning, and today -- >> i am a proud daughter of oakland, california. >> reporter: sen. kamala harris spoke with reporters at her alma mater, howard university in washington, dc. >> how do i describe myself? i describe myself as a proud american. >> reporter: harris is 54. she was born in oakland and grew up in berkeley. when she was 12 her family moved to montrial, but came back to california and she graduated from hastings law school. in 2003 she ran for san francisco dist. atty. and one in a runoff.

>> the voters of san francisco elected t rney osan francisco because there's a level of confidence in my experience. >> reporter: from there it was atty. gen. of california, then the u.s. senate. today house speaker nancy pelosi expressed excitement for harris's bid. >> i love the fact that her freedom is for the people because that was our theme as the democrats to take back the house. that is what it has always been, for the will. remax proposes that she won't likely endorse any one candidate that willie brown will.>> this is a formidable candidate. >> reporter: brown was the speaker of the california assembly when he met harris in the 90s and they began dating. >> what is your best advice for kamala harris are now? >> keep doing exactly what she is doing. be as direct, as responsive, as charming, as well groomed as be. >> our unity has always been our strength, and our strength

is our unity. >> we are going to hear a lot more from kamala harris. she is holding a big campaign kickoff event this sunday afternoon in oakland but her main campaign office though is going to be in baltimore. her staff wants to be in the east coast time zone to get a jump on the daily news cycle, and to make it easier to travel to those early primary states. with the big announcement today, harris adjoining the growing list of women putting their hats in the ring for 2020 point so far that includes new york center kiersten kilburn, congressman from hawaii and massachusetts sen. elizabeth warren. you? >> this is about getting out there and talking about what we believe in. it is about bringing more and more people into the fight. that is the way we are going to make real change. i'm delighted. >> sen. warren went on to say the democrats are full of ideas and energy, which is how the

country will get some real change. new at noon, a home engulfed in flames. chopper 5 was overhead a short time ago. this is on the 400 block of manfred street. you can see large plumes of smoke coming from the rooftop. emergency crews got the alert just before 9:30 this morning. no reports of injuries at this time. the cause is under investigation. additional construction for the bart extension to silicon valley starts this week. vta is overseeing the project, drilling deep into the street and sidewalk50 feetwn. bemarket you can expect some traffic delays, especially during peak travel times. as for the noise level, it will be about the same as a lawnmower, we are told. the vta says the initial tests should not be too disruptive. they're looking at soil conditions to see what is rground,nd where ilities arlote r the

construction begins in 2020 and will last until 2026. a 54 mile train ride to the bay area honoring martin luther king, jr. and the 1965 march from selma to montgomery, alabama. >> reporter: the freedom train has been running from san jose to san francisco for the past four decades and it has been a fault now is forever. this is the 34th year the train has made this journey and diane joyner finally decided it was time to take the day off and ride the celebration train for the first time. diane wonders what dr. king would think of our country if you could see us now. >> i think it would be sad today if he's seen what we were going there today and what is being promoted and perpetuated in our country today. he wanted us all to love each other. we are so separated right now, it is sad. >> reporter: mrs. king chose

>> tributes to dr. martin luther king, jr. are happening all across the country today. in washington dc lately wreath was laid at the mlk junior memorial honoring the life and legacy of the civil rights leader. president trump and vp mike pitts made an unannounced stop at the memorial today. the president made some brief remarks before heading back to his motorcade.>> good morning, everybody. it is a great day, it is a dutiful day. i thank you for being here, appreciate it. >> the memorial site is overseen by the national park service, which has been left unfunded because of the government shutdown. and the shutdown is in its 31st day and president trump says it is tied for both sides to listen to each other in order to ended and secure the border. as nicole killian reports, democrats are not on board with his latest offer.

>> reporter: president trump offered a proposal to end the partial government shutdown and build a border wall. >> walls are not immoral. in fact, they are of ioral beca >> reporter: the president is offering a three-year extension for immigrants brought to the country illegally as children, and for refugees living in america in exchange for the $5.7 billion in wall funding. to make it was the president who single-handedly took away daca and tps protections in the first place. offering some of those protections that he took away back in exchange for the wall is not a compromise, and hostagetaking. >> reporter: democrats were not consulted before the president announced his plight. they are demanding he reopen the government and then they will talk. >> it is very hard to negotiate when a gun is held to your head. >> reporter: the president delivered his proposal to end the standoff after top white house advisors warrant the

shutdowns and negative impacts will worsen rapidly starting this week. but some conserves critinthe presidfor including immigration protections and coulter tweeted, trump proposes amnesty. we voted for trump and got jeb. not every republican agrees. >> what the president has put forward is not amnesty. with the president has done is to say absolutely our first and most important obligation is to secure the border. >> reporter: without paychecks some government workers are relying on food banks to put dinner on the table. the world economic forum is getting underway in switzerland, notably missing this year an official delegation from the united states. the annual meeting is typically attended by top business leaders, economists and politicians. the last week president trump canceled his delegation strip cited the partial government shutdown. 75 million americans are feeling the deep freeze left behind by a deadly winter storm that swept through the midwest and northeast over the weekend. parts of the northeast were buried in snow and ice.

in upstate new york the hudson river froze over. in maine people raced to clear 8 inches of snow before the arctic temps froze everything. >> you do a little bit at a time. go back in, warm-up, go back out later. >> the storm is blamed for the death of a snowplow driver in kansas and a utility worker in connecticut. good news, the worst of the storm is now over. the system has moved offshore. a video that has gone viral shown a group of white teenagers, many wearing make america great again hats, seemingly taunting a native american vietnam veteran. now we are hearing from both sides. there may be more to the story. >> reporter: both the high school students in the native american veteran at the center of this controversial viral video are speaking out. >> i just wanted god to look at my american country to see what is happening here. god, look at this. >> reporter: the video shows these teenagers wearing make america great again hats who appear to be mocking nathan

phillips. the students from covington catholic health high school in kentucky or at the national mall attending in march for life rally. phillips was there for the indigenous peoples rally. >> our boys were targeted. they were targeted from the get- go. immediately there were all these people running around filming. >> reporter: chaperones for the students say a third group, african-american hebrew israelites, started it all yelling hateful things at the kids. those shepherds are now sharing this video of that confrontation. >> our boys did nothing, no violence. they did not attack those gentlemen. >> reporter: phillips says he saw the encounter and inserted himself between the two groups, hoping to calm the situation. >> they could have just walked away from it but no, they decided that they wanted to stay there. >> reporter: the teen and the video standing face-to-face with phillips has been ratified as nick sandmann.

in a written statement he says "i believe that by remaining motionless and, i was helping to diffuse the situation. i said a silent prayer that the situation would not get out of hand.">> sandmann says he has received death threats over the weekend. the diocese of covington and the high school said that the matter was being investigated. they also apologized to phillips. still ahead, frustration for flyers stuck on the tarmac for more than 15 hours.>> they did come, 12 hours late, and then got on another flight. we asked for food and they said there was no food. >> the series of mishaps that left their flight should. a lot of people headed to the sierra this holiday weekend. a snowy drive home expected later today. check out this beautiful view this afternoon, looking at the oakland airport west to san francisco. you can see all of that sunshine . we are going to see a big warmup as we head through the week. how warm will it get? details, coming up.

trapped on the tarmac for more than 15 hours, that is a story for hundreds of passengers on board a united airlines flight. flight 17 i left newark, new jersey headed to hong kong on saturday. 250 passengers and 15 crewmembers were on board. about three hours into the flight the plane was diverted to newfoundland after a passenger had a medical emergency. the passenger was taken to the hospital but before the plane

could take off, what are the emergency doors malfunctioned in the freezing temperatures. it was -25 with -55 degree wind chills. with no customs officers working overnight, passengers were forced to spend the night on the plane. he did have heat, but only limited snacks. a second unitrl plane landed in canada around noon on sunday and brought the stranded passengers back to newark. they arrived last night about 27 hours after the original departure.>> the breaking point was when you thought that the airplane was coming to get us. they did come 12 hours late, and then we got on the flight and we asked for food and they said well, there is no food. there are snacks, pretzels. >> it was cold, i was hungry. but it is alright. i think everybody understood that it was a consensus that not everyone can control.>> united has apologized and offered passengers a refund,

are checking for four-wheel- drive or chains. snow on the mountains, we got a lot of sunshine here in the bay area.>> as we are looking at a ridge of high pressure building and expanding for us that means sunshine not just today, but actually over the next several days. things have quieted down for sure, not just for the bay area but for the sierra as well as it they will see that sunshine when you had to the afternoon. nice to see the blue skies, a completely different story compared to last week with our stormy weather. we are looking at quiet and dry conditions for the week. temperatures running mainly in the mid-50s, conquered at 56. oakland you're at 53, livermore 54, 55 in downtown san francisco, san jose and santa rosa. there is still a coastal flood advisory effect until 1 pm, minor flooding possible for the low lying areas because of the

king of tides. great weather on this holiday, looking at plenty of sunshine, seasonal daytimes highs in the mid to upper 50s as we honor and celebrate dr. king. here is the satellite and radar view an area of low pressure that brought the rain and the isolated thunderstorms yesterday continues to push off to the east. high pressure will build and expand, not just today but through the next several days. future cast through the afternoon shows plenty of sunshine with clear skies and that will continue for the week and likely into next week as well. fast forward as we had for the week on friday, high pressure builds and expands the most. that is when we will see the warmest temperatures likely on friday. our sunset at 5:nrise at 7:20 tomorrow morning. daytime highs right around normal, where we should be this time of year. 58 in palo alto. walnut creek is at 56 in
